TSC retirement latest news

The Teachers Service Commission, TSC, will now notify teachers on their retirement age. This is in a move to avoid confusion on a teacher’s actual retirement age.

The commission has further instructed county bosses to ensure that the under listed procedures are adhered to in the process of issuance of notices for compulsory retirement, and thereafter the Submission of documents.

What TSC needs to process your pension dues quickly

Here is part of the circular sent to County Directors.

Your office is further required to undertake the following:

(1) Verify the list.

(ii) Acknowledge receipt (in writing) within seven days.

(iii) Inform the Deputy Director (Liaison) of any discrepancies noted in the list.

(iv) Transmit the retirement list to the respective Sub- County Directors within seven days of receipt.

On receipt of the lists the Sub- County Directors will be expected to:

(i) Verify and acknowledge receipt within seven days

(ii) Issue retirement notices to all the teachers strictly as per the list.

(iii) Maintain a register of teachers issued with retirement notices.

(iv) Invite all teachers issued with notices to collect and acknowledge receipt of the letters within fourteen days from the date the list is received.

(v) Transmit to the Deputy Director(Liaison) copies of the retirement notices, duly signed by the teachers acknowledging receipt.

(vi) Ensure that the teachers submit the required documents within sixty days from the date of receipt of the retirement notice.

vi) Receive, verify, confirm and certify completeness of documents received.

(vii) Return any incomplete documents to the teacher, pointing out the extent of incompleteness and advising the teacher to resubmit within fourteen days.

(ix) Deliver the complete documents to the County Director in a register.

On receipt of the complete documents, the County Director will be expected to:

(i) Deliver the complete documents in a register to the respective HRM Unit Heads by 30th April, 2022.

(ii) Return any incomplete documents to the Sub- County Director, pointing out the extent of incompleteness and requiring that they be addressed and the documents resubmitted within fourteen days.

Important notes

(i) Teachers’ names should be indicated on the bank forms exactly as  they appear on their national identity cards.

(ii) Teachers should be encouraged to maintain their salary accounts to avoid delays in processing their retirement claims.

(iii) Any change in bank details must be accompanied with a letter from the teacher confirming the new account.

(iv) Where (iii) above is applicable the sub- county HR will be required to emboss the teacher’s thumb print on the payment of commuted Pension forms (bank forms), and witness by signing and indicating his/her name, and TSC Number.

(v) The names on the bank plate (ATM or Card)must appear as on the national identity cards.

(vi) Where(v) above is not applicable, the teacher must obtain a letter from the bank confirming ownership of the account.

(vii) Those who are contributors towards Widows and Children Pension Scheme (WCPS) should submit an earliest pay slip to support WCPS  i.e. any pay slip for the first ten (10) years of contribution.

(viii)Teachers are advised to check with the nearest Kenya Revenue Authority (KRA) office whether they have any tax liabilities and clear them.

This exercise is very important and therefore calls for diligence and commitment. In case of any inquiries do not hesitate to contact the Deputy Director (Liaison) on the following telephone numbers:020-2892224/2892223.

NB:

1) . Any teacher disputing his/her date of birth or whose name is missing from the list but was born in 1963 should write to the Commission through the County Director.

2. Teachers Living with Disability are eligible for extension of service up to the age of 65 years.They are required to apply for extension of service before their 60th birthday attaching all the relevant documents. Any applications received after the 60th birthday will not be honored.

3) . The list has been generated as per the December 2021 payroll and does not include teachers living with disabilities or those whose salaries have been stopped.

KMTC Nyahururu Campus

Background Information

Kenya Medical Training College (KMTC) Nyahururu Campus is situated within Laikipia County Referral Hospital, in Nyahururu town. It was established in May 2016 as an initiative of KMTC Board of Directors, Laikipia County Government and the Laikipia County Referral Hospital.

Established with an objective of addressing the critical staffing shortage in the health facilities in the County, it started training Diploma in Health Education and Promotion in May 2016 with a class of 18 students. In the 2017/2018 academic year, it started expanding its infrastructure and in 2019, it opened its doors to two other programs: Diploma in Nursing and Diploma in Clinical Medicine and Surgery.

KNEC procedure for capturing LCBE marks for all primary school learners

The Kenya National Examinations Council (KNEC) Learning Continuity in Basic Education Assessment (LCBE) Portal (https://lcbe.knec.ac.ke/Account/Logon) is used to capture registration details and assessment marks for all primary school learners.

The LCBE portal enables you to:

  • register learners for each Grade/Standard/Level,
  • download learners’ Assessment Materials/Tools,
  • capture each learner’s outcomes/ scores for each Grades/ Standards/ Levels using Online or Offline scores capture form and
  • give access to various reports like schools’ nominal rolls.

HOW TO UPLOAD LEARNERS’ SCORES ONTO THE KNEC LCBE PORTAL; OFFLINE PROCEDURE

After you have assessed the learners, KNEC expects each school/ examination centre to submit the marks within 10 days of completion of the tests. In case you are wondering how this is to be done, here is a quick and simplified guide for you.

  1. You must first visit the KNEC portal by using the link; https://www.knec-portal.ac.ke/.
  2. Then, click “LCBE Portal” on the Home Screen. You will be redirected to the LCBE portal (https://lcbe.knec.ac.ke/).
  3. Enter your school’s User name and password correctly and select “Log in”. In case you need assistance or password regeneration, select “Need Help Or Forgotten Password Click Here”
  4. Once logged into the LCBE portal, click “Assessment Outcomes/ Scores”.
  5. To capture the scores of learners offline (recommended), click ‘capture outcomes’ under the appropriate class/ grade.
  6. In the next window, click ‘download’ to get an offline copy of the excel sheet data capture tool. You will be allowed to edit the bio data for all other classes/ levels apart from class 8.
  7. Make necessary amendments on the downloaded spreadsheet.
  8. once done, you now tun to the LCBE portal and click Step 2; Upload a duly filled excel sheet for Grade 3 (Outcomes); ‘Click ‘Upload Excel document’.
  9. You may click on the button to view uploaded assessment outcomes/scores. Tick (√) the check box for a specific learner to enable capturing of missing or editing wrongly captured outcomes/ scores.
  10. Please note that duly filled uploaded captured outcomes/scores shall be replaced automatically if uploaded for a second time or more times.

  11. For absent learners, Select “A” for the specific learning area where the learners in Grade 1 to 4, Foundation and Intermediate are absent. Similarly, select “AB” for the specific subject where the learners in Standard 5 to 8 are absent.
  12. Remember to also fill the two questionnaires (Head Teacher and Learners) on the LCBE home page.

When we open the KUCCPS student portal 2023/2024 all learners will do the first revision depending on the basis of their applications.

You must ensure that you do the application in the first revision because if missing to apply in the first revision during the second revision the courses you require can not be available for selection, the body warned.

Courses like computer science, medicine, and other courses have limited slots for selection KUCCPS says.

KCSE 2022 candidates who scored a mean grade of C+ are eligible to apply for degree courses, C Plain are eligible to apply for diploma courses and those with C minus and below will apply for certificate and artisan courses.

When applying for the degree courses ensure that you meet all the minimum subject requirements and Cut-off points. The cut-off points will be on the KUCCPS student online portal.

The KUCPPS 2023-2024 University entry grade is still a C plus for all gender.

The KCSE 2022 candidates who attained a mean grade of C+ will only use their grade or subject and check if they qualify for specific courses.

TSC Boss Nancy Macharia’s Statement on KCSE 2021/2022 Exams

Teachers Service Commission (TSC) Chief Executive Officer Dr Nancy Macharia has moved to downplay widespread fears that the ongoing Kenya Certificate of Secondary Education (KCSE) examination has leaked.

Speaking in Mombasa when she led senior government officials in witnessing the opening of examination materials at the Kisauni DCC offices, Macharia said the examination materials have remained intact only that there were few isolated cases, where it got exposed after distribution.

“There has been exposure of the examination materials after picking from the containerized strong rooms that are under lock and key and on 24-hour guard. Some bad elements open them earlier than the stipulated time,” she said.

The TSC boss who was accompanied by Mombasa County Commissioner, Lucas Katee however said that overall, they have done better than in past instances and singled out Mombasa County for mention as one area where there has not been any case of examination malpractices.

She was however quick to state that those who have been found trying to tamper with the national examination have already been taken to court.

On teachers found to have had a hand in the examination infringement, Macharia said that disciplinary action will be taken against them.

“We cannot allow errant teachers to interfere with the integrity of our national examinations,” she said, adding that teachers have remained an important segment in the overall dispensation of the examination as without them, candidates could not be well prepared.

With the ambitious Competency Based Curriculum (CBC) being rolled out, Macharia said some 60,000 teachers will be re-tooled to teach at the junior secondary schools in April.

Some 229,000 teachers have already been trained on the new curriculum. Our teachers are ready for the CBC. In fact, we shall continue to offer them training. For those not employed by us, it is worth noting that they are also already being trained so that when we also absorb them, there will be no need to re-tool them, she added.

On teacher recruitment, Macharia said that TSC was optimistic that the government will be able to bring onboard some 5000 new teachers to help bridge the teacher deficit gap.

“This is an election year. We know there are limited resources but we remain hopeful that the government will also listen to us and ensure that our children have enough teachers,” she said.

The TSC boss said they have made further requests to have intern teachers absorbed to help balance the margin on low teacher numbers.

Remember, Mwalimu National Sacco Membership shall cease with effect from the date of a member:

  • Attaining the age of 70 years.
  • Dying.
  • Being expelled from membership.
  • Withdrawing all his Deposits.
  • Becoming certified insane.
  • Transferring his shares.
  • Ceasing being an employee of Mwalimu National Sacco or Mwalimu National SACCO subsidiaries under disciplinary circumstances.
  • Being declared bankrupt by a court of law.

A member who withdraws or is expelled shall be paid the following dues after deduction of any debts, owed by him to the Society as borrower, endorser, guarantor, or otherwise:

  1. Any dividends or interest due to him on the date membership ceases.
  2. Any deposits or other sums held by the society on his behalf.

No shares shall be paid upon withdrawal and any member having deposits in excess of liabilities may offset such liabilities from the deposits.

THE PROCESS OF QUITTING MWALIMU NATIONAL SACCO

At some point you may willingly want to quit Mwalimu National Sacco. At such a time you must have to follow the procedure below;

  • Notify the Mwalimu National Sacco Board of your intention to leave. The board should receive a 60 days’ written notice to withdraw from the society.
  • You will then have to provide substitute guarantors if applicable. This is in case you have signed loan forms for any other member (s).
  • You will have to provide a clearance certificate from the employer (TSC).
  • Submit the documents to the Sacco and your withdrawal will be processed.

If you were driven by emotions to quit the Sacco, you can always make your way back. This is because the Sacco laws allow a member who has withdrawn from the Society to be considered for re-admission.

KCPE 2020/2021 Exam Results- The date when this year’s Kenya Certificate of Primary Education (KCPE) results will be released has been announced. Education Cabinet Secretary Prof George Magoha says marking of the multiple choice exams is now complete. It is important to note that these tests are marked by scanners through a high tech computerized system; and hence the faster marking rate.

CS Magoha said on Tuesday that the examiners under contracted by the Kenya National Council of Examination (KNEC) had now started marking Insha and Composition exams administered under the Kiswahili and English paper respectively.

“We have completed the marking of multiple choice questions and started the marking of composition and insha papers,” CS Magoha told journalists on Tuesday in Kisumu.

Magoha said the marking exercise is voluntary to the examiners and nobody will coerce them to participate.

“If you choose you don’t want to go to Nairobi because you think you might get what is there, we can’t force you to come,” he noted.

The CS was responding to claims that teachers’ unions were opposed to centralization of the marking in the capital, Nairobi; that has recorded the highest cases of the deadly Covid19 pandemic. He added that the number of examiners has been trimmed so as to observe social distance during the marking.

On release of the KCPE results, CS Magoha announced that they will be released in the next two weeks; by Monday 19th April, 2021. The 2019 KCPE results were announced on 18th November.

KNEC Releases Final KCSE 2023 Examination Timetable

INSTRUCTIONS AND SCHEDULE OF PAPERS FOR THE 2023 KCSE EXAMINATION

All first session examination papers will start at 8.00 a.m. and second session examination papers will start at 2.00 pm as indicated on the timetable.

The time allowed for each paper is indicated against the name of the paper and NO EXTRA TIME IS TO BE ALLOWED. In case of any discrepancy, the time stated on the question paper should be taken as the correct one.

Time for reading through questions is part of the time shown on the question paper except where special paper instructions indicate otherwise.

Supervisors and Invigilators should ensure that candidates have written their names, index numbers and have signed on their answer scripts before they collect the answer scripts from each candidate while the candidates should ensure that they only take the subjects they are registered for.

Schools should upload marks for subjects with a Project component by 21st April 2023 for Milestone 1 and  31st  July 2023 for Milestone 2 where applicable.

3.0 INSTRUCTIONS AND GUIDELINES TO TEACHERS AND CANDIDATES

 

3.1       INSTRUCTIONSTOTEACHERS

Teachers are advised to ensure that the candidates read these instructions and guidelines carefully and adhere to them. The candidates should be made aware of the penalties for examination irregularities or misconduct.

3.2 INSTRUCTIONSTOCANDIDATES

3.2.1      Avail yourself for searching outside the examination room and be seated at your desk/table 15 minutes before the time fixed for the examination in the various papers.  The first session will start at 8.00 a.m. followed by the second session as indicated on the timetable.

3.2.2      A candidate who arrives late will be required to give a satisfactory reason to the Supervisor.  Only in exceptional circumstances will a paper be  given to any candidate who is more than half an hour late.  Absolute punctuality is essential for all papers.

3.2.3 Check the question paper you have been given to confirm that it is the paper you registered for.

3.2.4 If an examination paper for which you are not registered is handed to you, or if the questions indicate that a map or other material should also have been provided, inform the Supervisor at once.

3.2.5 Attend carefully to any general instructions that may be given on the first page of a paper, e.g. instructions limiting the number of questions that  should be answered.

3.2.6 Check to ensure that each page of your question paper is printed.

3.2.7 Write your name, index number, sign and write the date of the examination on the answer booklet.

3.2.8 Write on both sides of the paper, but do not use the margins.  Begin the answer to each separate part of a question on a fresh line.

3.2.9      Write the number of the question clearly in the left-hand margin at the beginning of each answer.  Do not copy the question.  Be careful to use the same system of numbering as appears in the question paper.  Leave a blank line after the answer to each question.

3.2.10     Write your responses in black or blue ink.  You may use fountain pen or ball point pen.  Pencils should only be used for diagrams.  Bring  mathematical and drawing instruments for subjects for which they will be needed.

3.2.11 Read each question carefully.  A lot of time may be wasted in writing down information that is not asked for and no marks will be given for it.

3.2.12 Do not spend too much time on one or two questions. Leave yourself adequate time to answer other questions.

3.2.13     As soon as notice is given to stop, make sure your name, index number, signature and the date of the examination are written on the answer  booklet and then hand it over to the supervisor/ invigilator.

3.3 GUIDELINESTOCANDIDATES

3.3.1      You are not allowed to leave the examination room before the end of the period allocated to the paper except with special permission from the  Supervisor. No candidate so permitted to leave may take a question paper or answer booklet out of the examination room.

3.3.2      Do not leave a sheet of paper you have written on or your answers in such a position that another candidate can read them. You should not give or  obtain unfair assistance, or attempt to do so, whether by copying or in any other way, and your work should not show proof of such unfair  assistance.

3.3.3 No communication whatsoever in whatever manner between candidates or with outsiders is allowed during the examination.

3.3.4 You are not allowed to have in your possession or in your proximity while in the examination room, any book, notes, papers or any other materials  whatsoever except the correct question papers and any materials expressly authorized by the Kenya National Examinations Council.

3.3.5 You may only use mathematical tables printed by the Kenya National Examinations Council, and these should not contain any additional notes  except the printed information. If you are using a calculator as permitted by the Regulations, it should be the specified nonprogrammable calculator.  If in doubt, check with the Supervisor. Calculators may be used in the following subjects Mathematics, Biology, Physics, Chemistry, Agriculture, Woodwork, Metalwork, Building Construction, Power Mechanics, Electricity, Drawing & Design, Aviation Technology, Computer Studies and Business Studies.

3.3.6 You must return immediately to the Supervisor any question paper that has smudges, errors or is badly printed.

3.3.7      You must not take any used or unused paper out of the examination room.  Any rough work must be done on the official answer booklet and, if not to be submitted with the answers, must be left on the desk to be collected by the Supervisor and destroyed.

3.3.8 Any misconduct or causing of disturbance in or near the examination room will be treated as an examination irregularity.

3.3.9      For practical papers to be taken in shifts, all candidates taking the examination must avail themselves for confinement.  Any candidate who does  not present him/herself for confinement will have committed an examination irregularity.

3.3.10     Cell phones or any other electronic communication device are prohibited in examination centres.  Any candidate found in possession of a cell phone or any other electronic communication device will have his or her results cancelled.

4.1         The KNEC Act No. 29 of 2012 Offences and Penalties stated in Sections 27 to 40 for cases of examination irregularities will apply. Some of the highlights in these Sections state that:

4.1.1 A candidate who commits an examination irregularity in any paper will have the results for the whole subject cancelled.  Such a candidate will not be entitled to a result and will be awarded result “Y” overall.

4.1.2 If there is evidence of wide-spread irregularities in any examination centre, the examination results for the whole centre will be cancelled.

4.2 Any person who:

  1. gains access to examination material and knowingly reveals the contents, whether orally or in writing, to an unauthorized party, whether a candidate or not, will be in violation of Section 27 of the Act and the penalty will be imprisonment for a term not exceeding ten years, or a fine not exceeding two million shillings or both;
  2. willfully and maliciously damages examination material will be in violation of Section 30 of the Act and the penalty will be imprisonment for a term not exceeding five years or a fine not exceeding five million shillings or both;
  3. is not registered to take a KNEC examination but, with intent to impersonate, presents or attempts to present himself to take the part of an enrolled candidate will be in violation of Section 31 of the Act, and shall be guilty of an offence and liable to imprisonment for a term not exceeding two years or a fine not exceeding two million shillings or both and shall be prohibited from taking an examination conducted by or on behalf of the Council for a period of three years.

4.3 Candidates should  not commit any examination irregularity to avoid having their results cancelled.

The impact of inflation on living standards has continued to adversely affect the underclass in society, especially the unemployed single mothers who are struggling to fend for their children with little to no help at all from their estranged partners.

The latest data from the Federation of Women Lawyers (FIDA) indicates that incidents of child neglect have gradually risen this year with cases of child custody and maintenance between 1st October 2022 to 31st October this year, totaling to 106, while spousal maintenance in the same period was 23 cases.

Speaking to Kenya News Agency, FIDA Public Relations and Communications Officer Moses Okinyi Owuor revealed that child custody and support cases had increased to a total of 106 instances reported in the month of October compared to previous months when 102 cases were reported in September and 185 cumulative cases were reported in the month of July and August.

“Since September, there has been a resurgence in the need for psychosocial health and counseling with the rise in cases being reported in October as opposed to none reported in September,” added Okinyi

For instance, Kericho residents were treated to a rare spectacle Monday morning after a decently dressed middle-aged woman went berserk in protest on the streets of Kericho town, carrying two placards detailing the agony she has been going through occasioned by claims of child neglect by her ex-lover.

Caro Chepkemoi, a single mother of two, decided enough is enough and gathered the courage to air her dirty linen on the streets after years of what she termed as torment and frustration of raising two children alone without the help of her ex-husband.

She claimed that her estranged partner who is the Principal in one of the well-known high schools in Kericho has for years deliberately neglected his responsibilities of taking care of his child whom he sired 22 years ago leaving her to struggle alone to fend for the children.

“I resolved to take this step after the unending battle of 20 years for child support from the father bore no fruits. The father to my second born at least contributes to educating his child. But the Principal has completely neglected me,” she said.

Caro urged the government to intervene in her situation saying her son is yet to join the Digital Media Institute for his tertiary education since 2020 for  lack of school fees.

The 42-year-old casual labourer at the tea estates emotionally narrated how she even struggled to meet the basic needs of her family due to the meager wages she receives from her tea-plucking hustle.

She tearfully said that her shoe-string budget could only cater to a simple meal per day for her and her two children.

“I completed my schooling in form four and I wouldn’t want my son to end it there too. I want him to go beyond high school level,” Caro said

She revealed to KNA that she had presented her case before the Director of Teacher Service Commission (TSC) Ms. Rebecca Mwangi who promised to take up the matter with her ex-partner who is a High School Principal with an aim to find a resolution.

According to the chairman of the women and children rights center Kericho branch Geoffrey Byegon, there has been a rise in cases of child neglect in the county adding that the organization is aware of the mental effects such situations cause to the mothers and children.

“We receive over 10 such cases in a month in Kericho County and it’s quite traumatizing for mothers. We try our best to help them by offering counseling services and referring them to psychologists and lawyers to help them further with the legal process,” he said.

According to the Constitution, Article 53, a child has the right to receive parental care and protection which includes equal responsibility for the father and mother to provide for their child regardless of whether they are married or not.

And under Section 83 (1) of the Children’s Act, the following are some principles are applied in making a child custody order; the conduct and wishes of the parent or guardian of the child; the ascertainable wishes of the relatives of the child; whether the child has suffered any harm or is likely to suffer any harm if the order is not made and the best interest of the child.
