The Ministry of Education has given elaborate plans to have displaced students sit for their National tests. Speaking at an invite to appear before the parliamentary Committee on education, today morning, the Cabinet Secretary, Amb. Amina Mohammed, said her ministry has identified 28 alternative centres where candidates affected by inter-community clashes in Narok and Nakuru Counties will sit their national examinations.
Amina told the National Assembly Education Committee that 42 primary schools and 6 secondary schools with a total of 1,719 candidates were affected; exuding confidence that the affected candidates will sit for the tests like others countrywide.
“In Narok South sub-County, 27 primary schools with a total enrolment of 13,476 including 1,087 candidates were affected while in Narok North sub-County, 15 schools with a total enrolment of 5,791 including 434 candidates were also affected,” said the CS.
The CS was acciompanied by the Principal Secretary in her ministry, Dr. Belio Kipsang. The Hon. Julius Melly chaired Education committee had raised concern over the Cabinet Secretary’s absence and failure to honour summons, early last week.
Amina said her ministry was working closely with the CS Matiang’i led Ministry of Interior and Coordination of National Government to enhance security and ensure normalcy returns to the affected areas.
CS Amina said, “relative calm has returned and schools have since re-opened. I can confirm that out of 1,847 students that were reported absent, only 110 are yet to resume. We will take all measures to ensure that the examination materials are delivered to the schools as planned and that the security of learners is guaranteed,” she assured.
Yesterday, the Education CS led a stake holders’ meeting at the Kenya Institute of Curriculum Studies, in Nairobi. The meeting came up with a raft of measures to curb exams cheating. Top on the list is the banning of: visitations to schools by parents, this term, and possession of mobile phones by students in school. The CS spelt out tough action that would be taken to parents whose children are found in possession of mobile phones in schools.

During today’s meeting with the Education parliamentary committee, the CS said that in Kibra, Nairobi County, a total of 15 schools with 258 students were affected by demolitions and alternative examination centres have been proposed.
The National examinations kick off at the end of this month.

Education Cabinet Secretary, Ambassador Amina Mohammed, has refuted claims that the full implementation of the new Competence Based Curriculum, CBC, has hit a snag. Amina says that all interventions have been put in place to ensure full roll out the new curriculum in January 2019. CS Amina was speaking at the Kenya Institute of Curriculum studies after leading a consultative meeting on curriculum implementation, today. Amb amina chaired the Multi-Sectoral National steering committee on curriculum Reform as part of an ongoing intensive review process to assess the implementation of the new curriculum. Last week, the Kenya Publishers’ Association lamented on the government’s sluggishness in providing guidance and resources for development of the new curriculum. The Publishers said they have not prepared instructional materials for grade four, ahead of the new 2-6-3-3-3 education system full roll out. CS Amina added that “mobile phones will not be allowed in schools. In fact, only centre managers will be authorized to have these devices and the phones will be monitored. As we commence this year’s examinations period, we count on all our colleagues to assist in delivering credible processes and outcomes. Our country deserves this, the children deserve this, their teachers deserve this and the future demands this”.
Yesterday, the Parliamentary Committee on Education faulted the Ministry, of Education, for failing to provide updates on its preparedness for the forthcoming National examinations. Led by Hon. Julius Melly, the Tinderet Member of Parliament who is also the chair to the committee, the MPs said they had summoned CS Amina to shed more light on the fate of the over 4,000 students affected by insecurity in various parts of the country.

But, speaking to the media today at the KICD, in Nairobi, the Education CS reiterated the Government’s commitment in ensuring that the new curriculum is rolled out next year, as scheduled. “Going forward, we plan to supply necessary Curriculum materials to all schools to enhance the learning and teaching environment”, Amina told journalists. The CS who has been out of the Country for official duty assured teachers that they will get adequate training in order to handle the new Competency Based Curriculum. “We also plan to step up the level of preparedness among teachers to handle the CBC. We plan to hold the third National conference in Curriculum reforms in December of this year”, Amina added.
Ambassador Amina exuded confidence that full roll out of the CBC for grade one to three will go on as planned, next year.
Elsewhere, the Education PS, Dr. Belio Kipsang, has suspended annual leaves for all education officers till examinations are over. In a Circular to all Regional Coordinators of Education, RCEs, the PS directed that all educational officers on leave to resume duty immediately. The officers are required to help in administering the National examinations.
In a rejoinder, the interior cabinet secretary, Dr. fred Matiang’i, has assured of adequate security during the examination period. “It is inflexible commitment; almost militaristic to support clean exams. We will provide all the security we need”, said the fiery and no nonsense Cabinet Secretary, who initially led the Education docket where he introduced far reaching reforms. Speaking at Kereri Girls Secondary School in Kisii County, yesterday ,while commissioning a new dormitory, Dr. Matiang’i promised thorough interventions from his Ministry to ensure that the examinations will proceed smoothly.
” This year, the change that you are going to see from my end, of Security, in terms of managing the exams will be much more swift than we were last year in getting the crooks”, Matiang’i said. Already, the Kenya National Examinations Council, KNEC, chairman Prof. George Magoha has highlighted areas and individuals under the spotlight for examination related malpractices.
The Kenya Certificate of Primary Education and Secondary Education exams kick off at the end of this month.

The Confederation of Africa Football (CAF), has cancelled the 2019 Africa Cup of Nations (AFCON), qualifier between Ghana and Sierra Leone.
A communique from CAF informed the Ghana Football Association’s (GFA), Normalization Committee that “the CAN 2019 Qualifier match no. 65 (Ghana vs Sierra Leone) & 89 (Sierra Leone vs Ghana) on the 11th and 14th of October respectively have been cancelled.”
The letter signed by Samson Adamu, Director of Competition at CAF, further said it was “due to the fact that the Sierra Leone Football Association (SLFA), did not meet the conditions stipulated in the letter sent by CAF on FIFA’s decision to suspend the federation.
“As a result, all officials appointed for match no 89 (Sierra Leone vs Ghana) are not to travel as their mission has been canceled, likewise, the officials who have travelled for Match no 65 (Ghana vs Sierra Leone) are requested to travel back home since the match has been cancelled.”

Ghana are at the summit of group F, that also includes Kenya and Ethiopia who play each other this evening, at Ethiopia. Kenya now have a fair chance of topping the group if they win or draw, away at Ethiopia, today.

These loans are for students joining public or private universities within the East African Community directly from high school either through the Kenya Universities and Colleges Central Placement Service (KUCCPS) or as self-sponsored. Amounts awarded range between 35,000 minimum and 60,000 maximum based on the level of need. The loan attracts interest of 4% p.a and the students are required to repay their loans on completion of their studies. Students are advised to apply at least one month before the opening date to allow ample time for processing.

Undergraduate loan repayment starts within one year of completion of studies or within such a period as the Board decides to recall the loan whichever is earlier. However, you can make voluntary payments before or after you complete your studies to reduce your loan balance.
Alternative loans comprise of Postgraduate (Masters & PhD) and Undergraduate loans for salaried applicants loans. This category of loan was introduced in the year 2000/2001 (PG) and 2008/2009 (CE). It runs as a commercial window targeting students who are able to repay their loans while studying, thus allowing the Board to generate income from application fees and interest charged to build and maintain a sustainable revolving fund. The loans are evaluated and awarded on the basis of the loanees’ ability to pay while studying at an interest rate of 12% p.a and repayable in 48months.
PhD- Kshs: 60,000 – 200,000.00;
Masters -Kshs: 60,000 – 200,000.00;
CE -Kshs: 60,000 – 100,000.00;
12% per annum ; 48 months
HELB awards scholarships to postgraduate students pursuing their Masters or Doctoral studies. The award is based on academic merit. Applicants are required to pay a processing fee of kshs 3,000.
Oshwal aid in association with Higher Education Loans Board (HELB) offers scholarships to direct entry university students. The scholarships will funds 20 students for the total tenure of study. For undergraduate degree programme. The fund supports needy entrants in local universities to a maximum of kshs 100,000 per annum. The application period is July to August every year.
Training Revolving Fund
The Afya Elimu Fund is a partnership product of the USAID funded Human Resources for Health (HRH) Kenya Mechanism implemented by IntraHealth International Inc., the Higher Education Loans Board (HELB), Ministry of Health, the private sector and county governments. The Fund offers affordable loans to needy students pursuing pre-service medical training at mid-level (diploma and certificate level only).
7. UNDERGRADUATE BURSARIES
HELB awards bursaries to extremely needy undergraduate students who benefit from loans for direct entry. Orphans, students from single parent families and others who come from poor backgrounds will be given priority for the bursaries. There is no separate application for this bursary but qualification for it depends on the information provided on the direct entry form.
8. TVET BURSARIES
Students pursuing Diploma and Certificate courses in Public universities, university colleges, public national polytechnics and Institutes of Technology and Technical Training institutes country-wide are eligible for this loan and bursary. Orphans, single parent students and others who come from poor backgrounds will be given priority for the loans and or bursaries. The application period is January to April every year.

Print TWO copies of the duly filled Loan Application Form.
Have the TVET Loan Application Form signed and stamped by the Dean of Students/Financial Aid Officers.
