2019 Fees Structure for Secondary schools in Kenya; Day schools, Boarding schools and Special schools

The Ministry of Education has released fees guidelines on implementation of Free Day Secondary Education for 2019. According to the ministry, all learners will continue to receive a capitation of Kshs. 22,244 per year.

2019 FEES GUIDELINES FOR DAY SCHOOLS

Parents with learners in Day Scholars will pay for their kids’ lunch programmes, as has been the case. The ministry will disburse the funds as follows:

  • A sum total of  KShs. 11,122 in December 2018; to be used for first term of 2019,
  • Kshs. 6,673 in April 2019; to be used for second term of 2019 and
  • KShs. 4,449 in August 2019; meant for term three of 2019.

the ministry has categorized the boarding schools into two groups, namely:

  • Category A and
  • Category B

1. CATEGORY A BOARDING SCHOOLS

These are National schools and extra County schools located in: Nairobi, Mombasa, Nakuru, Kisumu, Nyeri, Thika and Eldoret. On top of the KShs. 22,244 government subsidy, each parent will pay to the following vote heads, per child in 2019:

  • Boarding equipment and Stores: KShs. 30,385.
  • Maintenance and improvement: KShs. 2,000.
  • Other Vote heads(LT & T, Admin, EWC, PE): kShs. 20,371
    • Activity fees: Kshs. 798.
    • This brings the total fee obligation for parents per child to KShs. 53,544.

2. CATEGORY B BOARDING SCHOOLS

These are boarding schools and extra county schools in other areas. On top of the KShs. 22,244 government subsidy, each parent will pay to the following vote heads, per child in 2019:

  • Boarding equipment and Stores: KShs. 25, 385
  • Maintenance and improvement: KShs. 2,000
  • Other Vote heads(LT & T, Admin, EWC, PE): kShs. 12,900
    • Activity fees: Kshs. 250
    • This brings the total fee obligation for parents per child to KShs. 40,535.

2019 SPECIAL NEEDS EDUCATION SCHOOLS’ FEES

The government has enhanced capitation to Kshs. 57,974 per child in 2019. The parent’s fee obligation, on top of the Government’s subsidy, shall be:

  • Boarding Equipment and stores: KShs. 10,790
  • Maintenance and improvement: Kshs. 2,000
    • his brings the total fee obligation for parents per child to KShs.12,790.

Ministry of Education advertises Recruitment of Volunteer Graduate Assistants Positions

The ministry of Education seeks to recruit a total of 1,600 young Kenyan graduates to join the cohort of Kenya’s G-United National Volunteer Programme. The programme targets recent Kenyan University Graduates aged 21-30 years old to serve as volunteers in communities outside their home counties for a period of 9 months. They will undertake a week long training which includes professional skills, training and subsequently be deployed to serve in the counties.

G-United is looking for self driven, hard working and passionate Kenyan graduates to experience life in a new county and become a generation of leaders and change makers. Volunteers become “Education Ambassadors” who provide remedial education support to young learners in primary schools and contribute to the improvement of the quality of education in Kenya. The volunteers will be paid a monthly stipend of Kshs. 6,000 per month along with NHIF cover during the period under service.

ABOUT G-UNITED

Greatness United (G-United) is an annual national volunteering programme that was launched on September 2014 by the Presidency of the Republic of Kenya, and is implemented by the Ministry of Education, with technical support provided by Evidence Action. The primary aims of the programme are to:

1. Strengthen and support primary education outcomes – educational outcomes such as early literacy skills will be enhanced, by volunteers under the guidance of teachers, providing remedial support to pupils who have been identified as requiring extra support.

As mentors, volunteers will be challenged to inspire, motivate and cultivate a culture of greatness at the primary schools in which they have been deployed. Acting as ‘education ambassadors’, volunteers also promote school enrollment through outreach and awareness raising campaigns in their host communities.

2. Promote national cohesion – by volunteering in areas other than their home or residence counties, university graduates gain invaluable exposure to diverse environments and communities. While serving in these primary schools and communities, these volunteers live with local host families, further increasing opportunities for meaningful cultural exchange.

3. Create enriching personal development opportunities for the youth through community service – University graduates who are selected to participate in this volunteer programme will develop essential professional and life skills, having gone through extensive training and practical experience that will contribute towards making them better individuals.



A LIFE – CHANGING EXPERIENCE

Becoming a G-United volunteer, known as a Volunteer Graduate Assistant (VGA), is a great opportunity for self-driven, hardworking and passionate young Kenyan graduates to travel to counties other than their home counties and become a generation of leaders and changemakers. Volunteers become ‘education ambassadors’ who provide remedial education support to young learners in order to contribute to the improvement of the quality of education in Kenya.

In addition to receiving related training from a host of professionals and life coaches in the course of their service, G-United volunteers are encouraged to initiate social community projects of their choice, which help improve the quality of living locally.


WHAT DO VOLUNTEER GRADUATE ASSISTANTS DO?

G-United volunteers undergo a week of training which equips them with the necessary skills for their placement. This training includes an Introduction to Reading Aloud with young learners faciliated by the Kenya Institute of Curriculum Development, the importance of National Cohesion by the National Commission for Integration and Cohesion as well as personal development sessions and courses such as on Personal Branding and Entrepreneurship and Life Coaching.

After their training, VGAs are deployed in pairs to their placement counties – these are counties other than their home counties. This gives the volunteer an opportunity to experience a new environment other than what they are used to, and interact with Kenya’s rich cultural diversity. They primarily support school teachers by helping in remedial education through Read Aloud Sessions with young struggling learners who have been identified as lagging behind in classes 2 and 3.

SELECTION PROCESS

For its fifth cohort, Greatness United (G-United) looks to recruit recent University graduates to serve as Volunteer Graduate Assistants in Primary Schools for 9 months in 2019. The Cohort 5 recruitment process begins in September 2018.

The selection process is rigorous and competitive, combining an online application, applicant engagement surveys and face-to-face interviews which determines selection for training and volunteer placement.

Close to 2,000 volunteers have already been deployed to counties across the country in the first, second, third and fourth cohorts. Our fifth cohort will expand into 2 more counties to make a total of 22 diverse counties in Kenya. The Counties which participate in the programme as of 2019 are: Busia, Nyeri, Machakos, Kilifi, Samburu, West Pokot, Kisumu, Meru, Kisii, Kajiado, Migori, Bungoma, Uasin Gishu, Kiambu, Embu, Kwale, Marsabit, Taita Taveta, KirinyagaKakamega, Baringo and Kitui.

WHO CAN APPLY?

Applicants to the volunteer programme must be at least 21-year-old Kenyan nationals who are:

– Aged 21 to 30 years
– recent Kenyan University graduates from any discipline, actively searching for a fulfilling exprience of service to the community and for personal development
– Ambitious, driven, hardworking, disciplined, brave and adventurous individuals looking to make a difference in their own lives and those of others
– Individuals who are able to commit to an un-interrupted 9-month long volunteering programme in 2019 in a different county, where they will live with a host family.


THE APPLICATION PROCESS

Applying to join G-United is a simple and straightforward procedure outlined in the phases shown below.

  • Online Application
    • Filling out the application form should take about 15 minutes. No login is required to access the platform but you will be required to finish the application all at once (you cannot save it and choose to complete it later). 
  • Ongoing Applicant Engagement
    • Eligible applicants will have the opportunity of participating in a series of surveys aimed at collecting additional data for determining programme entry behavior as well as seeking to improve the applicant’s placement. 
  • Face to Face Interview & Verification
    • Eligible applicants are invited to attend an interview with G-United Recruitment officials at County Centers nearest to them. In addition to dressing presentably, applicants are required to carry original copies of their ID, University transcript, certificates or a letter of completion.
       
  • Cohort Invitation & Placement
    • Successful applicants then receive communication from the programme, inviting them to join the programme, as well as an invitation to take part in a mandatory week-long Training.
       
  • Training & Deployment
    • Takes place at a regional centre where volunteers are taken through an intensive process meant to prepare them for the task ahead, as well as equip them with personal development skills. Thereafter, volunteers are deployed to the local community and begin their volunteer service.

This comprehensive in-patient health cover has been introduced for NHIF contributors and their dependants. The actualization of this package is a culmination of continued reforms at NHIF. Such reforms include efficiency, arising from decentralization of NHIF services and continued partnership with health providers on enhanced quality services to all members. To enhance these benefits, NHIF has contracted hospitals under three Categories; A, B & C, to provide this in-patient medical cover and partial cover for surgical cases in some of these hospitals. Our members are at liberty to attend hospitals under any category.
Under Category A (government hospitals), members would be able to enjoy full and comprehensive cover for maternity and medical diseases including surgery. In short, they will not need to pay for anything on admission provided they are fully paid up members of NHIF. Members admitted under contract Category B (private and mission) hospitals will enjoy full and comprehensive cover but where surgery is required, the contributor may be required to co-pay.
Those visiting facilities contracted under Category C (private) will continue with the current system where NHIF pays specified daily benefits under the current arrangements. NHIF will continue to negotiate with other health providers not appearing in the list below to determine which category of contract they will sign. Members will be informed of additional hospitals as and when they sign the contracts.

KNUT to collect data for teachers with higher qualifications ahead of Friday’s meeting with TSC

The Kenya National union of Teachers, KNUT, has embarked on a process of collecting data for teachers who have submitted their higher qualification certificates to the Teachers Service Commission, TSC, effective 2014 to date. Through a memo sent to all branch executive Secretaries, the KNUT Deputy Secretary General, Hesbon A Otieno, requests the secretaries to compile the data and send it to the National office before Thursday, 18th October, 2018. “You are hereby instructed to urgently furnish this office (KNUT National office) with the above data by Thursday 18th October, 2018,” says Otieno.

The collection of this data is to inform the national office on the exact number of teachers who have attained higher qualifications but are yet to be promoted by the TSC. KNUT has been estimating the numbers of those teachers to be about 30,000. KNUT says it will use the data during the forth coming crunch talks with the TSC. “This is to necessitate our talks with the TSC regarding the issue of ‘Teachers Promotion’ during the meeting scheduled for Friday 19th October, 2018.” Otieno adds in the circular dated October 16, 2018.

Friday’s meeting comes after KNUT and TSC failed to agree on pertinent issues raised by KNUT’s negotiating team. Sonme of the contentious issues are: Promotion of teachers who have attained higher qualifications, Stopping the delocalization and Teachers’ evaluation exercises by the TSC.

The branch executive secretaries are expected to collate the teachers’ data that include; the teacher’s name, TSC Number, Qualifications, Year of Submission (of higher qualifications certificate to the TSC) and the teacher’s KNUT branch name. Teachers with higher qualifications will be hoping to be considered for promotions after Friday’s meeting between the KNUT and TSC in Nairobi.

EXITING TEACHING SERVICE BY RESIGNATION:

A teacher may decide to voluntarily resign from employment by giving a written seven or thirty days’ notice. The TSC will pay the teacher for the 7 or 30 days worked after notice is given.

A female teacher may resign from service upon completion of five years continuous service on account of marriage or with an intention of prospective marriage.

Agony awaits teachers, Civil servants and disciplined forces as government set to roll out pension scheme

Teachers, civil servants and members of the disciplined forces are staring at looming agony in January next year, 2019, after the government made good of its plan to introduce a mandatory contributory scheme. The government employees are set to lose 7.5% of their basic salary towards the statutory pension scheme. This is the first time that the employees will be contributing for their retirement since the government has shouldered the whole responsibility. In the new contributory scheme, the servants will forfeit 7.5% of their monthly gross pay as the government gives twice as much, 15%. The cash starved government is on a collusion part to cut down on its spending in a bid to procure an additional loan facility of 1.5 billion US dollars from the International Monetary Fund, IMF.

“I know we have to do it this time round. I am really hopeful this time we will start it, hopefully in January”, said Mr. Kamau Thugge who is the Treasury Permanent secretary.

The Kenyan government has been trying to introduce the pension scheme for the past twelve years with little success. This new deduction is coming after the government introduced another monthly statutory tax of 1.5% of gross salary for government officers earning an excess of Ksh. 100,000. These funds will go towards a housing scheme that is among the big 4 agenda of the president Uhuru Kenyatta led government.

This now means that Chief principals in job group Q (T- Scale 15/ D5) will remit over Kshs. 7,000 per month to the school whose intent is to construct low cost housing units. Senior principals in Job group P/ T-scale 14/ D4 will forfeit Kshs. 6,000 monthly. Secondary school teachers in job groups G, H, J and K should prepare to lose excesses of Kshs. 1,520, Kshs. 1,777, Kshs. 1,959 and Kshs. 2,240 respectively.
