TSC extends 2025 P1 to JSS deployment application after low turn up.
The Teachers Service Commission (TSC) has extended the online application exercise for deployment of primary school teachers to junior secondary schools (JSS).
TSC will from February deploy P1 teachers to teach Grade 7, 8 and 9 learners who are currently grappling with dire teacher shortage.
The Commission has extended the application period after low number of primary school teachers showed up to apply.
TSC activated the application portal on 13th January and was to close the exercise on 24th January but was forced to extend to unknown period after receiving low number of applicants.
Recently officials of the Kenya National Union of Teachers (Knut) urged TSC to drop its hard stance on academic requirements for deploying P1 teachers to JSS for the sake of learners.
Instead TSC was asked to retool the PTE teachers and allow them teach the Grade 7, 8 and 9 learners.
In the deployment exercise TSC wants practicing P1 teachers to have degree in secondary option with at least C+ in KCSE and at least C+ in two teaching subjects.
TSC wants a total of 6,000 primary school teachers to deploy them to work in junior secondary.
The Commission has been criticized for overlooking P1 teachers who are best suited to teach subjects such as Music, Art and Craft, P.E which JSS teachers are struggling with.
TSC CEO Dr. Nancy Macharia revealed the Commission requires a total of 72,422 teachers to address the teacher shortage in JSS.
Macharia said the Commission requires a total of 149,350 teachers to handle Grade 7, 8 and 9.
She said currently TSC has employed 76,928 teachers in junior secondary representing 51.5% of the requirement.
These are 39,550 junior secondary school teachers who were first recruited on internship terms but have since been confirmed.
8,378 P1 teachers who were deployed to JSS in 2023 and 2024 and 9,000 JSS teachers recruited on permanent and pensionable terms.
The government also allocated sh 4.8 billion which TSC used to recruit 20,000 JSS teachers on internship terms.
Macharia said TSC has so far retooled a total of 229,292 teachers on Competency Based Curriculum (CBC) and Competency Based Assessment (CBA) since April 2019.
She said a total of 60,642 JSS teachers have been retooled from May 2023 to November 2024.
The Commission is under pressure to address a looming teacher crisis in JSS as currently the teacher to class ratio is 1:1;
The Commission has been deploying P1 teachers since 2019 as a form of promotion after numerous complaints of stagnation from primary school teachers who upgraded their academic certificates.
In 2019, 2020 and 2021 a total of 1,000 P1 teachers were deployed each year to secondary schools while in 2022 to 2024 around 8,378 teachers were deployed to serve the first cohorts of the CBC in JSS.
TSC will start documents verification exercise and posting of primary school teachers to junior secondary schools (JSS) in February.
The documents verification will be done by the TSC Sub-County Director who will then issue the teacher with a deployment letter.
The Sub-County Director are under instruction to sign two deployment letters for each teacher.
One letter shall be issued to the teacher while the second original letter shall be submitted together with other deployment documents for filing at the headquarters.
The deployment will consider proximity to the current station. The teachers will be deployed to their current stations or those that are close to their current stations.
Other factors that shall be considered during the deployment will be subject combination, gender and SNE qualification where teachers with SNE qualification shall be posted to Special JSS.
Candidates are expected to present the following documents during verification exercise:
i) Original and copy of the degree/diploma certificate;
ii) Original and copies of the academic transcripts;
iii) Original and copy of SNE qualification (where applicable);
iv) Original and copy of the KCSE certificate (or its equivalent);
v) A copy of the current payslip;
vi) A declaration by the Head of Institution that the teacher is currently serving in the school and is neither serving an interdiction nor undergoing a disciplinary process.
Primary School teachers wishing to be deployed to JSS must be qualified to teach in secondary schools. The teacher MUST meet the following requirements:
i) Have an active registration as a teacher with the Teachers Service Commission.
ii) Is employed as a primary school teacher with the Teachers Service Commission.
iii) Should not be currently serving an interdiction or undergoing a disciplinary process.
iv) Have a minimum of a Diploma in Education with a minimum of C+ at KCSE (or it’s equivalent) with C+ in two teaching subjects currently being offered in the school curriculum (either under 8-4-4 or CBC) or two (2) principles and one (1) subsidiary pass at “A” Level.
At least 8 units in each of the two teaching subjects.
Those with a minimum of C (plain) at KCSE (or its equivalent) and have undertaken a Diploma in Education together with a Bachelor Degree in Education qualify.
v) The degree certificate must be Bachelor of Education. Bachelor of Education (Primary Option) holders are not eligible.

TSC Urged to Reassess Teacher Recruitment Criteria Beyond KCSE Scores
The Teachers Service Commission (TSC) is facing renewed calls to revise its teacher recruitment policies by placing greater emphasis on academic advancement rather than solely relying on Kenya Certificate of Secondary Education (KCSE) scores.
The Kenya National Union of Teachers (KNUT) argues that the current policy unfairly disadvantages candidates who may not have performed well in secondary school but have since achieved higher qualifications.
KNUT Secretary General Collins Oyuu expressed concern that the requirement for diploma teachers to have at least a C (plain) grade in KCSE fails to recognize the educational progress many individuals have made after completing secondary education.
He noted that several professionals in the education sector, including professors and university lecturers, did not initially achieve high KCSE scores but later earned impressive academic credentials.
Oyuu argued that it is unjust for the TSC to exclude these individuals from teaching positions in junior secondary schools based solely on their initial grades.
Many educators have demonstrated dedication by obtaining degrees and postgraduate qualifications, often while working full-time, and he urged the Commission to prioritize a candidate’s highest level of education.
According to Oyuu, such dedication and progress should be acknowledged and rewarded during the hiring process.
He illustrated his point with the example of a student who began with a low KCSE score but advanced through colleges in Kenya and abroad to ultimately become a professor, arguing that early academic performance should not be the sole measure of a teacher’s potential or capability.
Oyuu also highlighted that KCSE results may not accurately reflect a student’s abilities, as various factors, such as socioeconomic conditions or the school environment, could have influenced their performance.
He suggested that some students might have performed better if they had attended more prestigious schools or had access to better resources.
Given the ongoing shortage of teachers, Oyuu emphasized the need for a more inclusive recruitment strategy. He pointed out that many teachers are managing classrooms with over 100 students, far exceeding the recommended teacher-student ratio of 1:45, which negatively impacts the quality of education.
In light of the shared goal of educating students, the union also called for collaboration between Junior Secondary School (JSS) and primary school teachers to eliminate disparities in staffing.
KNUT has now urged both the TSC and the government to reassess hiring practices and adopt a more progressive approach to teacher employment.

The Teachers Service Commission is declaring 2,014 vacancies to replace teachers who exited service through natural attrition i.e. 1,309 posts for primary schools, 32 posts for junior schools and 673 posts for secondary schools. The teachers recruited will serve on Permanent and Pensionable terms of service.
Eligibility
To qualify for recruitment, a candidate should meet the following minimum requirements:
i) Be a Kenyan citizen;
ii) Must be a holder of:
• a P1 certificate in the case of primary schools OR
• Atleast a diploma in education in the case of junior and secondary schools with a minimum Grade of C+ (plus) and C+ (plus) in two teaching Subjects in KCSE or its equivalent;

TSC News: Good news for Teachers as TSC introduces new Job Groups
TSC News: The Teachers Service Commission, TSC, has introduced new job groups in a bid to address stagnation of teachers in same job grades. According to the latest news from the Commission, teachers who may not wish to rise up to administrative grades will have a chance to be promoted. This is after the Commission decided not to peg promotions on the number of available administrative positions. The administrative include Principals, Deputy Principals, Senior Masters, Head Teachers, Deputy Headteachers and Senior Masters.
The introduction of the Career Progression Guidelines (CPG) in 2018 has seen stagnation of teachers as it pegged promotions on available positions.
“We extend our apologies to teachers and the nation for the negative outcomes resulting from the implementation of the Career Progression Guidelines. While introduced with reformative intentions, the CPG framework has inadvertently led to the stagnation of thousands of teachers.” Says a memo from the Teachers’ employer.
The Commission now says the CPG will be reviewed to allow automatic promotions of teachers.
“We have committed to reviewing the guidelines. Specifically, we are eliminating Job Groups C5 and D2 and merging them with adjacent grades. This restructuring will streamline the promotion process and ensure a more equitable career progression system.” The Commission adds.
Introduction of New Job Groups.
Apart from reviewing the CPG, the Commission has also introduced job groups for teachers who do not wish to take up the administrative positions.
“We have introduced new job groups — T1, T2, and T3 — to create a clear path for teachers who do not hold administrative positions but qualify for promotions beyond Job Group C4.
This initiative allows classroom teachers to rise through the professional ranks without being limited to scarce administrative roles. We no longer wish to peg higher job groups exclusively to administrative duties. This change opens up opportunities in the upper cadres for all deserving teachers based on merit and experience.” TSC has announced.
Promotions of teachers has been a thorny issue with the Commission coming under scrutiny over perceived corruption and irregularities. TSC has indeed acknowledged the assertions.

Good news as TSC set to employ 28,000 new teachers in January
The Teachers Service Commission, TSC, will employ 28,000 new teachers in January, 2025. This is good news to the over 300,000 registered but unemployed teachers in the country.
The recruitment drive will include 20,000 intern teachers for junior secondary schools to address the teacher-to-learner ratio, as announced by President William Ruto in October.
The remaining 8,707 positions will be permanent, pensionable roles, aimed at replacing teachers who have retired, resigned, or died.

Of the total vacancies, 5,862 are for primary schools, 21 for junior secondary schools, and 2,824 for secondary schools.
The Teachers Service Commission (TSC) has reported that it has reduced the teacher shortage in junior secondary schools by half.

Nancy Macharia, TSC Chief Executive, revealed in December that the required number of teachers for grades 7 to 9 is 149,350. The government has recruited 76,928 teachers so far, meeting 51.5 per cent of the need. However, there remains a projected shortage of 72,422 teachers or 48.5 per cent.
Despite these efforts, over 350,000 trained teachers remain unemployed.
The staff deficit has placed a strain on schools, leading to large class sizes, overburdened teachers, and a lack of specialised personnel for the Competency-Based Curriculum (CBC).
Junior secondary schools are particularly affected.
The CBC, which emphasises hands-on learning and individualised attention, requires smaller class sizes and subject-specific teachers.
Education experts warn that unless the teacher shortage is addressed, the objectives of the CBC will not be met.
Akello Misori, Secretary-General of the Kenya Union of Post-Primary Education Teachers (KUPPET), welcomed the recruitment initiative but called for a more structured plan.
“The TSC needs a clear roadmap for addressing both current and future teacher shortages. This should include forecasting demand based on enrolment trends and curriculum changes,” Misori said in an interview with The Standard yesterday.
The shortage is particularly severe in science-based subjects. During a session with the National Assembly Education Committee, Macharia highlighted the lack of teachers in the sciences.
“We face a serious shortage of science teachers. Even before the introduction of the Competency-Based Curriculum (CBC), we would advertise positions for physics teachers across the country but receive no applicants. We have issued advisories on this issue repeatedly,” Macharia said. Macharia outlined plans to prioritise science teachers in the recruitment of the 20,000 new educators.
Kasipul Kabondo MP Eve Obara criticised the practice of assigning arts-trained teachers to teach science subjects, stating that it compromises the quality of education.
“In some schools, arts-trained teachers are teaching science by merely reading from textbooks. This cannot be effective,” Obara said.
Macharia added that the TSC plans to redistribute science teachers within counties to address the shortages.
“Where one school has an excess of science teachers, we will share them with schools facing shortages. However, our biggest challenge remains budgetary,” she said.
