We can exclusively report that unlike in previous interviews where shortlisted applicants would face many questions from the interview panel, in this one there are no questions asked. The Commission will promote teachers based on their age and the period they have served in the current grade.

Interviewees are only asked to present their academic documents documents and other testimonials to the panel for verification. The panel also confirms the age and years of service in the current grade from the teacher.

In this exercise the Commission seeks to fill 19,943 promotion vacancies it recently declared.

The interviews have started mostly for teachers seeking to be Heads of Institutions (HOI’s).

TSC Chief Executive Officer Dr. Nancy Njeri Macharia. TSC Promotion Interviews 2025: No questions asked as Age & Years of Service used

Those successful will be posted to schools where there are vacancies. TSC is facing mass retirements of teachers end of June and August this year.

The Commission promotions is also seeking to address the numerous vacancies that will be left by HOI’s who will be retiring this year.

This year TSC advertised 19,943 promotion vacancies for teachers from job group C1 to job group D4 after being allocated sh 1 billion by Treasury.

The Commission had on 17th December declared the slots through an advert and asked teachers to apply online.

TSC invited teachers from primary to post primary institutions to apply online for the promotion vacancies.

TSC gave qualified teachers till the midnight of 30th December, 2024 to place an application.

The Commission asked teachers who had earlier applied for promotion in the Advert 1 to 4 of 2024 which run from 12th to 18th November, 2024 to apply.

After shortlisting teachers are required to carry their national Identity Card (ID), academic certificates and Teacher Performance Appraisal and Development (TPAD) ratings for the last three years.

Those in acting capacity will be required to produce letters for the acting positions.

Appointment letters and letters of appointment to the current grades will also be required.

Those with disabilities will have to produce their disability membership card as evidence of registration.

However TSC says successful candidates must produce the five Chapter 6 documents before they are awarded their positions and posted to schools where vacancies are available.

Chapter 6 of the constitution requires that persons working for the public sector, otherwise known as state officials, exhibit leadership and integrity.

As a result, employers need clearance certificates to confirm that the employee exhibits personal integrity, competence and suitability.

Below are the five documents that are mandatory inline with Chapter six of the Kenyan Constitution on ‘Leadership and Integrity’.

  • Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI)
  • Clearance Certificate from the Higher Education Loans Board (HELB)
  • Tax Compliance Certificate from Kenya Revenue Authority (KRA)
  • Clearance from Ethics and Anti-Corruption Commission (EACC)
  • A Clearance Certificate from an approved Credit Reference Bureau (CRB)

TSC scoresheet shows preference will be given to teachers based on their period of service, TPAD and age.

Teachers have however protested after TSC lowered the period for acting to six months which they say will be used for backdoor promotion of undeserving teachers.

TSC data shows at least 3,300 school heads and deputies are currently serving in acting capacities.

The commission plans to confirm the teachers and place them to their new roles starting January.

At least 3,359 public schools are lacking a head of institution. Data from TSC show that 1,918 primary schools lack a headteacher while 1,441 secondary schools lack a principal.

TSC blames shortage of teachers qualified to head schools as well as many new schools registered that creates more complication.

QUESTION 1                                                                                                            (20mks)

Read the passage below and answer the questions that follow

Cities and towns are experiencing massive population growth the world over receiving huge numbers of migrants ever year.

In 1950, urban population accounted for only 29 percent of the world population, according to the United Nations Educational Scientific and Cultural Organization (UNESCO). At the turn of the century, the figure had risen to  45percent. This was enough to declare the Twentieth Century the century of urbanization and city life. Now the figure is projected to hit 70 percent by 2025.

In Africa, urbanization is most intense in Algeria, Tunisia and South Africa, which have more than 50 percent of their population living in urban areas. Generally, cities in the developing world are growing at a rate of 3.5 per cent per annum.

These figures indicate that there is a continuous massive movement of people from rural to urban areas worldwide. Driven by the desire for better living conditions, they flock to cities in droves in search of greener pastures. But, slowly the illusion disappears, and is replaced by harsh realities of urbanism: unemployment or underemployment, crime, poverty, hunger and life in the slums.

To cope with this fast – moving wave of rural flight requires new strategies for urban planning and the use of urban spaces. Thus urban planners, policymakers and governments seek pragmatic and timely ways of addressing this challenge. The process of urbanization transforms land use and farming systems, patterns of labour force participation, infrastructural requirements, and natural resource systems. When cities grow, their population expands, putting a strain on food production.

As a way of easing the food shortage, many urban households, particularly the poor, have taken to growing food on small plots. Today, if you take a walk through some of the residential estates in Nairobi such as Ngara, Eastleigh and Buru Buru, you might be forgiven for thinking that a green revolution is under way. And on the outskirts of the city, green – houses and ponds compete for space with small gardens planted with flowers, vegetables and fruits. Banana plants and palm trees dwarf wrought – iron gates, their green dotting the skyline, Kale, cabbage and maize gardens sprout in the middle of urban squalor. In this unusual rare blend, urban features and rural agrarian patterns are combined in a new form of settlement and one might call ‘garden cities.’

Although it is often not given much attention, urban agriculture is steadily increasing. The practice involves cultivating, processing and distributing food in and around a town or city. It also encompasses an array of activities including horticulture, aquaculture, animal husbandry and bee keeping.

QUESTION 3: ORAL LITERATURE (20marks)

Read the narrative below and then answer the questions that follow.

Once upon a time, all animals in the jungle were of the same plain colour but when they were invited by king lion for his son’s wedding, they decided to decorate themselves for the occasion. The tortoise was given the task of making the dye to be used. Though he was slow, he was the most intelligent.

The big day was fast approaching but the tortoise had only managed to make one big pot of black dye. He called a meeting and they all decided to use the available dye to make various patterns in their skins.

The leopard was allocated the job of painting the rest of the animals. The zebra was the first on queue followed by the giraffe, then the donkey and all the other animals were to follow. The giraffe and the zebra were painted and they looked very beautiful.

Then the donkey’s turn came but he was undecided on the pattern to choose. The leopard decided to paint him like a zebra and got down to work. He had a long line along the donkey’s spine from head towards the tail. On reaching the tail, the donkey started giggling. The leopard continued and the donkey jumped and threw him his hind legs saying the brush was tickling and he could not contain himself any longer.

He had thrown his hind legs so hard that he hit the pot containing the dye. The dye spattered all over the animals on the queue. The cheetah got speckles all over his body, the leopard got spotted and the crow who happened to be passing by with an urgent letter for the king hanging on its neck was splashed by the dye which covered him the whole body apart from the neck where the letter was. On seeing this, the hyena started laughing but got a large splotch on his mouth.

All the animals rushed to the stream to try and wash out the dye but it was already dried and had become permanent. Nobody could get off the spots, streaks, speckles and splotches. And that is how the donkey was responsible for the various patterns we see on animal’s bodies today.

Knec LCBE portal 2021; Guidelines for LCBE assessments, uploading of marks and downloading results

The Kenya National Examinations Council, (KNEC) has released guidelines on the conduct of 2021 learning assessments for grades 1 to 3 and classes 5 to 7 under the Kenya GPE Covid 19 learning continuity in basic education (LCBE) project. The assessments will be administered from 18th to 22nd January 2021.

RE: CONDUCT OF LEARNING ASSESSMENTS FOR GRADES 1 TO 3 AND CLASSES 5 TO 7 UNDER THE KENYA GPE COVID -19 LEARNING CONTINUITY IN BASIC EDUCATION( LCBE) PROJECT

As you are aware, the Ministry of Education, through the Kenya National Examinations Council, (KNEC) conducted school-based learning assessments at Grade 4 and Standard 8 in October, 2020 when schools partially reopned.

As indicated in the recent circular, schools can access their subject specific results for Standard 8 from the LCBE Portal. Data processing for Grade 4 is progressing well despite delays in uploading of the scores by some of the schools.

Learning assessments for Grade 1 to 3 and Standard 5 to 7 for learners following the age-based/ regular curriculum, and for Foundation and Intermediate levels for the learners following the stage-based/ SNE pathway will be administered from 18th to 22nd January 2021.

The overarching aim of the envisaged assessments is to inform on possible learning gaps among the aforementioned learners during the long closure of schools due to the COVID-19 pandemic, and suggest interventions to be put in place to address the gaps as learners progress through their second and third terms of their academic year.

The scope of the learning assessments will be as follows:

  • Standard 7 will be assessed in all the KCPE subjects.
  • Standard 5 and 6 will be assessed in English, Kiswahili, Mathematics and Science;
  • Grades 1 to 3 will be assessed in Fundamental Literacy and Numeracy
(English Activities, Kiswahili Activities and Mathematics Activities).
  • For all subjects / learning areas, assessment items will be drawn from previous classes/ grades and Term 1 of the current class/grade. For instance, Standard 7 will be assessed from Standard 1 to 6, and Term 1 of Standard 7.
  • Learners following the Stage-based /SNE pathway will do assessments for Foundation and Intermediate level respectively.

See also; KNEC LCBE portal 2021; How to enter learners’ scores

As was the case with Grade 4 and Standard 8, administration of the learning assessments will follow the guidelines and assessment schedules provided by KNEC (these can be accessed from the LCBE portal).

It will also follow regulations upon which administration of assessments/ tests at school level is anchored.

Teachers will score and upload the scores onto the LCBE portal using the guidelines provided by KNEC. The guidelines are contained in the administrative documents already uploaded onto the LCBE portal alongside the assessment tools.

The purpose of this communication, therefore, is to inform of you the assessments and request that your school makes appropriate preparations for the assessments.

Please note that the reliability and integrity of the outcome of these assessments rests upon the Headteachers and teachers. You are, therefore, called upon to ensure that learners are provided with a natural environment in order to guard against extraneous variables that could affect their performance.

Background Information

Kenya Medical Training College(KMTC) Migori Campus was started in September 2013 and had her first admission of 48 Kenya Registered Community Health Nurse (KRCHN) students in October the same year. The Campus is situated in a serene environment within Migori Level 5 County Referral Hospital.

The Campus has excellent training facilities and has excelled at both College Final Qualifying Examinations and Nursing Council of Kenya Licensing Examinations. The excellent performance is attributed to highly qualified, dedicated and committed staff and administration. Besides, the Campus enjoys good working relationship with various partners in the health sector to ensure that every opportunity is utilized for the benefit of our students.

Our esteemed partners include the Migori County Government, Migori County Referral Hospital, the College of the Rockies in Canada (MAISHA Project) and various Non-Governmental Organizations. In June 2019 the Governor of Migori County undertook to allocate fifty (50) acres of land for expansion of the Campus and pledged Kshs. 20,000,000 to support development. The Campus recently received a new bus to ensure efficient and effective transport for students and plans are underway to construct a Modern Resource Centre.

TSC internship extension letters

The Teachers Service Commission, TSC, has dispatched the 2021 extension of internship letters to 2020 teacher interns. The Commission has decided to extend the internship contracts for 2020 interns who failed to secure permanent employment in the last recruitment exercise.

“Due to interruption caused by COVID-19 pandemic, I am pleased to inform you that your internship program is hereby extended for a period of one (1) year with effect from 1st January, 2021 to 31st December, 2021.” Reads the letter, in part.

The teacher interns will also be retained at their current teaching stations for another one year.

Earlier, the Commission had barred the current serving intern teachers from applying for the December 6,674 advertised internship posts sending panic among the affected teachers.

See also; TSC guidelines for intern teachers recruitment, score sheet and marking scheme 2020/2021.

The good news for the intern teachers is that their salaries will be scaled upwards. They will now receive a monthly stipend of Kshs. 15,000/= and Kshs. 20,000/= respectively; up from the current Sh10,000 and Sh15,000 respectively. The stipend will be paid subject to statutory deductions where applicable; like the National Hospital Insurance Fund (NHIF).

The interns though have a reason to smile as the government has exempted those earning below Sh24,000 per month from paying the Pay As You Earn (PAYE) tax.

Butere Girls and Ibokolo Secondary School to Get New School Buses

Butere Girls and Ibokolo Secondary School to Get New School Buses

With the arrival of their new school buses, Butere Girls and Ibokolo Secondary School students will enjoy better transportation.

The project, which area Member of Parliament (MP) Tindi Mwale is leading through the National Government Constituencies Development Fund (NG-CDF), seeks to improve students’ overall learning experience while providing safe and dependable transportation.

Prior to the formal handover ceremony, Mwale stressed the need to invest in educational facilities to foster students’ learning experiences.

“We have supplied 10 school buses to various organizations via NG-CDF since 2017, and we are still dedicated to carrying out more transformative initiatives for our schools,” he said.

Butere Boys High School has also gained from a recently built 180-student ‘State House’ dormitory in addition to the buses.

Following the fire tragedy that annihilated one of the school’s dormitories, the project was quickly launched.

“Butere NG-CDF is committed to providing our institutions with better infrastructure to support enhanced learning and educational standards,” Mwale continued.

The arrival of the buses and the building of the dormitory emphasize continuous initiatives to improve educational infrastructure in the area, making sure students have a favorable learning atmosphere.
