Teachers’ salary increment – Kuppet new demands to TSC

The Kenya Union of Post Primary Education Teachers – KUPPET, has come up with new salary demands.

Memorandum of Demands to the TSC demanded:

Salary increment of 30-70 %for the highest and lowest paid respectively, that is from Sh34,955 to 425 for the lowest paid and Sh118,242 to Sh153,715 for the highest paid.

Commuter allowance to be raised between 30- 70% e., from Sh5,000 to Sh8,500 and Sh16,000 to Sh20,800 for the lowest and highest paid respectively.

 Leave allowance which currently ranges from Sh6,000 to Sh10,000 for the lowest and highest paid respectively should be equivalent to one- month salary for every

 House allowance to be harmonised across all grades, with a township allowance awarded to teachers in

 Hardship allowance to be increased by 50% from current Sh10,900 to Sh16,350 and Sh38,100 to Sh57,150 for the lowest and highest paid

 Introduction of risk allowance for science teachers, starting from Sh5,465 Sh30,587 for the highest

 Introduction of overtime allowance for teachers working in boarding schools.

 Introduction of post a post-graduate allowance for teachers who have attained Master’s and PhD.

President Kenyatta- We want 100 percent transition to secondary schools despite the inadequacy of infrastructure

President Uhuru Kenyatta has said the government wants all pupils to join secondary school despite challenges associated with the 100 per cent transition. He said the government will do what it takes to expand physical facilities in existing institutions to ensure all pupils successfully transit to secondary school. The President said the government is already taking stock and assessing existing infrastructure to establish deficits before undertaking a comprehensive program of expansion and addition of new facilities in schools.

“We want all children in school. We shall build new infrastructure and expand existing ones after taking an assessment,” said the Head of State. He was speaking at the 94 year old Mang’u High School in Thika during the institution’s prize giving and thanksgiving ceremony on Saturday 16th March, 2019. Mang’u High school, one of the best performing secondary schools in Kenya, started in Kabaa High School (Machakos) in 1925 before moving to the compound of the current St Francis Girls’ High School (old Mang’u) and finally finding its current home on Exit 16 along the Thika Superhighway. Some of the school luminaries include top scholars, doctors, engineers and political leaders including retired President Mwai Kibaki and former VP Moody Awori. Kibaki sent an apology through the former VP during yesterday’s ceremony.

Speaking at the same event, Basic Education Dr. Belio Kipsang said the transition rate currently stands at 94 per cent and the number of secondary school students has shot up to 3 million compared to 1.9 learners in 2013.

The President said the ongoing modernization of the education sector includes the implementation of the Competency Based Curriculum (CBC) which he said grounds the students better academically, morally and socially. “The Curriculum (CBC) lays emphasis on learners’ ability to process issues as well as their passions and talents. Assessment (under the CBC) will be formative rather than summative so that the skills acquired match what our industries require,” said the President.

As a policy, President Kenyatta said, the government will continue paying examination fees for all students, enhance capitation for secondary school students and provide medical cover to all students under the National Hospital Insurance Fund (NHIF), a programme that was started last year. “Our aim and the aim of these efforts is to modernize our education and training so that our sons and daughters can acquire the knowledge and skills that they need to efficiently serve this country and leave it better than they found it,”he said adding that the government will continue supporting all students in Kenyan secondary schools. The President said Mang’u High school has so far received Shs15 million in the current financial year to enhance and improve its classrooms, dormitories and ablution capacity.

“To further improve the learning environment for students, the ministry of education will continue to work with the school management to progressively address the infrastructural needs in the school,” said the Head of State saying Mang’u will receive another Shs 140 million in the next two financial years for its infrastructural development needs and expansion program to cater for its rising student population that now stands at over 1700.

He also promised the school a new 72-seater school bus on the request of the school captain Kitagwa Powell. The President advised the students to remain diligent , work hard and devote their lives to the service of the people, community and the country if they hope to match the distinguished careers of the great men who have gone through the school. He also congratulated the school management under the chairmanship of former Cabinet Minister George Muhoho and the sponsorship of Catholic primate John Cardinal Njue (Diocese of Nairobi) for sustaining the school as a centre of excellence.

Earlier, the President officially opened the newly constructed Amphitheatre named after retired President Mwai Kibaki and the modern Captain Ronald Karauri Dining Hall. Dr Kipsang said the implementation of the CBC is on course and so far the ministry has distributed over 26 million books to ensure its success. Other speakers included Mr Muhoho who announced his retirement as chairman of the school board after 23 years, Cardinal Njue who also conducted Eucharistic mass for both the parents , the students and invited guests, Moody Awori and Kiambu Governor Ferdinand Waititu among others.

##CBC: Education stakeholders are divided over the implementation of Competency-Based Curriculum (CBC), with the costs and manner of implementation being the top concerns.

##CBC: KUPPET wants Junior Secondary Schools be domiciled in the current Secondary Schools.

Akello Misori: “We must be accommodative of the fact that changes are bound to have challenges. Our primary school setups cannot accommodate the secondary school model. They lack the necessary infrastructure.”

##CBC: Private universities now want Junior Secondary as proposed in the new Competency Based Curriculum (CBC)’s 2-6-3-3-3 system domiciled in primary schools instead of secondary schools.

##CBC: Kenya National Union of Teachers (KNUT) Secretary General Collins Oyuu has said that nobody should interfere with the Competency Based Curriculum (CBC).

The SG argues that the government should heavily invest in the CBC saying that it is one of the best curriculums Kenya ought to adopt.

“At inception the KNUT rejected the CBC because we wanted everything to be put in place to help in its implementation and adoption,” Oyuu stated.

##CBC: The National Association of Private Universities in Kenya (NAPUK) says hosting Junior Secondary in primary schools will give room for primary school teachers who have upgraded to university degree qualifications to adequately support Junior Secondary and be compensated.

##Teachers’ Medical Cover: The Kenya Union of Post Primary Education Teachers (Kuppet) wants members to choose from several medical insurance providers instead of being locked to one (Minet).

Kuppet assistant national treasurer Ronald Tonui: “We want the National Hospital Insurance Fund (NHIF), being a government body, to be appointed as an option to AON Minet or any other medical insurer that will be picked in a competitive process,”

##Sad News: Missing teacher found dead in suspected poaching deal gone sour:
Police in Baringo County are investigating the death of a primary school teacher who went missing for days only for his decomposed body to be discovered in a bush, many kilometres away.
On Saturday, October 29, Luka Kiplagat, 52, who was a teacher at Kaplelwo in Mogotio sub-county, left his home in Kabarbesi village and told his relatives that he was heading to Nakuru for some errands and would be back the following day.

##Defilement: An Eldoret court has sentenced a 33-year-old man to 40 years imprisonment after he was found guilty of repeatedly defiling his 13-year-old daughter under the influence of alcohol and drug abuse.

Edwin Mule who appeared before Eldoret senior resident magistrate Barnabas Kiptoo was charged with incest, an offence he committed against his own daughter two years ago.

The accused, who the court described as unfit to live with any child, shocked the court when he pleaded with the magistrate to give him a lenient sentence.

TSC- You will now be able to track status of your third party deductions from your salary

The Teachers Service Commission, TSC, has introduced an online feature that will enable teachers and other TSC staff to track the deductions effected on their salaries. The new feature will enable the teachers and staff to monitor the status of third party deductions which include: loans, insurance and Unions’ monthly fee; among others. These third party deductions are effected via the check off system.

In a communique to teachers this week, the Commission informed them of a new feature that it has introduced on its payslips’ online platform. “Dear…. ( name of teacher) Open the TSC online payslip portal to check status of your third party,” reads the message from the Commission for those registered under the TSC Bulk SMS service in the Teachers Management Information System (TMIS) portal.

This new feature will enable teachers to track the monthly deductions, balance, reference account and the status of the deductions. Some of the information here can as well be extracted from the monthly online payslips.

To access this feature, visit the TSC online payslips portal at https://payslip.TSC.go.ke and look out for a new link (My Transactions) under 3rd Parties.

This comes at a time when some teachers have fraudulently lost portions of their salaries to third parties ( Loans and Insurance schemes); without their approvals.

TEACHERS SERVICE COMMISSION NEW LESSON OBSERVATION FORM (LOF)- The Teachers Service Commission (TSC) has produced a new Lesson Observation Form for teachers. This form is to be used during the TPAD 2 online appraisal process.

The new form has a total mark load of 100% as opposed to the old form which had 25%. The new form has 5 assessment areas, namely:

To convert to Likert Scale: Marks scored in a performance area are divided by total marks in that performance area then multiplied by five (5). This will give a Likert rating scale of between 1-5. Once these marks are uploaded by the appraiser/observer on TPAD System, the conversion to likert scale will be calculated automatically by the system and reflected on the target number 3 under standard number 1: Professional Knowledge and Practice.

NB: There should always be a preparatory meeting before the lesson observation and a feedback session after the lesson observation.

  1. Lesson observation portal is provided in TPAD online system.
  2. The observer is required to enter the marks on the online lesson observation portal after observing a teacher.
  3. This is a compulsory target the online appraisal will remain incomplete to at least 97% if the marks on the duly filled lesson observation form(LOF) are not uploaded on the teacher’s online appraisal.

Bachelors of Development Studies

Overview

This programme has been developed with the understanding that there is a widening demand for professionals who can be able to initiate and mobilize communities to participate in the facilitation of their own development. Duration of the Programme
The academic undergraduate programmes take 4 academic years. Each year will have 3 trimesters. Each Trimester will have 14 weeks of study ( 12 weeks for tuition and 2 weeks exams) Each unit will have 3 hours per week totaling to 36 lecture hours per unit per trimester and 3 hours for examination leading to 39 hours in total per trimester

Course requirements

  • Attend at least 80% of the lectures
  • Any deferment of the course must be approved by the senate.

Schools to get free internet under the ICT Ministry’s Schoolnet Programme; See details

The Ministry of ICT, Innovation and Youth Affairs is set to launch the Schoolnet Programme project, that will see the government connect  over 43,000 public and private schools to internet services across the country.

The Chief Administrative Secretary (CAS) for ICT and Broadcasting Maureen Mbaka said the ministry through the ICT Authority has already identified over 1,000 schools for the Phase 1 Schoolnet connectivity project that is being implemented by United Nations Children’s Fund (UNICEF).

Other beneficiaries are remote schools which are far from the NOFBI network but are near the service providers’ site or cable network, all schools will also get a minimum of 10MBPS to enable effective download and access to learning materials.

Mbaka said the project that will be implemented in four levels will benefit schools within a radius of 40 kilometres through wireless radio links from CCP to National Optic Fibre Backbone (NOFBI) sites, will connect nearby schools to the current NOFBI projects which are not more than 3 kilometres from the current NOFBI network.

The CAS was speaking today during the Generation Unlimited Stakeholder forum on connecting every school and learner to the internet and scaling-up online/remote learning, skills and livelihood platforms held at the Kenyatta International Convention Centre, Nairobi.

The Ministry of ICT, through the ICT Authority is developing a device adaptable for home schooling in the Kenyan context which is being undertaken by public universities and Kenyan innovators using existing innovation and incubation centres.

She announced that the ministry of ICT has also established an e-learning portal to facilitate teachers conducting lessons remotely to harmonize the use of Digital Literacy programme devices in facilitating learning from home.

“We are collaborating with other agencies among them Communications Authority, Ministry of Education and the private sector partners to explore ways of deploying technology to facilitate teaching and learning for pupils while at home,” said Mbaka.

The CAS disclosed that the Communications Authority in collaboration with stakeholders have proposed for a homeschooling policy that will guide learners on how to use technology devices at home, and added that the ministry is also engaging telcos to provide zero rated content and white list e-learning materials.

Mbaka said the ICT Ministry has been putting in place ICT infrastructure across the country and initiating various programs among them the Ajira Digital program whose aim is to enable the youth benefit from online work, as well as bridge the gap between skills demand and unemployment among the youth.

“Online work opportunities that include digital marketing  and search engine optimization provides income to an estimated 282,000 people while both data entry and article writing have over 500,000 people engaged,” she revealed, and added that the country’s  youth are also earning a living from academic, scientific writing, transcription and virtual assistants online jobs.

She said in a bid to meet the urgent need for expanded education, training and employment opportunities for young people aged 10 to 24, the ICT ministry launched the Digital Literacy program to entrench ICTs in teaching, learning and equipping learners with the 21st century learning skills.

“To date, 21,638 public primary schools of the contracted 21,729 schools under DLP Phase one, have been supplied with 1,169,000 devices while partial installations of 1,304 new schools are ongoing under phase 1,” announced the CAS.

A total of 218,253 teachers have received training on the Competency Based Curriculum, at least 331,000 teachers have been trained on ICT integration and device utilization, a total of 19,042 public primary schools have been connected to power by national grid while 3,239 public primary schools have been connected to power by solar.

Speaking at the event, the CAS Ministry of Education Dr. Sara Ruto commended the Ministry of ICT for incorporating digital literacy in schools and enhancing digital connectivity.

“There are a lot of opportunities brought about by technology and it is important to equip our learners with the necessary skills to navigate in this current age of knowledge and information,” said Ruto.

She disclosed that the Teachers Service Commission offers mandatory training to teachers while the Kenya Institute of Curriculum Development (KICD) through Elimika Online Training offers voluntary ICT which has already registered 15,000 teachers for the program.

“There is growth in the way teachers are thinking about ICT as many have embraced the DLP programme and considered teaching and learning through ICT as a platform,” stated Ruto.

The CAS further stated that the ministry has established Kenya Education Cloud where appropriate and approved content is available for all learners including those with disabilities.
