The 2020 recruitment of new teachers by the Teachers Service Commission Commission, TSC, was revised. Consequently, Counties have released new interview dates and venues. In Busia County recruitment for secondary school teachers will be done between Monday September 28, and Wednesday 30, 2020.
The Ministry of Education has released new guidelines for all Co-Curricular activities. In the new guidelines, responsibilities of various officials to be in charge of the Co-curricular activities have been stipulated. Financing for Co-Curricular activities has also been outlined. The sources for funding include: Co- Curricular Activity (CCA) Vote head, Free Primary Education (FPE) funds and Free Day Secondary Education (FDSE) funds. The Ministry of education disburses Co- Curricular Activity funds to the Sub- county Directors of Education (SCDEs), County Directors of Education (CDEs) and Regional Directors of Education (RDEs). These field officers have Authority to incur expenses for the various activities.
In the new guidelines, Counties will now pay referees as Sub Counties bear the responsibility of paying their coaches and Team Managers. This means that referees will now receive a flat rate payment unlike in the past where they would receive payments depending on the number of matches officiated. The same will be applied to Regional level championships.

‘RE: THE 2019/2020 REVISED GUIDELINES ON FINANCIAL OBLIGATIONS DURING THE CO-CURRICULAR ACTIVITIES CHAMPIONSHIPS/ FESTIVALS, AT VARIOUS LEVELS
During the co-curricular activities retreat held on 23rd to 25th September, 2019 at Machakos University, the stakeholders revised the guidelines that were earlier released on 5th November, 2018 and 28th January, 2019 on the above mentioned subject.
This revision is aimed at promoting fairness in co-curricular activities expenditure at the various levels. The guidelines are as follows;
School – zonal level
The participating schools are to meet all costs at school up to the zonal level. Such expenses include:
Provision of sports/festival facilities
Preparation and training of teams in various sports
Transport teams to zonal championship
Pay lunch allowances to school teams officials and referees at zonal championship
Provide meals/refreshments to the school teams
The schools are expected to get funds for this purpose from the activities fund and should not charge parents.
Sub-county Level
The school to transport the teams to and from the sub-county competitions and also pay lunch allowances to team official e.g. coaches, driver etc
Schools to feed their own teams
The SCDE to pay for the referees, judges, sub-county committees, field preparations, certificates and other related administrative costs
County level
During the county championship, the respective SCDE and CDE will be responsible for their teams as follows;
Sub-county Director of Education
Transport the teams to and from the county championships/ festivals
Provide lunch to the sub-counties teams
Pay the coaches, chaperons, team managers, drivers and sub-county committee
County Director of Education
The CDE to pay the referees, county executive committee and other championship/festival administrative costs e.g. field preparations, security etc.
Allowances will be paid as per approved budgets
Regional level
At this level, the CDE and RDE will be expected to share the expenses as follows:
CDE to transport the county teams to and from the regional competition
CDE to pay allowances to the coaches, chaperons, team managers and county executive committee allocated duties, as per the approved budget
CDE feeds the county teams/accommodation
RDE pays the referees allowances, as per the approved budget
RDE to pay administration costs, such as field preparation, security, first aid, executive committee, refreshments, etc
National level
At this level, the RDE and MOE HQs will share expenses as follows;
The RDE to transports teams to and from the national venue
The RDE to pay allowances to team officials such as, coaches, chaperons, team managers, drivers and executive committee assigned duties
MOE HQs to pay for teams accommodation in the host schools
MOE HQs to pay the referees allowances as per the approved budget
MOE HQs to cater for officials and teanis refreshments
MOE HQs to subsidize on field preparations/hire
MOE HQs to pay for badges, certificates, security, ambulance and other related administrative costs.
Host RDE
If a region is hosting the national championship, the RDE will be required to;
Identify the schools to accommodate teams
Identify and book venues/play fields
Form and cater for the hosting committee
Ensure the field/venues are prepared to the required standards
Provide and pay for chairs & tents used during opening and closing of the games championship’
The Teachers Service Commission, TSC, letter of probationary appointment is given to newly appointed teacher. This is after receiving your appointment letter (also called the posting letter/ employment letter).
Once you receive your employment letter, you are expected to accept or reject the employment offer formally. n case you accept the offer, then you will write to the Commission through the Head of Institution.

Here are the TSC interview dates and venues for the teachers’ 2020 recruitment exercise on permanent and pensionable terms. In Uasin Gishu County (Kesses and Kapseret) the recruitment will be done for two days; Wednesday September 16, 2020 and Thursday September 17, 2020.
In a statement dated January 7, 2025, the Commission flagged as fake a post circulating on social media alleging that it had announced plans to end direct Sacco deductions from teachers’ salaries.
The statement, which was dismissed by TSC, had claimed that the Commission would stop direct Sacco deductions from teachers’ salaries by February 2025.

The fake news on TSC stoppage of SACCO direct deductions from teachers’ salaries
It further alleged that the decision aimed to simplify payroll processes and give teachers greater control over their finances.
The misleading post also mentioned that, traditionally, Sacco contributions and loan repayments were deducted automatically from salaries—a method that had worked well for many but had also led to complaints about delays and unauthorized deductions.
Moreover, the statement falsely claimed that teachers would now have to actively manage their Sacco payments independently. Instead of relying on automatic deductions, they would use modern payment methods such as mobile money or online banking.
The Teachers Service Commission, TSC, has dispatched the 2021 extension of internship letters to 2020 teacher interns. The Commission has decided to extend the internship contracts for 2020 interns who failed to secure permanent employment in the last recruitment exercise.
“Due to interruption caused by COVID-19 pandemic, I am pleased to inform you that your internship program is hereby extended for a period of one (1) year with effect from 1st January, 2021 to 31st December, 2021.” Reads the letter, in part.
The teacher interns will also be retained at their current teaching stations for another one year.
Earlier, the Commission had barred the current serving intern teachers from applying for the December 6,674 advertised internship posts sending panic among the affected teachers.
The good news for the intern teachers is that their salaries will be scaled upwards. They will now receive a monthly stipend of Kshs. 15,000/= and Kshs. 20,000/= respectively; up from the current Sh10,000 and Sh15,000 respectively. The stipend will be paid subject to statutory deductions where applicable; like the National Hospital Insurance Fund (NHIF).

GUIDELINES FOR RECRUITMENT OF TEACHER INTERNS – PRIMARY SCHOOLS 2020/2021
1.0 GENERAL INFORMATION.
Following the advertisement for recruitment or teacher interns for Primary schools, the County Director is required to conduct a selection exercise for applicants wishing to he engaged in their respective Counties; and submit the County Merit List to the Teachers Service Commission Headquarters, The list should be ratified by the County Selection Panel.
The Selection Panel will be. expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act arid Teachers Service Commission Code of Conduct and Ethics for Teachers. The Teachers Service Commission Sub-County Director is required to induct members of the Selection panel on the relevant areas of the Teachers Service Commission Act; the Teachers Service Commission Code of Regina Lions for Teachers; and relevant administrative procedures prior to the commencement of the exercise..
The Teachers Service Commission County Director MUST ensure that the recruitment process is done irk strict adherence to the protocols by the Ministry of Health on containment of COVID- 19 pandemic.
All applicants must be registered Teachers as per Section 23 (1) of the Teachers Service Commission Act, 2012. Applicants who are not registered do not eligible for recruitment.
Applicants who apply for confirmation of results from Kenya National Examination Council (KNEC) should provide the address of the County Director where they tendered their application. k will be the responsibility of the applicants to ensure that the KNEC results are received by the respective County Directors within 14 days of verification of their certificates by the County Directors.

VERIFICATION AND AUTHENTICATION OF ACADEMIC, PROFESSIONAL AND RELATED DOCUMENTS
The Sub County Director shall verify the TSC registration status of all applicants;
The Sub County Director shall present a list or all applicants to the Selection Panel;
Applicants must appear IN PERSON before the Selection Panel on the set date.
Original academic and professional certificates shall be scrutinized to verify their authenticity.
The Sub-County Director shall certify photocopies of the certificates arid other documents before forwarding them to the County Director.
Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence; shall be disqualified and deregistered in accordance with due process.
Applicants shall be awarded marks as per the Score Sheet (See below, here).

The Successful applicants from the Merit List shall sign the Internship Agreement and

NB: It is the responsibility of the County Director to ensure that the teacher intern recruitment is undertaken in a fair and transparent manner in fine with the Guidelines.
The County Director must ISO ensure that all documents required for the exercise are in order and appropriately executed or certified as the case may be prior to submitting them to the TSC Headquarters.
GRIEVANCE MANAGEMENT
An applicant dissatisfied with the conduct of the recruitment exercise for any reason in breach or the Guidelines should Immediately submit a written complaint to the County Director and send an e-mail thereof to the Teachers Service Commission Headquarters through [email protected] not later than seven (7) days after the selection exercise;
Upon receipt of the complaint, the County Director should, within seven (7) days analyze and address the issues raised and thereafter respond to the complainant and submit a Report to the Headquarters elaborating on the matter and indicating the action taken.
Where the complaint is made against the County Director, the TSC Headquarters shall investigate the allegations and take appropriate remedial action.

IMPORTANT NOTES
Merit Lists generated as a result of the exercise shall be made available to members of the public upon request and in a manner that will not frustrate the process or put it to disrepute or Jeopardy.
Under no circumstances should an applicant sign Internship Agreement to serve In two or more schools. In addition, an applicant should not be in possession of more than one Offer of Internship letter.

2020/2021 TSC MARKING SCHEME/ SCORING GUIDE FOR INTERN TEACHERS RECRUITMENT
Below are the scoring guides for the 2020/2021 TSC intern teachers recruitment;
The Teachers Service Commission (TSC) is finalizing the interview results for teachers who attended interview for promotions conducted in February 2021. The interviews were carried out between February 8 and 19, 2021 at designated TSC County offices countrywide.
A total of 32,431 teachers who were shortlisted and interviewed are jostling for the 15,226 available vacancies. The Commission is seeking to fill 1,341 vacancies for Deputy Principal I and another 1,096 vacancies for Deputy Principals II. But, there will be stiff competition for the 6,680 vacancies available for teachers in grade C3 (Formerly L). Successful candidates will be promoted to grade C4 (Senior Master IV) which is the entry grade to the administrative positions in Post Primary Learning Institutions.
Sources privy to the process indicate that the TSC County Directors have since sent their merit lists to the head office for compiling and the results are expected any time soon.
According to data released earlier by TSC, Kiambu County recorded the highest number of applicants at 1,717. Kisii came in second with 1,673 applicants while Kakamega had 1,488 applicants.
Surprisingly, ten counties had no applicants who made it to the final list of shortlisted candidates. The Counties are: Kilifi, Lamu, Laikipia, Marsabet, Meru, Mombasa, Garissa, Mandera, Nairobi and Uasin Gishu.
During the interviews, the Commission was criticized for using a marking scheme that favoured teachers in well performing schools.
For instance, teachers with a low mean score in the last three years then they were poorly rated during the interviews. The maximum mark for a teacher with a mean of 11 (A- minus) and above was set at 20. Whereas a teacher with a mean of below 2 (D- minus) was awarded one mark only.
Another scoring area used was the improvement index; with teachers who had recorded a positive improvement of 2 and above garnering 20 marks.
A salary increment and redeployment awaits teachers who will be make it to the final promotion list.
In generating the final promotion list, the Commission will consider the following:
(a) merit and ability as reflected in the teacher’s work, performance and results;
(b) seniority and experience as set out in the scheme of service; and
(c) academic and professional qualification of the teacher.
