TVET Loan Application; This is what you need to do

Students pursuing Diploma and Certificate courses in Public universities, university colleges, public national polytechnics and Institutes of Technology and Technical Training institutes country-wide are eligible for this loan and bursary. Orphans, single parent students and others who come from poor backgrounds will be given priority for the loans and or bursaries. The application period is January to April every year.

Required Documents

  1. Applications should access and fill the relevant TVET Loan & Bursary Application Form (TLAF).
  2. Print TWO copies of the duly filled Loan Application Form.
  3. Have the TVET Loan Application Form signed and stamped by the Dean of Students/Financial Aid Officers.
  4. Retain one copy of the duly filled TLAF (Mandatory).
  5. Drop the TLAF personally at the HELB students Service Centre on the Mezannine One, Anniversary Towers or any of the SELECT Huduma Centers nearest to you.

TVET Authority Board gazettes six standards

The Technical and Vocational Education Authority, TVET, Board has gazetted the following six Standards in pursuant to Section 57 (1) and (2) of the TVET Act.

1. TVETS 01:2019 TVET Standard — Competence-Based Education, Training and Assessment (CBETA) — Requirements and Guidelines, First Edition.
This Standard prescribes terminologies, requirements, and guidelines for the development of training standards and curricula for CBET in Kenya.

2. TVETS 02:2019 TVET Standard — Prior Learning Assessment and Recognition (PLAR) — Requirements, First Edition.
This Standard prescribes requirements and guidelines applicable to all PLAR providers in Kenya.

3. TVETS 03:2019 TVET Standard — CBET Trainers Qualification Framework — Part 1: General, First Edition.
This Standard prescribes general requirements for instructors, trainers, assessors, verifiers, curriculum developers and training managers.

4. TVETS 04:2019 TVET Standard — National Polytechnics — Requirements and Guidelines, First Edition.
This Standard prescribes requirements and guidelines for national polytechnics in Kenya in the areas of leadership and management, physical resources, CBET programmes, and library services and facilities.

5. TVETS 05:2019 TVET Standard — Open, Distance and E-Learning (ODeL) — Requirements and Guidelines, First Edition.
This Standard prescribes requirements for Open, Distance and e-Learning (ODeL) centres through traditional distance education; e-learning provisions; blended learning and virtual education and training modes.

6. TVETS 06:2019 TVET Standard — Centre of Excellence — Requirements, First Edition.
This Standard prescribes minimum requirements for a team, a shared facility or entity that provides leadership, best practices, research support and/or training for a focused area.

105,000 TVET students have so far applied for Helb loans ahead of the October deadline

As at September 19, about 105, 000 Technical and Vocational Education Training,Tvet, students had completed TVET loan online applications against 124,100 targeted by the Higher Education Loans Board (HELB) for the first, second and even subsequent applicants at a total value of Sh4 billion for 2019/20 financial year.

Helb currently funds students in 111 Tvet colleges; compared to 74 last year. These are colleges approved by the Technical and Vocational Education Training Authority, TVETA, and are members of Katti. The deadline for application is October 31, 2019

For those who had submitted their loan applications and were approved, disbursements began on September 16, 2019.

About 1,500 students earlier admitted in public universities opted to join technical colleges this year, with the government insisting there are huge shortfalls in technical manpower in both public and private sectors.

Partnerships

The government in a partnership with a Chinese construction firm, Avic International Holdings, have supplied and equipped 144 Tvet Institutions with modern training equipment worth Sh16.8 billion for 10 disciplines and built capacity for trainers on use of the equipment.

Tvets students’ population

There are about 4,000 trainers currently in public Tvet training institutions, but with a shortage of a similar number. The government has started the process of recruiting another batch of 3,000 trainers to bridge the gap.

TVETA puts the number of registered institutions at 11 national polytechnics, 827 (672 private and 155 public) technical and vocational colleges.

There are 747 (58 private and 669 public) vocational training centres. Last year saw the student population in technical and vocational colleges rise to 363,884, with female students accounting for 43.7 percent of total student enrollment.

Technical and Vocational Education Training, TVET, institutions offer various certificate, diploma and craftsmanship training to students in Kenya. The beauty with TVET training institutions is that they offer flexible entry and fee requirements to students wishing to study in these institutes. TVETs are registered, accredited and regulated by the Technical and Vocational Education and Training Authority (TVETA); which is a public corporate agency established under the Technical and Vocational Education and Training (TVET) Act No. 29 of 2013 to regulate and coordinate training in the country through licensing, registration and accreditation of programs, institutions and trainers. Section 7 of the Act, 2013 gives the powers and functions of the Authority to regulate and coordinate training; inspect, license and register and accredit training institutions; accredit and inspect programmes and courses; promote access and relevance of training programmes; determine the national technical and vocational training objectives; assure quality and relevance in programmes of training among other functions.

How to get placement

To get a place at a TVET institution, one has to apply via the Kenya Universities and Colleges Central Placement Service (KUCCPS). The available programmes, institutions, minimum entry requirements and the application procedure are always available on the KUCCPS Student’s Portal accessible through the Placement Service website www.kuccps.ac.ke. KUCCPS sets an application window within which the prospective students can submit their applications. The Entry requirement for all Diploma Courses is a C- and above; D (plain) and above for Certificate while other course categories are open.

Funding.

The good news for students joining TVETs is that they can now apply for funding from the Higher Education Loans Board, HELB. They can now get Loans and Bursaries from HELB for their fees payment and upkeep.

TVET Institution Application

The TVET Authority accredits institutions and approves managers of institutions and new programmes.

Application Process

  1. Undertake a business name search from the Registrar of companies via Ecitizen
  2. Obtain a “letter of no objection” on suitability of the name from TVETA

In order to obtain the letter of no objection, present;

  • Reserved business name search
  • Invoice for the name search
  • Copy of KRA Pin for the Director(s)
  • Copy of ID for the Director(s)
  • Dully filled and signed BN2 form (Click here to Download)

3. Register the Business name with the office of the Registrar of Companies
4. Download the TVETA application Forms for accreditation of institution, manager, Trainer, approval of programs, foreign institution and checklist here.
5. Submit complete application documents to TVETA offices located at Utalii House 8th Floor.
6. An accreditation officer will check the documents and compute the amount to be paid. (TVETA Gazetted Fees)
7. You will then be required to pay the amount through MPESA or TVETA bank account below.

Acknowledgement
After making payment the applicant will complete a registration form in duplicate as evidence of having submitted their application. An acknowledgement letter will then be sent to the applicant.

Inspection and Assessment
1.The institution will be scheduled for inspection and a Team of assessors will visit and inspect the institution for compliance with set standards. Download the assessment tool here
2.The assessors will prepare an inspection report which will be presented to TVETA Board

 

Registration and Licensing
1. Resolution of the Board based on evaluation of the inspection report shall be;
i. Approve Registration and Licensing of the institution
ii. Reject the application
iii. Request the Institution to improve within a period of six months
2. The applicant is notified on results of the TVETA Board resolution within 3 months from the date of submission of a fully compliant application documents
3. TVETA will issue training License to qualified institutions and maintain a register of the institutions and programs approved.

iii. Institutions recommended for improvement

At this point, the accreditation process is complete, and an institution will be issued with a registration certificate and training license.

Ministry of Education directs TVETS to re-hire retired tutors to curb shortage

The Ministry of education has directed Technical and Vocational Education and Training, TVET,  institutions to rehire retired trainers to curb the biting shortage that has rocked the institutions. The Ministry decries the lukewarm response by the Public Service Commission to a request for recruitment of more trainers.

Now, the Principal Secretary for the State department of Vocational and Technical Training has directed the institutions to hire retired trainers for a period of one year. “This is to kindly and urgently request you to contract the retired trainers and advise them to liaise with this office and provide us with their contact addresses to enable us formalize the appointments for those who will accept the offer, ” says Mrs. J. K. Gichomo in a circular dated 7th January 2019, on behalf of the Principal Secretary.

According to Mrs Gichomo, the State department of Vocational and Technical Training appealed to the Public Service Commission, PSC, to recruit trainers to address the serious shortage of trainers in the TVET institutions. But, Mrs Gichomo says the PSC observed that recruitment of staff would take a long time while the institutions continue to suffer from the acute shortage.

“The Commission (PSC) resolved that as a stop gap measure, pending recruitment of trainers to address staff shortfalls, the retired trainers be appointed to their former posts on local agreement Terms for a period of one year with effect from the date(s) they report for duties but not later than 31st January, 2019,” adds Mrs Gichomo.

East African Countries Meet To Discuss TVETs Projects

At least 16 Technical and Vocational Education and Training (TVET) institutes in Kenya, Tanzania and Ethiopia are meeting in Mombasa to discuss ongoing implementation of a Sh35 billion World Bank funded East Africa Skills for Transformation and Regional Integration Project (EASTRIP).

The regional TVET Centers of Excellence including four from Tanzania, seven from Ethiopia and five from Kenya were selected to implement EASTRIP transport and infrastructure, power and energy, manufacturing and ICT related flagship projects.

Ministry of Education Director of Technical Education Tom Mulati said the middle level colleges from the three East Africa countries have converged to discuss core challenges facing the project among other Covid-19 issues.

“We are here to assess the challenges and see how we can move forward in the implementation of this noble project together with our partners from the World Bank,” said Mulati during a press briefing on the sideline of the four day conference at PrideInn Paradise Hotel Mombasa Hotel, Shanzu.

He said the EASTRIP project is geared towards equipping young people in the East African countries with technical and vocational training skills that would enable them freely move across the borders to secure employment.

“This project is targeting to improve skills development among the youth so that they can move from one country to the other for purposes of training and employment in the area of construction, transport, blue economy and textile. It is competency based education and training,” he added.

Among the TVET institution selected to implement the World Bank funded project in Kenya include Coast National Polytechnic selected to implemented marine related a flagship project.

The institution’s Chief Principal Anne Mbogo said plans were underway to establish a Sh900 million regional maritime Centre of Excellence in Kwale County.

She said her institution has been tasked to mentor the proposed Centre of Excellence that would offer blue economic related technical and vocation training courses to young people.

“The construction of the regional flagship project which will offer courses in the area of marine, transport and port logistics will be constructed in Waa in Kwale County. We are in the process of identifying a suitable contractor through the World Bank. We are also awarding tender for the procurement of training equipment,” she added.

She said Sh500 million have been earmarked for the construction of the Centre while another Sh400 million has been budgeted for the procurement of training equipment at the proposed regional maritime Center of Excellence that is targeted to train over 500 trainees on completion.

Other Kenya TVET institutes implementing the Sh6.8 billion World Bank funded East Africa Skills for Transformation and Regional Integration Project (EASTRIP) include Meru National Polytechnic (building infrastructure project), Kenya Institute of Building and Highway Technology (Highway Infrastructure), Kengen Geothermal Institute (Geothermal project) and Kisumu National Polytechnic (Textile project).

Similar projects were also being implemented in Ethiopia and Tanzania where the World Bank has allocated Sh29 billion with an aim of increasing access and improving the quality of technical vocational education training programs among the youths in the three countries.

By the end of the six-year investment period, the 16 TVET institutes in the three countries are expected to double their capacity and collectively enroll 20,000 students on an annual basis in both long-term and short term training programs in the targeted disciplines.

The project is also expected to directly benefit close to 60,000 students with 30 percent of the enrollment being female students.

At least 310 staff will also benefit from industrial attachment programmes and 230 staff will benefit from foreign exchange programmes at the end of the project.

Employers in the targeted industries will also benefit from an expanded and more qualified pool of skilled labour.

The regional initiatives financed by the project, including an annual regional skills competition as well as incubation of a regional TVET council will help promote TVET in the region.
