    Fate of 25,252 promoted teachers to be known today 

    On Tuesday, May 13th, teachers will begin to learn the outcome of 25,252 promotions following the TSC’s interviews held in January and February.

    There are concerns that the recent promotion list from the TSC may be overturned by Members of Parliament (MPs), leading to a new promotion process.

    This worry arose after it was revealed that 5,291 teachers were promoted unfairly, as they did not fulfill the minimum requirement of three years as outlined in the Career Progression Guidelines (CPG).

    MPs have also criticized the TSC for promotions that they claim have favored certain regions, leaving some teachers waiting for up to eighteen years.

    Despite this, the TSC maintains that the promotions were conducted fairly, strategically, and with consideration for gender.

    The Commission asserts that teachers in hard-to-staff areas are promoted through affirmative action, and the three-year minimum requirement does not apply to them.

    Teachers who were promoted have been waiting for their promotion letters since the list was published by the Commission in early April.

    Among weighty issues facing the Commission include promotion of teachers to next grade before completion of three years inline with CPG, discrimination where some junior teachers were promoted while others who served for longer periods were left, some counties and regions getting more promotion slots than others.

    TSC, led by its Chief Executive Officer, Nancy Macharia was on Tuesday 20th May given seven days to explain the promotion of 25,252 teachers.

    Appearing before the National Assembly Committee on Education, Macharia and other senior TSC officials were at pains to explain the criteria used in promoting thousands of teachers across the country.

    During the grilling session at the Bunge Towers, the lawmakers, led by Tinderet Member of Parliament Julius Melly, demanded to know why most teachers were stuck in the same job grade for years with no clear career progression.

    The legislator also questioned why most regions received almost the same number of promotions despite varying teacher performances and staffing needs.

    “We asked you why you promoted others and left others who have been going for interviews three, four and five times, you have not responded to that,” Melly stated.

    “Up to now, we have yet to discuss the issues that we raised, because most of the issues we raised, we have been trying to check the documents you submitted, but we are not getting them,” he added.

    While criticising TSC for laxity in carrying out its mandate, the Committee members also accused the Commission of unfair practices and immense disregard for principles of equity.

    To address the matter, the Committee directed TSC bosses to come up with a comprehensive record detailing the criteria used in the promotions and explain the disparities that emerged during the process.

    The Committee members gave the Commission seven days to complete the task and submit the documents to the clerk, with the MPs warning of dire consequences.

    “You need to know that this Committee has equal powers to the High Court. I want to give you a final shot before this Committee cites contempt against you,” Melly warned.

    He went ahead to add: “As the Committee, we are giving you just one week, and if you wish to appear in camera, you can write. The most important thing is fairness and justice for the teachers of this country.”

    TSC has been on the receiving end since announcing the promotions in April this year, with education stakeholders, including teachers’ unions, accusing the Commission of bias in the process.

    The promotions were carried out in two phases, beginning with 5,690 teachers who served in acting capacities as head teachers and deputy head teachers, followed by 19,943 in the second phase.

    Addressing the press on April 2, moments after announcing the promotions, Nancy Macharia reiterated that the promotions were meant to address the long-standing stagnation in the teaching career

    The Commission wishes to address the growing concern regarding the delay in the release of promotion letters for teachers who recently underwent interviews for various administrative and senior teaching positions.

    Please be informed that while the promotion process has been concluded and successful candidates identified, the release of appointment letters has been delayed due to the following considerations:

    1. Budgetary Alignment: Final approval and release of funds from the National Treasury is still pending, which directly affects implementation timelines.
    2. Ongoing Administrative Procedures: The Commission is finalizing internal verifications to ensure compliance with relevant public service regulations and to avoid any legal or procedural challenges.
    3. Stakeholder Engagement: Consultations are ongoing with key stakeholders, including the Public Service Commission and the teachers’ unions, to ensure a smooth and transparent rollout.

    We acknowledge the anxiety among affected teachers and stakeholders. The Commission is working diligently to resolve the remaining issues and will communicate the exact dates for the release and dispatch of promotion letters in due course.
