How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

Release Of Examinations Results

The Kenya National Examinations Council (KNEC) wishes to bring the following information to the attention of all institutions presenting candidates for the KNEC examinations:

Examination Results Slips and Printouts
Each of the institutions that enter candidates for the KNEC examinations shall receive a hard copy of the institution’s examination results printout and result slips which captures the following information:
1. Institution’s Code and Name
This appears on the top left side of the printout.  The institution’s code is a unique number by which an examination centre is identified by the Council.  This is the number that an institution should always quote whenever communicating with KNEC.
2. Candidates Details
Below the institution’s name and code are details of the candidates.  These details include the index number of the candidate, year of examination, gender, individual subject grades and the mean grade.
The important features of the examination results are as indicated below:-

  • X – denotes an absent candidate. A candidate is declared absent if he/she did not sit for one or all papers in the examination. However, for the KCPE examination results, the symbol AB indicates an absence;
  • Y- denotes that the candidate was involved in an examination irregularity. For the KCPE examination results, the symbol 00 indicates an irregularity;
  • P- denotes that the candidate’s examination results have been pended due to infringement on the entry requirements for the examination e.g. incorrect KCPE details for entry in KCSE examination;
  • W– denotes that the candidate’s examination results have been withheld on suspicion that the candidate has been involved in an examination malpractice and investigations are ongoing;
  • U- denotes ungraded examination results due to infringement of the awards criteria.

Mean Grade Award Descriptions

  • Mean grade will be X, if a candidate is absent in all subjects
  • Mean grade will be Y , if one or more subjects are cancelled
  • Mean grade will be U, if the entry requirements for the KCSE examination are not met
  • Mean grade will be CRNM, if the course requirements for the Teacher education, Business and Technical examinations are not met
  • Mean grade will be P, if results are pended
  • Mean grade will be W, if the examination results are withheld;

The details of pended, withheld and irregularities are communicated to the institution through the Sub County Director of Education at the time of release of the examination results and are received by the institutions at the same time with the examination results.

Release Of Certificates

Once certificates for a specific examination are ready for collection/dispatch from KNEC, the institutions shall be informed through the mass and print media, Sub County Directors of Education and/or the heads of institutions:

  • All certificates for regular candidates are issued through the Heads of Schools/Institutions and to private candidates through the Sub County Directors of Education.
  • The Kenya National Examinations Council reserves the right to withdraw a certificate for amendment or for any other reason should this be necessary.

2022 KCSE Grading System Per Subject

2021/22 KCSE Grading System Per Subject – All Subjects 2021-2022.

2021 KCSE 2022

Each KCSE subject is graded on the basis of a twelve-point scale, with 12 points being the highest score.

And 1 is the lowest these grades are accompanied by an expanded grading system from A, A-, B+ to E.

Grade boundaries are determined by an Awards committee composed of experts selected from the various levels within the education sector.

The mean grade (which ranges from A to E and 7 to 84) is an average grade based on performance in the 7 subjects as stated in the KCSE certificate award Regulations while aggregate points (AGPT) indicate the total number of grade points based on the 7 subjects.

No mean grade appears if the candidate sits for less than 7 subjects or where one or more subjects are cancelled due to an examination irregularity or where the entry requirements have not been met.

The letter Z indicates that entry requirements have not been met.

P means your grade is pending for several reasons according to KNEC.

Y in KCSE means suspected cheating and your results have been cancelled or withheld pending further investigations.

The overall mean grade is indicated by a letter grade ranging from A to E as shown below:

Functions and Tenure of the newly constituted Schools’ Board Of Management, BOMs

The Board of Management, BOMs, oversee a number of functions within an institution. Click here for information on Composition of Members Nominated to Secondary schools’ BOM

FUNCTIONS OF BOMs

The Boards Of management perform the following roles:

  • They promote the best interests of the school and ensure that there is development within the school.
  • Promote quality Education for all learners as enshrined in the Basic Education Act Number 14 of 2013
  • Ensure there are adequate physical facilities within the school: Dormitories, Classrooms, Co-Curricular among other facilities.
  • Advise the County Education Board, CEB, on the staffing needs of the school.
  • Hear and make determination on cases of learners’ indiscipline and present reports to the County Education Boards.
  • Prepare termly comprehensive reports on all areas of their mandate and present them to County education boards.
  • Provide for the welfare and observe the human rights and ensure safety of the learners, teachers and support staffs within the learning institution.
  • Administer and manage schools’ resources.
  • Recruit, remunerate and discipline members of the non-teaching staff/ Support staff as may be required by the institution.
  • Receive, collect and account for any funds meant for the institution.
  • Allow reasonable use of the facilities of the institution for community, social and other lawful purposes.
  • Hear and make recommendations on teachers’ discipline cases as guided by the teachers Service Commission’s Regulations.
  • Participate during the recruitment of TSC teachers.

TENURE OF THE BOMs

  • Once constituted, the Board Of Management’s tenure runs for a period of 3 years from the date of appointment. A member shall be eligible for re-appointment for one final term of a period not exceeding 3 years.

COMMITTEES OF BOMs

The institution’s BOM may appoint the following sub-committees:

  1. Human Rights and Students’ welfare Committee.
  2. Audit Committee
  3. Finance and Procurement Committee.
  4. Academic Standards Committee.
  5. Discipline, Ethics and Integrity Committee.

A number Members of Law makers have come out to dispel a list doing rounds in social media platforms showing those who tested positive for the dreaded covid-19 disease. First to come out was ubilee Nominated Senator Millicent Omanga, who gave an update on her ststatus, this morning. “I am safe and sound at home. Ignore the rumours circulating,” sais hon. Omanga.

The unverified list of seventeen Legislators said to have tested positive for Covid-19 has been making rounds in the media.

“I took a voluntary COVID-19 test on Fiiday last week. The result was directly conveyed to me in person by a doctor. Tested Negative. It is my civic duty to continue complying with guidelines. It’s not a matter of choice. At the same time parliament cannot abdicate. Chew gum and walk,” said Siaya Senator James Orengo. The Senator went on to post his Covid-19 test results (shown below).

“As a nation and a people we are in this together and must confront COVID-19 as an army. Fear of the virus should not be turned into stigma but into a resolve to fight the pandemic. Count me in the army,” he added.

List of schools yet to upload 2020 form one selection list on Nemis per county- Kiambu

About 5,397 schools are yet to upload their 2020 from one selection lists onto the National Education Management Information System, Nemis. This is according to the latest data from the Education Ministry. This mostly affects the Sub County and Private schools whose selection was done manually. The list detailing the school’s name and location indicates that the schools are yet to upload their selection lists onto their Nemis accounts in readiness for the admission exercise in January 2020.

The Education Ministry has set reporting date for the 2020 form ones to secondary schools to be between January Monday 13th to Friday 17th. This will be about one week after the other students would have reported back to school for the new year.

All set for the Mwalimu National SACCO elections

A gruesome contest is in the offing as aspirants for Mwalimu National SACCO’s delegates positions hit the ground in search for votes. The SACCO has lined up a number of Annual General Meetings (AGMs) for members, this month and next month, and part of the agenda will be to elect delegates in zones ripe for the exercise.

In the Siaya/ Bondo branch, the AGM is slated for Sunday February 2, 2020 at Kitu Moto Resort; in Siaya town. Elections for delegates to fill up slots in Boro/ Karemo/ Uranga and Madiany/ Rarieda zones will be held.

Tough requirements

For one to contest for the delegate’s post you must have a minimum saving and deposit of Sh300,000. One should also not be a defaulter and shall not be on interdiction. One should at the same time be an active WSF account holder and channeling salary through the SACCO’s FOSA account.

Kisii central’s AGM will take place at Nyaguta SDA Secondary School on Sunday February 2, 2020; at 11.00a.m. To participate in the election process one must be a member of Mwalimu National SACCO.

TITANIC BATTLE

The main attraction will be at Nyamira County, where one Justus Nyakundi is eyeing to unseat current branch chair and teacher at Nyansiongo Boys; Mr. Momanyi Nyabochoa.

Another battle looms in Nyamira South; Nyamira Zone, as Kenyenya Secondary’s Maake Walter seeks to give Marindi secondary’s Geteri a run for his money,

The Manga zone has attracted firce competition between Sengera Manga’s Samwel Otieno Oko, Nicodemus Mosembe Nyamwaya and Nyamoko Leonard; among other contestants.

But, it is only Nyamusi/ Ekerenyo zone that has the only female contestant; Madam Risper Momanyi. She will be hoping to keep her seat as she comes up against Gisage Secondary’s Sam Ondieki.

2020 school fees structure for National schools, Extra County, County, Sub County and Special Schools

The Ministry of Education has released the 2020 school fees structure for all secondary schools under the government’s Free Day Secondary Education (FDSE) programme. The new guidelines shows the amount of school fees to be paid by parents in National Schools, Extra County Schools, County, Sub-county and special schools. Here are the new guidelines from the Ministry;

 ‘GUIDELINES ON IMPLEMENTATION OF FREE DAY SECONDARY EDUCATION FOR 2020

Priorities of secondary education are guided by strategic objectives articulated in the Medium Term Plan III (2018-2022) of Vision 2030 and the Constitution of Kenya In this regard, the Government of Kenya (GOK) will continue with its effort to maintain one hundred percent (100%) transition from primary to secondary education.

Hence, the decision to enhance the maintenance and improvement in 2019 to help schools meet some maintenance and development needs will continue to apply in 2020. This budget component will be used to improve existing infrastructure and in some cases put up new facilities to ease pressure on existing facilities.

The guidance on the use of this vote as provided in 2019 during the actual disbursement of funds will continue to apply in 2020. Schools will therefore continue to operate with merged votes in 2020 to enable these schools meet some of their critical needs in a flexible manner.

 1.0 FDSE CAPITATION TO SCHOOLS

Government subsidy (Capitation) to schools to actualize Free Day Secondary Education (FDSE) will be KES. 22,244.00 annually per learner as stipulated in table below;

Other vote heads: local travel and transport, Administration, Electricity, Personnel emolument.

Disbursement of capitation to schools will done in the ratio 50:30:20. The first disbursement will be effected in December 2019 and subsequent ones in April 2020 and August 2020, Enrolment data in NEMIS will be used as:

  • Term one 2020: 30th November 2019.
  • Term two 2020: 30th March 2020.
  • Term three 2020: 30th July 2020.

Schools are directed that they capture all learners in order for them to get full funding. This Government subsidy is disbursed to public schools under the following conditions:

  • The school must be duly registered and headed by a TSC appointed principal.
  • The school must be registered on the NEMIS platform
  • The school must register and update learners records in the NEMIS platform
  • All bank accounts operated by the school must be registered in NEMIS and with MOE at all its levels.

Under the Operation account, schools may seek authority from the CEBs to wire savings or surplus funds from one item to another when it is absolutely necessary but the same does not apply for tuition account. It is further clarified that the personnel emolument will not be restricted to payment of Non teaching staff.

 1.1 FEES STRUCTURES

 1.1.1 Day Schools

 The Government of Kenya will continue to offer free day schooling and the fees structure for day schools in shown in Table 2.

1.1.2 Boarding Schools

The government will provide capitation for each learner in a boarding school that is equal to capitation for each learner in a day school. In order to meet the cost of boarding, parents will pay the boarding fees applicable to different categories of schools and location.

Schools classified as Category B* are other boarding schools including extra com/y schools that are located in other areas other than the town of Nairobi, Mombasa, Nakuru, Kisumu, Nyeri, Thika and Eldoret.

Schools classified as Special needs are those schools that cater for learners with impairment e.g visual, physical, hearing and mental. GOK has enhanced capitation to KES. 57,974.00 distributed in the fees structure shown in Table 5. The structure includes GOK subsidy of KES. 23,220.00 per learner’ for Boarding Equipment and stores and a top up grant of 12,510.00 per learner to cater for assistive devices and any additional personnel needed.

Schools are advised to adhere to the fees guidelines provided in the regulations.

To ensure accountability and smooth implementation of the FDSE programe, all schools are required to operate the following bank accounts.

2.0.1 Types of Bank Accounts

Schools are expected to have bank accounts for various purposes and accountability. Each school should operate bank accounts as follows:-

  • Tuition account: for banking of tution funds and all payments should strictly be made by cheques. Funds in the tuition account must be utilized for the procurement of teaching and learning material (TLMs) only.
  • Operational Account: – This account is used for banking of all Government subsidies except the tuition Infrastructure Grants as well as Maintenance and improvement funds should be transferred to the school infrastructure Account thirty days upon receipt of the funds.
  • Boarding Account: – This account for banking of funds paid by parents for boarding related expenses.
  • A Saving Account: This account is for banking funds from the Boarding Account Cash Book that cannot be put to immediate use.
  • School Infrastructure Account: – for banking infrastructure grants from GoK and Maintenance and Improvement (M&L) funds. It is illegal to spend grants from any other account. Therefore all grants must be transferred whole into this account.

Schools with income generating activities shall open separate bank accounts for the same. School who receive NGCDF support must open an account for the project as provided for by the CDF Act.

 2.0.2 OPERATIONAL PROCEDURES FOR SCHOOL BANK ACCOUNTS

In addition to the above, the following procedures will continue to apply:

  •  Each account must have a separate cash book;
  • All schools must acknowledge the receipt of funds by a letter to the CDE/uploading an official receipt on the NEMIS plat form;
  • A receipt is issued to every learner for the capitation amount received for every disbursement;
  • Schools must post on their notice boards the amounts received;
  • Schools have the freedom to operate a fourth bank account to cater for development funds;
  • No virement is authorized from the Tuition Account:
  • All CDF and donations or funds from Harambee must be receipted officially and entered into the school Cash books. These include incomes from hire of school facilities e.g grounds, classrooms, halls or billboards on school compounds.

 3.0 FINANCIAL OBLIGATIONS

All schools’ management, especially, principals, are expected to ensure prudence in the use of school funds and to adhere to the laid down financial regulations as stipulated in the reviewed Handbook on Financial Management for Public Secondary Schools, Teacher Training Colleges And Technical And Vocational Colleges in Kenya issued by the MOE, the Public Finance Management Act, 2012 and the Public Procurement and Disposal Act, 2015.

All stipulated accounting procedures and other necessary measures, including cost-saving, must be adhered to by all schools at all times. In addition, the following will apply:-

  •  Schools shall NOT enter into financial contracts e.g. Hire purchase, bank loans or mortgages without the express written approval of the Cabinet Secretary in line with Section 18 of 4 Schedule of the Basic Education Act, 2013.
  • Every principal shall be responsible for application and utilization of funds as the accounting officer of the school. Guidelines of the same shall be given before the actual disbursement.

4.0 PARENTAL OBLIGATIONS

Parents will continue to meet the following cost:

  •  School uniforms;
  • Boarding related costs as reflected in the boarding school fees structure;
  • Lunch for the day scholars, and
  • Clear their fees balances for continuing students prior to Jan 2020.

5.0 GUIDELINES FOR BOARD OF MANAGEMENT (BOM) EMPLOYEES

MOE will continue to disburse funds to support the BOM employces. To minimize the cost of secondary education it is necessary to rationalize the recruitment of such cadre of staff.   It shall be the responsibility of the boards to hire Non Teaching Staff at terms commensurate with qualification and capacity to pay.

It is also important for schools to hire persons who are qualified for the job.

6.0 TRANSFERS AND RE-ENTRY

Cases of re-admission of dropouts and transfer should be dealt with on individual basis and as stipulated in the student transfer guidelines. All transfers must be handled through the NEMIS system.

7.0 ENROLLMENT DATA

It shall be the responsibility of the principal to ensure accurate data is available in NEMIS and every student is fully registered on the platform. Every student has been issued with a UPI number. This must be used at all time during admission and transfers. Transfers of students should be avoided in the course of the academic year and may only be sanctioned by the Director General under special circumstances.

Disbursement of capitation will be done using the data available in the system. Schools which received capitation for students above the enrollment will be penalized and the principal surcharged for loss of public resources as provided for in Public Finance Management Act, 2012 Sections 197,198 and 202.

Schools enrollment data in NEMIS as at 30th November 2019 will be used to disburse funds for term one of 2020. Principals are therefore required to update their records in NEMIS.
Hence forth, any change of bank accounts will be effected at the head quarter with school request for change forwarded by the sub county director of education

 8.0 MAINTENANCE AND IMPROVEMENT FUNDS

Ministry of Education has made a decision to review to Ksh.5,000 per student the amount for M&I per year to cater for ensuring a proper learning environment with adequate school infrastructure and other improvements. Similarly, for boarding schools, an additional Ksh2,000 is provided for.

This vote should only be used for immovable assets and other form of infrastructure in the school that may require upgrading. Approval must be sought from the relevant office on utilization of the funds under thuis vote. Detailed guidelines will be issued on the approval of projects under this lund.

  9.0 INSURANCE AND STUDENTS MEDICAL COVER BY NHIF

The Ministry of Education entered into a contract with National Hospital Insurance Fund (NHIF), which requires the latter to olier comprehensive medical cover to all the students in public secondary schools with effect from 1 May 2018. Principals are therefore required to acquaint themselves with the terms of the cover to ensure that students access quality health services from NHIF accredited health facilities and cease requesting parents to meet medical expenses.

Schools are required to fully register a student in NEMIS for a NHIF number to be generated to ease students accessing services even when on holiday. Students should be advised to inform their parents about the UPI numbers. In addition all school principals should sent death notification leiters to the Principal Secretary within seven (7) days of death of any student in their schools and also help their parents/guardians fill a claim form for last expense and group lite benefits payment.

The Ministry will retain Ksh.1350 from the medical vote head to fund the medical cover. The rest of the vote head funds will be disbursed to schools to meet insurance related expenses.

 10.0 INELIGIBLE EXPENDITURES

As stipulated in the Public Finance Management (PFM) Act, 2012,

  • Every public officer employed in a public entity shall comply with the Constitution and all laws relating to the conduct of public officers when carrying out a responsibility or exercising a power under this Act.
  • Without prejudice to PFM Act provisions, a public officer shall ensure that the resources in his/her purview are used in a way, which is (a) lawful and authorized; and (b) Effective, efficient, economical and transparent;
  •  All procurement of goods and services is to be carried out in accordance with Article 227 of the Constitution and the relevant legislation on procurement and disposal of assets.
  •  An Accounting Officer may not authorize payment to be made out of funds earmarked for specific activities for other purposes other than those activities.

 Ineligible expenditure will arise when such expenditures do not adhere to the law and are not aligned towards the goal of students learning, which are the school’s main activities.’

The Prize Giving Ceremony for the 6th Annual Digital Essay Competition (DEC) for Secondary School in mainstream and learners with disabilities was held on Wednesday 26th September 2018 from 10 am to 1 pm during the Nairobi International Book Fair at Sarit Center, Westlands Nairobi. In attendance were invited guests, partners and sponsors, publishers, parents, teachers, students, among others.

Among the guests in attendance was Lydia Kyalo from Kenya Institute for the Blind, Eloi Mercamp from the French Embassy in Kenya, Martin Kieti from Perkins School for the Blind, Lydia Chege from Kenya Institute of Special Education, Dorice Kachipela from Education Development Trust

This year the competition received over 13,000 essays from students across the country representing a 146.3% increase from 5,305 submissions in 2017. All Winners and Finalists were awarded Computer Devices, Scholarship Money, Gift Hampers, Certificates, Public Recognition among other gifts.

This year, students were answering the question: “How can technology bring us closer to quality education for all Or Ni vipi teknolojia inaweza kutufikisha karibu na elimu bora kwa wote OR Comment la technologie peut-elle nous rapprocher d’une éducation de qualité pour tous? Participating students came from 358 schools in 43 out of Kenya’s 47 counties.

TSC 2025 Recruitment Guidelines & Scoring Guide for Primary Schools Teachers

GUIDELINES FOR RECRUITMENT OF PRIMARY SCHOOL TEACHERS, ON PERMANENT & PENSIONABLE TERMS -2025 FINANCIAL YEAR

1.1     Following the advertisement for recruitment of teachers for Primary schools, the Regional Director, Nairobi, all County Directors and Sub-County Directors are required to conduct a selection exercise for applicants desiring employment with TSC.

1.2     All  applicants  MUST  be  duly  registered  teachers  per  Section  23(1)  of  the Teachers Service Commission Act, 2012. Applicants who are not duly registered shall not be considered for recruitment.

1.3     Applicants must submit their applications to the Secretary Teachers Service Commission  through  the  online  platform  www.teachersonline.go.ke  for  the
county/Sub-county where a vacancy has been declared.

1.4     The selection panel is expected to uphold the highest standards of transparency and accountability, as stipulated in the Public Officer Ethics Act and TSC Code of Conduct and Ethics (CoCE, 2015).

1.5     The TSC Regional Directors shall induct TSC County Directors within their areas, who,  in  turn,  shall  induct  members  of  the  Selection  Panels  involved  in  the recruitment process. The areas of induction will include the relevant Sections of the TSC Act and the Code of Regulations for Teachers (CORT, 2015) before the commencement of the selection exercise.

1.6     TSC Sub-County Directors, in liaison with their respective TSC County Directors and  the Regional Director in  the case  of Nairobi,  shall  ensure that  venues earmarked  for  the  selection  process  are  accessible  to  applicants  with
disabilities.

1.7     Applicants whose names vary in the academic and professional certificates and identification cards MUST present an Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya, explaining the name
variance.

1.8     Applicants who re-sat either KCPE or KCSE examinations (or their equivalent) MUST present certified copies of the certificate(s) of the national examination(s) for all attempts.  Copies of Certificates must be certified by the Sub-County Directors.  In case the exam was cancelled, applicants must present a letter from the Head of Institution and a certified copy of the KNEC printout from the
school confirming the cancellation.

1.9     Upon generating the Applicants’ Lists, the TSC County Director shall share the lists  with  the  TSC  Sub-County  Directors.  The  TSC  Sub-County  Directors  shall convene the Sub-County Selection Panel(s). The Selection Panel(s) shall identify interview  venues,  dates,  and  times,  which  shall  be  communicated  to  the
applicants.

1.10    All  the  applicants  shall  be  invited  for  the  verification  of  documents.  The applicants shall be informed of the interview venue, date and time at least seven (7) days before the verification exercise through SMS.

1.11    The verification exercise shall be conducted at the Sub-County level by the TSC Sub-County Selection Panel under the direction of the TSC Sub-County Director.

1.12    After the verification exercise, the TSC Sub-County Director shall compile a Merit List of all applicants whose documents have been verified.

1.13    During the selection, each applicant shall be assigned a serial number.

1.14    Applicants  must  present  original  and  legible  photocopies  of  the  following, among other relevant documents: –
1.14.1 National identification card;
1.14.2 Certificate of Registration as a teacher;
1.14.3 Evidence  of  the  completion  of  Upgrade  Diploma  in  Primary  Teacher Education or UDPTE Certificate where applicable.
1.14.4 PTE Certificate;

1.14.5 KCSE certificates or its equivalent (include certificates for attempts if one re- sat exam);
1.14.6 KCPE certificate or it’s equivalent (include certificates for attempts if one re- sat exam);
1.14.7 Letter of Certification of results by KNEC (where applicable);
1.14.8 Primary  and  Secondary  School  leaving  certificates  and  other  relevant testimonials;
1.14.9 National   Council   of   Persons   with   Disabilities   (NCPWD)   Card   (where applicable);
1.14.10    An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap
15 of the Laws of Kenya to explain the variance in names.

Note: Serving  interns will only be required to present their identity cards during the verification process.

Persons  with  disabilities  shall  be  required  to  indicate  their  disability  status together with the nature of disabilities to inform their placement;

1.16    In  the  event  of  a  tie  in  the  ranking,  consideration  for  selection  shall  be determined in the following order:
1.16.1 Length of stay since graduation;
1.16.2 Strength of academic and professional certificates presented.

N/B:     If applicants tie in PTE/DPTE Upgrade Certificate points, aggregate KCSE grades or their equivalent shall be considered.
1.17    The selection panel shall vet each applicant to determine whether he/she meets the requirements of the TSC advertisement during the selection exercise.

1.18    Preference will be given to applicants who have not previously been employed by the Commission on Permanent and Pensionable terms.

1.19    Preference shall also be given to applicants from the respective Sub-Counties or Counties.

1.20    Any Application for Employment form filled or Offer of Employment issued based on  misleading  information  provided  by  the  applicant  shall  be  cancelled immediately without any further reference to the candidate. This underscores the seriousness of providing accurate and truthful information in the application
process.

Each Sub–County Selection Panel shall comprise of the following members: –
a)  The Sub County Director                                     –        Chairperson
b)  TSC Sub County Human Resource Officer              –        Secretary
c)  Curriculum Support Officer                                 –        Member
TOTAL                                                               3          

3.1   The TSC Sub County Director shall verify the TSC registration status of all applicants and present a list of all applicants to the Selection Panel;

3.2   Applicants must appear in person before the Selection Panel on the set dates.

3.3     Original academic and professional certificates shall be scrutinized to verify their authenticity.

3.4     The TSC Sub County Director shall certify photocopies of the certificates and other documents before forwarding them to the TSC County Director.

3.5     Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence and shall be disqualified and deregistered.

4.1     Applicants shall be awarded marks as per the score sheet (Appendix 1(a) and
(b).

4.2     Where applicants tie in scores, the panel shall consider the criteria under Clause
1.17
of these guidelines.

4.3     Upon verification of academic, professional and other relevant documents, the Sub-County selection panel shall:
4.3.1   Compile a Sub-County Merit List.
4.3.2   Submit the Merit Lists to the TSC County Directors, who shall compile a County Merit List for verification at the Headquarters.

  1. Applicants with hearing and speech disabilities shall be allowed to work with a sign language interpreter.

The TSC Sub County Director shall be required to submit the following to the TSC County Director: –

5.1     List of all applicants who presented documents for verification at the Sub County level (Appendix II);
5.2     Sub County Merit List (Appendix III);
5.3     Summary of complaints raised (if any) together with the action taken;
5.4     Minutes of the Sub-County Selection Panel duly signed by the Chairperson and
Secretary clearly showing how the final list of the successful applicants was agreed upon.

5.5     The TSC County Director shall be required to compile the County Merit List for
onward submission to the TSC Headquarters within the stipulated timeliness to be used for verification at headquarters.

5.6     The TSC Regional Director is responsible for overseeing the entire recruitment process within their respective region, ensuring compliance with established
guidelines and procedures.

NB: The TSC County Director is responsible for ensuring that the exercise is fair and transparent. TSC County Director must also ensure that all documents are in order as provided  in  the  approved  checklist  and  appropriately  signed/certified  before
submission to the TSC Headquarters.

6.1     Any applicant who is dissatisfied with the exercise should submit to the TSC County Director a written complaint immediately and send an email to the TSC Headquarters through dirstaffing@tsc.go.ke not later than seven (7) days after
the selection exercise;

6.2     The TSC County Director should, within seven  (7)  days  of receipt of such a complaint, analyze and address all complaints raised after the selection process has been completed and, after that, submit a report to the Headquarters on
the action taken.

6.3     Where an applicant is dissatisfied with the decision of the TSC County Director in
(ii) above, or where the complaint is made against the TSC County Director, the applicant shall appeal to the Appeals Committee on staffing functions at the TSC Headquarters. The Appeals Committee shall investigate the allegations and
take appropriate action within fourteen (14) days.

7.1     The TSC County Director shall submit the following to the TSC Headquarters;
7.1.1   Copies of minutes of the Sub-County Selection Panel duly signed by the Chairperson and Secretary and verified by the TSC County Director;
7.1.2   County Merit Lists; (Appendix IV)
7.1.3   List of all selected applicants drawn from the Sub- County/County merit list
(Appendix V)
7.1.4   List of all invited applicants who did not appear for verification (Appendix V1);
7.1.5   List of applicants with disability; (Appendix VII)
7.1.6   Duly signed Offer of Employment Letter;
7.1.7   Original statement of confirmation of PTE/DPTE (Upgrade)/KCSE/KCPE results from KNEC for applicants without original certificates;
7.1.8   Original Medical Examination report in form GP 69;

7.2     Certified copies of the following documents in the order indicated below: –
7.2.1   National identification card;
7.2.2   Certificate of Registration as a teacher;
7.2.3   PTE/DPTE Upgrade certificate;
7.2.4   KCSE certificate or its equivalent (include certificates for all attempts if one re- sat exams);

7.2.5   KCPE certificate or its equivalent (include certificates for all attempts if one re-sat exams);
7.2.6   Letter of certification of results by KNEC (where applicable);
7.2.7   Primary  and  Secondary  School  leaving  certificates  and  other  relevant testimonials;
7.2.8   National   Council   of   Persons   with   Disabilities   (NCPWD)   Card   (where applicable);
7.2.9   An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names;
7.2.10 KRA PIN certificate, Bank form and Bank plate/card (front face) to facilitate Appointment on the payroll.
7.2.11 Panel score sheet (Appendix I) both in soft (excel) via ddstaffingp@tsc.go.ke
and hard copy for the selected applicants.

8.1     Merit Lists shall be made available to members of the public wishing to see them on request in a manner that will not jeopardize the recruitment process and in
total adherence to the Data Protection Act, 2019.

8.2     All enquiries arising from these guidelines should be made to the respective TSC County Director.

8.3     Notwithstanding the decentralization of the function of teacher recruitment pursuant to Section 20 of the TSC Act, the Commission may carry out recruitment from the TSC Headquarters.

8.4     The TSC Regional Directors shall:
8.4.1   Ensure guidelines are adhered to within their regions;
8.4.2   Coordinate the teacher recruitment process within their respective regions;
8.4.3   Sensitize  County  Directors  and  oversee  the  sensitization  of  other  officers, including members of the Selection Panels involved in the process;
8.4.4   Undertake measures to resolve complaints arising from the process within their regions;
