2019 TSC Intern Teachers employment details from TSC: Salaries, Deductions, Responsibilities, Recruitment Process and Code of Conduct for interns

Read here the guidelines from the Teachers Service Commission, TSC, on recruitment of the 2019 Teacher Interns. Here are the full details;

RECRUITMENT OF TEACHER INTERNS OCTOBER, 2019

The Commission advertised a total of 10,300 posts for recruitment of Teacher Interns (4,300 posts for Primary Schools and 6,000 posts for Secondary Schools).
Interested candidates, made their applications online through the TSC Web – www.teachersonline.go.ke and closing on 24th October, 2019. The eligibility was well stipulated in the advert.

Selection Criteria

  • After the closure of the advert on 24th Oct. 2019, the County Director will be required to invite the applicants by specifying date, venue and time of the interviews and / or verification of documents via short messaging service (SMS).
  • Arising from decentralization of teacher recruitment, you are required to conduct the process of selection, appointment and posting of teacher interns (including verifying the authenticity of their academic & professional certificates).
  • The current recruitment guidelines for 2019/2020 FY apply as well as guidelines for teacher internship attached (Appendix I to IV attached).
  • Once selected, the Intern shall sign an Internship Agreement with the Commission using a prescribed format (Attached).

Overview of Teacher Internship Programme

  • Internship is a period of work experience offered by the Commission to give newly qualified teachers an opportunity for guided practice needed to acquire and demonstrate teaching knowledge, skills & dispositions required in the teaching service.
  • It is a temporary position for a period of twelve (12) continuous months.
  • Interns will work under the guidance and supervision of the head of the institution-the Supervisor.
  • A Supervisor (head of institution) will assign a mentor to assist the interns acquire necessary skills.
  • A mentor is a teacher who is recognized by TSC for his/her practical knowledge of the teaching profession and/or other areas of expertise which support theoretical knowledge acquired from the training Institutions.
  • Once appointed, teacher interns will be posted to the sub county or school where they applied for primary and secondary schools respectively.

Submission of documents to TSC Headquarters

The County Director will be required to submit the following to the TSC HQs on och December, 2019 or 10th December, 2019;

  • Duly filled offer of Internship Letter (for both primary and secondary schools)
  • Duly signed Internship Agreement.
  • County merit list for Primary schools and school merit list for Secondary school applicants.
  • A valid Certificate of Good Conduct.
  • A copy of valid personal accident policy
  • Certified copies of the following documents in the order indicated below:-
  1.  National identification card;
  2. National Council of Persons with Disability (NCPWD) Card (where applicable);
  3. Two passport size photographs;
  4. KCPE Certificate;
  5. KCSE Certificates (include first attempt certificate if one repeated exams);
  6. PTE Certificate / Diploma/Degree Certificates and all official transcripts (where applicable);
  7. Primary and Secondary Schools and college leaving certificates
  8. KRA PIN certificate, Bank form and Bank plate to facilitate appointment on payroll.

Merit Lists

The ICT Directorate will send system generated merit lists for the County/Sub- County for primary school interns. Further it will send merit list per school and subject combination for secondary schools. You are expected to ensure that from the merit lists provided, Sub-County, County and school merit lists are developed based on verification of documents and marks awarded for Section C of the score sheet in case of secondary schools.
These merit lists should be in MS Excel and must bear the name and TSC No. of the County Director.

Note

  • County Directors will be held responsible for cases of flouting the recruitment guidelines.
  • The TSC Regional Directors are required to oversee the exercise.

APPENDIX I

1.0 GUIDELINES FOR THE INTERNSHIP PROGRAMME

1.1 Procedure
To ensure effective implementation of Teacher Internship programme, the Commission will:-

  • 1.1.1 Plan and budget for the teacher internship programme;
  • 1.1.2 Declare teacher internship opportunities on an annual basis and advertise available vacancies in newspaper/s with nation-wide circulation and the TSC website;
  • 1.1.3 Adhere to any statutory guidelines and national policies on the engagement of interns;
  • 1.1.4 Appoint supervisors, mentors and assign relevant work to assist the interns acquire necessary skills and maximise on this opportunity;
  • 1.1.5 Pay the Interns the prescribed stipend;
  • 1.1.6 Monitor and evaluate the Internship programme in educational institutions;
  • 1.1.7 Issue a Certificate of Completion of Internship to the interns upon satisfactory completion of the programme;
  • 1.1.8 Maintain a record of all teacher interns who successfully complete the programme.

1.2 Role of a Supervisor

The supervisor shall seek to create a working environment conducive to Teacher Interns’ learning, training and professional development. Specifically, the Supervisor will be responsible for;

  • 1.2.1 Providing an environment that is favourable to success and the development of the intern;
  • 1.2.2 Assigning duties to the intern;
  • 1.2.3 Appointing a mentor for the intern;
  • 1.2.4 Overseeing work performance of the intern;
  • 1.2.5 Setting performance targets with the intern in consultation with the Mentor;
  • 1.2.6 Appraise the intern;
  • 1.2.7 Helping in the monitoring and evaluation of the programme in a wholesome way;
  • 1.2.8 Assigning space, tools/equipment to the intern within the school;
  • 1.2.9 Preparing a written evaluation of the Intern’s performance and organizing a meeting with the Intern to provide feedback;
  • 1.2.10 Reporting to the Commission, on termly and annual basis, on the progress of the intern performance and any challenges experienced.
  • 1.2.11 The Interns are not employees of the Commission. Accordingly, they may not be deemed or accepted as substitutes for teachers. Interns may not represent the Commission or the hosting institution in any official duty.

1.3 Role of a Mentor Teacher

The mentor’s overall role is to promote the growth and development of the intern by assisting and guiding the intern in developing knowledge, skills, and dispositions essential to the teaching profession. This is intended to improve work experience. The mentor will be responsible for;

  • 1.3.1 Orienting of the intern to the school environment;
  • 1.3.2 Developing work programme for the intern;
  • 1.3.3 Co-teaching with the intern;
  • 1.3.4 Modelling and conducting lesson demonstrations;
  • 1.3.5 Providing collegial and emotional support;
  • 1.3.6 Demonstrating mastery of subject content and pedagogy;
  • 1.3.7 Ensuring that internship programme is implemented as stipulated;
  • 1.3.8 Providing experiential learning activities to the intern including setting aside time each day to evaluate the lessons taught and to plan for the following day;
  • 1.3.9 Providing supportive environment for the intern to facilitate the intern’s development;
  • 1.3.10 Conducting ongoing monitoring and assessment of the intern, observing and evaluating the effectiveness of the intern’s internship program and provide regular feedback on performance to the supervisor.

1.4 Broad Responsibilities of an Intern

As a teacher intern, he/she is expected to earn the respect of his/her students, to be a diligent worker and to maintain a professional relationship with students, the mentor and other stakeholders.
The intern will be required to: –

  • 1.4.1 Familiarize and observe Rules, Regulations, Policies, Instructions, Procedures, and Directives of the Commissions’ hosting institution.
  • 1.4.2 Plan for all activities for which s/he is responsible and have the plans approved by the mentor teacher prior to implementation;
  • 1.4.3 Actively participate in the learning/training experiences at the institution;
  • 1.4.4 Always be punctual and dependable;
  • 1.4.5 Apply the acquired knowledge, skills and attitude during the period of internship;
  • 1.4.6 Complete assignments by the mentor teacher and/or supervisor and fulfil all learning and assessment as required by the programme;
  • 1.4.7 Attend all school activities that are required of classroom teachers;
  • 1.4.8 Maintain a Logbook which will be verified and certified by the Supervisor;
  • 1.4.9 Identify training/internship needs and set internship objectives with supervision;
  • 1.4.10 Complete the internship programme as per the letter of offer;
  • 1.4.11 Undertake performance evaluation as prescribed by the Code of Regulations for Teachers
  • 1.4.12 Initiate meetings with the supervisor and mentor to discuss and receive feedback on the progress of the programme;
  • 1.4.13 Establish and maintain effective professional working relationships with students, mentor and other teachers, school administrators and other stakeholders.
  • 1.4.14 Observe confidentiality of information and ensure security of official documents, tools and equipment in their possession;
  • 1.4.15 Clear with the Supervisor after the Internship period.

1.5 The conditions regulating the internship shall be set out in the Internship Agreement.

APPENDIX II

2.0 SELECTION CRITERIA AND PLACEMENT PROCEDURE

2.1 Selection Criteria

The selection will be guided by the following: –

  • 2.1.1 Prescribed academic/professional qualifications;
  • 2.1.2 Merit and Integrity;
  • 2.1.3 Gender consideration;
  • 2.1.4 Regional representation;
  • 2.1.5 Disability status;
  • 2.1.6 Minority and marginalized.
  • 2.2 Selection Procedures
    Selection will be done through a competitive process and the following procedure will apply: –
  • 2.2.1 The Commission will advertise teaching vacancies in daily newspapers and TSC website;
  • 2.2.2 The advertisement for internship will include teaching subjects, number of interns required, duration of internship, deadline for application, eligibility and stipend payable;
  • 2.2.3 Arising from decentralization of teacher recruitment, the Commission agents will conduct the process of selection of teacher interns including verifying the authenticity of their academic & professional certificates;
  • 2.2.4 The Commission will provide guidance on recruitment guidelines and job posting;
  • 2.2.5 Once selected, the intern shall sign an Internship Agreement with the Commission using a prescribed format.

2.3 Principles of the Internship Programme

The Internship Programme will ensure;-

  • 2.3.1 Inclusivity and accessibility to opportunities by Interns from diverse backgrounds representative of the Country’s demographics through a transparent recruitment and selection process;
  • 2.3.2 Interns are provided with and acquire practical experience necessary for their professional and career development.
  • 2.3.3 They should also be assisted to develop interpersonal relations, decision – making ability and Institutions management skills;
  • 2.3.4 Prudent management of resources including, the material and human resources under their care;
  • 2.3.5 Training and work experience is relevant to the individual and collective needs of the intern and the institutions respectively.

APPENDIX III

3.0 PAYMENT OF STIPEND TO INTERNS, ENTITLEMENTS, INSURANCE AND OTHER REQUIREMENTS

3.1 Remuneration

Internship will be non-remunerative. However, interns will be paid a stipend as may be determined by the Commission from time to time. In this regard, the Commission will make budgetary provision on an annual basis.

3.2 Statutory deductions

The Commission will deduct the following and any other statutory deductions where applicable from the stipend payable to the Intern;

  • 3.2.1 Pay as You Earn (PAYE);
  • 3.2.2 National Hospital Insurance Fund (NHIF).
  • 3.3 Other Personnel entitlements

An Intern will be entitled to the following: –

  • 3.3.1 One (1) month sick leave with pay;
  • 3.3.2 Fifteen days (15) annual leave with pay.

3.4 Insurance

All interns will be required to have a Personal Accident Insurance to cover for personal risks during the internship period. They will also be required to register with the National Hospital Insurance Fund (NHIF) or other reputable medical insurance firm.

3.5 Other requirements

To ensure confidentiality of the Commission’s information, safety of learners and property that may be assigned to them, the intern will be required to provide information including;

  • 3.5.1 A valid Certificate of Good Conduct;
  • 3.5.2 National Identity Card (ID) or copy of passport and a copy of KRA PIN Certificate;
  • 3.5.3 Two (2) coloured passport size photographs;
  • 3.5.4 Teacher Registration Certificate; and
  • 3.5.5 Sign for documents, tools/equipment issued to them.

APPENDIX IV

4.0 DISCONTINUATION/TERMINATION OF INTERNSHIP

Generally, unsatisfactory performance or failure to conform to the standards of conduct prescribed for the Internship may lead to termination of the internship at the initiative of the Commission or an Officer or Agent of the Commission. Specifically,

4.1 An Intern may be discontinued from the programme on any of the following grounds;

  • 4.1.1 Any serious breach of the duties and obligations which in the view of the hosting Institution would justify separation before the end of the period of internship;
  • 4.1.2 Absence from the hosting institution continuously for two (2) or more days without permission or reasonable cause;
  • 4.1.3 Engage in unethical conduct such as but not limited to immoral behaviour, professional misconduct and being of infamous conduct as stipulated in the CORT.
  • 4.1.4 Performance is not satisfactory and not in line with the relevant provisions of the Code of Regulations and Code of Conduct & Ethics for teachers;
  • 4.1.5 Is charged in a court of law with a criminal offence;
  • 4.1.6 Wilfully destroys the property of the hosting institution;
  • 4.1.7 If at any time a hosting institution sustains a loss that is attributable to the gross negligence;
  • 4.1.8 Refuses to obey lawful instructions.
  • 4.1.9 The Commission may terminate the interns contract for whatever reason by giving thirty (30) days written notice.
  • 4.2 In any event that the Internship may be discontinued by the Intern, he/she will;
  • 4.2.1 Submit a written letter of resignation/ termination of the contract to the Commission through the Supervisor by giving thirty (30) days Written Notice.
  • 4.2.2 Giving a two (2) weeks’ Written Notice before taking up employment offered to him/her before the expiry of the agreed internship period.
  • 4.3 The Commission reserves the right to terminate the contract with an intern at any point during the internship period.
  • 4.4 Variation
    The Commission may vary or terminate it altogether to conform to or in accordance with;-
  • 4.4.1 Government policy;
  • 4.4.2 Level of budget allocation.
  • 4.4.3 Any fiscal measures the government or the Commission may put in place for the financial years relating to the Internship Programme.

TSC advertises replacement vacancies for teachers who exited service in February 2021

The Teachers Service Commission (TSC) has advertised 431 replacement vacancies for teachers who exited service in February 2021. The vacancies are for secondary school teachers who exited service due to natural attrition.

TSC asks teachers to file 2020 KRA returns by end of June 2021

KRA Returns for Teachers- The Teachers Service Commission (TSC) has asked teachers to file their 2020 Kenya Revenue Authority (KRA) individual tax returns by June 30, 2021. Through a circular, dated 15th April, TSC Boss Dr. Nancy Macharia urges the teachers to file the returns early to avoid the last minute rush.

“All TSC employees are required to file their individual income tax returns for the year 2020 through the KRA online iTax platform (https://itax.kra.go.ke) by 30th June 2021 as required by Income Tax Act.” Says Dr. Macharia in the circular.

The circular is copied to all TSC Secretariat Staff, Secondary Schools Principals,Teacher Training Colleges Principals, Primary Schools Head Teachers, The Director Cemastea, The Director Kenya Institute of Special Education and The Director Kenya Institute of the Blind.

According to the TSC Boss, the Tax Deduction Cards (P9 Forms) have been uploaded on the TSC pay slip portal for all employees to download. This will facilitate filing of the returns. (See circular below for full details).

STEP BY STEP GUIDE TO FILING YOUR 2021 KRA RETURNS

  1. GETTING YOUR P9 FORM: Ensure you have downloaded, printed or screen shot your P9 form from the TSC online portal at: https://tpay.tsc.go.ke/.
  2. LOGGING INTO THE KRA ITAX PORTAL: Then, log into the KRA’s ITax portal by typing: https://itax.kra.go.ke/KRA-Portal/ into your browser.
  3. Enter your KRA pin (read from your P9 form) and click on login. On the next window, enter your password and security stamp and click on (Remember, you can regenerate your password in case you forgot one by using the FORGOT PASSWORD/UNLOCK ACCOUNT hyperlink on the same dialog box).
  4. Once logged in; click on E-Return hyperlink and in the next dialog box, select Tax Obligation as income Tax – Resident Individual. Now click on Next.
  5. DOWNLOADING THE EXCEL SHEET: On the next window. Select.. Click here to download Income Tax- Resident Individual Form (Excel).
  6. FILLING THE EXCEL SHEET FORM. Ensure your computer has Microsoft office Service Pack 2 or higher version of Office.
  7. Locate the excel sheet form and open it and fill in the parts, thus:

TSC list of transferred teachers per county- Delocalization news

The Teachers Service Commission, TSC, is still effecting delocalization of school administrators. The Commission has released lists of delocalized teachers per county. Those transferred have either over stayed in the same stations or have been deployed after the recent promotions.

In Nakuru County, a total of 31 secondary schools will have new heads after the recent TSC shake-up.

TSC teacher promotions, transfers to be done online

The Teachers Service Commission, TSC, will now conduct Promotions and transfer of teachers. This is after the Commission launched a new E-platform for teachers. Consequently, effective March 1, 2021 there will be no manual applications for promotions, transfers and recruitment of teachers in the Country.

Via a circular by TSC boss Dr. Nancy Macharia and which is dated February 15, the Commission directs teachers to activate their emails by April 30th this year.

“The exercise of activating the emails takes effect from February 15 and will close on April 30. Upon the expiry of the registration window, all emails outside the e-platform shall not be acted upon,” the circular reads in part.

How the new TSC E-platform will assist teachers

The new platform will be used by all teachers employed by the Commission; including those on Internship. According to TSC, the new e-platform will be used for official emails, virtual meetings and remote learning. This will see official letters, Circulars, Pay-slips and responses to teachers’ inquiries among others done online.

These latest developments come at a time when TSC has completed digitizing teachers’ files at the head quarter offices in Upper Hill, Nairobi.

Teachers seeking transfers will now file their applications online as opposed to the manual application process.

All Heads of Institutions and teachers including those on internship are required to activate their email accounts provided on the platform and use it for all communications to the Commission. The official email will take the format of the teacher’s name, the last two digits of the TSC number @mwalimu.tsc.go.ke.

In addition to an official personal account, heads of institutions are to open a separate head-of-institution email. This address will be available to subsequent heads of institutions for continuity.

Heads of institutions shall update the teachers official email address and registered personal mobile phone number in the Teacher Management Information System (TMIS) within 30 days after all teachers in the institution have activated their emails.

How to exit Mwalimu National Sacco

Various reasons can make you quit the Sacco. These include but not limited to if you are not satisfied with their services or the dividends paid at the end of the financial year are too low.

WHEN CAN ONE CEASE TO BE A MWALIMU NATIONAL SACCO MEMBER?

Remember, Mwalimu National Sacco Membership shall cease with effect from the date of a member:

  • Attaining the age of 70 years.
  • Dying.
  • Being expelled from membership.
  • Withdrawing all his Deposits.
  • Becoming certified insane.
  • Transferring his shares.
  • Ceasing being an employee of Mwalimu National Sacco or Mwalimu National SACCO subsidiaries under disciplinary circumstances.
  • Being declared bankrupt by a court of law.

A member who withdraws or is expelled shall be paid the following dues after deduction of any debts, owed by him to the Society as borrower, endorser, guarantor, or otherwise:

  1. Any dividends or interest due to him on the date membership ceases.
  2. Any deposits or other sums held by the society on his behalf.

No shares shall be paid upon withdrawal and any member having deposits in excess of liabilities may offset such liabilities from the deposits.

THE PROCESS OF QUITTING MWALIMU NATIONAL SACCO

At some point you may willingly want to quit Mwalimu National Sacco. At such a time you must have to follow the procedure below;

  • Notify the Mwalimu National Sacco Board of your intention to leave. The board should receive a 60 days’ written notice to withdraw from the society.
  • You will then have to provide substitute guarantors if applicable. This is in case you have signed loan forms for any other member (s).
  • You will have to provide a clearance certificate from the employer (TSC).
  • Submit the documents to the Sacco and your withdrawal will be processed.

If you were driven by emotions to quit the Sacco, you can always make your way back. This is because the Sacco laws allow a member who has withdrawn from the Society to be considered for re-admission.

TSC is in trouble as Lawyers threaten law suit over low pay for Intern teachers

A group of Lawyers has written to the Teachers Service Commission, TSC, to seek answers on the terms of engagement for the Intern teachers. The Lawyers from Mugeria, Lempaa & Kariuki Advocates want the Commission to explain how it arrived at the Sh10,000 and Sh15,000 that it intends to pay the Primary and Secondary Schools Inters; respectively.

“This letter is in relation to the contracts employing teachers in the Republic of Kenya. Specifically, we are aware that you are paying primary school teachers Kshs. 10,000 and high school teachers Kshs. 15,000,” the Lawyers wrote in a letters dated December 2, 2019 and addressed to the TSC boss Dr Nancy Macharia.

“Specifically, we would like your commission to provide to us the following information: The rationale that was used to arrive at Kshs. 10,000 and Kshs. 15,000 for primary and high school teachers respectively as remuneration,” the Lawyers added.

The teachers’ employer is currently recruiting a total of 10,300 intern teachers who are expected to report to schools in January, 2020. The exercise was marred by low turnouts in some recruiting centres as interns stayed away citing low pay and ‘unfair’ contractual terms from TSC.

According to TSC, the intern teachers are to be employed for a contract period of one year. The Commission is not clear on whether it will then employ them on Permanent and Pensionable terms as it happened to the contracted interns in 2010.

But now, the Lawyers wants the Commission to explain Whether in arriving at the above stated amounts it consulted the Salaries and Remuneration Commission. The Lawyers wonder ‘why teachers who are as qualified as permanently employed teachers are subjected to such low salaries,’ adding that they may take legal redress on behalf of the interns.

What you need to carry to a TSC job interview

2022-2023 TSC recruitment/ employment guidelines for teachers

The Teachers Service Commission, TSC, has released new recruitment requirements for teachers to be employed by the Commission. Here are the guidelines to be observed when recruiting post primary institutions’ teachers:


GUIDELINES FOR RECRUITMENT OF TEACHERS-POST PRIMARY INSTITUTIONS- 2022/2023


1.0 GENERAL INFORMATION


(a) Following the advertisement for recruitment of teachers, Boards of Management are required to conduct the selection process for the advertised vacancy(ies) in their institutions
(b) The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics 2015. The Head of Institution is required to induct the panel members on the relevant sections of the Act before the commencement of the selection exercise.
(c) All applicants must be registered teachers as per section 231) of the Teachers Service Commission Act, 2012. Those without Registration Certificates must attach a printout of the application form/payment receipt as evidence of application for registration.
However, successful candidates who fail to meet registration requirements will not be recruited.

(d) Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their application.
(e) Applicants working in other Government departments and who meet the requirements are eligible to apply
(f) Applicants will be required to submit their applications to the Secretary, Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director
(g) Heads of Institutions MUST acknowledge al applications upon receipt and, on completion of the selection process, promptly advise those who do not meet the criteria (specifying the reasons).
(h) The TSC Sub-County Director shall compile a list of a applicants in every institution for ease of reference and present it during the interview.
(i) The date, venue and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices.
j) Heads of institutions should communicate to all applicants through SMS (short message service) 7 days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the interview date, venue and time.
(k) All applicants, irrespective of gender, ethnicity or home county should be given equal opportunity. However, in case of a tie: consideration will be given to:
i)Applicant (s) with disability(ies)
i) Quality of certificates presented, KCSE, KCE; Higher aggregate KCSE/KCE grade should first be considered. If the candidates tie at the aggregate grade the subject grades should be used.
iii) Preference will be given to the applicants who have NOT been previously employed by the commission
iv) The names of interviewed candidates ranked in order of performance during the selection process for each vacancy (appendix i w then be submitted to the Commission.

2.0. AUTHENTICITY OF ACADEMIC AND PROFESSIONAL DOCUMENTS


a) Applicants must present original and legible photocopies of the following documents:
i) National Identification Card
ii) CPE/KCPE certificates
i KCE/KCSE certificates (include first attempt certificate if repeated exams)
iv)Diploma/Degree Certificates and official transcripts
v) Primary and Secondary Schools leaving certificates


NB:
Provisional transcripts shall not be accepted Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.
b) The selection panel shall vet each applicant to verify that:
(i). He/she meets the requirements of the TSC advertisement.
(ii). All the submitted original academic and professional certificates, as well as official transcripts are authentic. The Secretary, Board of Management should certify photocopies of the certificates and authenticate the information provided to the TSC County Director.
iii) A proof of application for confirmation of results from KNEC has been
availed where the certificates are missing
NB: The onus is on the concerned teacher to follow up with KNEC for the confirmation of results within 14 days after the interview date.
Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment form
c) Once the interview process is completed, the results must be communicated to the applicants the same day and the successful candidate(s), from the merit list, issued with the TSC Application for Employment Form.
d) It is the responsibility of the TSC County Director/Representative to ensure that the:
i. Exercise is fair and transparent.
ii. Successful applicant (s) on the merit list fill the Application for Employment form.
e) The Secretary of BOM should ensure the Application for Employment form is correctly filled by the successful applicant without any erasure or defacing
f) The completed form(s) together with the other relevant documents should be submitted to the TSC County Director’s office. The TSC County Director, upon verification and ensuring that a the requirements are fulfilled, will submit the recruitment documents to the TSC Headquarters within the stipulated timeline.


3.0 SELECTION PANEL


The selection panel shall consist of the following seven (7) members:
a) Chairman, Board of Management- Chairman
b) Two (2) members of the Board- Members
c) Head of Institution- Secretary
d) Deputy Head of Institution- Member
e) Subject Specialist- Member
f) The TSC County Direcior/representative- Member

TOTAL: 7

3.1 SELECTION PANEL FOR SCHOOLS WITHOUT BOMs


a) TSC County Director- Chairman
b) Head of Institution- Secretary
c) Deputy Head of Institution- Member

4.0 SELECTION CRITERIA


a). The Secretary Board of Management shall present a compiled list of all applicants to the selection panel.
b)The selection panel shall harmonize the list of applicants with that of the TSC Sub- County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency[ies), make decision(s) based on the guidelines and advise the Candidates/panel and the Commission accordingly.


Applicants shall present themselves in person to the selection panel. The panel shall score each candidate based on the selection score guide (appendix I (a) or l (b).


5.0 QUALIFICATIONS


i) Graduate Teachers


Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one () subsidiary pass at ‘A’ Level. In addition, they must have:
a) A Bachelor of Education Degree with two (2) teaching subjects.
b) A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in
Education(PGDE) with two teaching subjects.
c). Bachelor of Science with EducationBachelor of Arts with Education with two teaching subjects.

NB:
(i) Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma i Education or gone through the A level system in the relevant area(s) are eligible.
(ii) Bridging /Pre-university certificates for those who completed the bridging course before December 31St 2015 can be considered.


(ii) Diploma Teachers


Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (I) principle and two (2) subsidiaries at ‘A’ level. In addition, they must have a Diploma in Education from a recognized teacher training Institution.
NB: Diploma Teachers who graduated on or before 2008 with a mean grade of C (plain) and C (plain) in the two teaching subjects are eligible.


iii ) Technical Teachers.


Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one () principle and two (2) subsidiaries at ‘A’ level In addition, they must have:
(a) Bachelor of Education Technology (Bed TECH). OIR
(b)
(i) Bachelor of Science (Bsc) in any relevant technical
Subject[s)/ Course.
(ii) Higher Diploma in a Technical course or
(iii) A Diploma in a Technical Course Further, they should have a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education (PGDE) from a recognized University
(c) Persons With Disability (PWD) Hearing impaired and Blind, are admitted for training with mean grade of C and C in the two teaching subjects thus are eligible
(d) For applicants trained in Special Needs Education, KSL and Braille are
considered as teaching subjects e.g. Biology/KSL, Geography/Braille.
NB:
1) Candidates whose training is in subjects that are currently not in the curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and enhancement. e.g. Bachelor of Science /Bachelor of Arts in:

  • Natural Resources
  • Meteorology
  • Forestry
  • Animal Husbandry
  • Horticulture
  • Farm Machinery
  • Fisheries
  • Anthropology
  • sociology
  • Theology/Divinity
  • Journalism etc.
    2) Applicants with Economics/Commerce/Accounting, Social Education and Ethics (SEE) can apply for Business Studies and CRE/IRE vacancies respectively.
    3)Diploma Teachers with English/other subject qualify for employment as English/Literature teachers.
    4) All applicants must have studied the two teaching subjs at KCSE except for Agriculture, Business Studies, Home Science, and Computer. where an applicant did not study business Studies and Computer, he/she should have attained a minimum of C+ (Plus) in Mathematics in KCSE. where an applicant did not study Agriculture and Home science, he/she should have attained a minimum of C+ in Biology at KCSE
    (i) Graduate Teachers should have studied a minimum of eight (8)
    course units in each teaching subject.
    (i) Candidates presenting enhancement certificate(s)/official transcripts in a teaching subject(s) from recognized institution (s) qualify for employment.
    (ii) Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancemen certificates with adequate units are eligible to apply
    (iv) Applicants applying for computer studies MUST have taken a course on teaching methods.


6.0 VALIDATION OF DOCUMENTS BY TSC COUNTY DIRECTOR


The County Directors should:
i. Ensure that the employment forms have all the attachments required.
ii. Vet the recruitment documents to verify that the applicant(s) recruited qualify for employment as per the provisions of the recruitment guidelines
iii. Ensure the Principal has signed section C of the employment form confirming the candidate qualifies/merits to be employed.
iv. Compile any complaints received and submit report on appropriate action taken or recommendations to the Commission.


7.0 DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS


The TSC County Director is required to hand over the following documents to the TSC Headquarters:
(a) Duly filled application form(s) for employment together with a copy of the acknowledgement of receipt of application for employment, certified copies of academic certificates, professional certificates and all official transcripts, identity card and two passport size photographs in respect of successful candidate(s).
(b) A list of all applicants in order of merit for the advertised vacancies in Appendix (II (clearly mark the candidates who failed to attend the interview).
(c) Duly signed minutes of the Board of Management.
(d) A commitment letter duly signed by the candidate binding him/her to teach in the station for a minimum period of five (5) years, and 3 years in the case of North Eastern region
(e) Completed selection score guide duly signed
(f) Copy of teacher registration certificate/evidence of application for registration.
(g) Certified copy of the bank plate
[h) Duly completed pay point particulars form
(i) Copy of KRA PIN certificate
(j) Copy of NHIF certificate
(k) List of applicants who are Persons with Disabilities (PWD).

8.0 COMPLAINTS


a) Any candidate who is dissatisfied with the process can make a complaint in writing to the TSC County Director not later than seven (7) days after the selection process and send a copy to the TSC Headquarters.
b The TSC County Director should within 7 days address all complaints raised after the selection process has been completed and thereafter inform the headquarters on the action taken.


9.0 IMPORTANT NOTES


a) Under no circumstances shall the Application for Employment form be defaced or photocopied for use.
b Clarification and advice on issues of qualifications arising from these guidelines, should be sought from the TSC County Directors or the TSC Headquarters if need be using the following numbers 0202892193, 0202892135 or 0202892133, 0202892171
c) Whereas the Commission has delegated its teacher recruitment function, pursuant to Section 20 of the TSC Act, t shall continue exercising this mandate directly as stipulated under Article 237 of the Constitution.
