Parents to continue buying other subjects’ books for their kids- Education Ministry says

The Ministry of Education has said it will only continue providing textbooks for core subjects. The Ministry adopted a new books’ procurement policy whereby it supplies the textbooks directly to schools. In the past, funds meant for textbooks were wired into schools’ accounts for the principals to in turn purchase the books. “The Ministry will supply English Literature and Fasihi set books to Form three and four students in all the public secondary schools in 2019,” reads a note on the 2019 form one admission letter. The Ministry has been supplying textbooks for the core subjects like: Mathematics, English, Kiswahili, Chemistry, Physics and Biology.

Consequently, parents will have to buy textbooks for their kids in subjects such as: Agriculture, Business Studies, Computer Studies, Religious Education, History and Geography among others. Appearing at this year’s Nation Media Group Leadership forum (On Thursday 6th November), the Kenya Institute of Curriculum Studies (KICD) boss, Dr. Julius Jwan, advised parents to buy books for their kids; as the government will only provide core textbooks. “Government is buying core textbooks. Parents are free to buy approved books for their children,” said Dr. Jwan.

Dr. Jwan also said the KICD has developed a new Special Needs Education curriculum that has been developed by the Special needs expatriates. “For the first time we have a curriculum for special needs developed by people with special needs,” the KICD boss reported. Dr Jwan, also, said the KICD was ready for the roll out of the new Competency Based Curriculum, CBC, in January next year- 2019. “The concept of learning to learn is to prepare us for a world we do not know. We need an education system that embeds within learners the ability to adjust as the world changes. We call it learn to learn.  The Competency Based Curriculum we have developed focuses on the head (cognitive) heart (Values and attitudes) and hands (skills) of the learner,” explained Dr. Jwan.

Jwan said the main hurdle to successful implementation of the new Curriculum is negative attitude towards it. “Attitude change is main challenge we anticipate with the roll out of New Curriculum. We need to put emphasis on creating awareness and on parents,” the KICD boss said.

Speaking at the same event, Education Ministry’s Principal Secretary (Dr. Belio Kipsang) said the government was working tirelessly to ensure the roll out of the new Curriculum becomes a reality. “The government has expanded the capacity for the Kenya Institute of Special Education. This is to ensure teachers handling children with special needs are equipped to do so. Teacher capacity building isn’t an event, it’s a process. We have been training teachers in readiness for the roll out of the new curriculum,” the PS said. “Kenya is ready for the New system of Education that will support Kenyans students to achieve their goals in both education and their daily work,” Dr. Kipsang added.

Dr. Kipsang further said the government had increased funding to the education sector and will ensure the funds are spent expeditiously. “In the year 2016, the budget set aside for Education was Sh426bn, this year, we’ve put in Sh442bn. The next financial year, we are putting in Sh468bn. This is 5.3% of our GDP, approximately 25% of the budget. he type of investment that we have been able to put into the education sector is fairly competitive at the level at which we are in as a country,” the PS explained.

Parents and/ or guardians are currently in pursuit of schools where they can take their kids for form one admission, in case the kids do not get selected to join their preferred schools by the Ministry of Education. The National Selection for 2019 form one was launched yesterday (Monday 3rd December, 2018) by the Education Ministry’s Cabinet Secretary, Dr. Amina Mohammed. 31,392 students were selected to join form one at the National schools. For Extra County Schools, there are 129,168 vacancies for form ones in 2019. While, County Schools, Sub County schools and Private schools have been allocated 150,525, 684,515 and 60,356 slots respectively.

Some parents may wish to seek vacancies in ‘better’ schools than those into which their kids should have been selected to join. Here is a head start for your search. Ministry directs all schools to upload form one NEMIS details by midnight, today

The Ministry of Education has directed schools to upload 2019 form ones’ admission data onto the National Education Management Information System, NEMIS, by close of business today.

Form ones started trickling to schools effective Monday, this week, with the exercise coming to a close today.

A message sent to all Sub- County Directors of Education, SCDE, requires them to inform school heads to upload the data by midnight. “You are requested to inform all principals in your area of jurisdiction to upload in the NEMIS system all form ones so far admitted in their schools, by the end of day without fail,” reads the memo.

A spot check on the NEMIS shows the system is down and hence, schools will have to burn the midnight oil to ensure compliance to the directive.

Already, the Ministry of Education has approved transfers of about 50,000 students who requested for changes to their placements. The Ministry expects to admit all the 1,052,364 who sat for the Kenya Certificate of Primary Education, KCPE, last year.

Students who should have not reported to schools by today will be forced to take up available vacancies at schools in their localities; from Monday next week.

Notably, the Ministry banned direct admissions of form ones which should now be done via the NEMIS online portal. Education Principal Secretary, Dr Belio Kipsang, has already indicated that Students who will be admitted directly risk losing the government fee subsidy. Dr Kipsang is expected to give an update on the status of the form ones’ admission exercise, so far.

Parents, Govt Officials Given up to end Of February to ensure 100 Percent Transition to Secondary School

President Uhuru Kenyatta has given Government officials until the end of February to ensure a 100 percent transition of the 2019 KCPE candidates to secondary school.

The President promised unspecified disciplinary action against officials, especially Ministry of Interior officers across the ranks from Regional Commissioners to Assistant Chiefs, in whose jurisdictions children won’t have reported to school by the end of February deadline.

The Head of State said the Government wants to make its pledge of a 100 percent transition rate to secondary school a total success.

“Let us make sure that every child is in school and I am giving you until the end of February,” he said.
The President spoke in Nakuru County when he toured the ongoing construction of a 65 kilometre road in Subukia Constituency.

“It is your duty to ensure that every child is in school. Any student having fees problems should be helped by government,” the President said when he addressed thousands of Subukia residents who turned to welcome him as he made stopovers in Bahati, Maili Kumi and Kia Maina.

President Kenyatta said all stakeholders including Members of Parliament should ensure that every child of school-going age is in school. He said MPs should use Constituency Development Fund (CDF) to support children with school fees challenges.

Besides state officials, the President put parents on the spot, saying by end of February the government will take action against any parent whose child is found loitering instead of being in school.

“We will take actions against the administrator of that area as well as the parent,” said the President.

The new road will connect Subukia Maseno —Lower Solai — Majimatamu — kamukunji — Solai — Maili Kumi Road.

The President said the construction of the road at a cost of Shs 2.2 billion will be completed by July this year and will include carpeting of access and feeder roads within Subukia town.

He urged Kenyans to remain united, saying that a country without peace will not achieve progress and promised to visit every part of the country in his bid to achieve a peaceful and united nation.

On the ongoing rural electrification programme, President Kenyatta assured locals that the expansion of electricity connections will be continued to ensure that every household is connected to electric power.

Students placed in National, Extra County and County schools have now received their admission letters. The students who were electronically selected to their schools of choice will be expected to download their admission letters from the Ministry of Education’s portal. But, for further instructions, the Ministry has directed the parents/ guardians to these students to visit the secondary schools or liaise with the new principals. “Urgently get in touch with your new principal at the above school for admission requirements,” reads (in part) the 2019 form one admission letter from the Ministry.

But, yet to get their admission letters are 684,515 students selected to join Sub County Schools. The selection for Sub County schools was done in most parts of the country yesterday, Friday 7th December- 2018. Placement of the students to the lowest cadre of schools, the Sub County schools; formerly called District Schools, was manually done with schools selecting the kids from the manual results print outs from the Ministry. Sub- county schools which are mostly Day Schools select their form ones from the immediate locality. After selection, the admission letters written at school level, will be submitted to the Sub- County Directors of Education for distribution. The kids are expected to receive their admission letters by next week for adequate preparations towards joining form one, next year.

According to the 2019 fees guidelines from the ministry of education, students in day schools will not pay extra levies apart from the agreed lunch fees. All the 1,021,457 candidates from the 2018 Kenya Certificate of Primary Education, KCPE, exams will be transited to secondary schools under the government policy on hundred percent transition. Chiefs and their Assistants have been instructed to take Students who shall have not transited by 11th January, 2019, to the nearby secondary schools.
