TSC promotion list for Senior Lecturer IV 2021

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 45 teachers have been promoted to Senior Lecturer IV at T-Scale 9 (C4). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

The filled vacancies

The promoted teachers will fill the 1,341 vacancies for Deputy Principal I and another 1,096 vacancies for Deputy Principals II. Similarly 6,680 teachers have been promoted from grade C3 (Formerly L) to grade C4 (Senior Master IV); which is the entry grade to the administrative positions in Post Primary Learning Institutions.

TSC TPAD 2 portal guide for Head Teachers, Principals

The TSC TPAD2 portal is specifically designed for primary school Head Teachers, secondary school and college Principals. The TPAD Head of Institution (HoI) portal is used by the head of institution to conduct the following appraisal functions; Self-Appraisal, Schedule a Lesson Observation, Schedule an Appraisal Meeting and Countersign Teachers’ Appraisals.

The portal also allows the HoI to Schedule arbitration meetings, Fill in weekly attendance, View all Teachers’ appraisals in the institution and View all cancelled and failed appraisals.

In addition, through this portal, the HoI is able to access the Institution Set- up menu that enables the HOI to; Manage teachers, Admit incoming staff, Manage institution data and to Input School Performance data.

How the Head of Institution can Manage Teachers on TPAD 2

After logging into his/ her portal, the HOI is able to search a teacher by entering the TSC number or ID number and click on search button.

Through the manage teachers menu, the HOI will also be able to;

  • Add a BOM Teacher; To add a BOM teacher, Click on the Add BOM teacher tab. A pop up window will appear that will enable the HOI to capture the BOM teachers details and click on the ‘save’ button when done.
  • Remove a teacher from the institution data; To remove a teacher from the system, the HOI will select on the teacher to be removed then click on Remove Teacher button. A pop up window will appear where the HOI will input reason for removing the teacher and give his/her remarks before clicking on the save button.
  • Release a teacher to another institution or county; To release a teacher, the HOI should select the teacher to be released then click on release teacher button, a pop up window will appear. The HOI will select whether to release the teacher to a specific institution or to a particular county.
  • Send a message to a teacher or all teachers; These tabs will provide for the HOI to fill in the institution or county details and reason for the release before clicking on the Release Teacher button.

How the Head of Institution can add new teachers on TPAD 2

From this menu, the HOI will be able to view incoming teachers. This is done by entering the teacher’s details and clicking on the search button and add them into the institution database.

How the HoI can Manage the Institution on TPAD 2

This portal enables the HOI to add or edit the Institution’s details. Institution data that can be managed here include:

  • Contact Information; On clicking on contact information tab, a pop up window will appear. This will enable the HOI to add or edit the institution’s Mission Statement, Vision Statement, Postal address , Phone number and email address. You will then press on the save button.
  • Institution type; This tab allows the HOI to input details of the institution i.e.; Institution level-Primary/Secondary/Post Secondary
     Institution Type – Primary / Secondary Teachers Training
     Participating projects- HOI is required to indicate all projects that the institution is undertaking.
    The HOI can add or edit the information by clicking on the Action button, a drop down Edit button will appear.
  • Strategic Objectives; Here, the Head is expected to use this tab to input the institution’s strategic objectives. On clicking on strategic objectives tab, a page will appear which will have a tab labelled Add Strategic Objective. On clicking on Add Strategic Objective button, a pop up window will appear which will allow the HOI to add an objective, the year or quarter and year that the objective is to be achieved. This will be added into the database by clicking on the Save button.
  • Demographic Information; HOI is able to input the institution’s demographic data using this tab by clicking on the Demographic Data button where a page will appear which will have a tab labelled Add Demographic Data. On clicking on Add Demographic Data button, a pop up window will appear which will allow the HOI to add the number of students and teachers categorized per gender, CBE/Staffing Status, number of streams, Term/Quarter and year. This will be added into the database by clicking on the Save button.

Updating School Performance on TPAD 2 portal

The HOI is able to input the performance of the institution every year by clicking on the School Performance tab under institution set – up menu. A page will appear that will have a tab labelled Add Performance.

On clicking on the Add Performance tab, a pop up window will appear which will allow the HOI to input the mean attained and the year. This is saved into the database by clicking on the Save button.

TSC Introduces New Guidelines for Teachers Supervising KCSE, KJSEA, and KPSEA

The Teachers Service Commission (TSC) has released comprehensive guidelines for the nomination and deployment of centre managers, supervisors, and invigilators for the 2025 national examinations. These include the upcoming Kenya Certificate of Secondary Education (KCSE), Kenya Junior School Education Assessment (KJSEA), Kenya Pre-Vocational Learners Education Assessment (KPLEA), Kenya Intermediate Learners Education Assessment (KILEA), and the Kenya Primary School Education Assessment (KPSEA) Summative Assessment.

The directives, issued in a circular dated September 2, 2025, to all TSC Sub-County Directors aim to reinforce the integrity and efficiency of national examination administration through the Kenya National Examinations Council (KNEC), acting as a detailed blueprint for all personnel involved.

Nomination process and eligibility criteria

To participate in the administration of these crucial national assessments, Heads of Institutions (HoIs) and teachers must be qualified, employed, and registered by the TSC. The nominated personnel are expected to demonstrate a high level of integrity and be free from any potential conflicts of interest.

The nomination process requires Sub-County Directors to identify, vet, and formally nominate centre managers, supervisors, and invigilators by September 26, 2025, utilising a specific online platform (cp2.knec.ac.ke).

After nomination, all identified personnel must register within the CP2 system to finalize their deployment for the 2025 examinations.

Stringent deployment rules and experience requirements

The guidelines include strict rules governing deployment to prevent conflicts of interest and ensure impartiality:

  • A supervisor or invigilator is prohibited from being deployed to a school where they have served within the last three years.

Furthermore, personnel should not be deployed to centres where they possess a vested interest. To manage this, KNEC will distribute declaration forms via email to Sub-County Directors, who will then forward them to centre managers. Staff must declare their interest and submit these forms to KNEC.

Specific qualifications and teaching experience are mandated for each role and examination category:

  • For KCSE supervisors and invigilators, candidates must be Secondary School teachers, holding a minimum of a Diploma in Education or higher, with a preference for senior teachers or Heads of Departments. They must be registered with TSC and possess a minimum of three years of teaching experience.
  • KJSEA supervisors must be Secondary School teachers with a Diploma in Education or higher, or Primary/Junior School Teachers with at least three years of teaching experience. These supervisors must have prior experience supervising national examinations and assessments. Both KJSEA supervisors and invigilators must be registered with TSC and have three years of teaching experience

KPSEA supervisors and invigilators must be Primary School teachers, registered with TSC, and possess a minimum of three years of teaching experience.

TSC outlines responsibilities and invigilator ratios

Centre managers are crucial to the process, tasked with verifying the details and workstations of all supervisors and invigilators assigned to their centres. They are also required to take daily online attendance through the CP2 system from the rehearsal day.

At the end of each examination or assessment period, the online attendance registers must be downloaded, printed, signed by all involved officers, stamped by the centre manager, and submitted to KNEC. Both hosted and hosting centres must have their own centre managers, who are responsible for collecting and returning examination materials from the containers.

The guidelines specify precise ratios for supervision and invigilation:

  • For the Stage-based pathway examinations (KPLEA and KILEA), there must be one invigilator for every ten learners. These invigilators are also required to sign declaration forms.
  • For every two hundred (200) Candidates, one supervisor should be deployed, with an exception for hosted centres where no supervisor is deployed.
  • Centres hosting both KJSEA and KPSEA candidates must be allocated independent supervisors if they meet a minimum requirement of thirty candidates.
  • For every twenty candidates, one invigilator is to be deployed, with the exact number based on the total candidates in the hosting examination centre.
  • Significantly, centres with candidates who use touch readers (blind) must ensure they have at least one invigilator conversant with braille.

The 2025 national examinations schedule

  • KCSE: Rehearsal on October 21 with exams running from October 27 to November 21, 2025.

  • KJSEA: Rehearsal on October 24 with exams from October 27 to November 3, 2025.

  • KPLEA: Rehearsal on October 24 with exams from October 27 to October 30, 2025.

  • KPSEA: Rehearsal on October 24 with exams from October 27 to October 29, 2025.

  • KILEA: Rehearsal on October 24 with exams from October 28 to October 30, 2025.

KCSE supervisors will receive briefings weekly, and outgoing supervisors are expected to prepare handover notes for their successors. For KCSE oral and practical examination papers, supervisors only need to be present at the examination centre itself.

TSC unveils a new Medical Scheme For Teachers To Replace Minet

The Teachers Service Commission (TSC) has announced that teachers across the country will move to a new medical insurance scheme provided by the Social Health Authority.

The Commission informed that teachers would be moved to the new scheme by December 1, 2025, as the current scheme provided by a local private insurance company nears its expiry.

While detailing the new scheme, TSC said that teachers would be enrolled in the Public Service Fund, where they would enjoy a premium SHA medical cover.

The premium supplements and extends beyond the core SHA benefits for public officers.

In the new scheme, teachers will get access to outpatient and inpatient services; specialised services such as dental and optical care; annual checkups; ambulance services, for both road and emergency, air-rescue; overseas treatment; group life; and last expenses.

The scheme covers the principal member, spouse, and up to six dependents.

The latest comes days after a meeting between President William Ruto and representatives of teachers at State House. Teachers aired their grievances to Ruto including dispute over their medical scheme.

However, the shift comes despite teachers rejecting the move, citing lamentations by other civil servants, such as the police, regarding SHA’s misgivings while seeking medical treatment.

Led by Kenya National Union of Teachers (KNUT) Nakuru boss Anthony Gioshe, the teachers vowed to reject any move by the Ministry of Health to onboard them to the government scheme.

While urging teachers to reject any move to be onboarded in SHA, Gioshe disclosed that teachers did not have faith in the new medical insurance scheme.

“We have heard a story from the government that they want to move us into SHA. We have no problem with the Social Health Authority, but we are saying this, we will not go there,” Gioshe noted.

Further, Gioshe called for an independent cover for teachers, referencing the vast teacher workforce employed by the State.

In rejecting the proposed move to SHA, teachers argued that the existing cover was extensive, covering the teacher, their spouse, and up to four children.

They argued members could access services without a physical medical card, using their payroll number or biometric verification at accredited hospitals in the scheme.

The teachers also raised the issue of the 2.75 per cent mandatory SHA deduction of one’s gross income or household income, which they contended clashed with the existing cover, resulting in a double taxation on their payslips.

Senior Master IV TSC promotion results 2021 (Full list of the 6,680 promoted teachers)

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 6,680 teachers have been promoted to Senior Master IV at T-Scale 9 (C4). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

The filled vacancies

The promoted teachers will fill the 1,341 vacancies for Deputy Principal I and another 1,096 vacancies for Deputy Principals II. Similarly 6,680 teachers have been promoted from grade C3 (Formerly L) to grade C4 (Senior Master IV); which is the entry grade to the administrative positions in Post Primary Learning Institutions.

TSC Boss urges teachers to get vaccine

Teachers in the Country have been urged to go for the COVID-19 government vaccine offered free at the various medical centres to protect their lives as well as those of students.

The Teachers Service Commission (TSC) Chief Executive Officer, Nancy Macharia, called on the trainers not to ignore the vaccine, adding that the President granted all teachers an opportunity to get the vaccination regardless of age.

“Let us utilize this  opportunity to protect our lives,” revealing that it is sad to note that so far, the commission has  lost 37 secondary school teachers; including 24 principals, three Deputy Principals and 10 classroom teachers.

Speaking on Monday during the release of exam results for the 2020 Kenya Certificate of Secondary Education (KCSE), Mrs Macharia however lauded the 151,494 teachers who have so far been vaccinated as of yesterday.

According to her, this constitutes 48.9 per cent female teachers and 51 per cent male.

This figure she stated was impressive despite the fact that most teachers have been on the move, either during the administration of the examination or during the marking exercise.

“The Commission is impressed with the high rate of COVID-19 vaccine uptake among teachers. Majority of the teachers aged 58 and above have taken the jab,” she said.

These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2024.

The Commission has also revealed the criteria used in promoting the over 36,000 teachers in 2024. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

Teachers to teach at Junior Secondary schools, JSS, to be trained by TSC

The Teachers Service Commission, TSC, will this January 2023 begin training teachers who will teach junior secondary school (JSS). Both primary and secondary school teachers will be trained.

Teachers with degrees, diplomas, and TPD certifications who are qualified to teach in junior secondary have already been subjected to an audit by TSC.

The TSC will work with the Ministry of Education and the Kenya Institute of Curriculum Development (KICD) on how to educate grade 7 teachers, according to Hussein Mohammed, the State House Spokesperson.

The Ministry of Education, Kenya Institute of Curriculum Development, and the Teachers Service Commission will work on modalities of fast-tracking retooling teachers to ensure the country has sufficient numbers who are compliant with CBC. Priority will be given to those teachers who will be handling Grade Seven learners,” said the State House spokesperson Hussein Mohammed.

The training will be aimed at all teachers in grades 7, 8, and 9 from both public (regular and SNE) and private schools.

The Commission intends to train teachers in the areas of languages, pure sciences, applied sciences, mathematics, humanities, and technology.

These subjects and areas offered in the junior secondary school part will be included in the training of Grade 7 teachers.

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 36,000 teachers were promoted after the recent interviews.

The filled vacancies

The promoted teachers will fill the 1,341 vacancies for Deputy Principal I and another 1,096 vacancies for Deputy Principals II. Similarly 6,680 teachers have been promoted from grade C3 (Formerly L) to grade C4 (Senior Master IV); which is the entry grade to the administrative positions in Post Primary Learning Institutions.

TSC promotion list for Deputy Principal III 2021

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 1,590 teachers have been promoted to Deputy Principal III at T-Scale 11 (D1). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.
