The Kenya Universities and Colleges Central Placement Service has closed the online application system for inter-institutional transfer (IIT) applications for the 2019/2020 first year students. The candidates who have been successfully placed in various universities and TVET institutions will be notified on the Student’s Portal.
A total of 89,486 students have now garnered placement to degree programmes of their choice in public and private universities. While, 98,393 applicants were placed to TVET programmes (diploma, craft certificate and artisan certificate). The inter institution transfer portal was opened on 1st May, 2019.

The Kenya Universities and Colleges Central Placement Service has announced the dates for first revision by 2019 KCSE Candidates. According to KUCCPS, all the 125,449 students who scored C+ above in KCSE 2019 will now join university.
The dates for first revision are February 17 to March 9, 2020.
In total, there are 193,878 slots in all public and private universities.

Extension of Deadline: 2019/2020 Placement to Universities and Colleges

The Kenya Universities and Colleges Central Placement Service (KUCCPS) opened its online application system on February 6, 2019 for the 2018 Kenya Certificate of Secondary Education (KCSE) examination candidates and other eligible Kenyan youth to apply for placement to degree, diploma, certificate or artisan courses. The application was scheduled to end on February 23, 2019.
Some degree courses that had not been approved by the Commission for University Education (CUE) for the 2019/2020 placement have now been cleared and uploaded on the application system for students to apply for.
To ensure that the students have ample time to make their selection especially of these additional programmes, the Placement Service has extended the application deadline to Monday, March 4, 2019.
Those who had already applied/revised their choices but would wish to make further changes in light of the newly uploaded programmes are therefore encouraged to take advantage of this opportunity. There will be no additional charges.

Placement of students into colleges and universities is expected be completed by 12th April, 2019. This is according to Education Cabinet Secretary, Dr Amina Mohammed. The CS said this while launching this year’s selection process through the Kenya Universities and Colleges Central Placement Service, KUCCPS.

“ADMISSION OF THE 2018 KCSE COHORT TO UNIVERSITIES AND TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING INSTITUTIONS UNDER GOVERNMENT-SPONSORSHIP:
Over the years, the Government has initiated robust measures to expand opportunities for learning in post-secondary institutions Universities, colleges and TVET institutions with the singular aim of reducing wastage in the education system. Some of these measures have been achieved through unprecedented financial investments in various institutions in line with the Government’s broad human resource development agenda.
In tandem with the broad objective of expanding access to higher education, the Ministry has instituted a well organised and meticulous system of selection and admission of students to the higher learning institutions. Specifically, the Ministry has endeavored to start the process of placing Kenya Certificate of Secondary Education (KCSE) candidates to various universities and colleges early enough to reduce the period that the transitioning learners stay at home before joining tertiary institutions.
After sectoral consultations this morning, and in lne with this methodical approach of managing transitions from secondary to higher levels of education, the Ministry is now ready to start the placement process of the 2018 KCSE candidates through the Kenya Universities and Colleges Central Placement Service (KUCCPS).
Based on the 2018 KCSE results, 651,189 candidates qualified for placement to tertiary institutions at various levels under Government sponsorship. Of these, 90,744 attained a mean grade of C+ and above, meaning that they all qualified to join local universities. I wish to announce that all the candidates who scored C+ and above in the 2018 KCSE examination will be selected for admission to degree courses in both public and private universities.
Further, 121,288 who scored between C plain and C-in the 2018 KCSE examination are all eligible for placement in diploma courses in tertiary TVET institutions under the Government sponsorship programme
In addition, 244,436 who scored D and D+ in the 2018 KCSE are eligible for placement in Craft Certificate Courses in TVET institutions. To guarantee that we will not drop off any candidate who sat the 2018 KCSE, all 194,721 who scored between E and D-in the examination are eligible for selection to Artisan courses in the existing 800 Vocational Education and Training (VET) institutions.
I wish to announce that the Government has enhanced financing to higher education as clearly attested to by the Kshs. 13.5B spent by HELB on learners in the sector this financial year. Currently, HELB is funding students in 74 Universities and 130 TVET institutions. Government is looking for resources for enhanced enrolment into TVET institutions across the country. I therefore encourage more KCSE graduates to apply for admission to approved Ministry of Education TVET institutions.
The Ministry is determined to enhance enrolment into STEM courses as part of the efforts to build capacity to deliver the Big 4 Agenda. Further, the TVET courses will produce the competencies needed to transform our country into ‘a newly industrialised, middle-income economy.
To ensure we do not lose time in the selection process, I have this morning directed KUCCPS to open its online application system for the exercise, which will go on until Saturday, February 23rd, 2019.
I therefore invite all the KCSE examination candidates who wish to revise their choices for Degree, Diploma and Certificate courses for Government sponsorship to proceed with the exercise as soon as the portal is open. The aim is to ensure they realign their selection with their performance in the KCSE examination and take care of any change in their new career interests.
Those who did not complete the application process in school should also use this opportunity to apply. After the revision, the Placement Service will process the applications on merit, taking into account the students’ performance in the KCSE examination, choices, available capacity and affirmative action for gender, persons with disabilities and candidates from marginalised regions. The process will culminate in the final selection of students for admission to Universities and TVET institutions, which will be concluded by April 12th, 2019. Selection to universities will cater only for the KCSE candidates while placement to TVET institutions will take care of other previous years up to the year 2000.
To ensure candidates join courses and institutions of their choice, a one-month window will be provided in May, 2019 for the selected students to apply for inter-institutional transfers.
The application procedure and other relevant guiding information may be accessed through the Placement Service website https://www.kuccps.ac.ke immediately after the conclusion of this news conference. To support this exercise, the Placement Service will send officers to various institutions in counties across the country, from 11th February to 17th February, 2019 to assist candidates in making their applications. The details will be announced by the Placement Service.
I wish to reiterate that we are determined to do all we can to support full transition into tertiary institutions across the country. I have also asked the Placement Agency to conduct the exercise with military precision to guarantee efficiency”
As 2019 KCSE students anxiously wait for their 2020/ 2021 universities and colleges’ placement results, the Kenya Universities and Colleges Central Placement Service,KUCCPS, has come out to issue a warning concerning fake news being peddled. The placement agency is warning prospective candidates about supposedly fake news on the 2020/ 2021 placement results and admission letters.
“Not everything you read online is true. Beware of fake news,” warns the agency.
“Following the end of the revision of choices, applicants are urged to be patient as the final steps of the placement process get underway. Meanwhile, they are encouraged to monitor their portals for updates,” KUCCPS adds.
Most students are already getting impatient and scammers and even cons may take advantage of the situation.
A request on the placement processing status was met with this response from KUCCPS; “Hello, we have not yet completed the placement process.We will notify the applicants of their placement results via the contacts they provided on the KUCCPS student portal.’
2019 placement results
By around this time, last year, the agency would have released the results. But, the delay this year is attributed to the current covid-19 pandemic that has caused paralysis in most sectors; including education.
KUCCPS released the placement results for the 2018 Kenya Certificate of Secondary Education, KCSE, students on the 15th of April, 2019. A total of 89,486 students were placed to degree programmes in public and private universities. While TVET programmes (diploma, craft certificate and artisan certificate) took up a total of 98,393.
Placement results are conveyed to students via SMS. The students can also visit the Official KUCCPS student’s portal.
The agency closed the portal for second revision of programmes on Friday, April 17, 2020 at 12 noon. Sources privy to the placement process indicate that results are almost ready and students will indeed receive their results in due course.

Following the 2019 KCSE examination, the Kenya National Examination Council (KNEC) provided results for 689,007 Kenyan citizen candidates for placement. An analysis of the results indicated that 125,463 were eligible for placement to degree programmes and 563,544 were eligible for placement to TVET courses at diploma, craft certificate and artisan certificate levels. Four thousand, eight hundred and twenty three (4,823) were registered as non-Kenyan citizens, hence were not eligible for Kenya Government sponsorship.
The 2020/2021 placement cycle entailed four main activities, namely the, Update and Validation of Institutional and Programme Capacities, School/Centre Application, Revision of Choices and Application Processing.
Update and Validation of Institution/Programme Capacities
The Placement Service enabled the universities and colleges admitting Government-sponsored students to access the placement system through the Institution’s Portal and update the list of the programmes and capacities available for student placement. Thereafter, the Placement Service validated the programmes with the Commission for University Education (CUE) and the TVET Authority (TVETA) – the regulators – to ensure that the programmes and the institutions are duly accredited, and that the numbers provided for admission are within the limits allowed by the regulators.
During the 2020/2021 placement cycle, 145,129 degree and 276,163 TVET programme vacancies were provided for placement.
School/Centre Application
The School/Centre Application marked the beginning of the placement process. The Placement Service invited principals of secondary schools with registered KCSE examination candidates to collect, collate and submit the candidates’ course choices/preferences.
During the School Application, 2,228 of the 10,289 registered schools/examination centres submitted their candidates’ choices/preferences, which translates to 21.65%. The Placement Board is concerned about this low participation of schools at this important step of the placement process.
To address this concern, the Board recommends to the Ministry of Education to consider issuing a policy guideline to all schools, especially those with candidates eligible for placement to TVET institutions, to ensure that they submit the applications on behalf of their KCSE candidates for university and TVET placement.
Following the School/Centre Application and the release of the KCSE results, the revision of choices was conducted in two phases.
The First Revision of Choices
The First Revision, which opened from February to March, was meant to give the students an opportunity to make better informed choices given that they had their KCSE results. Therefore, at that point, they were in a position to consider how their performance compared to the requirements of their desired courses. In addition, having left the school environment and having been exposed to some of the careers of their interest, they could benefit from the exposure in making their career choices.
All the 2019 secondary school graduates were given an opportunity to make changes to their choices from the School Application or to submit their preferences if they had not. Eligible candidates from previous years were also enabled to apply for TVET programmes.
At the same time, the Placement Service rolled out nationwide application support
and guidance to applicants by deploying its officers to 34 learning institutions
designated as application/revision centres. In addition, applicants were offered support in 11 Huduma Centres that host KUCCPS Service Desks. This was preceded by a public sensitisation campaign through the mainstream print media, online platforms and community radio stations.
Following the processing of applications after the First Revision of Choices, applicants who were unable to secure their choices due to competition in the programmes they preferred were invited for the Second Revision of Choices.
The Second Revision of Choices
The Second Revision of Choices took place in April. During the period, the Placement Service invited the applicants who did not secure a course after the First Revision of Choices, through the mass media, SMS and online platforms, to submit fresh lists of their preferred courses selected from programmes with unfilled capacities.
Despite the prevailing public restrictions due to the Covid-19 pandemic, the Placement Service successfully presided over this exercise, taking advantage of digital communication technologies to offer support and guidance to the applicants remotely. Applicants who merited at this stage were successfully placed to courses of their choice.
Final Placement Application Processing
The final application processing and approvals were undertaken after the conclusion of the Second Revision of Choices. At this stage, the Placement Service ensured that all the eligible 2019 KCSE candidates who qualified for degree and TVET programmes and successfully submitted applications got university and college places on merit. Eligible applicants from previous KCSE years who qualified were also placed to TVET programmes. Affirmative Action was applied for applicants from marginalised regions, persons with disability and gender in accordance with the Placement Policy.
Final Observations
From the just-concluded student placement process, the following observations were made:
Many secondary schools or KCSE examination centres fail to submit applications for courses on behalf of their candidates, yet this is a critical first step towards the envisaged 100% transition from secondary to higher education. A policy intervention, already alluded to, is necessary to address this.
Low uptake of TVET courses persists, despite infrastructural expansion and other investment in the institutions. TVET institutions declared 276,163 capacities for diploma, craft certificate and artisan certificate courses and 88,724 applicants were placed, translating to 32% of the capacity.
Applicants who were unable to get the courses of their choice in the institutions they preferred were placed in similar courses in alternative institutions and in programmes that did not attract at least a reasonable percentage of students. This secured Government sponsorship for 43,817 applicants who would have missed it otherwise.

Many students who sat for the Kenya Certificate of Secondary Education, KCSE, exams last year are crying foul after stringent requirements locked them out of preferred courses. The students who are currently making their courses choice via the Kenya Universities and Colleges Central Placement Service, KUCCPS, are unable to select given courses due to ‘high’ cluster and subject requirements. Students wishing to enroll for teaching courses have been met with a rude shock as the bar has been raised. For example, to enroll for a degree in Bachelor of Education Science one is expected to have scored a minimum of a C (plain) in both English and Mathematics at the KCSE exams. This is on top of the cluster requirements set by various universities. For this degree Kenyatta University has set the highest cluster at 34.996, while Baraton university has the lowest cluster requirement of 23.001. One must have also garnered a minimum of a C+ (plus) for both the mean grade and the teaching subjects.
Things are not any better for students wishing to enroll for a degree in Bachelor of Education Arts as they are expected to have scored a C (plain) in English and a D+ (plus) in Mathematics. For this course, Kenyatta University has set the highest cluster of 30.251, while the University of Eldoret has the lowest cluster requirement of 24.11.
POOR PERFORMANCE IN BIOLOGY THE BANE OF MANY STUDENTS.
The general low performance in Biology at KCSE by many students has come back to haunt them big time. Students who failed to clinch a C+ (plus) in Biology are most hit as they can not enroll for a medicine/ health related degree course. For instance, a student with intentions of enrolling for a degree in Nursing must have a C+ (plus) in Biology, Chemistry, Maths or Physics and English or Kiswahili. The highest cluster for this course has been set at 39.905 and the lowest cluster at 28.044.
These are the other degree courses’ Minimum subject requirements:
Law: B (plain) in English or Kiswahili
Bachelor of Education (Special needs Education): C (plain) in English/ Kiswahili, C+ in Biology and a C+ (plus) in either Mathematics, Physics, Chemistry or Geography.
Students applying for the Courses are expected to pay Kshs. 1,500; if applying for the first time. The money is paid to the KUCCPS pay bill number that will be provided during the application process at https://students.kuccps.net/login/. The students have up to the the 23rd of February, 2019 to select or revise their courses.

All programmes have minimum subject requirements. You will only be able to apply for a course whose minimum requirements you meet, but the selection will be determined by the overall performance and the available capacity.

As you select the programmes, you may move the ones that interest you into the Course Basket. This will enable you to work with a shorter list when preparing your final list of courses to apply for.

KUCCPS is a Government agency that selects students for admission to public and private universities, national polytechnics, technical training institutes and other accredited colleges, under Government sponsorship. The 125,449 candidates who sat for their KCSE in 2021 and scored grade C+ (plus) and above will all be placed against the available capacity of 193,878. Another 688,928 students qualified for placement at tertiary institutions under government sponsorship. Similarly, a total of 563,479 students who scored between C and E and will be receiving their placement results at Technical and Vocational Education and Training (TVET) institutions.
Application for KUCCPS placement involves several stages as explained below:
Stage 1: KUCCPS School/Centre Application
All candidates were encouraged to apply and select for four levels.
Stage 2: KUCCPS first revision 2022
The online application portal would again to be reopened for the 2021/2022 placement to institutions of higher learning.
2021 KCSE candidates would have one month to apply or revise their courses.
Stage 3: KUCCPS second revision 2022
Candidates who had not qualified on competitive selection for any of their preferred choices during the first round of selection were given a chance to do second revision by selecting courses with unfilled capacities. The application system would again be reopened for the Second Revision of degree, diploma and certificate choices.
Stage 4
Any applicant who fails to qualify for their choices but meet the cut off points for placement may be offered any course with unfilled capacities taking into account the minimum requirements for admission.

All K.C.S.E. candidates therefore, are eligible for placement to Universities and Colleges under Government sponsorship at the applicable level.

2). The entire process is automated and printing the filled application form will no longer be necessary.
3). Detailed guidelines for the IIT application are available on the portal.
4). The IIT processing fee should be paid only after the applicant has successfully completed the necessary steps in the application process following the instructions provided in the portal. Do not make any prior payment.
5). Applicants are cautioned against sending money to any individual purporting to be in a position to assist them. The Placement Service does not require applicants to send money to any mobile phone numbers.
6). Transfer processing fee shall be paid to the KUCCPS MPESA Pay Bill No. 820201.
