Why fuel prices will continue increasing

The government is mulling a plan to gradually adjust domestic fuel prices saying that the move is necessary in order to progressively eliminate the need for the fuel subsidy, possibly within the next Financial Year.

National Treasury and Planning Cabinet Secretary (CS) Ukur Yatani said that this will then create the fiscal space necessary for the government to support targeted public spending on productive sectors that support the most vulnerable, such as fertilizer subsidies, universal health coverage, and subsidized primary and secondary education, among others.

In a statement on Wednesday, Yatani said that the Sh9.0 per litre fuel increase published by the Energy and Petroleum Regulatory Agency (EPRA) on 14th June, 2022, will help contain the cost of the fuel subsidy.

“This notwithstanding, the published fuel prices of Shs.159.12, Sh140.00 and Shs.127.94 per litre of petrol, diesel and kerosene, respectively (in Nairobi), are still significantly lower than prevailing prices in other countries in the region, such as, Uganda, South Africa, Zambia and Rwanda,” explained the CS.

He said that without the fuel subsidy, fuel prices would have retailed at Shs.184.68, Shs.188.19 and Shs.170.37 per litre of petrol, diesel and kerosene, respectively.

“The National Treasury will continue to monitor these prices with a view to taking measures to cushion the most vulnerable to enable them adapt in the face of these global shocks,” said Yatani.

He explained that from the onset of the Russia-Ukraine War, there has been elevated volatility and uncertainty in the international oil markets given that Russia is the third-largest oil exporter in the world, commanding 11 percent of the global market share.

“This has resulted in significant increases in fuel prices in recent months to levels not seen since 2008, with an increase of more than 50 percent between December 2021 and May 2022, thus gravely impacting the cost of living,” he said.

The CS highlighted that fuel accounts for 20 percent of Kenya’s import bill and the volatile international oil prices thus expose Kenya’s open economy to the risk of imported inflation.

“For this reason, the Government has been subsidizing fuel prices so as to ensure that the rising fuel prices do not push the prices of most basic commodities and services beyond the reach of most citizens,” he said.

He added that towards this end, the government has allocated over Shs.100 billion, in the Financial Year 2021/22 and 2022/23 to subsidize fuel prices.

“However, fuel subsidies are inefficient and often lead to misallocation of resources and crowding out of public spending on productive sectors, resulting in unintended consequences such as disproportionately benefiting the well-off,” Yatani said.

He added that the scenario analysis suggests that fuel prices could increase further, but even if they do not, they are not expected to revert to levels experienced prior to the Russia-Ukraine War.

“The cost of the fuel subsidy could eventually surpass its allocation in the National Budget, thus potentially escalating public debt to unsustainable levels and disrupting the Government’s plans to reduce the rate of debt accumulation,” said the CS.

Ensure all 2020 form ones are captured on Nemis- Schools told

A total of 223,240 form ones have been captured on the Education Ministry’s National Education Management Information System, Nemis. This is according to the latest data by the Ministry which is keen to ensure that all the 1083456 who sat the 2019 KCPE exams transit to secondary.

“As you are aware the Ministry of Education is implementing the 100% transition policy of students from Primary to Secondary Education”, reads a circular by the Ministry’s Elyas Abdi.

In the Year 2020, the reporting date
for Form One students was from 13th January, 2020 and ends on Friday January 17, 2020.

In order for the Ministry to monitor the transition and actual reporting, the Ministry decided that all Form One admissions be done through Nemis. But, schools have not found it easy using the system due to constant sometimes. Many schools thus resorted to manual admissions.

According to the Ministry, a total of 223,240 form one students have transited as per the Nemis, translating to a transition rate of 20.7% as at 16th January, 2020 at 1.20 p.m.

The Ministry is now directing schools to ensure all learners are captured on Nemis.

” You are required to give this assignment the highest priority,” adds Abdi.

On Wednesday, Education Cabinet Secretary Prof George Magoha directed schools to admit all Form One students; including those who may have less fees than required in First Term in the spirit of the 100 per cent transition policy.

KCSE 2019 results out today

All is set for the release of the results for the 2019 Kenya Certificate of Secondary Education, KCSE, exams. Reports indicate the results will be released on Wednesday December 18, 2019 at the Knec offices- Denis Pritt Road in Nairobi. Education Cabinet Secretary Prof George Magoha is expected to announce the results, whose marking was completed last week.

This year’s results would come three days earlier than last year, whose results were announced on Friday December 21, 2019.

As was the case last year, during the KCSE results’ releasing ceremony, the CS is expected to give the names of the most improved students and list of top candidates in the 2019 exams. The CS will also give a breakdown of the candidates per grade.

Other details that may be given by the CS include: An analysis of the candidates who sat the exams (in terms of gender and age among others) and performance in the subjects.

A total of 699,745 candidates sat for this year’s KCSE examinations.
In the year 2015, 937,467pupils sat for the Kenya Certificate of Primary Education, KCPE, examinations. Out of this number, only 699,745 have done their KCSE exams in 2019, meaning 237,722 learners were lost somewhere along the way.

Exam Malpractice

Of recent, Biology has been one of the subjects that has given candidates nightmares, if performance in the subject is something to go by.

Focus will also be on the cases of exam irregularities. Last year, 2018, the Kenya National Examination Council, KNEC, was forced to cancell results for 3,427 candidates who were involved in exam malpractices.

Among counties that were adversely reported to have engaged in exam malpractice were; West Pokot, Kericho, Machakos, Kisii, Narok, Elgeyo Marakwet, Bungoma, Kisumu, Isiolo, Turkana, Mandera, Garissa and Mandera.

The council had found glaring collusion among affected candidates including identical errors in calculation, correct responses after incorrect working, identical choice of words, similar correction by a group of candidates.

The candidates had similar values to those of their teachers in practical exams, a group of candidates had identical readings in practical exams and others copied values directly from textbooks.
