Education Ministry spells out tough regulations for Form one selection as KNEC sets revision deadline

The Ministry of Education has given stringent regulations to the 2019 Kenya Certificate of Primary Education, KCPE, candidates on form one selection. Via a circular dated 24th June, 2019 Education Principal Secretary Dr Belio Kipsang instructs the candidates to select 11 Schools in total from the four categories of schools; National, Extra County, County and Sub- County schools. This comes after the Education Secretary Prof George Magoha directed the Kenya National Examinations Council, KNEC, to open the registration portal to enable the candidates to revise their form one choices by end of July. This is a departure from the past where learners preferred to revise their choices in second term.

Dr Kipsang notes that three main criteria will be used to place learners in form. Emphasis will be laid on Learner’s performance at KCPE, Form one choices, Equity and Affirmative action. He has also urged the 1,088,986 KCPE candidates to be keen on the gender code to avoid scenarios where male learners are placed in female schools. “Care should be taken to avoid candidates choosing special schools yet they have no disability,” advised Kipsang.

The candidates are supposed to choose 4 national schools, 3 extra county schools, 2 county and Sub county schools.

Admission to Starehe Boys’ and Starehe Girls’ Centres will be different though as learners from needy back grounds are to be given preference. “Unless a student is from a needy back ground, they may not get placement in the school,” says Kipsang. he further adds that to be considered a learner must have chosen the school as his/ her first choice and filled an admission form (Yellow form) provided by the schools by 31st July, 2019.

KNEC has at the same time set the timelines for verification of the Schools choices by candidates, which will be done at school level. “This is to inform you that the Kenya National Examinations Council KCPE registration portal has been opened from 24th June to 31st July 2019 to facilitate verification and editing of candidates’ school choices by the headteachers,” directs Dr Mercy Karogo, the KNEC Chief Executive Officer, in a circular dated 24 June, 2019 and sent to all school head teachers.

According to Dr Karogo, Headteachers should liaise with the parents/guardians of the candidates to ensure that the secondary school choices are correctly captured as per their wish in the KNEC registration data base.

The Ministry of Education has instructed school principals to make necessary changes to their earlier joining instructions and admission letters in readiness for admission of the 2020 form ones. Here are the instructions from the Ministry to all County Directors of Education as contained in the Circular dated 11th September, 2019;

RE: ONLINE FORM ONE 2020 JOINING INSTRUCTIONS
This year all the schools are required to make changes of their previous letters through an online tool to reflect joining instructions for the year 2020.
You are required to inform all the schools principals in your county the following guidelines

  1. Use the link below to check whether your joining instructions are in the system.
    Click here to edit your schools’ 2020 form one joining instructions and admission letters
  2. Select County and Sub-County of your School, then Select your School.
  3. If the system prompts you to sign in, use your school email address (Gmail Account)
  4. If your letter is in the system, edit the information to the new changes for joining instructions 2020,
    NB Do not edit the first page apart from changing the year to 2020.

In case the school’s joining instructions is missing, the system will prompt the principal to upload the instructions in the system from your computer. The principal should use the following instructions to submit the joining instructions.
i. An example of the first page is as the attached copy (school logo/address on the first page only)
ii. The letter should be in MS-Word format.
ill. The letter should be submitted as one document only
iv. The document should be named using KNEC code (e.g. Meru School save as 15300002)

KNEC to schools- You have up to September 30, 2019, to register candidates for the 2020 KCPE, KCSE and KCSE QT examinations

The Kenya National Examinations Council, KNEC, has instructed schools to register candidates for the 2020 national examinations this year. The Council, in a break from the past, has issued a circular that details how schools and other examination centres should proceed with the registration; that should be completed by September 30, 2019.

The knec boss Dr. Mercy G. Karogo has released a detailed circular that will guide primary headteachers and secondary school principals how to go about registration of candidates who will sit for 2020 Examination.

Registration timelines

According to the circular, registration of candidates for the 2020 KCPE, KCSE and KCSE QT examinations will start from 2nd September 2019 and end on 30th September, 2019.

Registration of candidates for 2020 KCPE, KCSE and KCSE Qualifying Test (QT) Examinations

The Kenya National Examinations Council wishes to bring to your attention the following information as regards the registration of 2020 KCPE, KCSE and KCSE Qualifying Test examinations.

The registration of candidates for the 2020 KCPE, KCSE and KCSE QT examinations will start from 2nd September 2019 and end on 30th September, 2019.

Any school that has between 6 and 14 candidates will be hosted by another centre to be determined by the Sub County Director of Education. The information on such schools should be submitted to KNEC together with the registration materials. The hosted school will retain its code during registration of candidates.

Schools with less than five (5) candidates are advised to register their candidates in another approved examination centres.
Head teachers and Sub County Education Officers are required to log onto the KNEC website: www.knec–portal.ac.ke for capturing of the registration details of the candidates and uploading of the photographs using the registration password for the respective examination center.

All candidates in class seven (7) and form three (3) must be registered where they have been learning. Registration in two centres (double registration) will be treated as an examination malpractice.

All candidates for both KCPE and KCSE examination will be issued with an INDEX NUMBER as per the schools ADMISSION REGISTER NOT class performance.

New schools wishing to be considered as 2020 KCPE and KCSE examination centres should submit to KNEC the following documents:

Valid registration certificate from the County Director of Education
Duly filled inspection questionnaire from the Sub County Director of Education
Duly filled application form from the school.

This information should reach KNEC by 30th August, 2019. KNEC will accept application forms for new centres later than the stated deadline.

NB: Expired registration certificates will not be accepted.

  1. New Sub Counties wishing to be allocated a KNEC code and coding of the schools should submit the following to KNEC:

A Kenya Gazette notice legalizing the creation of the Sub County;
List of Schools showing their previous codes and the proposed new codes;
Location of the storage facility (Container) and details of the Deputy County Commissioner (DCC) or Assistant Deputy County Commissioner (ADCC) office.

This information should reach KNEC before 30th August, 2019.

Private Candidates for the 2020 KCSE Examination

All private candidates shall be registered at the Sub County Director of Education.
Candidates wishing to register privately will be required to download the private candidate registration form from the KNEC website, complete it as required and present it to the respective Sub County Education office for further instructions within the registration period.

For registration of the KCSE candidates, KNEC will only allow one private examination centre per Sub County. Private candidates are not allowed to individually deposit money into the KNEC collection accounts and Sub–County Education Officers are asked to ensure compliance to this regulation.

Private Candidates for the 2020 KCPE Examination

All non – formal centres for the KCPE examination shall be expected to register their candidates with the Sub County Education offices and to upload candidates’ photographs online. No hard copies of photographs should be submitted to KNEC. All non-formal schools for the KCPE examination are required to submit their registration certificate from the Ministry of Education (MOE);
All Heads of Institutions and Sub County Education officers registering private candidates are asked to note that there will be no keying or amending of candidates’ details after 31st Octomber, 2019.
All schools and private candidates shall be expected to adhere to entry requirements as stipulated in the registration instructions for registration of candidates for the KCPE and KCSE examinations as stipulated in the regulations and Examination Manual for each examination printed and circulated in 2017.

Mandatory Documents required for registration of candidates

The Kenya National Examinations Council shall not send any documents for registration of candidates for the 2020 KCPE and KCSE examinations.
All documents for the registration of candidates are to be down loaded from the KNEC website.

2020 Examination Fees

The government of Kenya shall pay examination fees for all candidates in public and private schools except for the following:
Candidates who are re–sitting/repeaters;
Non–citizens candidates;
Private candidates registering in the Sub County private examination centres;

All private candidates will be expected to pay their examination fees directly to the KNEC fees collection accounts and the deposit slips should be given to the Sub County Director of Education who will be expected to submit them to KNEC together with other registration documents. The Sub County Director of Education are requested to ensure that such candidates are dully registered.

The KCSE Qualifying Test registration fee is Kes. 3000/= (three thousand) per candidate. The fees should be deposited in the KNEC KCSE fees collection accounts in either National Bank, Kenya Commercial Bank, Co–operative Bank or Equity Bank.

Use of password for registration of candidates

Passwords are confidential to each school and should be secured by the head teacher. In the event that a school has lost/forgotten its password, the head teacher should send an email to KNEC (em@knec.ac.ke).

All new centres once approved and uploaded on the website shall access the registration platform by keying in their centre number as both the user name and password. Head teachers are advised to change the password from the centre number to a password of their choice to maintain confidentiality.

Heads of institutions and Sub County Directors of Education are advised to safeguard their passwords to restrict access of the school’s registration data by unauthorized persons.

Registration of 2020 KCSE Qualifying Test (QT)

All candidates will be registered at the Sub County Director of Education office.

All the registered candidates will be hosted at the County Director of Education headquarters during the administration of the examination.
Heads of institutions shall be required to ensure that all candidates with foreign certificates are registered for Qualifying Test a year before they are due to register for KCSE.

Documents required for the KCSE Qualifying Test registration.

A copy of original CPE certificate;
Copy of letter of Equation from KNEC for all candidates holding a foreign primary education certificate. Please note that the equation letter is obtained from the KNEC Archives office at New Mitihani House South C, Mombasa Road;
A passport size photograph in a CD (300 x 300pixes);
Certified bank deposit slip of Kes. 3,000/= per candidate;

NB: Candidates without the requisite registration documents should not be registered.

Categories of candidates required to sit for the KCSE Qualifying Test

All prospective 2020 KCSE candidates with CPE certificate;
All candidates who failed the 2016, 2017 and 2018 KCSE Qualifying Test and wish to register for the 2020 KCSE examination;
All 2019 form three (3) students wishing to register for 2020 KCSE examination but hold foreign primary education certificates that are not equivalent to KCPE.

NB: All the above category of students must have a minimum of three (3) years of secondary education or have been out of school for three years after sitting for their Primary examination.

2020 KCPE, KCSE AND KCSE Qualifying Test (QT) Late Registration

There will be no late registration of candidates.

All heads of institution are expected to ensure all candidates registration details are captured correctly and every candidate has confirmed the same and signed the nominal roll.

Submission of Registration Materials to KNEC

The Sub County Director of Education will be informed on when to submit to KNEC all registration documents from the schools and private candidates.

The Ministry of Education has instructed school principals to make necessary changes to their earlier joining instructions and admission letters in readiness for admission of the 2020 form ones. Via a circular dated September 11, 2019 and done by the Ministry’s Mrs Margaret Muandale (For the Principal Secretary), the school Principals are expected to make changes on the admission letters ahead of the 2020 form one admission exercise to be done in January, 2020.

According to the Circular, school Principals are expected to follow the procedure below in order to make necessary changes to the 2020 Form ones’ online joining instructions:

The Ministry adopted the online system of selecting and admitting form ones this year. During this year’s admission process which started on 7th January, 2019 all learners were processed through NEMIS (National Education Management Information System). When a student arrived for admission, they presented their joining letters and verification of existences in the system was done. This same process is expected to be in play next year as the Ministry fully automates the selection process.

The Ministry of Education early this year directed all the 2019 Kenya Certificate of Primary Education, KCPE, candidates to revise their form one choices by August, 2019. This is opposed to the earlier dispensation where candidates switched schools after announcement of the KCPE results.

This year, it is only Private and Sub- County schools that were allowed to select their form one students manually. While, County, Extra County and National schools had placement of their form ones done electronically at the National Education Management Information System, NEMIS.

Knec yet to open the 2020 KCSE, KCPE registration portals as deadline nears

The Kenya National Examinations Council, knec, is yet to open the registration portals for the 2020 national tests. The council via an earlier circular had directed schools to register the 2020 candidates for the Kenya Certificate of Primary Education, KCPE, and Kenya Certificate of Secondary Education Education, KCSE, exams for the 2018 class seven and form threes; respectively.

“The registration of candidates for the 2020 KCPE, KCSE and KCSE QT (Qualifying Test) examinations will start from 2nd September 2019 and end on 30th September, 2019,” reads the knec circular; in part.
Also to be registered are candidates for the 2020 Qualifying Test.

But with the 30th September deadline fast approaching, the council is yet to open the registration portal so as the candidates’ details can be uploads. A spot check on the portal shows that only the numbers of the current form threes and Class seven learners can be fed onto the system.

Knec silent on proceedings

The Council is yet to offer any explanation as to the fate of the registration exercise. This is the first time that the Council is enlisting candidates for exams with more than one year to spare. Usually, the registration exercise is done between January and February. The fate of the registration exercise hangs on a balance as schools await further official communication from knec.

2019 Exams

This year’s Kenya Certificate of Secondary Education, KCSE, Exams are expected to kickoff proper on Monday November 4, 2019 and end on Wednesday November 27, 2019. On the other hand, the Kenya Certificate of Primary Education (KCPE) exams will commence on Tuesday 29th October, 2019 and end on Thursday 31st October, 2019.

According to the data released by the Exams Council, a total of 1.35 Million candidates have registered for the KCPE and KCSE exams this year. Those registered for KCPE stand at 801,963 in 21,426 centres countrywide; 402,161 are boys while 399,801 are girls. For the KCSE exams, 556,637 candidates have been registered in 8,861 centres countrywide. Of this number, 282,252 are boys and 274,384 girls.
