Embakasi East Member of parliament Hon. Babu Owino is set for yet another online lesson. The flamboyant politician turned ‘professor’ is set to run a mathematics revision class for KCSE candidates on Friday afternoon.
The KCSE mathematics revision lesson is set for 2.00pm on May 15, 2020. This will be the third time that Hon. Babu will be broadcasting his lessons online. He has already conducted a mathematics and chemistry lessons which have attracted criticism and accolades in equal measure.
A warning to Hon. Babu by the early learning and basic education Principal Secretary, Dr. Belio Kipsang fell on deaf ears.
“All the content of learning delivered to students must be approved by the KICD, whether for online learning or physical learning. And every teacher must be qualified,” Dr. Kipsang had said.

Hon. Owino praised
But the self proclaimed professor, Babu Owino, received congratulatory messages from various quotas. First was Dr. Ezekiel Mutua.
“What Hon. Babu Owino is doing is an inspiration to all of us and especially the youth to know that education is not just for passing exams. It’s an asset to navigate life. Babu Owino can actually step in and save the world if there were no teachers. He derserves a global award,” said Dr. Ezekiel Mutua who is the Kenya Film Classification Board (KFCB) boss.
Then came the united nations, UN, which hailed Babu Owino for his efforts of teaching secondary school learners through social media. He was appreciated by United Nations Children’s Fund (UNICEF). Owino would then a special feature on America’s broadcaster; Voice of America (VOA).
During his interview with the VOA the MP said his was a noble service to try and help learners at home during this covid-19 pandemic.
“I am doing this to keep the students busy during this time when they are out of school. The good book (Bible) warns that an idle mind is the devil’s workshop. I am also sure that these lessons are timely for Form Four students who will be sitting their national exams later this year,” he said.
The lessons will be run on the MP’s Facebook page and Babu Owino TV.
Ready to deliver. Hon Babu Owino to be running another KCSE revision lesson, online.

In the revised term dates, candidates will sit for their examinations earlier than had already programmed. Schools will now, also, close early in term three to pave way for execution of the national examinations.
“Following stakeholders’ consultation on the above subject (2020 term dates), it has been found necessary to revise the term dates for the calendar year 2020 for schools and colleges,” reads the Circular sent to all Regional Directors of Education.
Just like it was in 2019, there will be no half term break in third term of 2020.
NEW DATES
In the latest directive, the closing date for all primary schools in term three has been moved from October 30, 2020 to 23rd October, 2020. Also changed is the Kenya Certificate of Primary Education, KCPE, examination period that has now been slated for October 26 to October 29, 2020.

College students have been added an extra one day holiday in term one as their closing date has been moved backwards to 09/04/2020 from the initial closing date of 10/04/2020.

Over 100,000 teachers are set to receive skills on how to implement the new Competency Based Curriculum, CBC. The training scheduled for April, 2019, will target about 68,490 teachers in lower primary and 22,830 head teachers. Other groups targeted include officers from the Ministry of Education, the Teachers Service Commission (TSC), The Institute of Special Education (KISE), The Kenya Institute of Curriculum Development (KICD). Others are: Officials from the Kenya National examinations Council (KNEC), Centre For Mathematics, Science and Technology Education in Africa (CEMASTEA) and The Kenya Education Management Institute (KEMI).
Already, close to 170,000 teachers have been trained to handle kids up to Grade three with the Government targeting to train another 110,000 more to handle Grades four to Six.
On 4th April, 2019, Dr Nancy Macharia, TSC CEO, Education Cabinet Secretary Prof.George Magoha, and Prof Collette Suda, the Principal Secretary, State department for University Education held a meeting aimed at creating synergy between TSC and the Ministry of Education’s staff.
HERE IS THE TRAINING SCHEDULE FOR CBC IMPLEMENTATION:
1. 8th to 12th April, 2019: Training of Master Trainers and Trainers of Trainers. 2. 22nd to 26th April, 2019: Training of 68,490 teachers in Lower Primary and 22,830 Head Teachers.
The Teachers Service Commission, TSC, has released a list of 3,500 teachers and staff who failed to file their 2019 wealth declarations. Via a circular dated April 14, 2020, the Commission boss says the said teachers and staff have been expunged from the TSC payroll until they meet certain set conditions. All TSC employees, just like other workers in the formal sector, were required to declare their 2017/2019 Income, Assets, and Liabilities by 31 December, 2019 through the TSC Wealth Declaration online portal.
“Over 3,500 employees (secretariat staff and teachers) did not declare their Wealth within the stipulated deadline. Consequently, the Commission has stopped the employees’ salaries for Non-Compliance from March and April 2020 payrolls,” says the TSC Boss.
The Kenyan law requires all public officers to declare their wealth; periodically. This declaration is made online and there are hefty penalties for officers who fail to declare their income, assets and liabilities within the stipulated time. According to the Public Ethics Act of 2003, It is mandatory for all public officers to declare their income, assets and liabilities once in every two years.
All teachers in employment of TSC are required to declare their Income, Assets and Liabilities. These include teachers on: Any kind of leave, Interdiction, Suspension or Sick leave.

About 40,000 teachers had not submitted their returns, online, by December 30, 2019. This prompted the Commission to extend the deadline by one more week. Those affected were given the grace period to file their databetween 8th – 14th January, 2020.
For the teachers and staff to be reinstated into the TSC payroll they will be required to write an letter through their immediate Supervisor/Head teacher/Principal to explain why they did not adhere to the instructions to declare their wealth as stipulated in law.
“To fast track reinstatement, the letters be scanned and emailed to TSC headquarters with a covering letter listing the forwarded cases, by the TSC County Director,” says the Commission.
School heads must also give evidence that the teacher is indeed in active service.
“The Headteacher/Principal/Supervisor to confirm in writing that the employee has been in active service and /or has been teaching all along. The letter should be validated and forwarded to TSC Headquarters by the TSC County Director/TSC Sub-County,” adds the Commission.
Those affected will be hoping that the Commission will not take further action. This is because any teacher in the TSC employment who fails to submit a declaration or gives false or misleading information is liable to a fine of Kshs 1,000,000 or be imprisoned for a term not exceeding one year or both upon conviction.

The handing/ taking over exercise for the administrators is expected to be completed before schools open for first tern on January 6, 2020.
Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .
Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The background of Kerugoya Boys High School can be traced from the end of 1958 towards the close of the British rule in Kenya and the beginning of 1959 when the emergency period in the country ended. The current school location was initially ‘Ndia Boma Loyalist Centre” constructed in 1954 to cater for the ‘loyalists’ children in Kirinyaga County. When the Mau Mau uprisings ended and the negotiations for independence began in 1957/58 the use for this centre was no more.
Around this time, there was a greatdemand for secondary and higher education for the Africans throughout the country. This made the local African people to pressure the government to allow them to start a boy’s secondary school at Ndia Boma Loyalist Centre to make use of its existing buildings. However even being allowed, they lacked the funds and the personnel to run and maintain the school. All this time until 1960, The Boma farm had been used as a training institution, for carpentry, agriculture and masonry. The young men boarded in this centre sleeping in temporary huts built of mud walls and thatched roofs. One stone block for carpentry training was built by the boys themselves as part of practical masonry. Various crops were grown by the boys in this centre, as they learnt practical agriculture.
In I960, the Bomacentre ceased to operate and its buildings were given over to the Consolata Fathers under Fr. Cistero by the Embu county council. Bishop Carlo Maria Cavallera of Nyeri Diocese sent a Brother Brunno to start more constructions on the Boma farm site, in preparation for the start of the school. Brother Brunno built a temporary dormitory, dining room and kitchen with iron-sheet walls and roof and a cemented floor. The same Brother also built one permanent teachers’ house. In December I960 Father Tarcisius Rossi, a Cape Town South Africa B.A. graduate and an experienced education administrator joined in the preparation for the start of the school. Before joining the school, Father Rossi had served as a principal of Kamwenja Teachers’ college, in Nyeri for some time, and later as a super-visor for the C.C.M. schools in Nyeri.
The permanent carpentry building left behind by the Boma Farm, was renovated with plaster and a ceiling while the floor was cemented. The building was divided into two large rooms on both ends with three smaller rooms in between. The two large rooms would be used as a classroom and the other room as the staffroom. An indoor flush toilet was installed in the rooms in between and converted to become Fr. T. Rossi’s living house. Later the toilet was removed and the building to become a library. In January, 1961, the school began as a private boarding school for boys with thirty students, run by C.C.M, Fr. Rossi becoming its first headmaster.
The Consolata Fathers hoped to run this school as an example of a well-run institution in the country and they planned it to be wholly managed by the priests. The headmaster would also be the school’s chaplain. A large priests’ house was constructed to house about 6-9 priests who would also be teachers in the school. Government policy after independence, however, did not favour the school to remain private and the priests were therefore later to be replaced by an African headmaster In 1962, the school became government aided and in 1965 a second boarding stream was established after an impressive academic performance in the then 1964 Cambridge form four examinations. The first Board of Governors under the chairmanship of the late Hon.NjagiKibugawas constituted and officially installed in 1967.
Before this time the school was managed by Bishop Ceasar M. Gatimu. Fr Rossi left the school in 1968 and Fr. Giordano took over as the headmaster.By the early 1970’ several African teachers had joined the staff of Kerugoya Boys, they included Mr. Muiri who had started the school together with Fr. Rossi, Mr. S.N Ndungu, Mr. Anjili, Mr. Arthur Murimi, Mr. G. Wambugu and Mr. Ephraim Muriithi ( currently a member of the board )to mention a few.TheConsolata Fathers handed over leadership to the first African headmaster Mr. Francis Muiri, in January 1973, at the time the school was ranked the best in the county, in the same year Mr. Lazaro Mugo took over as chairman of the board.
A third stream was added in 1976 after the school rose to be among the best top ten in the country in the 1974 and 1975 E.A.C.E. exams registering a pass rate of 76% and 100% respectively. Due to public demand, the school was given an extra form 3 class of 40 students from harambee schools doing well in K.J.S.E and in 1978 a form one harambee class was introduced. This slightly declined the E.A.C.E performance, but the school results was still considered excellent as the school ranked 20th together with Thika High School in the country. In May, 1978, the A-level class was introduced due to excellent performance in the O-level examinations. In 1979 the school got the second African Principal from Karumandi secondary school,Mr. Tarcisius Ngariand in the same year it became four streamed.
