President Kenyatta Asks Parliament To End Standoff Over Allocation For Counties

President Uhuru Kenyatta has called on the National Assembly and the Senate to end the stalemate over the Division of Revenue Bill 2019 to allow release of funds to counties.

He said Members of Parliament should act quickly to ensure that counties get their share of the available funds because any further delay will deny Kenyans the services they need.

The President however reminded MPs that the Government does not have unlimited resources and should bear in mind that what the National Government has been allocating to counties is much more higher than the threshold set by the Constitution.

“The Constitution says we give a minimum of 15 percent to counties. Within one year I took it to over 30 percent,” said the President as he called on modesty and honesty in demands for more allocations for counties.

“Why can you not pass the Bill so that people can get services. Reach an agreement so that we can release funds to counties,” said the President.

The President said the country does not have unlimited resources and leaders should not act as if money flows freely and that Kenya’s “resources are unlimited.”

The Head of State said leaders also need to change their attitudes and understanding of devolution because the system of governance does not stand for competition between different levels of government.
“It is two systems of Government complementing each other to deliver services for the people,” said the President.

He said devolution as a system of government is working for Kenyans and what is needed is for leaders to change their approach to leadership.
“I want to acknowledge my believe that devolution is working. What we need now is to focus on the agenda of delivering for the people who put us in leadership,” said the President.

The Head of State spoke after he officially opened the Ugatuzi Plaza that houses the Nakuru County Assembly Chamber on Wednesday August 14, 2019.

He said elected leaders owe a debt to the electorate and the only way to repay them is to deliver services to them.
The President said he was impressed by the refurbishment and expansion of the Ugatuzi Plaza while also commending Nakuru MCAs for putting the interests of the people before theirs after revelations that the grassroots leaders had resolved not to use county funds on foreign travel.

President Kenyatta at the same time called on elected leaders to go slow on politics and concentrate on service delivery.

He said peace and unity are very important for the progress of the country because investors will put their money where there is safety.
“Help me to bring Kenyans together. In me you have a partner in development,” said the President who addressed MCAs during a session inside the County Assembly chamber.

The session was also addressed by Nakuru Governor Lee Kinyanjui, Senator Susan Kihika and Nakuru Town West MP Samuel Arama among other leaders.

Lists of members of parliament who have vowed to opposed Uhuru’s Tax increments

The following Kenyan National Assembly Legislators have promised to shoot down president Uhuru’s introduction of new taxes, increase in VAT and reduction of Constituency Development Fund, CDF, allocation in the 2018/2019 supplementary budget.

The Bill comes up for discussion in Parliament, today. President Uhuru needs a simple majority vote for his proposals to go through. The Members of Parliament, MPs, have vowed to oppose the changes as they say it will affect common ‘Mwananchi’ negatively. This comes even after the various party leaders convened parliamentary Group meetings to drum up support for the President’s proposals. All eyes will be on Parliament as the MPs discuss the bill, today.

County based Industrial parks to be established

Geothermal Development Company (GDC) has signed a Memorandum of Understanding (MOU) with Nakuru County Government to establish a geothermal heat park that will be using residual heat from geothermal power plants for direct use applications.

GDC Managing Director Engineer Jared Othieno explained that the establishment of a geothermal heat park as an industrial park would make use of residual heat from GDC’s geothermal power plants for direct-use in industrial applications such as timber drying, milk pasteurization, and grain drying.

Besides electricity, geothermal energy provides direct heat to industrialists, a by-product of electricity in the form of steam coming from power plants at about 1500C, which Engineer Othieno said was affordable and “a game changer in the manner in which Kenya’s wealth, as an emerging mid-income industrial society, would be achieved.

The MD said GDC had previously appealed to investors to establish industrial parks in the Menengai and Baringo-Silali geothermal areas that would make use of the residual steam from the wells in the two zones.

He said that GDC had for years, been conducting pilot test for geothermal direct-use applications technology in the Menengai geothermal field to showcase the viability of direct use technology and as a marketing tool for GDC to potential investors, research and learning institutions and the community that surrounds Menengai Crater.

The demonstration projects, he added include steam heated green houses, steam heated aquaculture ponds, geothermal milk pasteurizer plant, geothermal laundry unit and geothermal grain dryer.

In the industrial park, the most important component for a heat park to operate is the geothermal heat mined from steam, and which Othieno affirmed it was readily available.

Othieno further said the use of geothermal steam in industrial processes would reduce greenhouse gas emissions and that it was a reliable and available source of energy through all seasons.

“The steam produced by GDC is clean and can support various industrial processes ranging from industrial, agriculture, tourism, leisure and domestic, depending on the resource temperature and usage,” assured Othieno.

According to the MD, the use of geothermal steam instead of fossil fuels in manufacturing, positions GDC as a vital component in Kenya’s energy transition strategy and could make Kenya a more attractive investment destination for companies seeking green energy.

In an elaborate report, Net Zero by 2050: A Roadmap for the Global Energy Sector, the International Energy Agency (IEA) was quoted discouraging the selling of fossil fuel boilers beyond 2025 as a pathway of achieving net zero by 2050.

The MD stated that the future of heating industrial boilers in the country would be through the perfect mix of geothermal energy and technology that was now shaping up at places like Menengai.

Geothermal is widely considered a preferable, low-cost renewable energy source due to low emissions when compared to thermal sources. It is also cheaper than thermal power when used as an alternative to mitigate depressed hydropower generation due to drought.

Kenya has a target of 5 gigawatts (GW) geothermal capacity by the year 2030 with Green energy power plants under development in the country including the 300 MW Lake Turkana Wind Power Plant, which is the single largest wind power plant in Africa, the 70 MW Olkaria 1 and the 140 MW Ol Karia V.

According to the Renewables Global Status 2018, Kenya tops in Africa with 700 megawatts (MW) of geothermal power, retaining its place compared to last year. The US has the largest geothermal generating capacity with 2,500 megawatts followed by the Philippines (1,900 MW), Indonesia (1,800 MW), Turkey (1,100 MW), New Zealand (1000 MW), Mexico (900 MW), Italy (800 MW) and Iceland (750 MW).

President Kenyatta Calls For Climate Actions That Secure Livelihoods And Expand Economic Opportunities

President Uhuru Kenyatta has challenged fellow world leaders to pursue climate change adaptation and mitigation measures that secure people’s livelihoods and expand economic opportunities.

The President said sustainable climate action is largely about people and their livelihoods adding that no one should be left behind in efforts to combat climate change.

The President who spoke at the Climate Change Summit held on the sidelines of the ongoing United Nations General Assembly in New York said Kenya is fully committed to the fight against climate change.

“Our commitment to tackling climate change is deep and arises out of the need to secure our future and that of our childen as we have been victims of droughts and declining rainfall which have destroyed our lives and livelihoods and which call on an increasing requirement of public resources to address emergencies and disasters,” the President said.

He said Kenya has taken deliberate steps towards meeting its international climate obligations in sectors such as energy, environment and the blue economy.

“In energy we have transitioned our energy sources to renewables to the tune of 90%.

“I recently inaugurated our largest wind power farm on the continent at Lake Turkana and we shall continue to prioritise our energy developments from geothermal and other natural sources,” President Kenyatta said.

The Head of State said renewable sources have enabled Kenya to expand electricity connectivity from less than 30% in 2013 to 75% over the last 6 years.

In forestry, the President said Kenya aims to plant 2 billion trees to achieve the global threshold of 10% tree cover by 2022.

“This is in addition to the global commitment to restore 5.1 million hactres as our national contribution to the African Forest and Landscape Restoration Initiative,” the President told fellow world leaders.

He said Kenya has partnered with the private sector to expand access to alternative sources of household energy especially for urban poor and rural populations with a target of transitioning 80% of households from biomass sources.

President Kenyatta who spoke on the theme ‘Live, Work and Move Green’ said Kenya will continue championing the ‘Building Climate Resilience for the Urban Poor’ initiative, an intervention developed by Brazil and UNHABITAT.

The multilateral initiative seeks to build climate resilience among 600 million vulnerable people by 2030.

Shortly after the Climate Change Summit, President Kenyatta joined other world leaders for a dialogue with the UN Secretary General Antonio Guterres on counter terrorism where he restated Kenya’s support for the Christchurch Call, a global initiative spearheaded by France and New Zealand that is aimed at stopping the use of internet to propagate violent extremism and terrorism.

“I commend France and New Zealand for spearheading the Christchurch Call. I also salute related efforts to combat terrorist exploitation of a free, open and secure internet that have been made at the Aqaba Process, by the European Union, the G7 and G20.

“Kenya stands in support of this initiative. We will deploy our national frameworks to ensure that Kenyan companies that provide online services become engaged with the Christchurch Call and its commitments,” the President assured.

He said the world is experiencing an unprecedented trust deficit that has led to the widening of social and political divisions along ethnic, racial and religious lines.

These divisions, President Kenyatta said are threatening societal cohesion and tolerance, values that are critical to co-existence and democratic progress.

“We must engage the hard work of building bridges to close these cleavages and squeeze out extremism,” the President advised.

“Without this, we give extremists an opportunity to drive their message, through the appropriation of technology, more efficiently and discreetly,” he added.

President Kenyatta said Kenya is ready and willing to share its experience of the Building Bridges Initiative (BBI) that is aimed at bridging the divide in its internal politics.

“Our Building Bridges Initiative is a bold bipartisan approach that is organically forged to foundation reforms that will guarantee our unity as a nation.

“Beyond the political arena, the BBI sets the stage for building bridges between individuals, genders, communities and regions.

“I believe this offers a unique opportunity to build successful counter extremism and counter terrorism initiatives,” the President offered.

The President said the opportunity for Kenya to share its building bridges experience with the rest of the world was partly the reason why the East African country had put forward its bid for a non-permanent seat on the UN Security Council.

“This is also why we have put our candidature for the UN Security Council in 2021-2022. We are keen to build bridges between the various peace and security structures, regions, and forge interface between peace, security and development,” President Kenyatta concluded.

I remain grateful to the People of Homa Bay County for granting me the opportunity to serve as the First Female and Second Governor of the County.

Following my assumption to the Office of the Governor on 25th August 2022, I have had the pleasure of consulting and engaging with many people from Homa Bay who would wish to offer themselves for service of the County. I set up a selection process through the 100 Days Taskforce that I gazetted and had occasion to conduct suitability tests on the proposed nominees to fit their areas of expertise having due regard to the needs of the people of Homa Bay on matters of finance and governance, health, water, roads, education, agriculture, among others.

I have taken great care to address both regional and gender balance in the nominees and further accommodated areas of growth for our County for instance Blue Economy and Climate Change. I recently gazetted the departments and have prepared the Executive Oder 1 with full details on the departments.

In line with Article 179 of the Constitution of Kenya 2010, it is now my pleasure to present the nominees to serve as County Executive Committee members in the departments identified starting with the Deputy Governor H.E. Hon. Joseph Oyugi Magwanga who I have allocated leadership of the Agriculture and Livestock functions.

 For nominees to serve as County Executive Committee Members, I have dispatched a letter to the Honourable Speaker as the law requires CECMs to be vetted by the County Assembly. I trust that the named persons, once approved by the Assembly, will serve the County of Homabay and its people diligently and with utmost dedication.

In the short time I have been in office, I have noted the need to have a vibrant Governor’s Delivery Unit to follow up on completion and utilization of projects, beginning with the 100 Days promises I made. I note with concern projects commenced by our Governor Emeritus for instance Kigoto Maize Mill and Arunjo Feeds that were not completed on time. Chief Justice Maraga Advises DCJ, Philomena Mwilu, to take leave

Kenya’s Chief Justice, Hon. Justice David Maraga, has advised his deputy, Hon. Lady Justice Philomena M. Mwilu to stop politicizing her ongoing court case. The embattled Deputy Chief Justice is facing judges over alleged transactions involving the collapsed Imperial Bank and various charges counts among them abuse of office and forgery.

In a memo sent to Lady Justice Mwilu, Hon. Maraga who is also the President of the Supreme court decries Mwilu’s decision of “using political influence to interfere with an ongoing case in court”.

“As the Deputy Chief Justice, you more than anyone else, must demonstrate to the public that you are the deputy head of an institution you belief in”, says Judge Maraga in the memo addressed to Judge Mwilu. He goes on to say, “Show trust in the system and the process to clear your name and prove your innocence”.

The Deputy Chief Justice Philomena Mwilu was arrested on 28/8/2018 at Supreme Court in Nairobi over alleged corruption and taken to the Directorate of Criminal Investigations for questioning.

Maraga now advices the DCJ to take leave to save the face of the Supreme court. “In addition, with the dignity and reputation of the Judiciary at stake, I would like to suggest that you consider taking some time away from office until this unfortunate matter is dispensed with”, writes Maraga.

Justice Maraga sympathizes with Mwilu, though, for the difficult time she must be going through and assures her of full moral and spiritual support during this trying period.

The criminal proceedings against Deputy Chief Justice Philomena Mwilu were suspended on August 31st and referred to the High Court. Pending hearing and determination, the case will be mentioned on October 22, 2018.

Justice Mwilu is blaming her woes on the President’s political hand; more so after the president promised to revisit a case ruled against him during last year’s General elections.

Mashujaa Day Celebrations- Latest News

Preparation to hold Mashujaa day celebrations onThursday, at the Uhuru Gardens Memorial Park, Nairobi is almost complete.

Nairobi Regional Commissioner (RC) Kang’ethe Thuku who was briefing the media today on the government’s preparedness for the celebrations at Safari Club Lillian Towers hotel today, noted that Mashujaa day known as `Heroes Day’ is significant as it honours Kenyans who have contributed towards the country’s freedom and independence.

“This is a very important activity in our calendar as the struggle for independence involved suppression and loss of lives.  About 10, 000 brave freedom fighters were imprisoned,” he stated.

He noted that the occasion will also be used to remember Kenyans who are hard hit by severe drought and those who were affected by the Covid 19 pandemic.

The RC who urged Kenyans to turn up in large numbers during the celebrations themed ‘Nchi yangu, jukumu langu, mimi ni shujaa,” assured that security has been beefed up to ensure the public is secure.

“Security personnel will be deployed at strategic places at the memorial park to guide members of the public to their parking designated areas as per car stickers,” he said, adding that roads will not be closed to the public.

Mr. Thuku disclosed that the national celebrations committee has identified various categories of artists to perform during the celebrations.

“The committee has also selected some of the notable heroes from our communities across the country as representatives of the rest of the heroes and heroines for recognition,” said the RC.

Mr. Thuku at the same time urged Kenyans who shall attend the celebrations to conduct themselves with decorum so as to make the event a success.

He said that the park has a seating capacity of over 22,000 persons, urging Kenyans across the country to join President William Ruto and other dignitaries in marking the auspicious occasion.

The meeting was hosted by the Ministry of Information Communication and Blue Economy, and was attended by the Nairobi County Commissioner Flora Mworoa, Nairobi Regional Security Committee team, Information Secretary Judy Munyinyi and the Director for Public Communication Muia Mulei among others.

President Kenyatta, Regional Leaders Witness Signing Of Transitional Government Pact In Sudan

President Uhuru Kenyatta on Sunday, 17th August, 2019 joined several African Heads of State and Governments in witnessing the signing of a pact that will establish a transitional government in Sudan.

The deal brings to an end the standoff between civilians and military forces that has been dragging on for several months.

President Kenyatta hailed the transitional military authority and the opposition for the power sharing deal which is expected to lead to democratic elections in 39 months, saying the leaders had put the interests of their country before their own.
“I commend you for putting the interests of the people first and agreeing to negotiate for peace,” said President Kenyatta when he spoke at the ceremony held in Khartoum’s Corinthia Hotel.

The President assured the leaders of the transitional authority and the people of Sudan that Kenya will stand by them as they embark on the journey towards democracy.

He urged the Sudanese people to resolve their pending differences through dialogue and to uphold the rule of law.
“Peace and security is the foundation upon which everything stands. The region and the international community are ready to support you in building strong institutions of governance,” President Kenyatta said.

Noting that Sudan is a country that is rich in its diversity, President Kenyatta said the nation’s structure of government should reflect its heterogeneity to guarantee inclusion for all.

The President, who was accompanied by Foreign Affairs CS Amb Monica Juma, said a peaceful and united Sudan is in the best interest of the region and the whole of Africa.

The other Heads of State and Government who attended the signing ceremony included Ethiopian Prime Minister Abiy Ahmed, President Salva Kiir (South Sudan), President Idriss Deby Itno (Chad) and President Faustin-Archange Touadéra (Central African Republic). Egyptian Prime Minister Mostafa Madbouly and African Union Commission Chair Moussa Faki Mahamat also attended.
Prime Minister Abiy said African leaders as well as representatives from all over the world were gathered in Khartoum to congratulate the Sudanese leaders for the selfless decision of choosing country over self.
He said the agreement signed in Khartoum proves that the tradition of coming together to resolve disagreements will continue to be a beacon for the people of Africa.

PM Abiy said regional States have actively contributed towards the signing of the agreement because they want to have a united and peaceful Sudan.

The power sharing pact was signed by Transitional Military Council leader Gen Abdul Fatah Al-Burhan and the Forces for Freedom and Change leader Ahmad Al-Rabiah.

Under the deal, the ruling council of transitional government will have a civilian majority and will be revealed a day after the signing ceremony.
A Prime Minister will be named on August 20 while the Cabinet will be unveiled a week later on August 28.

Governors’ Spouses Build Synergies To Tackle Gender Issues

Governors’ spouses within the Lake Region Economic Bloc are building synergies among themselves and with the governors to tackle cross-cutting gender issues considered to be barriers to the socio-economic development of the region.

The bloc which comprises 14 counties within the Lake Victoria Basin include the counties of Bomet, Bungoma, Busia, Homa Bay, Kakamega, Kericho, Kisii, Kisumu, Migori, Nandi, Nyamira, Siaya, Trans Nzoia and Vihiga.

The 13 ladies and one gentleman held a meeting in Malindi at the weekend where they identified issues related to health, nutrition and sanitation as some of the challenges faced by women, children and the elderly that they would focus on.

They said women and their families as well as the elderly within the bloc were facing real challenges brought about by food insecurity, poverty, health, lack of education and financial exclusion.

Mrs. Emily Nyaribo, Nyamira Governor’s spouse and the LREB Spouse Chapter Chairperson told journalists in an interview that most women and children were vulnerable and needed people to advocate for their cause, a concern the Governors’ spouses, she said, had a passion for.

“We neither have funding nor salaries from the counties. However, partners come in to support certain causes that we do,” Mrs. Nyaribo said after the three-day meeting held at a Malindi hotel.

Mrs. Nyaribo, who is the wife of Nyamira Governor Amos Nyaribo, said the lake region had been left behind in many developmental economic issues that concern women that needed concerted efforts to tackle.

“So, for us to be able to advocate for their support, we came and had a discussion and looked for areas in which we can probably partner with our spouses and be able to support them,” she said.

She said the areas the first spouses would focus on include cancer issues, nutrition and sanitation including menstrual health of women and school going girls.

“During the meeting, we looked at the area of health, focusing mainly on cancer issues. We also looked at improving our nutrition, which means then we are going to advocate for agriculture, food crops and vegetable gardens,” she said.

“We also looked at the area of sanitation and menstrual health both for our women at home and school going children”, she added.

The chairperson said that they would also advocate for the safety and security of the elderly, advocate for their care, nutrition and health.

Noting that gender-based violence was rampant in all the region’s 14 counties, Mrs. Nyaribo said the first spouses would advocate against the vice to ensure it is eradicated.

She said the first spouses would jointly implement programmes, which would then be replicated in other needy counties within the region.

LREB Chief Executive Officer Victor Nyagaya said LREB was partnering with the Indian Government on several partnerships on the provision of solar panels, green energy and the development of an inter-county railway network among others through the ministries of Energy and Power.

Mr. Nyagaya said seven governors from the bloc visited India last year where they signed a memorandum of understanding with the two government ministries in connection with the partnership.

He said his vision was to make the bloc the most developed in the county, comparable to the Tennessee Valley Authority in America.

“We are the next Tennessee Valley Authority in this country because we are putting in place machinery to work on climate change, develop the Blue Economy since the bloc has the largest pool of fresh water and the second biggest port in Kisumu after the Port of Mombasa,” he said.

UHC Will Help End Extreme Poverty, President Kenyatta Says

President Uhuru Kenyatta has said the Kenyan government is rolling out the Universal Health Coverage (UHC) program as part of a grand plan to transform the county into a newly industrializing, middle income country by 2030.

The President said access to affordable and quality health services will help end extreme poverty and improve productivity especially in low and middle income countries.

“My Government’s Vision 2030 aims to transform Kenya into a newly industrializing, middle-income country providing a high quality of life to all its citizens by 2030.

“We believe that improving the health and welfare of citizens lays guarantees for economic growth and competitiveness by ensuring healthy productive populations,” the President said.

President Kenyatta spoke at the high-level meeting on Universal Health Coverage (UHC) held on the sidelines of the ongoing United Nations General Assembly (UNGA) in New York, USA said the Kenyan government is rolling a UHC pilot phase targeting 3.2 million people.

He said the pilot phase now in its nineth month is focused on strengthening primary health care as well as identifying best practices, lessons and gaps.

The President who shared lessons from the pilot with the world leaders attending the forum said political commitment was key to the success of UHC.

“This commitment must embody a shared vision of all political leaders and actors, especially in countries with more than one level of government like Kenya.

“Furthermore, the commitment will only be impactful if translated from a shared vision to collaborative action,” the President said.

He said the largest dividend that can be gained from political commitment is the mobilisation of community and citizen ownership of UHC.

“The principle of ‘leave no one behind’, needs to resonate with each and every citizen, thus reinforcing the much needed social accountability for the success of service delivery interventions,” President Kenyatta said.

The Kenyan leader said the harmonisation and alignment of all actions and interventions by health sector actors is key to the success of UHC.

He said the Kenyan UHC pilot phase has provided encouraging feedback that has reaffirmed his administration’s resolve to make further investments in affordable health care.

“It continues to be work-in-progress. We are inching closer to ‘leave no-one behind’ with special focus on the most vulnerable populations,” the President said.

He said the high-level meeting was an opportunity to renew and galvanize global political commitment while creating more partnerships towards realization of UHC for all.

While reiterating Kenya’s support and commitment to the global efforts towards the achievement of UHC and SDGs, the President said his administration is keen on forging partnerships that will assist it to invest more in health especially in primary health care services.

Earlier, President Kenyatta held bilateral talks with the UN Secretary General Antonio Guterres during which the two leaders discussed Kenya’s bid for a non-permanent seat on the UN Security Council for the period 2021 to 2022 as well as the ongoing UN reforms especially Nairobi’s desire to host a UN Global Service Delivery Model Centre (GSDM).

The President informed the Secretary General of the recent African Union’s endorsement of Kenya as Africa’s candidate for the UNSC seat saying the country is “finalizing on a comprehensive agenda for the security council membership.”

He said the agenda will address some of the current global challenges and ensure that Kenya makes considerable contributions to global peace, security and sustainable development.

On GSDM, the President welcomed the institutional reforms of the UN saying they are aimed at making the global body more efficient, effective and accountable.

He said Kenya welcomes the Secretary General’s proposal of Nairobi as one of the four global GSDM centres.

“I want to thank you for your confidence in Kenya and to assure you that Kenya will continue to give its full support to this initiative and to the overall reform process underway at the United Nations,” the President assured Mr Guterres.
