Full speech by the Education CS, Amb. Amina, on measures put in place to deliver credible exams- 2018

The Ministry of Education today held a meeting with critical stakeholders drawn from the Kenya National Examinations Council (KNEC), Kenya National Parents Association and Kenya Private Schools Association to discuss measures put in place to ensure credible national examinations.

With just three weeks remaining before the commencement of the national examinations on October 28, 2018, I am proud to announce to the country that the Ministry of Education has finalized all plans to deliver the examination to 1,060,759 KCPE and 664,586 KCSE candidates this year.

Over the next two weeks, the Ministry will work round the clock to ensure that all examination materials are delivered to the 459 containers across the country in readiness for the start of the examinations.

We have also met various stakeholders to discuss roles and responsibilities essential to support this process.
Last week, we met Regional Coordinators of Education, Kenya Secondary Schools Heads Association and Kenya Primary Schools Heads Association in all the regions to put in place a well-coordinated execution of this national exercise.

These meetings are informed by sector-specific findings gleaned from our year-long examinations pre-monitoring exercise. Today we have deliberated on the findings that concerned parents and private schools. Based on the discussions, we have resolved that:

All parents must desist from visiting boarding schools this term.

Parents whose children will be found with mobile phones in school will be held personally responsible for the actions. Their children will immediately be suspended from school, and such candidates will not be allowed to sit the examinations. Only centre managers will be allowed to possess mobile phones during the duration of the examinations.

The Kenya National Parents Association will work with Boards of Management during this final countrywide sensitization process to discourage school visits and use of mobile phones in schools.

The Kenya National Parents Association and Boards of Management will liaise with security teams to reign in parents and schools that have collected money under the pretext that they will use the same to facilitate cheating in the examinations.

Private school managers will ensure that all teachers who will participate in the examinations as science teachers to aid in practical subjects are fully registered with the Teachers Service Commission. The case applies to all those in public schools.

Stakeholders at today’s meeting have committed to abide by these resolutions to ensure they complement the work already undertaken by the Ministry and KNEC.

Further, we wish to warn schools, parents and teachers collecting money to compromise the administration and management of examinations that that they will be brought to book. So far, we have placed 30 centres under intensive surveillance. Those found culpable will be apprehended, charged and de-registered. Anyone found attempting to cheat, collude or compromise the examination process will be arrested on the spot, charged and prosecuted.

The Ministry also wishes to announce that we have completed the audit of all candidates who were recently displaced in Nairobi and Narok-Nakuru counties. We wish to announce that we have placed all the candidates in accessible neighbouring schools from where they will sit the examinations.

I also urge parents who have since moved from the affected areas in Narok County to visit the education office in Narok County for assistance and information regarding their childrens new examination centres.

Finally, I wish to call on all Kenyans, particularly political leaders and teachers unions, to sensitize their regions against examinations cheating and to fully support this national exercise. The future of our children and nation, depends on it.

The Ministry will be fair and just in the administration of the examinations to ensure all candidates score grades that they deserve.

KNEC appoints Principals as centre managers and will pay them Kshs. 500 per day. But what about Deputies, Supervisors and Science teachers? Here are the details

The Kenya National Examinations Council, KNEC,  has dispatched appointment letters to various contracted professionals who will be in charge of this year’s Kenya Certificate of Secondary Education, KCSE, and Kenya Certificate of Primary Education, KCPE, examinations. The appointment letters dated 17th September, 2018, spell out the terms of engagement and duties to be performed by the various contracted professionals during the administration of this year’s national tests.

In the letters written to principals through the Teachers Service Commission Sub County Directors, the school heads will receive a daily fare reimbursement of KShs. 500 for 23 days which converts to a total of KShs. 11,500; for the whole period.

Former KNEC Chairman: Prof George Magoha

“The Kenya National Examinations Council has appointed you the Centre Manager to oversee administration of the 2018 National Examinations at your examination centre from 5th to 28th November, 2018. You will be reimbursed travel expenses a rate of KShs. 500 per day inclusive of the rehearsal day'” reads the letter by Dr. Mercy G. Karogo, The Acting KNEC Chief Executive Officer. The principals are expected to append their signatures on the letters to confirm acceptance to abide to the stipulated terms and rules.

Among the key responsibilities of the principals, as outlined in the letters, are:

  • Ensuring that rehearsal is undertaken prior to the examination.
  • Maintaining a conducive environment for the conduct of examinations.
  • Ensuring that all other unauthorized persons are restricted and kept away from the examination area during the examination period.
  • Being at the distribution centre (Container) at the time prescribed by the council to collect the examination materials.
  • Witnessing the opening of examination containers at the distribution centre every day of the examination.Taking overall responsibility for management of the examinations at the examination centre and ensuring that all candidates strictly adhere to the examination rules.

“As a centre manager, you are responsible to the TSC Sub County Director. The Council has delegated this duty to you and expects you to conduct the examination according to KNEC regulations,” adds Karogo. The principals will now have to keep an hawk’s eye to ensure the examinations end smoothly in their centres and will not have room for errors; including examination malpractices.

Dr. Mercy Karogo, KNEC CEO

On the other hand, Supervisors shall receive a daily travel expense reimbursement of KShs. 630 for the 23 days that they shall be on duty. This translates to a total pay of about KShs. 14,490. The Supervisors shall be expected to report to the Examination Centres by 6.30am in the morning on every day of the examination to receive the examination materials from the Centre Managers in the presence of the security officers.

In this year’s examination, a total of 1,060,703 candidates will sit for the KCPE examinations; 531,548 boys and 529,155 girls across the 27,161 examination centres countrywide. Another, 664,585 candidates will sit for the KCSE examinations in 10,077 examination centres. 341,089 are boys while girls are 323,498.

Surprisingly, the Kenya National Examination Council has failed to allocate funds to other schools’ officers who shall be on duty, to provide support, during the examination period. The Deputy Principals who have just been mentioned as Deputy Centre Managers, in the KNEC’s examination regulations documents, will walk home empty handed. Also going home without any fare reimbursement are the Subject teachers and Laboratory Technicians/ Assistants who will be conducting the practical examinations when required as per the KNEC examination time table.

KPLC- Areas on Scheduled power outage today, 29.10.2018

Here are the areas on KPLC’s scheduled power interruption, for maintenance:

This man Okoth Obado! We dissect Obado’s life, times and the Controversies Surrounding the Migori Governor.

Friends and foes, alike, concede that the current Migori Governor,  Okoth Obado, is a political schemer with widespread grassroots support, having been a farmer and teacher for many years. The embattled Migori County boss, has been through thick and thin times, before. And, each time he has come out ‘victorious’. The million dollar question is, ‘will he survive the latest onslaught over his involvement with the slain Rongo University Student- Sharon Otieono?’. He is the most talked about personality in Kenya today.

OBADO’S DOCUMENTED EARLY LIFE

  • Obado grew up in Uriri Sub-county in Migori and attended the famous St Joseph’s Rapogi before joining Kenyatta University where he trained as a teacher, having taken a Bachelor of Arts in Education and a Masters of Strategic Management. He was employed by the Teachers’ Service Commission at Taranganya Boys High School in Kuria. He was later transferred to his last station located in his home constituency, Rapogi, where he exited the service to join the private business sector.
  • He is married to Hellen Obado, together with whom they have three children. (With 2 of the known Children beingJerry Okoth(son) and Evalyne Okoth (Daughter)

OBADO’S CAREER LIFE

  • November 12th 2010: Was Appointed Chairman of Kenya Sugar Board By Then Minister Of Agriculture S. J. Kosgey
  • 4 March 2013: Elected as the first Governor of Migori County through People’s Democratic Party (PDP) against the ODM wave. Contesting on a small known People’s Democratic Party (PDP), he went on to trounce ODM’s candidate Oyugi Akong’o, even after the High Court ordered a recount. Obado soldiered on against an onslaught from ODM ward representatives and party officials who tried to impeach him at every available opportunity.
  • 8 August 2017: Re-elected for the second term as the Governor of Migori County through the Orange Democratic Party (ODM). In the 2017 elections, Obado faced one of his most formidable opponents, former Energy Minister Ochillo Ayacko, who gave him a run for his money in a campaign marred by scenes of violence that saw the two summoned to Nairobi by the ODM disciplinary committee. A few weeks to the 2017 elections, violence broke out at Migori’s Posta grounds, leaving many people injured after supporters clashed. Among those injured were bodyguards of senior ODM leaders. Ayacko and Suna East MP Junet Mohammed quickly blamed Obado for the violence, but the governor denied any involvement. The Party’s disciplinary committee fined Obado Sh2 million for the violence, saying it had established that it was his supporters who stormed the meeting.
Despite the shaky relationship with ODM leadership, a determined Obado went ahead to win the chaotic party primaries, forcing Ayacko to decamp and contest against him as an independent candidate. Ayacko lost to Obado in the main election, filed a petition in High Court and lost that too. He went to the Court of Appeal, which threw out the case.

OBADO, THE CONTROVERSIAL  SCHEMER.

Governor Okoth Obado in not devoid of controversies:

  • During his term, he was rocked with accusations of flaws in procurement procedures in his administration coupled with the alleged embezzlement of public funds. In one of the most controversial deals, Obado was accused of procuring a bed worth Kshs1 Million using public resources but he refuted the claims as a narrative sponsored by his opponents.
  • On procurement of vehicles worth Sh231million, the purchase included ambulance from Toyota Kenya who mainly deal in pick-ups but require upfront payment if one requires a different vehicle like in this case, an ambulance.
  • It has also emerged that the governor had a fling with Rhoda Odie Nyakwaka, the stepsister of his wife, Migori First Lady Hellen Obado. The First Lady and Rhoda are born of the same father who got the latter after inheriting her widowed mother in Kadika village of Suna Central sub-county.
  • In November 26, 2017: Migori Governor Okoth Obado was forcefully ejected from a KQ plane after one of his security guards mishandled a weapon during handover to flight crew leading to the pistol discharging. According to witnesses at the airport, the governor was accompanied by at least two guards when he was boarding 13:00 KQ 656 to Kisumu with his guards.
  • Mr Obado was at it again when he openly opposed ODM, and by extension Mr Odinga’s choice of Mr Ayacko to run for the vacant Migori senatorial seat following the death of former radio broadcaster Ben Oluoch Okelo mid this year.
  • Obado, the schemer, is in murky waters again! Okoth Obado has been charged in court with aiding and abetting the brutal murder of his ex-girlfriend, a pregnant student. But, Obado has vehemently refuted any involvement in the killing of Sharon Otieno.  “As a law-abiding citizen, I want to state here clearly and categorically that I have nothing and absolutely nothing to do with the cruel death of Sharon,” the governor was quoted by local media as saying.

If Obado wades through the murky waters and come out unscathed, then and only then, he will own the tag of being ‘a smart Schemer’ to posterity. Already, protests have been held in Migori, probing for the immediate release of the Governor.’

The National Super Alliance, NASA, has cracked the whip on 16 Members of parliament who defied the coalition’s position in the National assembly to support President Uhuru Kenyatta’s memorandum on the finance bill of 2018 that has since been signed into law. In a letter to national assembly speaker, Hon. Justin Muturi, minority whip Junet Mohammed has removed Hon. Opiyo Wandayi from the Agriculture and Livestock committee. Also de-whipped is Hon. TJ Kwajwang who has been removed from the constitution and oversight committee, Justus Kizito from the National security committee. Others facing removal are: Gideon Mulyungi from the Public investments committee, Tindo Mwale from the Public investments committee, Christopher Asike from the Budget and appropriations committee.

Abdulswamad Shariff, Catherine Wabilyanga and Mohamed Lokiro have been axed from the Delegated Legislations, Services & Facilities and the National Cohesion committees, respectively. Also axed are Bunyasi Sakwa (Public accounts), Charles Mose (Delegated Legislations), Silvance Osoro (Defence and Foreign relations) and James Mukwe (Constituency Development Fund).

To complete the long list are: Makali Mulu who loses the Selection committee slot, Alfred Sambu who has been removed from the Finance and National planning committee and Ferdinand Wanyonyi who will no longer sit in the Trade, Industry and Cooperatives committee. The axed Legislators vehemently refused to endorse president Uhuru’s VAT amendments but which were controversially passed in parliament, few weeks ago. The latest move could bring more trouble at the NASA coalition with a section of Legislatures warming up towards the deputy president’s 2022 presidential bid.

Kenya’s Malkia Stikers are participating at this year’s championship, alongside compatriots, Cameroon.

The five Senators will each pocket a whooping Kshs. 1.2 Million for the two weeks. This is in accordance with the Parliamentary’s Service Commission rates where members are paid Kshs. 100,000 while on international trips. Their air tickets costs will also be footed by the ex chequer.

Surprisingly, the Kenyan players who are participating in championship were each paid Sh80,000 for the three weeks they will be in Tokyo. This means each player will get a per diem of just Ksh. 3,800.

The latest development comes after the Speaker to the National Assembly, Justin Muturi, turned down a request by 10 Legislators to also fly to Tokyo, Japan, to witness the games.
