The future of 400,000 pupils attending badly administered colleges is up in the air.

A parliamentary committee learned that over 400,000 pupils—or 60% of all students in public universities—are enrolled in institutions with poor management.
According to Education Cabinet Secretary Migos Ogamba, who informed the National Assembly’s Public Investments Committee on Governance and Education that 21 of the 43 universities in Kenya are poorly managed.

The selection of Vice Chancellors and Council Members in higher education establishments, he claimed, was influenced by ethnic and political patronage.
Due to governance problems and political favoritism, 21 universities are performing poorly while 20 are performing well, Mr. Ogamba informed the Public Investments Committee on Governance and Education of the National Assembly, which is headed by Bumula MP Wanami Wamboka.

“Over 60 percent, or 400,000, of the over 800,000 students enrolled are in the 21 non-performing universities,” Mr. Ogamba stated.

“What would we do with the students in these 21 universities if we were to murder them, as proposed by the member for Imenti Central (Moses Kirima)?” Mr. Ogamba questioned.
Mr. Kirima had requested that students be transferred to other well-performing universities and that the failing universities be closed.

Mr Ogamba informed the committee, which was led by Mr Wamboka, on Friday, April 25, 2025, that the Ministry has begun working to guarantee that applicants for council appointments will henceforth be subjected to security background checks by authorities in order to assess their fitness.

The Ministry is currently examining the qualifications of all University Councils to ensure that every member is competent to manage the institutions of higher learning, according to Mr. Ogamba.

Twenty-one of the forty-three universities are in trouble. In order to make sure that Council Members are competent, we have not yet chosen them for several colleges. We are currently conducting background checks on prospective council members.
“Before being hired, members of the University Council must submit to background checks. The committee should be aware that 21 of the 43 university councils have issues, as we are currently looking at six of them.

Mr. Ogamba addressed the committee on overarching topics such as the non-remittance of statutory deductions, the operation of public universities and the Technical Vocational Education Training (TVET) without Governing Councils, stalled projects, the rejection of Vice-Chancellors upon their return from leave, ethnic and gender balance in staffing and appointments, and officers who have been in acting positions for more than six months.
The lack of ethnic and gender balance in appointments and personnel, as well as the fact that many universities are functioning without Governing Councils, have all been raised by Auditor General Nancy Gathungu.

The Cabinet Secretary informed parliamentarians that the lengthy procedure of selecting vice chancellors and councils has been brought about by the need to guarantee that competent candidates are chosen for the open positions.
“Political patronage or governance challenges have caused the issues in our higher education institutions. We are now conducting background checks to ascertain who manages our higher education establishments,” Mr. Ogamba stated.

“When appointing university council’s and board of TVETs institutions, we make an effort to follow the Constitutional requirements regarding fairness, regional and gender balance, merit, and competition,”
Mr. Ogamba informed lawmakers that the boards and councils have crucial oversight responsibilities in the administration of organizations tasked with policy development, strategic direction, financial oversight, and institutional accountability.

Mr. Ogamba said, “As a result, it is essential to select the correct individuals, with the appropriate combination of skills, and in a way that complies with the law.”

“The majority of our university councils are now complete. There are just six public institutions with openings for two to three students. The others either have all of their members or are missing only one, he stated.

“We are still in the process of recruiting to ensure the right mix of skills, gender, and ethnicity, so the vacancies have not yet been filled. The recruitment process, which is currently underway, will be used to fill these vacancies.

He stated that following the completion of the recruitment procedures by the Public Service Commission (PSC), the university councils will receive the application and then confer with the Cabinet Secretary prior to making any appointments.

In addition to merit, the critical consultations involve gender and geographic balance to make sure that senior management appointments represent the face of Kenya and gender inclusivity, according to Mr. Ogamba.

Learning Outcomes

By the end of this programme, the student will be able to:

Total credit hours and course units required for graduation

The programme shall be offered in 8 semesters. The minimum total courses for the programme are 48. The minimum total course credit hours required for graduation is 144 hours.

Admission Requirements

A candidate must satisfy the general University admission criteria for undergraduate programmes.

  • A mean grade of C+ and above at KCSE  OR
  • Diplomas or professional qualifications  OR
  • A certificate of foundation or bridging courses from recognised institutions  OR
  • A portfolio for the purpose of recognition of prior learning  OR
  • Kenya Advanced Certificate of Education with a minimum of 1 principal  OR
  • A bachelor’s degree from an institution recognised by Senate.

Curriculum Requirements

  1. Minimum mean grade of C+ (plus) at KCSE and C+ in Mathematics with C plain and above in Physics, Chemistry and English or
  2. equivalent qualification from recognized institutions  OR
  3. Kenya Advanced Certificate of Education (KACE) with a minimum of two principal passes in Mathematics /Physics /Chemistry. OR
  4. A minimum of grade C (Plain) in KCSE or equivalent and a certificate of bridging courses or pre-university qualifications  from recognized institutions and C+ in Mathematics with C plain and above in Physics, Chemistry and English. OR
  5. Diploma in technical education or computer studies from recognized institution in a relevant field

Option 2:

To recognize prior learning, the applicant must fulfill the following requirements:

  1. a)KCSE certificate or its equivalent 
  2. b)A minimum of two years workplace training/a minimum of two years work experience in industry or a relevant field
  3. c)Relevant short courses of not less than three months, the number of which the Senate will decide.  OR
  4. d)Recognition of prior learning assessment certificate from a recognized institution

Regulations On Credit Accumulation And Transfer

Credit Accumulation

Regulations on credit accumulation, including possible pathways, shall be in line with the provisions of Universities Regulations, Universities Standards and Guidelines, and general national trends.

Credit Transfer

The regulations of Credit transfer for OUK shall be as follows:

  1. a)To qualify for transfer to Open University of Kenya a student must have attained at least a cumulative grade C or GPA of 2.0 on a GPA scale of 1 to 4.
  2. b)Credit transfer can only be granted to a registered student in the university he or she is transferring from.
  3. c)The student records will officially be communicated between the universities.
  4. d)Where a transfer is granted, the student must take a minimum of 52% of the units at the Open University of Kenya.
  5. e)The student must undertake the two teaching practice sessions under the Open University of Kenya.
  6. f)The student must undertake all third year and fourth year courses in the Open University of Kenya.
  7. g)Where a student is to transfer a course with a prerequisite, such a prerequisite must have been covered at the university where the student is transferring from.
  8. h)  The student will be required to transfer all the credits obtained at the university where he a)or she is transferring from.
  9. i)For any course to be considered for credit transfer it should have been taken at an equivalent level and obtained a minimum of 50% mark, the overall aggregate score for a candidate to be considered for transfer shall be 50% and above.

Guidelines For Transfer Of Credit/ Exemptions

A candidate may be exempted from degree level courses if the Senate is satisfied that the candidate has completed a similar course at the Diploma level from a recognized institution. The general rules governing credit transfers and exemptions will apply. In addition, the following rules apply:

  1. Must meet the requirements for admission to the Bachelor of Data Science program.
  2. Must obtain and submit an official transcript from the previous university/college indicating academic status, courses offered, credits units completed, and grades obtained.
  3. Will be allowed to transfer/exempt credits earned from the courses described, but only up to 49%.
  4. If permitted to transfer/exempt, he/she will not be permitted to transfer units in courses in which he/she received a pass mark of less than 50%.
  5. All applications must be accompanied by recommendations from the institution from which he or she is transferring.
  6. The school will evaluate the application and make recommendations to the Sen- ate.

TVETs are registered, accredited and regulated by the Technical and Vocational Education and Training Authority (TVETA); which is a public corporate agency established under the Technical and Vocational Education and Training (TVET) Act No. 29 of 2013 to regulate and coordinate training in the country through licensing, registration and accreditation of programs, institutions and trainers. How to get placement

To get a place at a TVET institution, one has to apply via the Kenya Universities and Colleges Central Placement Service (KUCCPS). The available programmes, institutions, minimum entry requirements and the application procedure are always available on the KUCCPS Student’s Portal accessible through the Placement Service website www.kuccps.ac.ke. KUCCPS sets an application window within which the prospective students can submit their applications. The Entry requirement for all Diploma Courses is a C- and above; D (plain) and above for Certificate while other course categories are open.

Funding.

The good news for students joining TVETs is that they can now apply for funding from the Higher Education Loans Board, HELB. They can now get Loans and Bursaries from HELB for their fees payment and upkeep.

HOW TO APPLY FOR TVET BURSARIES FROM HELB

Students pursuing Diploma and Certificate courses in Public universities, university colleges, public national polytechnics and Institutes of Technology and Technical Training institutes country-wide are eligible for this loan and bursary from HELB. Orphans, single parent students and others who come from poor backgrounds will be given priority for the loans and or bursaries.

Required Documents

  1. Applicants should access and fill the relevant TVET Loan & Bursary Application Form (TLAF) at the HELB website.
  2. Print TWO copies of the duly filled Loan Application Form.
  3. Have the TVET Loan Application Form signed and stamped by the Dean of Students/Financial Aid Officers.
  4. Retain one copy of the duly filled TLAF (Mandatory).
  5. Drop the TLAF personally at the HELB students Service Centre on the Mezannine One, Anniversary Towers or any of the SELECT Huduma Centers nearest to you.

TVET Institution Application

The TVET Authority accredits institutions and approves managers of institutions and new programmes.

Application Process

  1. Undertake a business name search from the Registrar of companies via Ecitizen
  2. Obtain a “letter of no objection” on suitability of the name from TVETA

In order to obtain the letter of no objection, present;

  • Reserved business name search
  • Invoice for the name search
  • Copy of KRA Pin for the Director(s)
  • Copy of ID for the Director(s)
  • Dully filled and signed BN2 form (Click here to Download)

3. Register the Business name with the office of the Registrar of Companies
4. Download the TVETA application Forms for accreditation of institution, manager, Trainer, approval of programs, foreign institution and checklist here.
5. Submit complete application documents to TVETA offices located at Utalii House 8th Floor.
6. An accreditation officer will check the documents and compute the amount to be paid. (TVETA Gazetted Fees)
7. You will then be required to pay the amount through MPESA or TVETA bank account below.

Inspection and Assessment
1.The institution will be scheduled for inspection and a Team of assessors will visit and inspect the institution for compliance with set standards. Download the assessment tool here
2.The assessors will prepare an inspection report which will be presented to TVETA Board

Registration and Licensing
1. Resolution of the Board based on evaluation of the inspection report shall be;
i. Approve Registration and Licensing of the institution
ii. Reject the application
iii. Request the Institution to improve within a period of six months
2. The applicant is notified on results of the TVETA Board resolution within 3 months from the date of submission of a fully compliant application documents
3. TVETA will issue training License to qualified institutions and maintain a register of the institutions and programs approved.

At this point, the accreditation process is complete, and an institution will be issued with a registration certificate and training license.

TTCs offer training for both Science (Diploma in Education Science) and Arts (Diploma in Education Arts) teachers. The diploma course lasts for 3 academic years. It is a pre-requisite from the Ministry of Education that aspiring secondary school teachers should have the below minimum KCSE qualifications for entry into DTE (Diploma in Teacher Education) course. Here are the latest general minimum requirements for students seeking to pursue teaching:

Apply for a Government funded Certificate or Diploma Course today; Your guide

The Government, through the Kenya Universities and Colleges Central Placement Service (KUCCPS), is undertaking a continuous enrollment of all Kenya Certificate of Secondary Education (KCSE) certificate holders to join national Technical and Vocational Education and Training (TVET) institutions covering polytechnics and technical colleges at Diploma and Certificate levels.

The Government will subsidise tuition fees for enrolled learners by KShs 30,000 per year. In addition, the students will be able to apply for the Higher Education Loans Board (HELB) student loans of up to KShs 40,000 annually.

All past and recent KCSE certificate holders, irrespective of their grades, are encouraged to apply for courses of their choice on the KUCCPS website https://www.kuccps.ac.ke.

KUCCPS has service desks at Huduma Centres in Nairobi (GPO and Makadara), Kisumu, Kitui, Mombasa, Kakamega, Garissa, Eldoret, Nakuru, Meru and Nyeri.

The current recruitment drive is open until December 31st 2019 for courses starting in January 2020.

OPENING OF THE PORTAL

This year KUCCPS has opened the portal for all form four graduates who want to further studies to make their applications, online. The online application portal is now open and will close on December 31, 2019.

To qualify for TVET programmes, one must meet these basic requirements: Must score;

Level KCSE Mean Grade
Diploma C- (minus) and above
Craft Certificate D (plain) and above
Artisan Certificate D-(minus) and below

ELIGIBILITY

All KCSE certificate holders who have not benefited from government sponsorship before are eligible to apply where they meet the minimum requirements.

Successful applicants will be admitted to a college of their choice as early as January, 2020.

Applicants who need assistance should visit the KUCCPS desks in the following Huduma Centres: Nairobi (GPO and Makadara), Eldoret, Meru, Nyeri, Kisumu, Kakamega, Nakuru, Kitui, Garissa and Mombasa. President Ruto announces increase in University Fees

STATEMENT BY H.E. DR. WILLIAM SAMOEI RUTO, PhD, C.G.H. PRESIDENT OF THE REPUBLIC OF KENYA AND COMMANDER-IN-CHIEF OF THE DEFENCE FORCES ON THE NEW FUNDING MODEL FOR HIGHER EDUCATION

  1. In recent times, higher education has experienced significant expansion, providing numerous high school graduates with opportunities to pursue a university degree or college diploma. However, it also encounters various challenges, primarily due to the massive enrollments and inadequate funding.

 

  1. Most of our universities are sagging under a heavy burden of huge debts arising from unpaid staff salaries, unremitted statutory deductions, pension, sacco dues, bank loans and unpaid In total, our universities are indebted to the tune of KSh60.2 billion, a figure that continues to grow each month.

 

  1. Similarly, in the Technical and Vocational Education Training (TVET) Institutions, the challenge has been the increase in enrolment, leading to a reduction in funding per trainee (capitation grant) over the years, from KSh30,000 to as low as Ksh 17,000 a

 

  1. It is therefore crucial to develop a new funding model to address the financial challenges facing higher

 

  1. Consequently, the government has resolved that University funding will henceforth be studentcentred and be apportioned to individual students according to their level of

 

  1. Universities and TVETS will no longer receive block funding in form of capitation based on a Differentiated Unit

 

  1. Funding to students shall combine scholarships, loans and Household contributions on a graduated scale, scientifically determined by a Means Testing Instrument (MTI).

 

  1. Students will be categorised according to four levels of need vulnerable, extremely needy, needy and less All

 

students shall be supported adequately to meet the cost of the programme they choose to pursue. No student will ever be left behind.

 

  1. The government shall fully fund the vulnerable and extremely needy students who comprise 29% of the students joining university and TVET’s this year. The funding shall be through government scholarships, loans and

 

  1. For the first time, students whose households are at the bottom of the pyramid shall enjoy equal opportunity in accessing university and TVET education. Their households shall not make any contribution towards the education of their children.

 

  1. Students from needy households joining universities will receive government scholarships of up to a maximum of 53 per cent and loans of up to 40%. Their Households will only pay for 7% of the cost of their University Education. Those joining TVETS will receive government scholarships up to a maximum of 50% and 30% In Their Households will pay 20% of the costs.

 

  1. The less needy students joining university are to be funded through a government scholarship of up to a maximum of 38% of the cost of the programme, and 55% per cent in form of Their households will pay only 7%. For those joining TVETS, they will be funded 32% for government scholarship, 48% for loans and their households will pay 20% of the costs.

 

  1. Universities will, therefore, be required to declare and publicise the actual cost of their programmes. No public university shall levy additional charges or raise its fees without the approval of the University Funding

 

  1. Students who are eligible shall apply for government scholarships, loans and bursaries, as well as complementary

 

funding from other sources, such as county governments, the National Government Constituency Development Fund and private companies. The University Funding Board shall share information with students on available sources of funding through its portal and streamline the application process.

 

  1. In the Financial Year 2022/2023, KSh 54 billion was allocated to university education, comprising of ksh 44 billion in budget allocation and ksh 10b in HELB loans. In the next financial year, 2023/2024, we have increased the budget allocation 53 billion and HELB loans 31.6 billion, for a total allocation of 6 billion. This is an increase of 56 per cent. This translates to an Increase of funding per student from kshs 152,000 to kshs 208,000, an increase of 37% per student. The cost of training TVET students will be . 67,189 per year per trainee down from Ksh. 71,420 for the new intake of May 2023.

 

  1. The new model of funding higher education, to be implemented effective this academic year 2023/2024, will commence with the new cohort of 173,127 students joining universities and 145,325 joining

 

  1. All continuing government-sponsored students shall be supported in line with the previous existing funding

 

  1. Starting from the 2023/2024 academic year, the process of placing students to universities and TVETS shall not be linked to funding.

 

  1. All universities and TVETS should, with immediate effect, disclose and provide information on the cost of their academic programmes to the Kenya Universities and Colleges Central Placement Service. The Placement Service shall publish this information prior to the placement of

 

  1. With the new funding model, Universities and TVETS will be motivated to raise additional resources and to enhance the quality of education so as to attract more

 

  1. Overall, there will be four funding streams to ensure the sustainability of universities and TVETS. These shall include: Student-centred funding; research funding; capital infrastructure grants; and fee-for-services, such as consultancy. Having developed an elaborate framework on student-centred funding, we shall turn our attention to the other three funding

 

  1. The Cabinet Secretary for Education shall take immediate action to operationalise the new funding
