Why Education Ministry Supports TVETs Training

Education Cabinet Secretary (CS) Prof George Magoha has called for strengthening of Vocational and Technical Training in the country to reposition the sector as a key player in economic development.

The sector, he said, was critical in addressing rising unemployment in the country through offering specially tailored programmes to address various needs and challenges.

Magoha said the demand for plumbers, electricians, technicians and artisans was rising, challenging learners to take advantage of the demand and acquire the necessary skills to fill up the gaps.

The CS blamed the shortage of workers in the cadres to a perception by Kenyans that some jobs were superior to others.

“We must tell our people that every job is important. At TVET institutions, you can develop skills that can address an existing problem in the community and in turn secure employment,” said the CS.

Speaking at Kisumu National Polytechnic during the 9th Graduation Ceremony, Magoha challenged TVET institutions to develop industry oriented programmes to address the gaps and ensure graduates secure jobs.

The Competency Based Education Training (CBET) rolled out at the institutions, he added was key in preparing learners for the needs of the industry adding that through the new system, more TVET graduands were set to secure jobs.

“We must move away from the examination oriented system and impart skills in our learners to ensure that they are competent to face the work environment,” he said.

Speaking during the same occasion, State Department for Vocational and Technical Training (VTT) Principal Secretary, (PS), Dr Margaret Mwakima, said enrollment at TVET institutions increased from 55,945 in 2013 to 249,316 in 2021.

She attributed the increase to the government’s commitment to grow the sector with the number of institutions increased from 52 in 2013 to 238 in 2021 at a cost of Sh10.6 billion.

The Sh10.3 billion capitation and the Sh11.1 billion Higher Education Loans Board (HELB) for students, she added, has renewed interest at TVET institutions.

The government, she added, has rolled out an annual Sh2 billion conditional grant to Vocational Training Colleges (VTCs) to boost enrollment.

The money which is being channeled directly to the counties, she added, will ensure the institutions offer standard and quality programmes to benefit youths across the country.

Plans, she said, were underway to recruit 3,000 TVET trainers to address the existing gap and ensure that the institutions play a critical role in national development.

“There is a need to train a critical mass of technologists, technicians and artisans in TVET institutions to achieve aspirations in social economic growth of the country. Therefore, TVET institutions are expected to design programmes to bridge identified skill gaps in the dynamic industry,” she said.

Kisumu Governor Prof Anyang Nyong’o, asked the government to stop conversion of TVET institutions into universities.

The institutions, he added, play a critical role in addressing various skills gaps in the country adding that his county government has embarked on expansion of VTCs to boost enrollment.

“In the financial year 2020-2021, we have established six VTCs bringing the total to 26. We are supporting needy learners with bursaries and scholarships to join the institutions,” he said.

The County Government, he disclosed, has disbursed Sh205 million this financial year to support needy students at the institutions. 3,781 students at the polytechnic were awarded with certificates and diplomas in various fields.

Kisumu National Polytechnic Chief Principal, Catherine Kelonye, said the institution has developed quality industry driven courses which has seen enrollment shoot from 5, 000 in 2018 to 10,000 in 2021.

She lauded the support from various industries in the area which has helped to mold the programmes making the institution’s graduates competitive at the job market.

Back to school for teachers after staying away for over 6 months

Teachers across the country reported back to their work stations on Monday after staying at home for over six months. A spot check in most schools indicated that most teachers heeded to the Monday deadline set by the Teachers Service Commission, TSC.

This is the first time that teachers were reporting back to work following a closure of all learning institutions in March this year to combat spread of the deadly corona virus disease.

School heads were expected to convene meetings with teachers and other stake holders to prepare for reopening of the schools. Learners are expected to troop back to schools next month.

The Heads will then submit a status report to the Commission for further action. Among other items, TSC needs a report on level of preparedness of schools in terms of availability of water.

Ahead of the reporting of learners, teachers will be expected to prepare all professional records like schemes of work, lesson plans and other documents used in curriculum implementation.

The employer had warned of dire consequences for those who would not report to schools by Monday September 28, 2020. TSC field officers will collate information on numbers of teachers who have reported for duty and submit it to the head office.

In some schools teachers were seen tidying up the compounds by sweeping and mopping classrooms. On the other hand various committees were formed to oversee the preparations for reopening of the schools.

The reporting committees will prepare to check the temperatures of learners as they report back. While, the healthy committees will ensure the Ministry of Health’s guidelines on combating spread of covi19 are followed to the latter.

Schools are expected to reopen next month with candidate classes first to arrive in schools.

As teachers report back to schools they should ensure the following are done:

  1. Build the capacity of institutional staff, learners, Boards of management and parents on the management of COVID 19.
  2. Ensure adequate clean running water and sanitation facilities in the institution and procure water tanks where applicable.
  3. Develop the protocols on hygiene and social distancing measures to be put in place before re-opening.
  4. Stock up the institution with key supplies including disinfectants, liquid soaps, non-touch thermometers, face masks and first aid kits.
  5. Collaborate with institution sponsors to ensure provision of psychosocial and spiritual services.
  6. Map an emergency health facility that is within 10km and collaborate with the County Government to have some health personnel assigned to the institution for regular monitoring and sensitization.
  7. Carry out risk assessment for suitability focusing on space, water, sanitation, provision of meals, transport of learners using the risk assessment matrix, provided by MoE and develop mitigation measures.
  8. Ensure compliance to guidelines for issuance of letter of compliance to the institutions.
  9. Communicate to parents, teachers and learners on:
  • Health and safety measures
  • Re-opening of the institution based on the calendar released by the ministry.
  1. Constitute institutional COVID19 response committee to coordinate response strategies comprising of five members, one being a learner, non-teaching staff, one BOM member and teachers.
  2. Ensure there is a designated room within the institution premises for use as a sick bay or for temporary isolation in case presumed cases occur in the institution.
  3. Ensure revision of institution rules and regulations and daily routine to be responsive to the changes occasioned by COVID 19 pandemic.
  4. Maintain positive demeanor on governments efforts to prevent the spread of COVID 19.
  5. Maintain updated bio data of all learners and contact numbers and home addresses of the parents /guardians/caregivers for ease of management of emergencies.
  6. Ensure that information of COVID 19 related measures is accessible to all learners, including those with disabilities, through sign language interpretation, captioning and easy read formats, among others.
  7. Renovate, improve, or install (as necessary) age, disability and gender appropriate hygiene facilities like washrooms, toilets and bathrooms to ease congestion.
  8. Develop learner’s movement protocols including designating entrances and exits for different learners’ cohorts, sectioned off common spaces and floor markings to direct foot -traffic flows.
  9. Clean and disinfect institution buildings, including toilets using water and disinfectants and frequently touched surfaces.
  10. Ensure adequate security and safety measures, including provision of a fence /barrier and guards to restrict entry to and exit from the institutional premise.
  11. Restrict entrance of visitors in the institution and cancel institution events such as career days and motivation days until further notice.
  12. Revise and adjust the institution budgets to reflect the current priorities addressing the impact of COVID 19 such as improved hygiene management.
  13. Identify learners, teachers and other staff with pre-existing health conditions and ensure appropriate health attention.
  14. Weekly progress report on the status on institution health and safety that might compromise curriculum implementation will be submitted to the Sub-County Director- Education.
  15. Communicate regularly, clearly and accurately information to learners and staff to ensure that they are kept informed of important developments.

Sigh of relief for delocalized teachers – See this directive to TSC

TSC ordered to transfer delocalized teachers home, review deployment policy
The Teachers Service Commission (TSC) has been ordered by Parliament to immediately halt the punitive delocalization policy and transfer those already affected back to their home counties.

Remember to watch the whole house debate on TSC Delocalization here.

The House further asked TSC to come up with a plan that will see newly recruited teachers being posted within their home counties saying delocalization policy has disrupted conducive working environment for teachers which is key for enhancing performance.

“This House resolves that the Teachers Service Commission immediately reverses the ongoing delocalization of teachers and initiates a comprehensive review of the teacher deployment policy with the involvement of teachers in order to make the policy consistent with International Labour Organization (ILO) and UNESCO laws and practices on teacher management and deployment,” read the recommendations.

The Policy first started in January 2017 where newly recruited teachers were posted outside their county of employment.

However it is the year 2018 when the programme touched school headteachers and principals that it caused an uproar and a standoff between teachers unions and TSC.

Now the House has found out that the policy was not well thought out as it causes excruciating pain to teachers thus killing their morale for teaching.

“The delocalization of teachers commenced in 2018 by the Teachers Service Commission immensely disrupted teachers’ lives, lowered teacher morale and caused untold trauma to many teachers countrywide,” reads the findings.

The House from the motion dubbed “Review of Teacher Deployment Policy” courtesy of Lurambi MP Titu Khamala says TSC was not in order to start the policy without first involving teachers.

This it says contradicted Articles 118 and 132 of the Constitution which calls for public participation in such exercise.

“The exercise was not supported with a clear policy framework and was initiated without the participation of teachers or their unions, contrary to Articles 118 and 132 of the Constitution on public participation and involvement of the people in the process of policy making,” reads the findings.

It also says TSC went against international recommended practices for deploying and transferring teachers.

“Delocalization of teachers is inconsistent with the United Nations Educational, Scientific and Cultural Organization (UNESCO) teacher deployment practice, which treats education as a culture process conducted within a people’s cultural context at the local level,” reads the findings.

Ending teacher delocalization programme is one of President William Ruto’s big promises to teachers during campaigns.

Many teachers have already applied for transfers others with a replacement while others with none. Some teachers have also applied hoping to be considered despite working for less than five years since their posting.

From this latest recommendations the Commission will have to consider teachers transfer requests without much restrictions like the period the teacher has served and so forth.

Last week the Deputy President Rigathi Gachagua’s team met the Commission for a discussion that will see teachers who are delocalized being transferred back to their home counties.

“We will be engaging with TSC next week so that the issue of delocalization is dealt with once and for all and teachers who are taken to places and their families put in awkward situation that matter is addressed so that we build strong family ties for a stronger nation,” the DP had said on Wednesday 12th.

Gachagua who spoke in Karen said the Ruto administration is for a strong family unit and will strive to keep teachers families together.

“The Ruto administration is for a strong family unit to keep families together especially more so those teachers who are headed for retirement. We want to assist them to prepare for retirement,” said Gachagua,” he said.

According to TSC policy, teachers working in North Eastern region are required to have completed at least three years before they are transferred back to their home counties.

Teachers in other regions are required to work for at least five years before they are considered for transfer to their homes.

“The teacher must have served in a station for a period of not less than three years and five years for North Eastern and other areas respectively since first appointment; unless otherwise authorized by the Commission’s Secretary,” read the TSC Code of Conduct for teachers.

However it is upon TSC to embrace the House recommendations and act upon them to ensure delocalization of teachers is reversed and newly recruits posted within their home counties.
