TSC promotion list for Deputy Head Teacher II 2021

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 1,765 teachers have been promoted to Deputy Head Teacher II at T-Scale 9 (C4). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

The filled vacancies

The promoted teachers will fill the 1,341 vacancies for Deputy Principal I and another 1,096 vacancies for Deputy Principals II. Similarly 6,680 teachers have been promoted from grade C3 (Formerly L) to grade C4 (Senior Master IV); which is the entry grade to the administrative positions in Post Primary Learning Institutions.

Posting of Teachers To Junior Secondary Schools By TSC- Latest TSC News

Officers from the Ministry of Education and Teachers Service Commission, TSC, are carrying out an assessment of all existing Public and Private primary schools in the Country. The exercise is meant to identify and select primary schools where Junior Secondary will be domiciled. Read more details here.

After the inspection and selection is completed, the Teachers’ employer will then deploy teachers currently teaching in primary schools and also post new ones to the Junior schools.

Posting of new JSS teachers by TSC 

Posting of the newly recruited teachers to Junior Secondary Schools will be guided by the Learning Areas that a teacher is required to teach as per the guide published on the TSC Website.

The TSC County Director MUST ensure that in case a school has more than one stream, teachers posted are of different specialties i.e. Humanities, Sciences, Languages, Mathematics or Technical to ensure their optimal utilization.

Posting of Primary School Teachers

Teachers recruited in a given county shall be posted within the county. In case a county is overstaffed in the understanding of the TSC County Director, the officer shall consult respective TSC Regional Director for guidance.

The TSC Regional Director shall be facilitated to post the excess teachers to another County within the Region.

Offer of Employment and Offer of Internship Letters

Processing of Offer of Employment and Offer of Internship Letters shall be done at the county level. The TSC County Director shall sign the Offer Letters and submit file copies together with other recruitment documents.

The Offer Letters for serving teacher interns being converted to permanent and pensionable terms of service shall have no folio (e.g TSC/111111) while for those who have never been engaged by the Commission shall bear Folio 2 (e.g. TSC/111111/2) Two Copies of the Letter Offer shall be signed.

One copy shall be forwarded by the TSC Sub-County Director (where the teacher will be posted) to the teacher. The second copy shall be submitted together with other recruitment documents for filing at the Headquarters.

The TSC County Director and the TSC Sub-County Director shall be required to photocopy the letters for their files. Template for the appointment letter and Offer of Internship Letter will be provided.

Ensure that each candidate fill only one Application for Employment form or receives only one Offer of Internship letter.

The Offer of Employment Letters shall be done on the special papers. County Directors have already been issued with special papers for the exercise.

Care must be taken to avoid wastage due to limited resources. Templates for the Offer of Employment letters, Offer of Internship letters and Internship Agreement shall be shared later.

Submission of Recruitment Documents

Recruitment documents shall be submitted as per the attached submission schedule (Appendix XIV). TSC County Directors should ensure that they strictly adhere to the schedule to avoid crowding at the receiving desks.

In addition, they are expected to ensure that all required documents are attached to the Application for Employment Forms including the Offer of Employment Letter, Internship Agreement, Offer of Internship Letter and Lists of Recruited/SuccessfuI applicants per category (Appendices XV— Pry Pap, XVI Pry Internship, XVI/ — Sec Pap 8t XVIII— Sec Internship).

TSC County Directors shall be held personally responsible for any missing but required document that may lead to delays in the on-boarding of teachers. It is important to arrive at the Headquarters the earliest possible time to ensure that all the recruitment documents are received as per the schedule.

Officers at the Headquarters will be similarly advised on the same.

Teachers in hardship areas sue TSC for reviewing the Hardship Zones and Allowances 

Teachers working in hardship areas have sued the Teachers Service Commission, TSC, for reviewing the hardship areas and allowances. The aggrieved Tutors have moved to court to stop the government from implementing a plan that would remove hardship allowances from over 129 sub-counties, and which could see civil servants lose up to Sh6 billion in the allowances.

The Kenya Teachers in Hardship and Arid Areas Welfare Association (Kethawa) has raised concerns over the proposed implementation of the 2019 Inter-Agency Technical Committee Report on Hardship Area Reclassification, citing a lack of public consultation, scientific validation, and engagement with key stakeholders during its development.

“The reports affect 44 regions spreading across over 35 counties and over 129 sub-counties in the republic of Kenya which continue to suffer from inaccessibility, poor healthcare, insecurity, and under-resourced schools amongst other challenges. Teachers who are posted in this areas have long been recipients of hardship allowances as compensation for adverse working conditions,” read the petition.

Prime Cabinet Secretary Musalia Mudavadi last week told the National Assembly that the review of the hardship areas will see the government reduce the payment of the allowances from the current Sh25, 984,087,848 to Sh19, 532,995,548.

In a court order dated May 9, 2025, Lady Justice Hellen Wasilwa directed that the petition be served upon all respondents, including the Teachers Service Commission (TSC), Public Service Commission, Salaries and Remuneration Commission, Prime Cabinet Secretary, and Attorney General.

The matter is scheduled for inter partes hearing on May 20, 2025.

Through its petition, the association proposes dividing hardship areas into two tiers “extreme” and “moderate” and eliminating some regions from the hardship designation entirely.

Kethawa argues that this approach risks cutting vital allowances for teachers and other public workers, potentially causing major interruptions in essential public services.

“The report proposes a controversial reclassification that places certain counties or sub-counties into “Extreme” and “Moderate” hardship categories while excluding others altogether. The report was allegedly developed by a 2019 Inter-Agency Technical Committee allegedly composed of various government bodies. However, there is no evidence of public consultation, scientific validation, or stakeholder engagement in the development of this report before its proposed implementation,” read the petition.

“The proposed implementation of the report, currently under consideration for gazettement, will significantly reduce or eliminate hardship allowances for our teachers in affected areas. The process leading to the report and its proposed implementation violates constitutional principles, statutory requirements, and the rights of public servants and affected communities,” it adds.

The petitioners further claim that if implemented, the report will demotivate public servants, destabilize communities, and deepen marginalization in already underserved regions. The association is seeking orders to suspend the report’s implementation, compel the government to disclose its criteria, and conduct inclusive public hearings before any changes are effected.

“The selective categorization of hardship zones without an objective and rational framework constitutes unequal treatment. The implementation of the report will cause some disadvantaged regions to be removed from hardship status while others remain, without clear criteria, violating the equality clause,” it read.

Kethawa further argues that the proposal undermines the right to fair labour practices and remuneration, particularly for educators and civil servants who serve in remote and underserved areas.

“Removing hardship areas, especially in areas still lacking infrastructure, health, education, and security, infringes the residents’ and workers’ rights to accessible and adequate services. The resulting migration of public servants away from these areas due to lack of hardship support will further deepen inequality and marginalization,” they said.

The association says the potential withdrawal of hardship allowances breaches workers’ legitimate expectations, especially those who committed to challenging postings based on the existing benefits.

“The abrupt actions without notice from the Respondents violates the Right to Fair Administrative Action (Article 47). The lack of transparency, documentation, justification, and opportunity to be heard offends the right to fair administrative action,” read the petition.

The association further invokes international obligations, arguing that the proposed changes contravene several treaties Kenya has ratified.

“The Respondents actions are a violation under the ILO Convention No. 131 on Minimum Wage Fixing. Kenya is bound by international labor standards that demand transparency and worker consultation in wage-related adjustments. This unilateral decision is inconsistent with ILO principles of decent work and social justice,” read the petition.

Among the reliefs sought, the petitioners are asking for a declaration that the tabling and planned implementation of the report be halted until full stakeholder engagement is conducted.

Historically, hardship allowances for teachers have varied significantly. In 2019, the lowest-paid teachers received approximately Sh3,055 per month, while the highest-paid earned up to Sh13,479. Subsequent adjustments saw these figures rise, with some teachers receiving between Sh10,900 and Sh38,100.

However, Kethawa maintains that these amounts remain insufficient given the harsh conditions in which their members operate.

“Take not that failure to incorporate our input in the 2025 to 2029 CBA will be met with all manner of lawful resistance from teachers working in hardship and arid areas as we shall not sit back as discrimination backdating many years back is perpetuated against our members. Your quick and prompt action is hereby called for,” Mr Wangonya Wangenye, Kethawa, National Secretary told the Nation.

Currently, the Civil Service, county governments and State Corporations have 16 areas designated as hardship, the teaching service has 44 while the Judiciary has 21.

This, therefore, calls for well-trained, efficient, and motivated public service personnel equipped with the appropriate skills and competencies acquired through training and education.

In this regard, the Government, through the Ministry of Public Service and Gender (MPSG) has established the Training Revolving Fund (TRF) for public servants including, teachers, and persons involved in public teaching service from which, they will borrow funds for professional self-development. In this regard, the Ministry has signed a Memorandum of Understanding (MoU) with the Higher Education Loans Board (HELB) to facilitate access and administer the Fund on behalf of Government:

TERMS AND CONDITIONS OF THE LOAN

ELIGIBILITY FOR THE LOAN

To be eligible for TRF, applicants must have met the following considerations:

  • Be a public servant,
  • Have completed the probation period,
  • Have completed two (2) years since completion of a long course,
  • Have completed one (]) year since the completion of a short course,
  • Commence their studies during the financial year when the funds are awarded,
  • Course applied for must be relevant and among those identified as critical (see 5.0 below),
  • Have ability to commence repayment of borrowed funds immediately after disbursement as per the I/3rd rule requirement under the Service Regulations,
  • Have ability to repay borrowed funds within the stipulated period,
  • Previous beneficiaries of HELB loans should have completed repayment or have been servicing the loan for at least six (6) months.

LOAN APPLICATION REQUIREMENTS

The following shall be the requirements to be submitted to HELB during the TRF loan application process: –

  • Duly filled loan application forms in hard copy or electronic form,
  • Certified copy of the applicants National Identification Card,
  • Certified copies of the latest three (3) months’ pay slips,
  • Copy of admission letter from a recognized institution,
  • A recommendation letter from the employer signed by the Accounting Officer or designated officer indicating the approved course, personal number and designation of the officer proceeding for training,
  • Certified copies of national IDs of guarantors who must be serving in a Ministry /Department/Service Commission/County Government.

                    FUNDING

The Fund shall consider applications for courses which cost between Kenya shillings thirty thousand (Ksh.30, 000.00) and five hundred thousand (Kshs.500, 000.00) per year subject to ability to pay.

Funding consideration will include:

  • The award of funds for courses shall be restricted to costs related to tuition, examination, library, comptiter and research;
  • Fees for accommodation and tuition on residential short courses will be treated as one item (where applicable) for the purpose of funding;
  • Ensuring no one shall benefit more tan once from the fund at the same time;
  • Successful completion of the course should be within the stipulated period, The TRF will not meet expenses occasioned by repetition of course,
  • Courses offered in local training institutions,
  • Application for further funding upon proven reasonable grounds,
  • Where beneficiaries exit the public service further disbursements will

APPLICATION PROCESS 

The applicant shall be required to:

  • Fill an application
  • Sign a loan agreement form when applying for the funds,
  • The forms will be available at the HELB website on helb.co.ke for online application.
  • The forms will be submitted along with the required supporting documents,
  • Applicants will be required to provide two guarantors who should be serving public servant in Ministries/Departments/Service Commissions/County

TSC to train Junior Secondary Schools teachers

The Teachers Service Commission, TSC, will this January 2023 begin training teachers who will teach junior secondary school (JSS). Both primary and secondary school teachers will be trained.

Teachers with degrees, diplomas, and TPD certifications who are qualified to teach in junior secondary have already been subjected to an audit by TSC.

The TSC will work with the Ministry of Education and the Kenya Institute of Curriculum Development (KICD) on how to educate grade 7 teachers, according to Hussein Mohammed, the State House Spokesperson.

The Ministry of Education, Kenya Institute of Curriculum Development, and the Teachers Service Commission will work on modalities of fast-tracking retooling teachers to ensure the country has sufficient numbers who are compliant with CBC. Priority will be given to those teachers who will be handling Grade Seven learners,” said the State House spokesperson Hussein Mohammed.

The training will be aimed at all teachers in grades 7, 8, and 9 from both public (regular and SNE) and private schools.

The Commission intends to train teachers in the areas of languages, pure sciences, applied sciences, mathematics, humanities, and technology.

These subjects and areas offered in the junior secondary school part will be included in the training of Grade 7 teachers.

TSC promotion list for Senior Lecturer I 2021

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 39 teachers have been promoted to Senior Lecturer I at T-Scale 12 (D2). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.
