A total of twelve (12) secondary schools in Kisumu county will receive new Principals after the Teachers Service Commission, TSC, effected the December 2019 delocalization exercise for school heads. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.
Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .
Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

The Teachers Service Commission, TSC, has released a new form for Teachers’ performance Appraisal (TPAD). This form will be used to capture data that will entered onto the new TPAD 2 that will be used with effect from January 2020 onward. The purpose of the Staff Performance Appraisal is to assess an officer’s performance in the job comprehensively and objectively, with the help of full knowledge and understanding of the job descriptions and requirements.
The information in the Appraisal Report will be used in assessing training needs and determining the officer’s potential for promotion. It is therefore, important to provide accurate information about the officer.
The staff appraisal should reflect work output, achievement as well as display competencies over the review period. The report covers all the TSC Secretariat staff, except the Commissioners and the Commission Secretary.
DEFINITION OF TERMS
Appraisee: This is the officer being assessed.
Appraiser: This is the appraisee’s immediate supervisor.
Countersigning Officer: This is the head of Unit/Section/Division/Department
APPRAISAL PROCESS
The appraisee is supplied with a copy of the appraisal form and divisional/sectional performance targets at the beginning of the review period. The appraisee is expected to draw an individual work plan which will form the basis of this performance report.
The form shall be completed in duplicate. The appraisal will be done quarterly and at the end of the fourth quarter, the original report will be forwarded to DSHRM by 31st July of every year. The duplicate will be retained by the appraisee.
PART 1 PERSONAL DATA
This part should be fully completed by the appraisee to provide personal details and employment record.
PART 2 PERFORMANCE EVALUATION
In this part, opportunity is provided to the appraisee and appraiser to jointly discuss the appraisee’s performance in terms of departmental/divisional objectives, agreed work targets, performance standards, output and expected results. It also assesses the skills and competencies exhibited.
This part is divided into 5 sections:
Parts 2A -2D; will provide evaluation on appraisees performance for each of the four quarters. This will account for 80% of the overall rating.
Part 2E: In this part the appraisee is rated on behavioral attributes which reflect the Commission’s Core values. This will account for 20% of the overall rating.
PART 3 OVERALL RATING; The Quarterly scores in Parts 2A to 2D and scores on the behavioral attributes in Part 2E will be summarized in this section. The cumulative scores will then be converted into an overall percentage score. It should be noted that in this part, the appraiser’s rating shall constitute the actual grade of the appraisee.
PART 4 TRAINING NEEDS AND DEVELOPMENT; In this part, the appraisee is given the opportunity to state specific performance gaps that if addressed will improve the appraisee’s output and competencies. The appraiser will discuss the appraisee’s performance gaps and then propose what he/she thinks, as a supervisor, are the training interventions required.
PART 5 COMMENTS BY THE COUNTERSIGNING OFFICER
The countersigning officer is the overall supervisor of both the appraisee and appraiser. He/she is required to validate the report.

Teachers may miss lessons during the week due to official commitments or when away from school under permission. Whenever a lesson is missed, the teacher responsible is expected to arrange for remedial teaching so as to recover the lost time. ASUMBI GIRLS HIGH SCHOOL’S BRIEF HISTORY
Asumbi Girls’ High School was started on 19th March 1936, by the Franciscan Missionary Sisters of Saint Joseph as Lower Boarding Primary school, with a small population of pupils, sponsored by the Mill Hill missionaries of the then Catholic Diocese of Kisumu.
The school progressed and became an intermediate school going up to std VIII. In 1965 the first form one students were admitted. Three years later in 1968, the primary section was phased out. The following year 1969 the first secondary students sat their “ O” Level examinations.
Those who passed well proceeded to “A” Level Art class in 1970. in 1979 Science class of “A” Level added to the existing Art class. With the introduction of the 8-4-4 system of education, the “A” level classes were phased out in 1989. The school is a four streamed public provincial Girls boarding secondary school.
The school sits on 20 acres of land. From this humble beginning, Asumbi Girls’ Secondary School became a full-fledged Government maintained School in 1965 managed by Board of governors legally constituted by the Ministry of Education.
The school has maintained it’s a Catholic tradition. The school’s sponsorship has been passed on from the management of initial Catholic Diocese of Kisumu to the Catholic Diocese of Kisii and presently it is under the sponsorship of Catholic Diocese of Homabay.
There were 13 classrooms, 6 dormitories, a dining hall, a kitchen, ablution blocks, and three teacher’s houses. The Kenya Government through the World Bank helped the school to build 4 dormitories block and four blocks of the Teaching staff houses.

All Teachers employed by the Teachers Service Commission, TSC, are required to be appraised on termly basis. The Commission has developed a new Teacher Performance Appraisal and Development (TPAD 2) system. Part of the appraisal requires that a teacher be observed atleast once in a term and a Lesson Observation Form be filled. Lesson observation portal is provided in TPAD online system.
The observer is required to enter the marks on the online lesson observation portal after observing a teacher. This is a compulsory target the online appraisal will remain incomplete to at least 97% if the marks on the duly filled lesson observation form (LOF) are not uploaded on the teacher’s online appraisal. According to TSC, there should always be a preparatory meeting before the lesson observation and a feedback session after the lesson observation.

The Teachers Service Commission, TSC, has given teachers an indefinite leave following the closure of all learning institutions countrywide. On Monday, the Education Cs directed all learners to stay at home after more cases of Corona Virus were reported in the Country. On Sunday, the president directed that all schools, colleges and universities be closed to prevent further spread of the pandemic.
“You are directed to remain at home during this period of corona virus epidemic,” reads a Circular from one of the TSC’s field officers.
“During the period you are NOT supposed to visit TSC Headquarters, TSC County Office or TSC Sub-County Offices unless the matter that takes you to those offices is of emergency in nature,” adds Nkoroi J.M who is the TSC County Director in Nakuru County.

Already, most schools have released learners to their homes until further notice.
“Teachers should spearhead a leading role in sensitizing parents on preventive
measures of COVID – 19,” says the Commission’s Boss Dr. Nancy Macharia through a circular dated Monday March 16, 2020.

Duration of Internship
Twelve (12) months.
Stipend
The intern will be paid by the Ministry of Health a monthly stipend at a rate to be
determined by the Public Service Commission for degree, diploma and certificate holders.
Internship Certificate
On successful completion of the Internship Programme, the intern will be awarded a
certificate and registration by the regulatory bodies where applicable.
