TSC promotions 2021- Dr. MAcharia meets leaders

The Teachers Service Commission (TSC) has moved to resolve a pending impasse over promotion of teachers in some parts of the country. This follows a petition by 16 teachers in Kajiado County who complained about being locked out of promotion by the commission.
This forced the TSC CEO Dr. Nancy Macharia to host a team of leaders from Kajiado County on Friday 30th April 2021. The leaders (who included Hon. Ole Metito Katoo, George Sunkuyia, Judith Pareno and Mary Seneta) were making a follow up on the matter so as to reach an amicable solution.
In the petition, the teachers claimed that they have been locked out from leadership by a system introduced by TSC where only teachers who serve in Job Groups L, M and N are promoted to be headteachers, sub county directors and county directors.

“Through CPGs (Career Progression Guidelines) the Commission has been selectively promoting teachers to the said positions and, therefore, discriminating against deserving cases. All Maasai teachers in Kajiado, are being denied promotion opportunities as a result of the policy,” the petitioners said.

According to the petition, the policy has disadvantaged teachers in Kajiado County who have the requisite experience and skills an opportunity to get promoted.

The teachers say that none of the resident teachers in the county have attained the Job groups L, M and N.

The petitioners, wants the Senate to intervene with a view to have affirmative action by the TSC for appointment to leadership positions of resident teachers and the policy be reviewed to give priority for promotion to leadership positions to resident teachers after which other teachers serving in the county could be considered

 A few days ago, Dr. Macharia appeared before the Senate Committee on Education so as to respond to the petition by the teachers in Kajiado County.

  Nominated Senator Judith Pareno accused TSC of open bias and demanded investigations, claiming non-Masaai teachers from one community have taken over schools leadership in the “entire Masaailand”.

“All headteachers and their deputies are non-Masaai, most of them are from one community. We will be seeking to show the committee that there is discrimination,” complained Pareno.

On her defense, the TSC Boss told the Senators that the commission is guided by the Code of Regulations for Teachers in effecting promotion.

“To this end, all promotion above common cadre grades and to administrative positions are filled competitively as per the provisions of the Code of Regulation for Teachers and the Constitution of Kenya,” Said Dr. Macharia.

“Once a vacancy is established, the commission advertises the same through print and electronic media for interested teachers across the country to make applications for the positions.” She added.

The Teachers Service Commission (TSC) is finalizing the interview results for teachers who attended interview for promotions conducted in February 2021. The interviews were carried out between February 8 and 19, 2021 at designated TSC County offices countrywide.

A total of 32,431 teachers who were shortlisted and interviewed. Also ongoing are promotions and deployments of primary school teachers (who have attained degrees) to secondary schools.

TSC to scrap Bachelor of Education Science and Arts Degrees (Latest TSC Registration Requirements)

The Teachers Service Commission (TSC) has moved tp have the Bachelors of Education Science and Arts degrees scrapped from universities, starting September, 2021. These new changes are contained in the latest TSC ‘FRAMEWORK ON ENTRY REQUIREMENTS IN THE TEACHING SERVICE’.

In the proposals, all the 8-4-4 and CBC students must undertake first the Bachelor of Arts or Bachelor of Science Courses for a period 3 years majoring on the key subjects and thereafter undertake a Postgraduate Diploma in Education for a period of one year for teaching at Junior and Senior school and SNE.

In order to professionalize the teaching service and improve the quality of education, the commission is mandated to review entry grades to teaching service and advice the national government. This will raise the standards of teaching profession and attract more quality grades from those who have requisite skills to be in the teaching service.

TSC recommendations

The Commission has at the same time given a raft of recommendations on the minimum qualifications for teachers at all teaching levels (See tables below).

Here is a summary of the TSC recommendations:

  • That the minimum qualification for entry into teaching in Kenya at all levels be a Diploma in Education.
  • Admission into the ALL Diplomas and Degrees in teacher Education Courses shall be Demand Driven
  • That the Diploma in Education courses for CBC students at each level shall be Three years after 844 and senior school since they will have had time for specialization in the content areas.
  • There is need to have pathways for teacher education at Diploma level (ECDE, Junior and Senior Secondary, SNE)
  • That there is a Diploma in Secondary Education which will cater for defined learning areas/Subjects required in Junior and Senior Secondary level which have shortages

  • That there shall be a minimum of One – School Term Practicum at all levels of Teacher Education, assessed by external examiners.
  • That the in-service teachers and qualified – registered teachers outside employment be inducted and certified to offer the Competency Based Curriculum.
  • That a Curriculum for Teacher Educators (Trainers) be developed by KICD and TSC in collaboration with Universities and CUE that shall gradually form a basis for employment of (appointment of) Teacher Educators.
  • That Assessment at Teacher Education level shall be a balance of the Formative and Summative.
  • There shall be a need to develop a Kenya Teacher Education Policy to anchor all the proposals in this document.
  • There is need for TSC to set up Institute of Teacher Support and professional development

  • Diploma in Early Childhood Teacher Education (PP1&PP2)
  • Diploma in Primary Teacher Education (Grade 1-6 )
  • Diploma in Secondary Teacher Education (Junior (7-9) and Senior (10-12) Secondary Level)
  • BA/BSC with Postgraduate Diploma in Education (Junior and Senior Secondary, SNE)
  • BA/BSC with Postgraduate Diploma in Teacher Education (Teacher Educator)
  • Diploma in Special Needs Teacher Education (Specialized Curriculum areas-  Autism, Deaf, blind, multiple disabilities and Multiple cerebral palsy for foundation, intermediate, Pre-vocational and vocational levels)

Post Training Certificate

  • Post Training Certificate for In- Service Teachers not currently Employed by TSC.
  • This will be undertaken by teachers who have completed ECDE , PTE ,DTE BED ; DIP ED and SNE training courses.
  • it will be  offered within a duration of 9 Months During School Holidays (Distance learning elements during school time and online mode).
  • Teachers will also do micro teaching during this training.

TIMELINES FOR IMPLEMENTATION OF THE NEW GUIDELINES

TSC proposes that the above be used as a basis for admission into Teacher Education the various levels from September 2020.

In addition to the requirements above, the following shall be required before a teacher is registered by the Commission: –

  • Certificate of Good Conduct; applicants shall be required to present a valid certificate of good conduct upon application for registration.
  • Certificate in Integration of ICT in education – Evidence of training in ICT skills
  • Compliance to chapter six of the Constitution:Tax Compliance Certificate (KRA), Certificate of good conduct (DCI), Higher Education Loan clearance certificate (HELB), EACC clearance and Credit Reference Certificate (CRB)
  • Notes:
  • ECDE applicants with certificates from other bodies other than KNEC and MOE should have their certificates equated by KNEC.
  • Applicants with foreign Degrees and Diplomas in education should have their documents equated by the Commission for University Education (CUE) and Kenya National Examination Council (KNEC) respectively.

NON-CITIZEN TEACHER REGISTRATION

  • Non- citizen teacher should have the following for registration;
  • Certificate of registration as a teacher from the country of origin
  • Certificate of good conduct issued by relevant law enforcement agency in the country of origin.
  • Vetting letter from MOE.
  • Valid passport
  • Valid entry /work permit
  • The registration certificate issued to non- citizens be temporary and renewable upon renewal of the entry permit.

Key issues to note

  • Enhancement is admissible only in case of inadequate course units in one of the subjects of specialization. (This is not encouraged)
  • Post-graduate Diploma is allowed where one lacks only pedagogical skills.
  • Bridging/ pre-university courses be done away with as they do not address any gap.
  • Persons whose training is in subjects that are not in the curriculum irrespective of a PGDE do not qualify for registration and employment.
  • Students who have undertaken courses(Diploma or degrees) without the minimum entry requirements (who enrolled, who trained and graduated them) do not qualify for registration and employment.
  • Very many fake degree certificates circulating
  • Security marks of the certificates

LIST OF BANNED COURSES BY TSC

Applicants for registration whose training is in subjects that are currently NOT in the curriculum do not qualify irrespective of having undertaken a Post Graduate Diploma in Education (PGDE) and/ or Enhancement.

This category includes but not limited to Bachelor of Science/Bachelor of Arts in:

  • Natural resources
  • Meteorology
  • Forestry
  • Animal husbandry
  • Horticulture
  • Farm machinery
  • Fisheries
  • Anthropology
  • Sociology
  • Theology/Divinity
  • Journalism
  • Kiswahili and Communication
  • Business Management / Administration
  • Banking  and Finance

This category includes but not limited to Bachelor of Science/Bachelor of Arts in:

  1. Genomics
  2. Actuarial Science
  3. Environmental Science
  4. Criminology
  5. Biotechnology and  Agriculture
  6. All Courses related to  Engineering
  7. Industrial Chemistry
  8. Biochemistry
  9. Hospitality and tourism
  10. Foods , Nutrition and Dietetics
  11. Technology and applied  Biology
  12. Microbiology etc.
  • Those who have undertaken a PGDE with these courses are NOT eligible for registration as teachers.
  • These courses do not provide sufficient subject content and therefore the mastery of the content in two teaching subjects is not adequate as required.

TSC Biometric registration of teachers (Here are the requirements)

The Teachers Service Commission (TSC) will roll out a mass count and bio-metric registration of all secondary and primary school teachers in the Country. The exercise was initially scheduled to commence in May last year (2020) could not take off as schools were closed due to outbreak of the Covid19 pandemic.

But, the Commission has now put all plans in place to roll out the head count in May this year when schools reopen for third term.

“The biometric registration shall entail validation of data of teachers in all public primary and secondary schools, Teacher Training Colleges, Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA) and Kenya Institute of Special Education (KISE),” the Commission had earlier said.

The biometric registration of the teachers will involve the usage of their fingerprints to capture details. Additionally, each teacher will have to produce their national identity card or birth certificate and any other relevant identification documents such as employment or designation letters.

The exercise will also reveal teacher distribution based on subject combinations and will unearth staffing gaps that will inform training needs for various subject areas.

Seven counties will participate in the pilot roll-out of the program with the national exercise scheduled for August/ September 2021.

Uasin Gishu, Homa Bay, Bungoma, Nyeri, Kilifi, Kitui and Garissa were selected because they present both rural and urban setups with 143 institutions sampled from the areas consisting of primary, secondary and teachers training colleges.

To monitor daily attendance by teachers, the Commission shall then install Biometric gadgets in schools for teachers to clock in and out. Currently, teachers manually sign in and out of school.

The electronic registration of teachers will therefore expose teachers who miss lessons without written permissions. This enlisting of teachers is also expected to help the Commission balance the teaching staff since it will unravel the imbalances across all public schools.

Biometric registration piloting exercise

Plans are at an advanced stage to have the piloting of the Biometric capture of all teachers before the exercise is rolled in all schools; countrywide. Through the piloting exercise, the Commission is seeking to establish an accurate and database that will inform its policies and guide in decision making.

A number of schools (from the selected piloting counties, above) have been identified to participate in the Biometric Enrollment and Validation Of Teachers (BEVOT) pilot exercise set for the 17th to 21st of May 2021.

During the exercise, biometric data capture kits will be used and pre-loaded with data Integrated Personnel Payroll Data (IPPD) data base This data shall be validated using the documents presented by the teacher during the exercise. In addition, biometrics (face
prints) shall be collected as a means of teacher identification and authentication of the information provided.

The enrollment exercise will be conducted at the selected institutions during the official working hours; between 8:00 am and 5:00 pm on the said dates.

Documents to be presented by teachers for Biometric Capture.

During the Biometric capture exercise all teachers will be required to be physically present and avail the following documents for validation:

  1. Original TSC Certificate of Registration,
  2. Original National ID,
  3. Letter of first appointment,
  4.  Letter of last appointment and
  5. Academic Certificates.

TSC promotion list for Senior Lecturer IV 2021

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 45 teachers have been promoted to Senior Lecturer IV at T-Scale 9 (C4). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

TSC Introduces New Guidelines for Teachers Supervising KCSE, KJSEA, and KPSEA

The Teachers Service Commission (TSC) has released comprehensive guidelines for the nomination and deployment of centre managers, supervisors, and invigilators for the 2025 national examinations. These include the upcoming Kenya Certificate of Secondary Education (KCSE), Kenya Junior School Education Assessment (KJSEA), Kenya Pre-Vocational Learners Education Assessment (KPLEA), Kenya Intermediate Learners Education Assessment (KILEA), and the Kenya Primary School Education Assessment (KPSEA) Summative Assessment.

The directives, issued in a circular dated September 2, 2025, to all TSC Sub-County Directors aim to reinforce the integrity and efficiency of national examination administration through the Kenya National Examinations Council (KNEC), acting as a detailed blueprint for all personnel involved.

Nomination process and eligibility criteria

To participate in the administration of these crucial national assessments, Heads of Institutions (HoIs) and teachers must be qualified, employed, and registered by the TSC. The nominated personnel are expected to demonstrate a high level of integrity and be free from any potential conflicts of interest.

The nomination process requires Sub-County Directors to identify, vet, and formally nominate centre managers, supervisors, and invigilators by September 26, 2025, utilising a specific online platform (cp2.knec.ac.ke).

After nomination, all identified personnel must register within the CP2 system to finalize their deployment for the 2025 examinations.

Stringent deployment rules and experience requirements

The guidelines include strict rules governing deployment to prevent conflicts of interest and ensure impartiality:

  • A supervisor or invigilator is prohibited from being deployed to a school where they have served within the last three years.

Furthermore, personnel should not be deployed to centres where they possess a vested interest. To manage this, KNEC will distribute declaration forms via email to Sub-County Directors, who will then forward them to centre managers. Staff must declare their interest and submit these forms to KNEC.

Specific qualifications and teaching experience are mandated for each role and examination category:

  • For KCSE supervisors and invigilators, candidates must be Secondary School teachers, holding a minimum of a Diploma in Education or higher, with a preference for senior teachers or Heads of Departments. They must be registered with TSC and possess a minimum of three years of teaching experience.
  • KJSEA supervisors must be Secondary School teachers with a Diploma in Education or higher, or Primary/Junior School Teachers with at least three years of teaching experience. These supervisors must have prior experience supervising national examinations and assessments. Both KJSEA supervisors and invigilators must be registered with TSC and have three years of teaching experience

KPSEA supervisors and invigilators must be Primary School teachers, registered with TSC, and possess a minimum of three years of teaching experience.

TSC outlines responsibilities and invigilator ratios

Centre managers are crucial to the process, tasked with verifying the details and workstations of all supervisors and invigilators assigned to their centres. They are also required to take daily online attendance through the CP2 system from the rehearsal day.

At the end of each examination or assessment period, the online attendance registers must be downloaded, printed, signed by all involved officers, stamped by the centre manager, and submitted to KNEC. Both hosted and hosting centres must have their own centre managers, who are responsible for collecting and returning examination materials from the containers.

The guidelines specify precise ratios for supervision and invigilation:

  • For the Stage-based pathway examinations (KPLEA and KILEA), there must be one invigilator for every ten learners. These invigilators are also required to sign declaration forms.
  • For every two hundred (200) Candidates, one supervisor should be deployed, with an exception for hosted centres where no supervisor is deployed.
  • Centres hosting both KJSEA and KPSEA candidates must be allocated independent supervisors if they meet a minimum requirement of thirty candidates.
  • For every twenty candidates, one invigilator is to be deployed, with the exact number based on the total candidates in the hosting examination centre.
  • Significantly, centres with candidates who use touch readers (blind) must ensure they have at least one invigilator conversant with braille.

The 2025 national examinations schedule

  • KCSE: Rehearsal on October 21 with exams running from October 27 to November 21, 2025.

  • KJSEA: Rehearsal on October 24 with exams from October 27 to November 3, 2025.

  • KPLEA: Rehearsal on October 24 with exams from October 27 to October 30, 2025.

  • KPSEA: Rehearsal on October 24 with exams from October 27 to October 29, 2025.

  • KILEA: Rehearsal on October 24 with exams from October 28 to October 30, 2025.

KCSE supervisors will receive briefings weekly, and outgoing supervisors are expected to prepare handover notes for their successors. For KCSE oral and practical examination papers, supervisors only need to be present at the examination centre itself.

TSC promotion list for Head Teachers 2021

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 2,111 teachers have been promoted to Head Teachers at T-Scale 10 (C5). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

All teachers to undergo mandatory retraining- TSC

The Teachers Service Commission, TSC, wants all secondary school teachers to undergo mandatory refresher training courses. According to the Commission learning areas introduced under the new Education system have made it mandatory for all teachers to go back to school to gain skills on how to handle the subject adjustments as the secondary schools prepare for a double intake in 2023.

In a letter to Basic Education Principal Secretary Dr Julius Jwan, TSC Boss Dr Nancy Macharia says there are some new subjects which require teachers to be trained and hired.

Those requiring special attention include pre-technical and pre-vocational education, life skills, agriculture and health education.

Others are optional subjects such as indigenous languages, Kenya sign language, visual arts and performing arts.

According to Dr Macharia, all home science and biology teachers will have to be retrained to enable them handle health education, while teachers in social studies must be taught how to teach new content on citizenship.

Similarly, sports and physical education teachers must be retrained so as to deal with sports and health requirements in the new Competency Based Curriculum, CBC.

The commission wants a total re-engineering of the whole and current teacher education curriculum so as to meet the special demands of CBC.

“We advise and recommend that the teacher education curriculum should be made flexible and aligned to enable a single teacher to teach a variety of subjects,” she says in the July 26 letter, 2021.

Currently, teachers are trained to teach at least two subjects but the demands of the CBC now make it necessary to widen the teaching areas.

Some of the subjects introduced under the new system and that have no teachers include leatherwork, wood technology, hairdressing and beauty therapy, plumbing and ceramics and welding fabrication.

Others are mandarin, sports teachers, performing arts and visual and applied arts.

Dr Macharia says teachers in various subjects that have been adjusted or adopted new learning areas will be retrained across the country.

They include those for business studies, mathematics, physical sciences, English and literature, Kiswahili, sign language, Arabic, French, German, Agriculture, History, CRE, and building construction. Others are Islamic Religious Education, Hindu Religious Education, home economics, aviation, electricity and metal technology.

The commission recommends that sufficient funds be made available “for the retooling and training of teachers for the effective implementation of junior and senior secondary curriculum.”

TSC also recommends that the three diploma colleges – Kagumo, Kibabii and Lugari—be ordered to admit students for the new subjects “on a demand-driven approach.”

According to the TSC recommendations, Kenya Technical Training College should be directed to upscale the training of teachers in the technical oriented subjects required under CBC.

“Universities should be appropriately informed about the new subjects and that should guide admission of students pursuing education to meet the projected demands,” the commission says.

In the new Curriculum, teachers will be expected to handle three subjects as opposed to the current two.

“Teachers at this level (secondary school) will teach three subjects at Junior and Senior secondary,” reads the TSC framework document on entry requirements in the teaching service.

Secondary school teachers to handle 3 subjects- TSC

Secondary school teachers will now be expected to teach three (3) subjects; up from the current two. This is according to the latest recommendations by the Teachers Service Commission (TSC).

“Teachers at this level (secondary school) will teach three subjects at Junior and Senior secondary,” reads the TSC framework document on entry requirements in the teaching service.

Currently, all secondary school teachers handle two subjects apart from those handling English.

Additionally, all teachers must now have Information and Communication Technology (ICT) skills.

In another move that will lock out many KCSE students hoping to undertake teaching courses, the Commission has reviewed the minimum teaching subjects’ grades. Whereas TSC wants the minimum entry mean grade at KCSE retained at C+ (plus), a teacher must have a B-(Minus) in three teaching subjects.

Currently, the minimum teaching subject requirement is a C+ (plus).

The study period at university would also be reduced to three years; down from the current four years. The Commission wants teachers to undertake a Bachelor of Arts or Science Degree for 3 years and Post Graduate Diploma in Education, PGDE, for one year on Teacher Education.

Further, students who have undertaken courses(Diploma or degrees) without the minimum entry requirements (who enrolled, who trained and graduated in them) do not qualify for registration and employment by the TSC.

TSC proposes that the above minimum requirements be used as a basis for admission into Teacher Education at the various levels from September 2021.

In addition to the requirements above, the following shall be required before a teacher is registered by the Commission: –

  • Certificate of Good Conduct; applicants shall be required to present a valid certificate of good conduct upon application for registration.
  • Certificate in Integration of ICT in education; Evidence of training in ICT skills
  • Compliance to chapter six of the Constitution:Tax Compliance Certificate (KRA), Certificate of good conduct (DCI), Higher Education Loan clearance certificate (HELB), EACC clearance and Credit Reference Certificate (CRB)
  • ECDE applicants with certificates from other bodies other than KNEC and MOE should have their certificates equated by KNEC.
  • Applicants with foreign Degrees and Diplomas in education should have their documents equated by the Commission for University Education (CUE) and Kenya National Examination Council (KNEC) respectively.

Applicants for registration whose training is in subjects that are currently NOT in the curriculum do not qualify irrespective of having undertaken a Post Graduate Diploma in Education (PGDE) and/ or Enhancement.

New TSC Commissioners to be appointed- TSC News Today

The Selection Panel for recruiting five members of the Teachers Service Commission (TSC) has been called upon to identify and recommend suitable individuals with skills, competencies and aptitude for delivering the Teachers Service Commission mandate.

The Vice Chairperson, Public Service Commission, Ms Charity Kisotu, told the Selection Panel to abide by the values and principles of public service as prescribed in Article 232 of the Constitution during the selection exercise.

 

Kisotu who was speaking, today, at the PSC offices, while presiding over the inauguration ceremony of the Selection Panel, appointed by the President, for the selection of five members for appointment to the Board of the Teachers Service Commission.

“You are expected to observe high standards of professionalism, afford those who apply for the vacancies a chance to compete fairly, and exercise due care and skill to ensure that the right people get appointed,” said Kisotu.

On June 25th this year through Gazette Notice No. 6205 the President appointed the selection panel to be chaired by Thomas Koyier and others are Dr. Mary Gaturu (Ministry of Education), Charles Mutinda (Attorney General’s office), Njoki Kahiga (Ministry for Public Service), Margaret Lilan (Geno-Federation of Kenya Employers) and Richard Kibagendi.

Other members are Dr. Hellen Hazel Misenda (Representing the registered Teachers’ Trade Unions), Eva Naputuni Nyoike (Association of Private Schools) and Prof. Stanley Waudo (An educationist).

The Vice Chairperson also urged the members to pay attention to issues of diversity and inclusivity and ensure they are given as much consideration in the selection process.

She also told the panel to ensure that the names they will forward to the President at the end of the assignment reflect Kenya’s diverse communities.

“I urge you to ensure high threshold of integrity, ethical standards and professionalism are met as you embark on this assignment,” she advised.

The Vice Chairperson told the panel to start the recruitment immediately, noting that a delay in the process could delay the government transformation agenda in the Education Sector and urged the members to familiarize themselves with the TSC Act that governs the process.

She said their appointment to the selection panel comes a time when the government has invested heavily in reforming and transforming the education sector through different programs, including the Competency Based Curriculum, a need that requires that the exercise to be concluded fast.

Kisotu also assured the members of PSC support to enable them carry out the assignment smoothly within the stipulated time frame.

“The education sector is the cornerstone of Kenya’s development agenda and holds the key to the success of this great nation of ours,” said Kisotu.

In his remarks the Principal Administrative Secretary, Cabinet Affairs, Kennedy Kihara, applauded the team for doing a good job previously, thereby, qualifying to be appointed again by the President.

“We are guided by the fidelity of the law and thereby you are required to observe the law in the selection process,” said Kihara.

Speaking on behalf of the Panel Chairperson, Koyier assured that the team will carry out their duties in accordance to the Constitution without any fear or favour.

Senior Master IV TSC promotion results 2021 (Full list of the 6,680 promoted teachers)

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 6,680 teachers have been promoted to Senior Master IV at T-Scale 9 (C4). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

The filled vacancies

The promoted teachers will fill the 1,341 vacancies for Deputy Principal I and another 1,096 vacancies for Deputy Principals II. Similarly 6,680 teachers have been promoted from grade C3 (Formerly L) to grade C4 (Senior Master IV); which is the entry grade to the administrative positions in Post Primary Learning Institutions.

Recruitment exercise will be free and fair- TSC assures teachers

The Teacher Service Commission (TSC) has assured teachers of fair recruitment during the recruitment exercise that is set to begin soon.

TSC Narok County Director, Bernard Kimachas,  who spoke in his office today said 45 primary school teachers and 78 secondary school teachers would be recruited in the county.

He reiterated that the recruiting panel is in the process of confirming the authenticity of the documents received from the applicants before calling them for interviews.

“I want to assure the teachers that everyone who applied for these posts will be called for the interview. We will recruit those who have qualified as per the guidelines given by TSC,” he said.

On ethnicity issue, the TSC director said he was aware that the county is cosmopolitan, promising to distribute the chances in a proportional manner that will benefit all the people living in the county.

“We are aware of the ethnicity disparity that has aroused complaints in the past, we have put measures in place that will ensure fairness,” he said.

In the last teachers’ recruitment exercise held in the month of December 2020, some local youth disrupted activity at Maasai Girls` High school and chased away non-locals claiming they had come to take their jobs.

The local leaders too, had insisted that the locals be given priority in the recruitment wondering why people from outside counties were being fronted in the recruitment.

Last month, TSC Chief Executive Officer Nancy Macharia announced that the commission will hire 5, 000 teachers as the treasury had allocated Sh5 billion for the recruitment of teachers.

The programme targets unemployed registered teachers who are Kenyan citizens, who do not have a previous employment with TSC on permanent terms among other requirements.

The recruitment exercise is expected to ease the burden of teachers’ shortage in the county that stands at about 702 primary teachers and 168 secondary teachers.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC Boss urges teachers to get vaccine

Teachers in the Country have been urged to go for the COVID-19 government vaccine offered free at the various medical centres to protect their lives as well as those of students.

The Teachers Service Commission (TSC) Chief Executive Officer, Nancy Macharia, called on the trainers not to ignore the vaccine, adding that the President granted all teachers an opportunity to get the vaccination regardless of age.

“Let us utilize this  opportunity to protect our lives,” revealing that it is sad to note that so far, the commission has  lost 37 secondary school teachers; including 24 principals, three Deputy Principals and 10 classroom teachers.

Speaking on Monday during the release of exam results for the 2020 Kenya Certificate of Secondary Education (KCSE), Mrs Macharia however lauded the 151,494 teachers who have so far been vaccinated as of yesterday.

According to her, this constitutes 48.9 per cent female teachers and 51 per cent male.

This figure she stated was impressive despite the fact that most teachers have been on the move, either during the administration of the examination or during the marking exercise.

“The Commission is impressed with the high rate of COVID-19 vaccine uptake among teachers. Majority of the teachers aged 58 and above have taken the jab,” she said.

TSC- Thousands of Teachers Undergo CBC Training as Deadline Nears

Comprehensive teacher training on the Competency Based Curriculum (CBC) and Competency Based Assessment (CBA) started on November 24, 2021 countrywide.

Expected to end on December 17, 2021, the training targets two teachers and a head teacher from each public primary school, including those handling learners with special needs. Quality Assurance and Standards Director Dr Mugwuku Nthamburi has written to county directors asking them to identify one teacher from Grade 1 to 3 and one teacher from Grade 4 to 5 to undergo the training, which  will  be conducted for five days through face-to-face and virtual classes.

The blended model of training requires Master Trainers to train the Curriculum Support Officers and CBC Champions both regular and Special Needs Education (SNE) virtually for four days. Curriculum Support Officers and CBC Champions are required to train teachers through face-to-face for five days while the Master trainers offer professional support during zonal teacher training.

Senior Master IV TSC promotion results (Full list of the promoted teachers)

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 350 teachers have been promoted to Senior Master IV at T-Scale 9 (C4). These teachers have a reason smile as they will now earn an increased monthly salary.

The Commission has also revealed the criteria used in promoting the teachers. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 36,000 teachers were promoted after the recent interviews.

TSC promotion list for Deputy Principal III 2021

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 1,590 teachers have been promoted to Deputy Principal III at T-Scale 11 (D1). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

Answer:

Question: What must a newly recruited teacher submit during employment? 

Answer: If your TSC job application is successful, then you will be required to submit the following documents to the Secretary, Board of Management (who is the Principal):

  1.  Duly signed application for employment letter;
  2. Duly signed commitment letter to serve in the school for a minimum period of five (5) years and three (3) years in the case of North Eastern region;
  3. Original and copies of the following: –
  • National Identity card (both sides);
  • NCPWD card (where applicable);
  • 2 passport size photographs:
  • Certificates and testimonials; KCPE, KCSE, ‘A’ Level, Diploma, Degree etc;
  • Official Academic transcripts;
  • Certificate of Registration as a teacher
  • KRA PIN certificate:
  • Bank Plate;

TSC- This is what teachers fear most

The Teachers Service Commission (TSC) has revealed top ten fears among teachers. According to a new report on teachers’ preparedness report the anticipated new fourth wave of Covid-19 has been listed as the greatest challenge facing teachers, currently.

The report further says that teachers may not be well prepared to tackle the challenges (of the new wave of covid 19) due to inadequate funding, limited water and fear of the unknown.

The second challenge facing teachers is that of syllabus coverage. The report says the congested school calendar may lead to hurried coverage of the syllabus in schools, and according to the teachers, this may affect quality teaching and learning.

“Because of available time, the quality learning is a headache to teachers,” said Reuben Nthamburi, TSC director of quality assurance.

Thirdly, teachers fear congestion in schools due to the overstretched infrastructure; as all learners troop back to schools.

“Many children will all be coming in at the same time. And with few spaces available, teachers are worried,” adds Dr Nthamburi.

Additionally, increase in teachers’ workload is sending cold shivers to the teachers; who say more work will be at their disposal and managing children and running schools will be immense for them.

Implementation of the Competency-Based Curriculum (CBC) has been listed as the fifth fear among teachers. Much as the CBC books have been dispatched to schools, the teachers hold that the implementation of the new curriculum in the other classes, including the pioneer class, will remain a headache.

Another fear among teachers is the challenge on Fees payment by parents. The teachers say the effects posed by the current Covid 19 pandemic may limit parents’ ability to meet school fees obligations.

Here is the full list of fears among teachers, as documented by TSC:

  • New wave of the deadly Covid 19 pandemic,
  • Syllabus coverage,
  • Congestion in schools due to the overstretched infrastructure,
  • Increase in teachers’ workload,
  • Implementation of the Competency-Based Curriculum (CBC),
  • Fees payment by parents,
  • Early pregnancies,
  • Drug and substance abuse,
  • Insecurity as children go to schools,
  • Disasters and
  • School dropouts.

The Commission has come up with measures to mitigate against these fears. Some of these include:

  1. Increase psychosocial support,
  2. Increase access to water and soap, minimize the use of sanitisers,
  3. Sustain positive messages to teachers,
  4. Train teachers on the management of Covid-19,
  5. Enhance contacts with health institutions and personnel for regular checkups,
  6. Blended learning: Incorporate remote learning as alternative modes of curriculum delivery.
  7. No more stopping leaning in case of another surge.
  8. Urging all teachers to be vaccinated against Covid 19. So far, some 158,720, teachers have received the first dose of the vaccine, with another 89,611 fully vaccinated.

TSC issues stern warning to teachers over school fees

The Teachers Service Commission, TSC, has announced a major outage of its online services. The Commission offers various services online through various portals. Some of these services include: Application for a TSC number, Transfer Application, TPAD, Online Payslips and many more.

“The Commission will be upgrading its system on Saturday, May 15, 2021, from 4:00 p.m. to 6:00 p.m., which will have an impact on access to its online services. We sincerely regret any inconvenience caused during the planned downtime.” Says the Commission via a public notice.

It is advisable that you carry out any pending online business before TSC closes the portal. You never know how long that closure will last.

TSC promotion list for Deputy Head Teacher II 2021

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 1,765 teachers have been promoted to Deputy Head Teacher II at T-Scale 9 (C4). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

The filled vacancies

The promoted teachers will fill the 1,341 vacancies for Deputy Principal I and another 1,096 vacancies for Deputy Principals II. Similarly 6,680 teachers have been promoted from grade C3 (Formerly L) to grade C4 (Senior Master IV); which is the entry grade to the administrative positions in Post Primary Learning Institutions.

TSC biometric registration of teachers

The Teachers Service Commission (TSC) is carrying out Bio-metric Enrollment and Validation (BEVOT) for all teachers. The overall objective of the Biometric Enrolment and
Validation of Teachers is to establish and manage a reliable integrated biometric database of teachers engaged by the Commission either on permanent and pensionable terms, contract or under internship programme.

FREQUENTLY ASKED QUESTIONS ON BIOMETRIC ENROLLMENT AND VALIDATION OF TEACHERS

1. What is Bio-metric Enrollment and Validation of Teachers (BEVOT)?

The Biometric Enrolment and Validation of Teachers (BEVOT) is a process to validate data of all teachers under the employment of the Commission. It will also capture the biometrics of each teacher.

2. What is the aim of the Biometric Enrolment and Validation of Teachers (BEVOT)?

The Commission seeks to establish an accurate and reliable database that will be used to inform the policies of the Commission and guide in decision making.

3. What are the benefits of the Biometric Enrollment and Validation of Teachers (BEVOT)?

  • It will improve service delivery to teachers.
  • Better management of the teacher resource for improved learning outcome.

4. When will it be conducted?

The Commission conducted a pilot (BEVOT) from 17th to 21st May, 2021. The dates for the national exercise shall be announced.

5. Who will conduct the exercise?

The Teachers Service Commission.

6. Where will it be conducted?

At the respective schools where teachers are stationed. Teachers on secondment or release to the teacher unions and Kenya Girl Guides Association, will also be enrolled at their last station of duty.

Similarly, teachers on interdiction, suspension or any type of leave will be required to report to their last stations of duty in order to participate in the exercise.

7. What will be used to collect the data?

The Commission shall capture the data electronically through the use of biometric kits.

8. How will the exercise be conducted?

Pre-loaded data from the IPPD data base shall be validated using the physical documents presented by the teacher.

9. How do you guarantee teachers’ safety especially during the Covid-19 pandemic period?

The Commission has put in place appropriate mitigation measures for all the anticipated risks during the exercise. For Covid-19 pandemic, the Commission will ensure that the MOH guidelines and all other health protocols are strictly adhered to, e.g., provision of adequate sanitizers.

10. How is this different from the teacher registration process?

Teacher registration is for all qualified teachers regardless of whether they are employed or not while BEVOT is for all teachers under the employment of the Teachers Service Commission in all public basic learning institutions.

11. Which teachers are expected to participate in the exercise

The exercise targets all teachers in the employment of the Commission stationed in public Primary and Secondary schools, Teacher Training Colleges, Centre for Mathematics, Science and Technology in Africa (CEMASTEA) and Kenya Institute of Special Education (KISE).

This also includes:

  • teacher interns;
  • teachers on contract;
  • Teachers on secondment or release to the teacher unions and Kenya Girl Guides Association;
  • teachers on interdiction, suspension or any type of leave.

12. What will be required during the registration process?

The teacher must be physically present and provide all the required documents as follows:

  • Certificate of Registration
  • National ID
  • Letter of first and last appointment
  • Academic Certificates
  • Professional Certificates
  • Disability Registration Certificate, if any.
  • Letter of Release to other programmes, if any

13. What time will the exercise be conducted?

The pilot exercise will be conducted between 8.00a.m. and 5.00p.m; during normal working hours.

14. How safe is the collected data and will it be shared with any other institution?

The Commission has put in place measures to ensure security of data under its custody as per the Data Protection Act, 2019. The data is solely for the use by the Commission and is not intended to be shared with any other institution.
