The Teachers Service Commission, TSC, is set for a major delocalization exercise for school heads in November/ December, 2019. In what was seen as a major shake up, the commission in June this year directed County Directors to compile data for school administrators in readiness for the transfers. Via a memo dated 27th June, 2019 the TSC Deputy Director in charge of staffing Dr. Dorothy Owuor had instructed the County Directors to collate data for institutional administrators within their areas of jurisdiction.
The Commission is now working on data for heads and principals serving in their home counties and those who have served in the same station for over nine years. The data was sent to the head quarter by 8th July, 2019. According to the TSC boss, Dr Nancy Macharia, teachers with medical conditions will be spared from the ongoing delocalization exercise. Also to be spared are teachers aged above 56 years.
Sources privy to the delocalization exercise indicate that the Commission is finalizing the transfer letters for the affected teachers; which they will receive in late November or early December.
Reasons for Delocalization
The Commission says the transfers and deployments are being undertaken for various reasons including:
1. Following the retirement of headteachers and principals who attained the mandatory retirement, some headship positions fall vacant. As a result, deputy heads who are qualified and have exemplary performance record have been promoted to headship positions and transferred accordingly. Inevitably, some of the serving heads have also been transferred to take the positions that fell vacant. This is necessary in order to match performance and experience to the enrollment and level of the institutions.
2. Changes have also been necessitated by the need to strengthen management of some of the learning institutions following recommendations from standards and assessment reports.
3. In line with the Policy on Appointment of Institutional Administrators some principals and headteachers who have served for a long period in the same institution have been transferred. It is intended that the transfer will provide them with a new working environment and also tap into their vast experience.
4. In the course of the year, some Heads of Institution apply to be transferred to new stations. Such applications are normally considered at the end of the year to avoid unnecessary disruption in curriculum delivery, and after necessary replacements have been made. In making the transfers, the Commission has always considered important factors such as number of years pending retirement as well as exceptional circumstances such as health, where appropriate documentation is available.
The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved. Sources familiar with the transfers indicate that the Commission now prefers moving the administrators in December as opposed to April and August to minimize disruptions and for smooth transition. The Kenya National Union of Teachers, KNUT, has been opposed to the massive delocalization exercise and said it should be executed with a human face.

All that you need to do is to follow these simple steps to get your new line registered:
Have your new SIM Card ready before kicking off the registration process.
Dial *700# from an Airtel line and Press the call button.
From the retailer menu, enter option one (SIM Registration) and click ‘Send’.
Enter the new Mobile number written on the package to your new line and click ‘Send’.
Now enter your first name, Last name and Location in subsequent menu requests. Remember to click ‘send’ for each one of them.
You will then be required to enter your ID number, date of birth and your gender.
Your request will be received and processed in less than five minutes.
You will receive three sets of messages. Over 40million sim cards have been registered in the country as at last Saturday, October 15 when the campaign to register all mobile phone SIM cards ended, bringing to a total of 80 per cent of all the mobile line so far been registered.
Addressing the media in Naivasha on Monday on the sidelines of the annual Cyber Security Conference, the Communications Authority of Kenya (CAK) Director General (DG) Ezra Chiloba Simiyu said the leading mobile telephony operator, Safaricom Limited has so far registered 93 per cent of the mobile phone SIM cards operating under its brand name while Airtel on its part has registered 81 per cent.
By the time of going to the press, Chiloba said he had not received clear data from the third mobile telephony operator; Telkom Kenya limited.
The Director General said he had tasked the three mobile telephony operators to give a window of up to end of next week to those who have not registered their lines to do before closing them down completely.
He at the same time cautioned wananchi to be careful with their personal documents so that they are not used by fraudsters to register mobile lines for their illegal activities.
He gave an example where many Kenyans are struggling to pay digital loans which fraudsters used their illegally acquired mobile lines to obtain.
“Every line that is not registered will have to be switched off regardless of the owner and we will hold the three operators responsible for any line that will be found operating under their brand name illegally,” Chiloba said
He said it was important to have all the SIM cards registered in order to guarantee security of the users so that their lines are not used by fraudsters for their evil activities.
“We also have to organise our digital data system to help monitor the security of this data. Kenya has made tremendous digital progress in the financial sector and other sectors which need to be protected,” the Director General said.
The two- day conference brings together various stakeholders in the Cyber Security space to discuss various security challenges facing digital sector.
During the meeting, it emerged that during the last three months alone, six million threats or criminal attempts had been made on Kenya`s cyber space which is under various actors but were thwarted by the experts who monitor the space every minute and 58,000 advisories issued to various actors in the space.
“This shows how the cyber space all over the world is under threats from fraudsters and other criminals, hence the need to have it secured,” Chiloba remarked.
He said he was glad that during the August 9 elections, his organization worked with various stakeholders in the cyberspace and ensured the entire country was connected to the internet for the purpose of transmitting results and also managed to keep the space very secure during the period.
The Director General further said the Kenya Kwanza Government manifesto indicates that they want to build a digital superhighway in Kenya and added that his organization is ready to work with the Government to ensure that this is achieved.
“This will go along ay in ensuring every Kenyan and every village is connected to the internet and this will help the country to effectively partake of the international economy and ensure the country`s economic growth,” Chiloba retorted.
