Now new projects without my authority- Uhuru directs

President Uhuru Kenyatta today at State House, Nairobi held a virtual meeting with Senior Ranks of the Executive that included Cabinet Secretaries, Chief Administrative Secretaries and Principal Secretaries during which he outlined Government development priorities for the 2020/21 Financial Year which kicked off on 1st July.

In his address, the President said Government’s focus this Financial Year will be the implementation and completion of ongoing Priority Projects and Programmes as set out in his Administration’s Trans-formative Agenda for the Nation.

These Programmes, the Head of State said must be strictly implemented within set timelines and budgets.

The President reiterated his earlier directive that no new Projects will be initiated except with his express authority.

As a measure of accountability, the President announced that completion rate of Projects and Programmes will be adopted as a key Performance Indicator for all Cabinet Secretaries, Chief Administrative Secretaries and Principal Secretaries.

The Head of State called for Collective Responsibility in the implementation of Government Projects and Programmes through the involvement of entire Ministerial Establishments (Cabinet Secretaries, Chief Administrative Secretaries and Principal Secretaries), so as to ensure timely delivery of quality outcomes.

The President said Collective Responsibility should be demonstrated by enhanced presence and visibility of Government on the ground through inspection of projects and robust public engagements.

The Head of State acknowledged the current difficult economic environment occasioned by the Covid-19 pandemic and reminded Government Departments to settle pending bills as a key priority and to ensure that pending bills is the first charge on each Ministry’s Budget.

In support of local industries, the President said the Government must walk the talk of Buy Kenya Build Kenya agenda and once again, directed all Ministries, State Departments and State Agencies to give preferential procurement to Kenyan Made Goods and Services.

The President thanked the National Development Implementation and Communication Cabinet Committee (NDICCC) and the National Development Implementation Technical Committee (NDITC) for the progress made in the attainment of the National Development Goals saying the two entities had proved their effectiveness in overseeing the implementation of the Government’s development programmes.

In conclusion, the Head of State warned the Senior Ranks of the Executive against corruption and malfeasance saying there’s no room for the vices in his Administration.

Horrifying moments in Turkana, Baringo as effects of hunger bite hard

Several people are said to have perished as a result of hunger-related complications in Tiaty, Baringo County. Many others face starvation as the ongoing drought takes its toll. The ongoing hunger has also affected: Chematony, Tobereruo, Panyirit, Kopoluo, Kadeli, Korio and Katikit.

A similar drought that occurred in 2016 was declared a national disaster and over 3.4 million people were affected.

Things are not any better in Turkana County as Close to 0.8 Million people out of 1.2 million people are faced with starvation as the current drought persists. The draught has been caused by lack of the rains at the area since April last year, 2018.

The Local and National governments have come under heavy criticism for neglecting their duties and letting common Kenyans to face the drought wrath.

Elgeyo Marakwet County Government Cabinet, Chief Officers, Ministers, Directors, CECs

Elgeyo Marakwet governor Wisley Rotich has unveiled a list of 10 County Executive Committee members which he presented to the assembly for vetting and approval.

The governor called on the assembly which started business yesterday after the official opening to fast-track the vetting of the CECs saying he relied on them to drive his development agenda for the county.

Governor Rotich said that once approved, the CECs who are supposed to serve for five years will be put on a two-year performance contract which will be renewed based on their performance.

“Our new CECs will be put on performance contract and sign a two-year contract to be renewed based purely on performance,” the governor said.

In the list, Edwin Seroney who was a chief officer in the last government was nominated as CEC agriculture, livestock and irrigation while Monica Rotich who was a CEC in the first term of the former governor is the nominee for public service, devolution and ICT.

Others were Alphaeus Tanui (finance and economic planning), Edwin Kibor (education and technical training), Michael Kibiwott (Health), Jason Lagat ( water, environment and climate change), Thomas Maiyo (lands, physical planning) and Robert Kangogo (cooperatives, trade and tourism).

Mrs. Emmy Kosgey is the new nominee for Roads, public works and transport while Mrs. Purity Koima was nominated to the department of sports, youth affairs and social services.

President Kenyatta to attend TICAD 7 in Yokohama, Japan; to meet investors

His Excellency President Uhuru Kenyatta left the country yesterday evening for Yokohama, Japan to attend the 7th edition of the Tokyo International Conference on African Development (TICAD 7) that kicks off on August 28th.

At the three-day international conference focusing on development in Africa which will run until August 30th, Kenya will be seeking to strengthen its bilateral relations as well as consolidate cooperation with Japan in various sectors of the economy.
Hinged on the theme of “Advancing Africa’s Development through People, Technology and Innovation”, TICAD 7 provides an opportunity for Kenya to engage directly with Japanese investors.

The Kenyan delegation to TICAD 7 is also focused on optimizing the resources available in Japan for the delivery of the Big 4 Agenda in all areas including in Agriculture, Affordable Housing, Universal Health Coverage and Manufacturing.

TICAD 7 builds on TICAD 6, the first ever Tokyo International Conference on African Development (TICAD) on African soil that Kenya hosted in Nairobi three years ago in September 2016.
Apart from showcasing Kenya’s growth and exposing Japan to available areas of cooperation in trade and investment, TICAD 6 also facilitated a high-level policy dialogue between African leaders and Africa’s development partners on issues regarding growth, sustainable development, security, peace and stability. TICAD 7 will review the progress made on these issues and chart the way forward.

Launched by Japan in 1993 to promote Africa’s development, TICAD has over the years grown into a major global and multilateral forum for mobilizing and sustaining international support for Africa’s development under the principles of Africa ownership and international partnership.

Lists of members of parliament who have vowed to opposed Uhuru’s Tax increments

The following Kenyan National Assembly Legislators have promised to shoot down president Uhuru’s introduction of new taxes, increase in VAT and reduction of Constituency Development Fund, CDF, allocation in the 2018/2019 supplementary budget.

The Bill comes up for discussion in Parliament, today. President Uhuru needs a simple majority vote for his proposals to go through. The Members of Parliament, MPs, have vowed to oppose the changes as they say it will affect common ‘Mwananchi’ negatively. This comes even after the various party leaders convened parliamentary Group meetings to drum up support for the President’s proposals. All eyes will be on Parliament as the MPs discuss the bill, today.

Two Directors arrested for tax evasion worth Kshs.1.4 billion

Two directors of a computer company have been arrested for tax evasion amounting
to Kshs.1.4 billion.
The two Mr. George Bhutto Abiga and Berard Ochieng Okello both directors of Olympus Computer Garage Limited are suspected to have deliberately failed to declare taxes due from sales they made to Mitsumi Computer Garage between September 2014 and August 2016.

Instead, the suspects filed nil returns for Corporation Tax and did not disclose the business transactions.

Further investigations by the Kenya Revenue Authority, KRA, also revealed that Olympus Computer Garage Limited had imported various computer gadgets and accessories such as laptops, flash drives which attract zero duty but are charged 16% Value Added Tax (VAT) as well as Railway Development Levy (RDL), which they also failed to declare.

The company equally failed to file Value Added Tax (VAT) for the year 2014 and instead filed NIL returns for the year 2015 and 2016 intentionally avoiding to declare sales of over Kshs.1 billion.

The two will be arraigned in court on 11th October, 2019. If found guilty, the suspects are likely to be fined an amount not exceeding ten million shillings or double the tax evaded, whichever is higher or to imprisonment for a term not exceeding three (3) years.

KRA has noted that high valued goods are being brought into the country through Jomo Kenyatta International Airport (JKIA) by importers who underdeclare their value hence paying less duty.

The Authority is keenly monitoring all imports through the JKIA and those found culpable will be prosecuted.

Passengers Coming to Kenya will now have to Pay tax for items purchased abroad. The Kenya Revenue Authority, KRA, has announced.

“Remember when travelling you will be allowed to carry personal or household items worth usd500 and below. Anything above the amount shall be subjected to tax.” KRA now says.

1.      What is Customs Duty?

It is a tax imposed on goods brought into Kenya. However various categories of passengers do enjoy concessions and entitlements as provided under the 5th Schedule of the East African Community Customs Management Act.

 

2.      Are all goods subject to Customs Duty?

Yes; however passengers have a concession of USD 500 applicable only to goods for personal and/or household use. Passengers are also exempt on their used personal effects.

 

3.      Where and when is Customs Duty paid?

Customs duty is paid at the port of entry on goods subject to taxation. The imported goods may be liable to Import Duty, Value Added Tax, Excise Duty and any other applicable levies, when the allowable limits are exceeded.

 

4.      Who collects Customs Duty?

Customs Officers who are at the ports of entry verify imported goods and assess the payable taxes on the goods and collect duty on behalf of the Kenyan Government.

 

5.      How are Customs Duties assessed?

Duties are assessed based on the Customs value of the item and in accordance with the rates provided by East African Community Customs Management Act EACCMA (2004), VAT Act (2013), Excise Act (2015) and any other levies imposed by Government legislation. Customs Valuation is based on the price actually paid or payable for the imported goods.

 

Note; It is important that passengers declare the actual price of the item.

 

6.      How are Customs Duties paid?

Customs duties are paid at the appointed banks or through mobile banking platform after the generation of an electronic payment slip. Banks are located within the terminals.

Note, the online payment slip once generated by the Customs Officer will be visible and available at the bank for ease of payment. In case of system failure other payment methods will be advised to ease payments.

7.      How do I verify if the assessed amounts are correct?

The passenger may seek an explanation from the Customs Officer. The passenger has a right to query the assessed Customs duties and Customs Officer is under obligation to demonstrate the correctness.

 

8.      Are charitable donations liable to Customs duty charges?

Yes, donations into the country are taxable unless exempted by the National Treasury and provisions of the 5th Schedule of the East African Community Customs Management Act.

 

9.      Who is a resident?

The holder of a valid Kenyan passport and Kenyan resident permit as per the Kenya Citizenship & Immigration Act, 2011.

 

10.   Are inherited goods liable to Customs duty charges?

No, however it shall be used personal effects which are not for re-sale and have been the property of the deceased person and have been inherited by or bequeathed to the person/passenger to whom they are consigned.

Category A

This category includes all passengers on first arrival who are bona fide changing their residences to Kenya whether as missionaries, military personnel or Aid Agencies or to take up appointments in commerce or industry. It also includes diplomats, students and other persons resident in Kenya but who have resided outside Kenya for period long enough as prescribed to enable them to comply with the conditions prescribed in Parts A and B of the Fifth Schedule of EACCMA.

Entitlement;

  • wearing apparel;
  • personal and household effects of any kind which were in his personal or household use in his former place of residence;
  • one motor vehicle, which the passenger has personally owned and used outside a Partner State for at least twelve months (excluding the period of the voyage in the case of shipment)

 

Category B.

Bona fide tourists and visitors to Kenya for periods not exceeding three months. This category includes not only tourists but temporary business and other visitors. Kenya Government has directed that every reasonable facility is to be given to such passengers in the interests of the tourist industry.

Entitlement;

  • Non-consumable goods imported for his personal use during his visit which he intends to take out with him when he leaves at the end of his visit;
  • Consumable provisions and non-alcoholic beverages in such quantities and of such kinds as are in consistent with his visit;
  • That the goods are imported by a returning resident being an employee of an international organization the headquarters of which are in a Partner State and who has been recalled for consultations at the organization’s

  1. Is filming equipment liable to Customs duty charges?

Filming equipment being permanently imported into Kenya is liable to full Customs duty.

However, temporary importation of the same will require the importer to secure a permit from the film Classification Board, where a charge of 1% of the total value or Ksh.30,050 whichever is lower is imposed.

 

13.    Am I supposed to declare currency or monetary instruments?

Yes. Currency and monetary instruments exceeding 10,000 USD or its equivalent MUST be declared at Customs at arrival and before departure.

Yes, it is an offence under the East African Community Customs Management Act 2004 to give false information to a Customs Officer, and it is punishable under Section 203 of the said Act including forfeiture of the subject goods and other relevant laws.

 

19.    Are Customs Officers permitted to examine passenger’s luggage and conduct body searches?

Yes, Customs Officers are permitted by the law to examine passenger’s luggage

and conduct body searches when it is deemed necessary.

22.    Which items are prohibited, either for import/export?

The provisions setting out prohibited items for import/export are set out in the 2nd and 3rd Schedule of the East African Community Customs Management Act. They include but are not limited to:-

23.    Are pets allowed into the country?

Yes, pets are allowed upon securing necessary documentation. However they have to accompanying the passenger.

President Uhuru Kenyatta cancels the Sh22.2 Billion Kimwarer dam project; okays construction of Arror Dam

His Excellency President Uhuru Kenyatta on Wednesday 18th September, 2019 at State House, Nairobi received a Report on Kimwarer and Arror Dam Projects from the Technical Committee he formed following the discovery of irregularities and improprieties surrounding the two infrastructure projects.

At its formation, the President tasked the Technical Committee chaired by Principal Secretary for Infrastructure Prof Paul Maringa and comprising of Quantity Surveyor Julius Matu, Eng Benjamin Mwangi and Eng John Muiruri to assess the viability of the two dam projects and report to the Head of State within 30 days.

In the course of their assignment, the Technical Committee reviewed the designs, technical sustainability and financial proposals of both dams and established as follows:

(a) Kimwarer Dam

The KShs 22.2 billion Kimwarer Dam was found to have been overpriced and that the project is neither technically nor financially viable.

The committee established that no current reliable feasibility study had been conducted on the dam project.

The only feasibility study carried out on a similar project twenty eight (28) years ago had revealed a geological fault across the 800 acre project area, which would have negative structural effects on the proposed dam.

The Technical Committee also established that the project area is settled and would require compensation of displaced residents.

According to the technical design of the Kimwarer Dam, the water supply mechanism would involve pumping, an aspect the Technical Committee found to be unsustainable in terms of operations and maintenance costs.

Further, the Technical Committee established that the pumping would make the project financially unsustainable in the long run.

Therefore, the Technical Committee recommended to the President that the Kimwarer Dam project be discontinued.

(b) Arror Multipurpose Dam

After a detailed technical review, the Technical Committee was satisfied that the Arror Multipurpose Dam Project is economically viable but noted that it was overpriced.

As such, the committee recommended to the President a cost rationalisation plan that will ensure the project is implemented cost effectively without affecting its performance and out put.

As part of the cost rationalization plan, the Technical Committee has prepared a new Bills of Quantities (BQ) for a modified dam with its height scaled down to 60 metres from the original design height of 96 metres which was found to be unviable.

The optimized dam will be technically viable since it will only require about 250 acres of land and cost KShs 15.4 billion with power and Shs 13.1 billion without power. The dam was previously estimated to cost KShs 28.3 billion.

His Excellency President Uhuru Kenyatta has accepted the report on the two dam projects as prepared and presented by the Technical Committee and directed as follows:

(a) The immediate cancelation of the Kimwarer Dam project which was found to be technically and financially not feasible by the Technical Committee;

(b) The immediate commencement of the implementation of the Arror Multipurpose Dam project with the new design components and cost rationalization plan as developed by the Technical Committee.

The Murang’a county assembly committee on Appointments on Tuesday held an approval hearing on the suitability of various nominees to the office of County Executive Committee (CEC) member.

The committee led by the speaker of the assembly Joseph Mukuha, clerk Kuria Thuita and leader of the majority Francis Kibe conducted the exercise.

The nominees were required to answer various questions on their competencies and how they will address various issues in their dockets so as to improve service delivery to the residents of Murang’a County.

Those vetted include Faith Wanjiru Njuguna, Education and Technical training, Professor Joseph Kiarie Mwaura, Finance and Economic planning, Pius Njuguna Macharia, Roads, Housing and Infrastructure.

Others were Noah Gachucha Gachanja, Youth affairs, Culture and Social Services, Kirangi Kamau – Agriculture, Livestock and Cooperatives, Mary Muthoni Magochi, Water, Irrigation, Environment and Natural resources, Dr Fredrick Kamondia Mbugua, Health, Dr Winfred Mwangi, Lands, Physical Planning and Urban Development, Paul Kimani Mugo, Trade, Industrialisation and Tourism and James Gatuna for ICT and Public administration.

Murang’a Governor, Irungu Kang’ata had promised to engage professionals to handle various dockets and enable him to deliver on his mandate.

Gachucha the nominee for Youth Affairs, Culture and Social Services who worked in Kang’ata’s office while he was senator had to convince the committee that his appointment was not to just pay off for his loyalty and for being a close associate to the governor.

“I applied for the job just like other people and I got shortlisted so I cannot say being appointed was a favor,” he defended himself.

Mukuha the house speaker ascertained that the committee was confident that the nominees presented to them were the best suited for the jobs among all those who had applied.

“The job of this committee is not to interview but vet the nominees presented to us to ascertain that they are fit to hold the positions,” he said.

This is why Kenya has also become an oil exporting country

Kenya’s dream to join the league of petroleum exporting countries became a reality today as the first consignment of Kenyan crude oil left the Port of Mombasa today.

The consignment of 200,000 barrels of low sulphur crude from Kenya’s oil fields in Turkana County, bought by United Kingdom based ChemChina UK, is worth Shs1.2 billion, a price much higher than what was initially projected.

Kenya is using this initial export to test the global market before it embarks on large scale commercial production of its oil.

The inaugural shipment of the crude oil makes Kenya the first country in the region to become an oil exporting nation.
The Celsius Riga, the ship carrying the Kenyan crude oil left the Mombasa Port for Malaysia shortly after midday, after it was flagged off by President Uhuru Kenyatta.
President Kenyatta said it was a milestone moment for Kenya as it becomes the first country in the region to become an oil exporter.
“I am proud to say Kenya’s grand march to oil and gas production and export has begun. The flagging-off of this maiden consignment represents a new dawn for Kenya; and the beginning of an era of greater prosperity for all Kenyans,” President Kenyatta said.

The President said the government is committed to achieve sustainable development through prudent use of the country’s resources.
“We will ensure that Kenya’s natural resources are utilized in a manner that yields maximum dividends today but without compromising the interests of future generations,” said the President.

Kenya’s Early Oil Pilot Scheme (EOPS) commenced in June 2018 marking the beginning of the journey towards full development of Kenya’s oil and gas resources.
President Kenyatta said EOPS has shown global markets that Kenya possesses the know-how and infrastructure required to facilitate full production of commercial quantities of its oil resource.

The President said that the next phase following the success of the pilot project will include full field development that will be characterized by production and pipeline transportation of crude from Lokichar to the new Port of Lamu.

President Kenyatta said the oil project has already brought benefits for the people of Turkana County, with the local communities directly benefiting from employment opportunities in production and logistics, in addition to provision of ancillary and support services.

“As we proceed to full field development, we will ensure that local communities are major beneficiaries of these resources,” President Kenyatta assured.
He said the government has put in place measures to ensure that the fruits of prosperity are shared with devolved units in an equitable and sustainable manner.
“We have also committed, as a government, to upgrade the Leseru to Lokichar Road; and the modification works at Kenya Petroleum Refinery Limited, to support the Early Oil Pilot Scheme,” said the President at the ceremony held at the Kipevu Oil Terminal inside the Port of Mombasa.

At the same event, President Kenyatta congratulated 136 Kenyans who have gained employment as seafarers on several ships owned by the Mediterranean Shipping Company (MSC).
The 136 seafarers are part of a contingent of 275 Kenyans who have so far gained employment as part of ongoing government efforts to position the blue economy sector as a key economic driver.
The President revealed that the seafarers have got lucrative jobs and asked them to use their incomes wisely for the benefit of their families and their country.

“We can happily disclose that the lowest salary these seafarers will earn is a minimum of Kenya Shillings 85,000 per month,” said the President.
In addition, each seafarer will receive one return ticket for annual leave, meals and accommodation, health insurance as well as access to free world class in-house training to enable them to progress their careers.

The first batch of seafarers will serve in various fields including ship rating, cruise staff, cabin stewards, cooks, secretaries, shop attendants and animators.
“I also urge you to emulate the seafarers who have been recruited before you. Because of their exemplary performance, the Mediterranean Shipping Company has steadily increased the hiring of young Kenyans to work in their ships. Serve with professionalism, dignity and integrity and build Kenya’s reputation at sea,” the President told the newly recruited seafarers.

The seafarers were introduced by Chief of Defence Forces General Samson Mwathethe who heads a government task-force on the Blue Economy.
Petroleum CS John Munyes said the Government plans to construct a pipeline between Turkana and Lamu to transport the crude oil.

Governors Ali Hassan Joho (Mombasa), Fahim Twaha (Lamu), Prof John Lonyangapuo (West Pokot), Salim Mvurya (Kwale) and the Deputy Governor of Turkana County Peter Emuria also spoke at the function.

The Government will move the Kenya Copyright Board from the Office of the Attorney General to the Ministry of ICT as part of measures to protect musicians from exploitation.

The announcement was made by President Uhuru Kenyatta when he led thousands of mourners in sending off Benga music icon, John Mwangi Ng’ang’a well known as John De’Mathew in Gatanga, Murang’a County today.

The announcement on copyright board is part of several measures the President revealed that are aimed at protecting the rights of artistes.
The President said the right home ministry for the copyright board is ICT because that is where it can have the ability to monitor broadcasters, telecoms and other entities that use productions by artistes.

He said the Ministry of ICT is under firm instructions to ensure that artistes get their dues such as royalties.
“I have instructed the ICT Ministry to ensure that before renewal of licenses for broadcasters and telecoms they must pay what they owe artistes,” said the President when he spoke at the funeral service of the late musician held at Githambia Primary School grounds in Muranga County.

He said broadcasters and telecoms should pay for music they play because they are using it to make money.
The President who was accompanied by Deputy President Dr William Ruto said he has also instructed the Directorate of Criminal Investigations to probe organisations that collect money on behalf of musicians to see if they are embezzling what they collect.

“The music industry has a problem that needs to be fixed. Recently we were told that an organisation collected around Shs 200 million on behalf of musicians and then claimed that they spent 60 percent of that money as expenses for the collection,” said the President.

He also encouraged Members of Parliament to push through an amendment to the copyright laws that is pending in parliament and which is aimed at protecting the interests of artistes.

President Kenyatta said De’Mathew was his personal friend who loved peace and who liked to unite people and not to divide them.
In the late musician’s honour and to support upcoming talented artistes, the President announced that the government will set up a Shs 10 million studio at Kirwarwa within Gatanga Constituency.

DP Ruto said De’Mathew has been a prominent champion of the interests of musicians especially through Tamko Sacco where he was chairman. The Sacco was established so as to support local musicians to save and access loans for their collective and individual prosperity.
Dr Ruto assured Tamko Sacco members of government’s support in completing a commercial building the group plans to construct at their parcel of land in Kenol town off Thika-Nyeri highway.

The funeral was attended by several Cabinet Secretaries including James Macharia (Transport), Amina Mohamed (Sports), Mwangi Kiunjuri (Agriculture) and Joe Mucheru (ICT).
Local leaders led by Governor Mwangi wa Iria, Senator Irungu Kangata and County Woman MP Sabina Chege said De’Mathew was more than just a prominent musician to the people of Muranga.

Governor wa Iria said De’Mathew was considered to be a seer or prophet by locals and many things he predicted came to pass.

Kirinyaga Governor Anne Waiguru and her Nakuru counterpart Lee Kinyanjui were among those who attended the funeral service.

Kenya extends the E-passport application deadline

The e-passport deadline has been extended from August 31st 2019 to 1st March 2020.

His Excellency the President Uhuru Kenyatta on Thursday 25th July, 2019 directed the Cabinet Secretaries for the Ministry of Foreign Affairs, Amb. Monica Juma and her Interior and Coordination of National Government counterpart, Dr. Fred Matiang’i to work with Foreign Missions across the world to facilitate the issuance of visas to Kenyans on the current passports.

The directive has in effect, extended the deadline for travel on the new e-passport to 1st March, 2020 for all Kenyans. Kenyans can therefore travel using their current (old blue) passports until 1″ March, 2020.

Applications for the new passport continue countrywide and Kenyans are urged to take advantage of the extension and not wait until the last minute to apply. Visas on the old passports will remain valid even after replacing your passport with the new e-Passport.

Locally, you can submit application for the ePassport at the following centers; for both new applications as well as replacements:

Farmers Register For Subsidized Fertiliser

Kirinyaga county farmers are upbeat about the subsidized fertiliser as they turned up in large numbers to register for the purchase of the commodity.

According to the county department of agriculture 17,000 farmers have already registered in the National Cereals and Produce Board (NCPB) database with the number expected to rise at the conclusion of the ongoing farmers’ registration exercise.

During the County Assembly inaugural sitting, Governor Anne Waiguru reiterated her administration’s commitment to supporting farmers to maximise their agricultural production.

Once they are registered, the farmers are supposed to make their requisition and pay for the commodity after which the department of agriculture collates the data from various farmers and transports them from NCPB deport to ward centres for collection by individual farmers.

“To promote agriculture, we are at the forefront of lobbying for subsidised farm inputs to reduce the cost of production and enable farmers to get better returns. We have already secured over 25,000 bags of fertiliser in our NCPB stores this month and we are in the course of distributing it to our farmers through our agricultural extension offices”, said the governor.

Farmers are looking forward to receiving the fertiliser in the hope that it will help them get better harvests in the coming season.

Albert Njeru from Njukii-ini ward thanked the government for the reduction of the price of DAP from Sh6,500 to Sh3,500 saying it would go a long way in enabling farmers to get better harvests in the coming season.

He also acknowledged governor Waiguru’s commitment to making it easy for farmers to get the fertiliser by distributing it to the ward levels.

“We thank the government for fulfilling the promise by reducing the cost of fertiliser. We are also happy because our governor Anne Waiguru has taken bold steps to ensure the fertiliser reach ward level which will ease transportation by lowering the cost of transportation to our farms,” Njeru said.

Magdaline Maina, a farmer from Kanyeki-ini said that the subsidised commodity will enable her to expand the area of land that she has been tilling which will in turn increase harvest and fetch better income.

“We have come here to register for the subsidised fertiliser and once we receive it we shall expand our crop production,” she said.

The farmers also thanked the President for fulfilling his election pledge on subsidised fertilisers saying that smallholder farmers are pivotal in stimulating economic growth at the grassroots

The ongoing registration at the ward levels requires a farmer to prove land ownership and the size of the land and the bags they would require to buy. Registered farmers also have the option of walking into the NCPB depot and personally collecting the fertiliser.

The rising cost of farm inputs such as fertilisers has however made many farmers shy away from crop farming, but with interventions such as subsidised fertiliser, more farmers are expected to increase agricultural production.

ODM’s statement after losing at the Ugenya and Embakasi south by-elections

STATEMENT BY ODM ON UGENYA AND EMBAKASI SOUTH BY-ELECTIONS:

The by-elections in Ugenya and Embakasi South are now behind us.

The Orange Democratic Movement takes this opportunity to congratulate the winners; Hon David Ochieng (Ugenya) and Hon Julius Mawathe (Embakasi South) fought their victories.
We thank our supporters and candidates who took part in the campaigns and the voting. We particularly thank the voters and the candidates for the decorum, civility and respect that prevailed throughout the campaigns and on Election Day. Through this, our continuing march into a truly democratic nation has been enriched.

Further, we thank the Jubilee Party Leader, H.E. President Uhuru Kenyatta who, in the spirit of the Handshake, asked his party to pull out of the Ugenya and Embakasi South by-elections. That decision made the by-elections a friendly contest between familiar allies and parties.

In the two contests, the people have spoken in favour of politics of accommodation, tolerance, reason and embrace of each other and the wider national agenda. We applaud this.

It is line with our policy as a Party, and one we intend to carry forward in line with the provisions of the MoU between H.E. Raila Odinga and H.E. Uhuru Kenyatta signed on March 9, 2018. The Party will certainly review its performance in the two by-elections with a view to establishing what could have been done differently.

The President named Mr Felix Koskei as the new Chief of Staff and Head of Public Service and Hon Katoo Ole Metito as State House Comptroller.

Economist Dr David Ndii will be Chairperson of the President’s Council of Economic Advisors; former Treasury PS Dr Kamau Thugge as Senior Advisor and Head of Fiscal Affairs and Budget Policy; while Mr Augustine Cheruyiot is Senior Advisor and Head of Economic Transformation Secretariat.

Former National Bank of Kenya Chairman Mr Mohamed Hassan and policy analyst Dr Nancy Laibuni are Member and Associate Member of the President’s Council of Economic Advisors respectively.

The Head of State appointed Hon Josphat Koli Nanok (Deputy Chief of Staff), Mr David Mugonyi (Head of Presidential Communication Service) and Mr Hussein Mohamed (State House Spokesperson).

Mandera attacks: Press release by CS Matiang’i

Interior and Coordination of National Government CS, Dr. Fred Matiang’i, has issued a statement concering last night’s attacks in Mandera in which 2 teachers died.

“I Condemn the cowardly act, by suspected extremists, that took place at Arabia Boys Secondary School, Mandera County early this morning. My heartfelt condolences to the families, friends and colleagues of those affected by the incident.

I commend the action of our @NPSOfficial_KE (National Police Service Officials) agents in Mandera who responded to the incident and who continue to pursue the attackers with the view of neutralising the threat. I have asked that they share updates of the operation with the view of informing the public.

I reiterate Government’s commitment to provide security for all its citizens across the country and warn those who are out to test our resolve. Particularly, I assure all those who are preparing for KCPE and KCSE exams that their security will continue to be provided.”

Parliamentary Service Commission PSC list of Members

The New Commissioners of the Parliamentary Service Commission (PSC) have today taken an oath office, to serve for a term of Five years.

The new Members were sworn into office by Speaker of the National Assembly and Chairman of Commission, Rt. Hon. Sen. Moses Wetang’ula, EGH, MP, on 10th November, 2022.

The new commissioners are:

1. Hon Patrick Makau Kingola, MP, Mavoko Constituency
2. Hon. Mishi Juma Khamisi Mboko, MP, Likoni Constituency
3. Hon. Faith Wairimu Gitau, MP, Nyandarua County

President Kenyatta Assents To Division Of Revenue Bill 2019, Calls On Counties To Prioritize Settlement Of Pending Bills

President Uhuru Kenyatta today signed into law the Division of Revenue Bill 2019 paving the way for the release of funds to counties.

The new law allocates Shs 378.1 billion to county governments for the 2019/20 financial year. Out of the total allocation, Shs 316.5 billion is the equitable share of national revenue while 61.6 billion are conditional allocations to the devolved units.
The total allocation of Shs 378.1 billion to county governments represents 36. 46 percent of the audited and approved revenue of the National Government for the financial year 2018/19 against the constitutional threshold of 15 percent.

The National Treasury has already disbursed over Shs 50 billion to counties for the months of July and August.
With the new law in place, the President reiterated the government’s commitment to scheduled disbursement of funds to counties to enable them to continue delivering services to Kenyans.

He urged county governments to finalize their budget processes which should prioritize settlement of pending payments to suppliers such as the Kenya Medical Supplies Agency (KEMSA) for medical supplies to facilitate the delivery of the ongoing Universal Health Coverage (UHC) program.
President Kenyatta further urged county governments to come up with better systems of collecting and managing their own revenue.
