These ECDE teachers have a reason to smile

The County Government of Kiambu has up scaled the terms and conditions for Early Childhood development and education teachers (ECDE) to permanent and pensionable inclusive of medical cover.

During a ceremony for translation of their terms held at the County Government grounds yesterday, the Governor of Kiambu County Dr.James Nyoro lauded the work the early childhood have been engaged in  the formative stage for decades saying it gave the toddlers a good and strong foundation.

“This foundation ended up being vital to the children as they progressed to the upper classes and it is important that the teachers were recognized by the government” he stated

Governor Nyoro empathizes with the ECDE teachers for the hard work and patience they have exhibited for years noting that they were important to the society as they had continued to perform their duties relentlessly despite the merger wages they were drawing from their employer. On this note, he advised the teachers to proceed and register a Sacco calling it ECDE’S Corporative Society. “Upon registration, I will give one million shillings to start off the venture”

He said that after consultation with line departments, the teachers were now going to enjoy the perks of professionals and that this is going to empower them to plan for their future without engaging in side hustlers to eke a living since they were the makers of the future for the children.

Governor Nyoro reiterated the importance of the cadre of teachers saying they played an important role that cannot be ignored at any one time and promised that he was going to make their working environment conducive so that they also felt appreciated.

In his quest to improve the education sector for learners Governor Nyoro also he promised that he will continue to support in the improvement of infrastructure.

He explained that he will spearhead additional funds in the 2021/2022 financial year budget that will go towards renovation of all the ECDE’s units in Kiambu County.

He noted that he had big plans of refurbishing them to replicate the modern one located in Uthiru and that all sub-counties will have their own.

Water which is a precious commodity and important in keeping at bay coronavirus through continued hand washing will also be connected to all schools alongside playgrounds so that children can enjoy their stay in school.

The County boss further expressed concern at that low level of education standards in Kiambu County saying that he was working round the clock with the education board towards improving the sector.

The employee letters that were issued to the teachers excited them and the jubilation is envisaged to further improve their performance at their workplace.

The colorful occasion was graced by the County Executive Committee Member (CECM) for Education Ms Mary Kamau, the Chairman of the union of teachers Mr. Tom Kangethe and the accounting officer of department of Education, Gender, Culture and social services John Thuku among other distinguished dignitaries.

CS Magoha gives reasons why schools may not reopen in January 2021

Schools may not be reopened in January, 2021, after all. According to the latest sentiments by Education Cabinet Secretary George Magoha, schools have not met the minimum reopening requirements.

Magoha says social distancing in schools, as one of the ways to curb spread of covid-19, would be a herculean task considering the fact that schools lack adequate infrastructure.

“It could have been expected that enough money should have been made available, right now, so that we improve on infrastructure,” the CS told Members of the Education Committee of Parliament during a virtual meeting on Thursday August 8, 2020.

Magoha remained non-committal on whether schools will definitely reopen in January and the exact dates.

He said the current spike in daily covid-19 numbers would push reopening of schools further. The lack of vaccine to put the virus at bay may also defer initial reopening plans.

Magoha told the Legislators that the Ministry will try to improve infrastructure in schools using the available funds.

“We are going to improve on the infrastructure according to the amount of money that is made available to us,” he added.

Last month, CS Magoha released  a draft report titled “Guidelines on Health and Safety Protocols for Reopening of Basic Education Institutions Amid Covid-19 Pandemic”. The report listed a number of requirements all schools will be required to implement before resuming classes.

Some of those measures, as stipulated in the report, are: ensuring constant availability of liquid soap, hand washing facilities, disinfectants, thermo-guns and face masks and enforcing their utilization.

Schools will be, at the same time, to upgrade their buildings, improve or install age, disability and gender appropriate hygiene facilities such as toilets and bathrooms to ease congestion.

The Senate Committee on Education, last month, asked Magoha to adopt a phased reopening calendar for schools; effective September, 2020.

After meeting Stake-holders, a fortnight ago, the CS announced his and the Teachers Service Commission (TSC) will implement a community-based learning approach.

In the new model, teachers will be mapped with learners to offer learning at no cost. The TSC is expected to provide guidelines on the implementation of the programme; that is set to kick-off in September.

The CS has since postponed the reopening of TTCs, TVET and Universities for face to face sessions till January, 2020. The institutions were initially set for reopening in September.

Diploma Teacher Training Colleges Intake 2021/2022- The Ministry of education has extended the applications window for students wishing to join Diploma Teacher Training Colleges in 2021. According to a notice by the Education Ministry, those willing to apply for the course can do so between Tuesday April 6, and 20th April 2021.

Early Learning and Basic Education Principal Secretary Dr. Julius Jwan has said candidates could either pick Diploma in Primary Teacher Education (DPTE) or Diploma in Early Childhood Development Teacher Education (DECTE).

But the applicants have been advised to avoid registering at more than one Centre.

“Candidates are advised to register in only one Centre,” PS Jwan warned.

The Ministry has been forced to extend the application window after reports indicated that they were unable to attract enough trainees in the first window that occurred between Tuesday 23rd February to 7th March, 2021.

REGISTRATION FORMS AND APPLICATION PROCEDURE

Registration forms are now available and can be downloaded from the Ministry of Education’s website, www.education.go.ke.

Hard copies are available in the County Directors of Education (CDEs) offices. Duly filled registration forms should be submitted to Sub County Directors of Education Offices from Tuesday Tuesday April 6, and 20th April 2021 by the applicants in person.

Those with special needs are also encouraged to apply.

Candidates are advised to register in only one Centre double registration will lead to automatic disqualification

REQUIREMENTS FOR REGISTRATION

The following are the recommended admission requirements for the Diploma in Primary and Early Childhood Development Teacher Education in Kenya.

a) Diploma in Primary Teacher Education (Grade 1-6) entry grade is KCSE Mean Grade
of C (Plain) or its equivalent with a C in the following cluster subjects.

i. English and Kiswahili;
ii. Mathematics;
iii. Humanities (Any);
iv. Sciences (Any).

b) For candidates with disabilities the minimum entry grade is C- (Minus) and a C-
(Minus) in the cluster of subjects stated above.
c) The duration of the course shall be three (3) years in accordance with the approved
Curriculum designs.
d) The Trainees shall be required to cover the recommended hours for coursework, required hours for practicum and pass the assessments as directed by Kenya National Examination Council (KNEC).
e) The Teacher Trainee shall undertake three months micro-teaching course which is a
pre-requisite for teaching practice.

The duration for the diploma training shall be three years, according to the approved curriculum designs.

Mandatory Learning areas in the new Diploma in Primary Education (DPTE) Course

The mandatory learning areas will build on the knowledge, skills, and attitudes of the young teacher for effective lesson delivery.

Evaluation criteria in the new Diploma in Primary Education (DPTE) Course

Those who will be approved to teach in schools will have completed the required hours for coursework and passed the stipulated assessment as directed by the Kenya National Examinations Council, Knec.

They will also be required to have completed the required hours for the practicum and passed the stipulated assessment as directed by Knec.

There shall be three months micro-teaching undertaken as a course and will be a pre requisite for teaching practice.

During this period, teacher trainees will prepare learning and teaching materials and short lessons, which they will try on their peers for practice and feedback.

Placement of teacher trainees

These trainees upon completion of the course will be registered and employed by the Teachers service commission (TSC) to teach in primary schools across the country.

President Kenyatta Launches Shs 1.9bn Locally Assembled School Desks Project

President Uhuru Kenyatta Thursday launched the Shs 1.9 billion school furniture project that will see jua kali artisans supply 650,000 locally assembled desks.

Besides equipping secondary and primary schools, the project which is part of the Government’s post-Covid-19 economic stimulus program, is aimed at boosting the jua kali sector.

Speaking during the launch at a furniture workshop in Umoja estate, Nairobi County, the President said the project is modeled on the ongoing Kazi Mtaani youth employment initiative.

“After Kazi Mtaani program, we have said instead of school desks being made by big companies, we give our youth the opportunity to exercise their skills.

“We believe in individuals earning from their sweat and hence we decided to give our skilled youth the opportunity to earn decent livelihoods,” the President said.

The Head of State reiterated his commitment to continue improving the lives of all Kenyans by creating an enabling environment for hard working citizens to thrive.

“I don’t want to engage in empty politics of name calling. Rather, I am working hard to ensure all Kenyans work and enjoy the fruits of their labour,” he said.

The President directed the ministries of education and interior to ensure that the project benefits artisans across the country.

“We want to ensure all our youth with skills are engaged so as to benefit from their sweat. This program is not for Nairobi alone but for all Kenyans who are skilled and are working in the jua kali sector,” he said.

He challenged local artisans to ensure they assemble and supply desks that meet the highest quality standards and advised project beneficiaries to form saving societies to grow their earnings from the project.

“Once you start this work encourage all young people to form SACCO’s where they can be putting their savings. You should not utilise every coin, it is wise for you to save for the future,” the President said.

On his way from the launch, the President, who was accompanied by Cabinet Secretaries Fred Matiang’i (Interior) and Prof George Magoha (Education), made a brief stop over at the Nairobi Railway Station where he inspected ongoing modernisation works.

Schools to be assessed before reopening and must meet these requirements- Education News

The Ministry of Education is priming itself for the imminent reopening of schools. Schools will have to meet minimum requirements to safeguard learners and teachers against spread of the deadly Corona virus disease.

A checklist for schools’ preparedness has since been dispatched to school heads to aid in the preparations.

“The purpose of this checklist is to assess the level of preparedness for reopening of schools after closure due to COVID-19 pandemic. The checklist will be used by the directorate to carry out assessment on institution preparedness for re-opening in order to minimize the risk of COVID-19 infection and spread among learners.” Reads the document from the Ministry, in part.

Number of available physical facilities, learners and teachers will be captured and sent to the Ministry. Schools will also be expected to have sufficient water for hand-washing.

Learners have been at home since March, when covid-19 broke out in the country.

For disabled learners, there should be adequate tuition furniture which are disability friendly and arranged in a manner that ensures adherence to at least 1-meter social distance.

The detailed document also states that the school’s compound should be fenced with a manned gate.

REDUCED CASES OF NEW COVID-19 INFECTIONS

There has been a push by a section of parents and Legislators to have an earlier reopening of schools. But, Education Cabinet Secretary George Magoha says physical learning in schools can only resume when rate of infections drop.

The numbers of new covid-19 cases have taken a dip, lately. But, the Ministry of Health says we are not off the hook yet.

The Ministry says whereas Mombasa has seen decline of cases, the scenario is different in the counties of Nairobi and Kiambu; which are on a high trajectory.

A spot check in most schools shows that they will struggle to meet the minimum reopening requirements as provided by the Ministry. The high population of learners makes the situation even worse.

The Community Based Learning, CBL, program is is yet to kick off in most areas; as learners stay away from the proposed learning centres.

The Ministry has, at the same time, disbursed Sh15.4 Billion to schools. This will help the latter to prepare ahead of the anticipated reopening.

CS Magoha says funds for BOM staff and teachers’ salaries released to schools

Payment of salaries for teachers engaged by Boards of Management (BOMs) will solely be a responsibility of individual schools. This is according to Education Cabinet Secretary Prof. George Magoha. In his latest response to queries by Members of Parliament, Magoha says management of teachers is a role played by the Teachers Service Commission, TSC, and not the Ministry.

“The funds that the Ministry disburses to schools does not include the provision for teachers on Boards of Managements (BOMs).” Says the CS.

“The engagement of BOM teachers is independently done by respective BOMs without the involvement of the Ministry.” he added.

Magoha was responding to a query by Emuhaya Member of Parliament Omboko Milemba who is also Chair of the Kenya Union of Post Primary Education (KUPPET). Hon Omboko wanted to know ‘what measures is the Ministry putting in place to ensure that workers and teachers employed by BOMs are continuously paid during this covid-19 pandemic.’

But, Magoha says the Ministry already released free education funds to schools to ‘enable them continue paying wages to their support staff.

“All the requisite funds have already been released to schools. Therefore, it is expected that the support staff will continue receiving their wages.” Notes the CS.

On Thursday last week, CS Magoha indeed confirmed that BOM teachers will receive their salaries has the funds have already been set aside.

“The Government has set aside sufficient funds to pay Board of Management teachers, non-teaching staff; including security men and women to ensure proper maintenance and safety in schools,” Magoha told the press after a meeting with Stakeholders.

It will now be up to respective schools to see to it that both the BOM teachers and staff are paid from the Ministry funds.

KUPPET has lauded the recent move by the Ministry to ensure teachers get their dues.

“KUPPET commends the government for providing salaries to teachers and other workers employed by BOMs in Public schools… The government’s action is a direct response to appeals by KUPPET,” the union said via a press statement on Friday.

Even as BOM teachers and staff see light at the end of the tunnel, the future is bleak for their counterparts in private schools. Appeals to the government for bail out have fallen on deaf ears.
