Govt Clarifies Reverting to Old University Funding Model

The Ministry of Education has provided an update regarding the new university funding model’s implementation following a high court decision that deemed it unconstitutional.

Beatrice Inyangala, the Principal Secretary for the State Department for Higher Education and Research, clarified that the government has not returned to the previous funding model.

PS Inyangala appeared before the Senate Standing Committee on Education on Thursday, March 20, where she explained that the allocation of funds under the new funding model is based on amounts that were appropriated in 2024 before the High Court ruling was made.

“I would like to clarify that we have not returned to the previous funding model. The funds being disbursed had already been appropriated in 2024, at the time the judgment was delivered. We sought guidance from the Attorney General, and we were advised correctly on how to disburse the funds,” PS Inyangala stated.

“The Ministry of Education, through the Office of the Attorney General and Department of Justice, has filed a notice of appeal. The issue is currently before a three-judge bench, which is set to make its determination on the 26th of March 2025.

Additionally, the PS stated that although the court order had halted full implementation, certain components of the funding model had already taken effect.

This follows the Senate Committee, led by Vice Chair Senator Margaret Kamar, seeking clarification on the future of university funding and expressing concerns regarding students who are left uncertain due to the suspension of the model.

Senators urged the ministry to clarify whether students already placed under the model would continue receiving assistance and what alternative options were being contemplated to guarantee uninterrupted educational experiences.

PS Inyangala disclosed that the ministry is looking into alternative strategies to keep universities operational and ensure that students receive financial support.

One of the proposed alternatives is a hybrid funding model that incorporates government scholarships, student loans, and collaborations with the private sector.

“The government is actively involving stakeholders, including the judiciary, universities, and financial institutions, to address the legal issues and restore stability to higher education funding,” the PS indicated.

Geoffrey Monari, CEO of the Higher Education Loans Board (HELB), mentioned that the government is also contemplating the expansion of HELB financing, enhancing bursary distributions, and modifying university fee structures to strike a balance between affordability and institutional viability.

Monari further informed the Senate Committee that since the Board has started to distribute accurate information about the model, there has been an increase of 5000 loan applications from students.

Moreover, he noted that current HELB loan recoveries stand at 64%.

Beyond immediate solutions, the ministry emphasized the importance of long-term sustainability in financing universities.

Officials recommended that universities should adopt revenue-generating ventures such as research, innovation, and consultancy services to lessen their dependence on government funding.

Additionally, cost-reduction strategies and digital transformation could assist institutions in optimizing resources while upholding academic standards.

The destiny of the newly proposed university funding model, however, remains unclear despite the guarantees as the legal dispute persists.

In February, the High Court of Kenya dismissed a request from the government to delay its previous ruling that deemed the new university funding model unconstitutional.

Justice Chacha Mwita reiterated the decision made on December 20, 2024, asserting that the funding model contravened the constitution.

“Thus, for the reasons mentioned above, the application dated January 27, 2025, is rejected and dismissed. I issue no order concerning costs,” the court declared.

The request, submitted by the Kenya Universities and Colleges Central Placement Service (KUCCPS), aimed to obtain a short-term suspension of the court’s ruling to facilitate the regularization of the new funding model.

TSC Loan Approval Process – Mwalimu National Makes Changes

Mwalimu National SACCO has made changes on its  online loan approval at the TSC T-Pay Portal. Here are the latest guidelines;

RE: CHANGES IN LOAN APPROVAL ON TSC T-PAY

Following changes of loan approval process on T-pay, the SACCO would like to advise its members on the new additional steps introduced by TSC to improve on security measures;
i. User verification where a six code is sent to the user’s Mobile phone on login attempt for keying in to allow access to payroll details; and,

ii. ‘Approve’ and ‘Cancel’ options has been enhanced by an automated feature where a security code (OTP CODE) will be sent to the user for feeding again for the ‘Approval’ to go through: This happens when the ‘Approve’ button is selected.

The purpose of this communication is to guide our members on TSC payroll to always ‘Approve’ transactions fed upon verification to allow closure of Sacco loan processing.

Kindly note that ‘Cancelling’ fed transactions has led to undue delays in Turn Around Time on disbursement of loans applied.

This has led to the Sacco calling a number of applicants individually to agree on whether to proceed as per application.

We have engaged relevant persons at TSC County Director’s Offices to allow ICT Officers to guide on this new development and assist those who have not updated their details online towards seamless service delivery.

The 2019 Census exercise in Kenya; Census questionnaire and questions to be asked by enumerators

Kenya National Bureau of Statistics (KNBS) is a State Corporation established under the Statistics Act (2006). It is the Principal Government Agency responsible for the collection, compilation, analysis, publication and dissemination of official statistical information and its custody.
he Government of Kenya through KNBS will be conducting the 2019 Kenya Population and Housing Census in August, 2019 . The Agency has already concluded the Census Cartographic Mapping; in selected parts of the country.

The actual data Collection (Enumeration); 24th to 31st August, 2019 by contracted Census enumerators; who will make physical visits to homes and other congressional areas to collect data. Unlike previous Census exercises, KNBS will employ the use of technology in this year’s exercise. Here are some of the content expected to be in the Census questions that the enumerators will collect from households;

1). Livestock population; information required here may include: numbers of exotic cattle, indigenous cattle, Sheep, Goats, Camels etc. Others are: Pigs, Indigenous chicken, Commercial Chicken, Bee hives and donkeys.
2). Main sources of water; that include: Pond/ dam/ lake, piped, stream/ well/ borehole, Rain/ Harvested and any other source.
3). Religious affiliation; Catholic, Protestant, Other Christian, Muslim, Hindu, Traditionalist, Other Religion and whether one has no Religion.
4). Number of persons with disability with main focus on: Visual, hearing, speech and language, physical and Mental impairments.
5). Population attending school at different levels; Pre-primary, Primary, Secondary, and in Tertiary learning institutions (Colleges, Universities, TVETs etc).
6). Main Mode of Human Waste Disposal; i.e Main sewer, septic tank, Cess pool, pit latrine, bush etc.
7). Population; Total family members.
8). Ethnic affiliation; Numbers of persons per tribe.

Information that will be generated from the Census exercise will help with planning, budgeting and programming for important services; future policy formulation as well as resource allocation across counties, and the national government.

The International Commission of Jurists, ICJ, has come out to strongly criticize the excessive use of force against striking Maseno University Students. “(we) condemn in the strongest terms possible the police brutality on Students of Maseno University. This excessive use of force was uncalled for and does not only violate (the) Kenyan law but also international guidelines on use of force by law enforcement,” read a presser by ICJ, today.

The agitated students, on Sunday 4th November 2018, staged demonstrations against alleged police harassment. The students blocked the busy Kisumu – Busia road; and lit fierce bonfires. The students staged the demos after their colleagues, who had visited the Maseno Police Station to report on an attack on four of their other comrades, were locked up by the police.

TSC- New procedure for teachers wishing to leave/ invalidate third party deductions to KEWOTA, KUPPET and BBFs (SWAs)

The Teachers Service Commission, TSC, has introduced a new tab on its online system to enable members who wish to leave KEWOTA, KUPPET, KNUT and any other Social Outfit to do so willingly. Teachers who may wish to validate or invalidate any of the stated third party deductions now have a grace period of three months. The Commission says that if one fails to invalidate any undesired deductions; after expiry of the grace period, it will be assumed that the member is comfortable and deductions will continue to be run.

HOW TO VALIDATE/ INVALIDATE THIRD PARTY DEDUCTIONS

To stop unwanted deductions from your payslip, use the procedure below;

1). Access the TSC online payslip system by using the address; https://payslip.tsc.go.ke
2). Log onto your account by entering the TSC Number and Password.

3). Once logged in, Click on ‘SWAs Validation (NEW)’. A window christened ‘Running Transaction Details’ is displayed.

4). Click on the checkbox to the right of any transaction(s); under the ‘Status’ column, and click the “Reject Transaction(s)” button to stop any unwanted transaction(s).

5) Rejecting a transaction(s) will stop the deduction immediately.
6). To confirm if the stoppage is successful, check the transaction status by clicking “My Transactions” link on the Payslip home page.

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

To qualify for any course at Nyakach Technical Training Institute, you must first meet the requirements below;

  1. Be a Kenyan citizen and have either an Identification card or a birth certificate to prove this.

After confirming that you qualify for a course at the Technical Training Institute, the second step is to apply to the TVET College. There are two ways to apply to  Vocational and Training Institute; physically collect the application letter from the institution’s admission office. Apply through the Kenya Universities and Colleges Central Placement Service (KUCCPS). As this is an online application, you must carefully follow the instructions given to ensure a successful application. The process is as given below;

  1. Log into kuccps.ac.ke.
  2. Click on the apply now tab and choose your preferred programme.
  3. Once a course is successfully selected, the website automatically redirects you to the student portal for KUCCPS.
  4. Click on the log-in prompt. You will be prompted to enter your KCSE index number, year of completion, and password as previously selected.
  5. On a successful log-in, click on institutions. Scroll through the list of available TVET colleges and select the TVC.
  6. The screen displays the college and all the courses on offer for that academic year.
  7. Click on the course you want to apply. A 7-character code appears; note this down.
  8. Click on the revision tab. Click on Apply now; it prompts you to enter the 7-character code you noted down. Enter the code and submit your application
  9. Finally, make the necessary application payments through your mode of choice from the provided list; preferably MPESA.
  10. In the KUCCPS online application, a successful submission must have the programme code, name/duration, and the institution’s name. If successfully considered, you will receive an admission letter via the portal that you download and use to get admission to the institution. Of course, you will also receive your admission results via SMS.

Following your placement, you are eligible for a Government scholarship, Loan and Bursary to assist with your educational expenses. Churches Want Nutrition to Be Included and Examined in National Exams

In an effort to prevent non-communicable illnesses in the nation, the National Council of Churches of Kenya (NCCK) has pushed for the inclusion of nutrition in the curriculum.

The NCCK stated in a statement on Wednesday, April 9, that the topic should be introduced and tested to students by the Kenya Institute of Curriculum Development (KICD) and the Kenya National Examinations Council (KNEC).

“We urge the Kenya Institute for Curriculum Development, the Kenya National Examinations Council, and all other education standards and examining institutions to incorporate nutrition into their curriculum,” it stated.

“Creating a nutrition-competent country will be really beneficial since it will reduce more than half of the household and national health care spending,” it continued.

Additionally, the council claims that churches around the nation will establish informative forums to teach congregations and the general public about healthy eating practices.

Additionally, NCCK has called for the government to control the marketing of harmful foods, particularly those high in sugar, salt, and saturated fats, which are primarily aimed at children.

The advertisement of these specific food products employing childlike characters should be prohibited, according to the NCCK.

Additionally, the council has stressed that the promotion of these “unhealthy products” should not be broadcast during watershed hours, when kids are most likely to be using the media.

“Let us all protect children from the lifelong effects of Non-Communicable Diseases, the main risk factor for which is diet,” it stated.

According to the Kenya Demographic and Health Survey (KDHS) data, NCDs account for more than 50% of hospital admissions and 31% of all fatalities in Kenya.

“The delegates, who were drawn from Embu, Kirinyaga, Murang’a, Nyeri, Laikipia, and Nyandarua counties, observed that it costs a patient close to KSh 150,000 per year to manage a Non-Communicable Disease in outpatient care,” it stated.

The council has requested that the Health Cabinet Secretary, Aden Duale, think about pronouncing NCDs a national emergency and put in place measures to shield Kenyans from these illnesses.

In addition, NCCK has pushed food producers to include front-of-pack warning labels on factory-processed foods in order to inform consumers about foods that include harmful components.

“Similarly, we call upon the Ministry of Health to recognize that a prevalence rate of 27% indicates that NCDs deserve urgent attention. The strain that NCDs are placing on household and national healthcare is immense and needs to be addressed,” the statement said.

TSC GUIDELINES FOR RECRUITMENT OF TEACHER INTERNS, POST PRIMARY INSTITUTIONS -2022/2023 FINANCIAL YEAR

1.0       GENERAL INFORMATION

  1. Following the advertisement for recruitment of teacher interns, TSC Sub-County Selection Panels are required to conduct the selection exercise for the advertised vacancy (ies) in their Institutions.
  2. Applicants will be required to submit their applications to the Secretary, Teachers Service Commission online through teachersonline.go.ke for the institution where a vacancy has been declared. Applicants will be required to upload copies of professional and academic certificates together with any other relevant document as may be applicable.

 

  1. The Selection Panel is required to exercise the highest degree of transparency and accountability, as stipulated in the Public Officer Ethics Act, and TSC Code of Conduct and Ethics (CoCE, 2015).

 

  1. The TSC Regional Directors are required to induct TSC County Directors within their areas of jurisdiction, who in turn are expected to induct members of the Sub – County Selection Panels involved in the recruitment process on the relevant Sections of the Act and the Code of Regulations for Teachers (CORT, 2015) before the commencement of the selection exercise.
  • The TSC County Director together with the TSC Sub-County Directors MUST ensure that the recruitment process is done in strict adherence to the laid down protocols by the Ministry of Health on containment of COVID- 19
  1. TSC Sub-County Director MUST ensure that venues for interviews are accessible to applicants with disability.
  2. All applicants MUST be registered teachers as per Section 23(1) of the Teachers Service Commission Act, 2012. Applicants who are not duly registered shall not be considered for recruitment.
  3. TSC Sub-County Directors MUST confirm online registration status of the applicants at shortlisting stage to avoid engaging unregistered/deregistered teachers or ineligible applicants

 

  • Applicants whose names differ in the academic and professional certificates and/or identification cards MUST present an Affidavit, sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names.

 

  • Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUST present certified copies of the certificate(s) of the national examination(s) in question for all the Copies of the certificates must be certified by the Sub-County Directors.

 

  1. Upon generation of Applicants’ List from the system, the TSC County Director shall share the lists with TSC Sub-County Director who shall convene the Sub-County Selection Panel(s). The TSC Sub-County Selection Panel(s) shall verify applicants’ professional, academic and any other relevant documents before shortlisting a maximum of five (5) applicants per advertised post.

 

  • The TSC Sub-County Director shall invite shortlisted applicants for the verification of documents through a Short Messaging Service (SMS). The message shall include interview date, venue and time of the The verification of documents shall be conducted at least seven (7) days from the date of invitation. The list of shortlisted applicants by subject combination shall immediately be submitted to the TSC County Director who shall verify the lists, compile and submit the lists the TSC Regional County Director who shall in turn verify the lists, compile and submit the lists to the HQs for publishing on the TSC website.

 

  1. Following the verification exercise, the TSC Sub-County Director shall compile a Merit List of all of applicants whose documents have been verified. The Merit Lists shall be used to recruit teacher interns and any subsequent recruitment process within the financial

 

  1. Upon invitation for interview, applicants shall be required to present originals and clear photocopies of the following documents: –
    1. National identification card;
    2. Certificate of Registration as a teacher;
    3. Diploma/Degree certificate and official transcripts;

d]            KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);

  1. KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams);
  2. Primary and     Secondary     School     leaving     certificates      and                 other  relevant testimonials;
  3. National Council of Persons with Disabilities (NCPWD) Card (where applicable);
  4. An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names;
  5. Letter of certification of results by KNEC (where applicable).

 

  1. All applicants, irrespective of gender, disability, ethnicity or Home County shall be given equal opportunities.

 

  • Persons with disabilities shall be required to indicate their disability status together with the nature of disabilities to inform their placement;

 

  • The Commission shall ensure that 5% of all the advertised slots are reserved for the recruitment of teachers with disabilities in accordance to the provisions of Constitution and the Law.

 

  • In the event of a tie, consideration for selection will be determined as per the order of priority shown hereunder:
    1. Applicants’ disability status;
    2. Length of Stay since graduation;
    3. Strength of academic and professional certificates

 

N/B: If applicants tie at aggregate grades, subject grades shall be considered.

 

  1. The names of interviewed applicants ranked in order of performance in the selection process for each vacancy (Appendix iii) shall be submitted to the Commission by the TSC County Director together with successful applicants’ recruitment documents.

 

  • Applicants who have served under teacher internship programme or have been employed by the Commission are not

 

  • During the interview, the Sub-County Selection Panel shall develop a vacancy specific Merit List. The Merit List shall be used in the subsequent recruitment processes involving a similar vacancy in the sub-county within the financial year or as directed by the Commission from time to time.

 

  • The Sub-County Selection Panel shall submit the vacancy specific merit list to the TSC County Director.

 

  • The TSC County Director shall compile Subject- Specific Merit List for county. This data bank shall be used to replace teacher interns in the county within the financial

 

  1. The TSC County Director shall forward the subject specific merit list to the Regional Director who will compile the Regional Subject Specific Merit The Regional Director Shall forward the Regional Subject Specific Merit Lists to the Director Staffing at the Headquarters. This data bank of interviewed candidates shall be used to replace those exiting service within the Financial Year or as it may be directed by the Commission.

 

  • Where candidates are exhausted from the subject specific county data bank, replacement shall be done using the regional data bank. Where candidates are exhausted within a region, vacancies shall be filled using the Subject Specific National data bank or as it may be directed by the

 

  • AUTHENTICATION OF ACADEMIC, PROFESSIONAL AND OTHER RELATED DOCUMENTS

 

  1. Applicants must present original and legible photocopies of the following documents: –
    1. National identification card;
    2. Certificate of Registration as a teacher;
    3. Diploma/Degree certificate and accompanying transcripts;
    4. KCSE certificates or its equivalent (include certificates for attempts if one re­ sat exams);
    5. KCPE certificate or its equivalent (include certificates for attempts if one re­ sat exams);

  1. The selection panel shall verify that: –
    1. The applicant meets the requirements stipulated in the TSC advertisement;
    2. All submitted original academic and professional certificates, as well as official transcripts are authentic.

 

  • Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence and shall be disqualified and/or

 

  1. The TSC Sub-County Director shall certify photocopies of the certificates and confirm they are true copies of the applicant’s original academic and professional certificates prior to the

 

  1. Once the interview process is completed, a vacancy specific Merit List based on the interview results shall be compiled and communicated to all applicants at the end of interview exercise.

 

 

  1. It is the responsibility of the TSC the:

County Director/Representative to ensure that

 

  1. Exercise is fair and transparent;
  2. The Selection Panels are satisfactorily sensitized on the recruitment process;
  3. The interviews are conducted as stipulated in these guidelines and any other circulars applicable to the process;
  4. Only the successful applicant(s) on the Merit List are engaged as teacher

 

  • The Secretary, Sub-County Selection Panel should ensure that successful applicant(s) from the Merit List is/are engaged as teacher interns.

 

  • All relevant recruitment documents shall be submitted to the TSC County Director’s office by the TSC Sub-County Director. The TSC County Directors shall convene a County Selection Panel.   • SELECTION CRITERIA

 

  1. The Secretary, Selection Panel shall provide to the selection panel a list of all shortlisted applicants as received from the TSC County Director.

 

  1. The selection panel shall interview only those who meet the set The TSC Sub­ County Director should note any inconsistency (ies), adhere to the guidelines and guide the applicants /selection panel and the Commission accordingly.

 

  • Applicants shall appear in person before the selection panel. The selection panel shall score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b))

 

  1. An applicant with disabilities related to hearing and/or speech shall be allowed the company of a sign language interpreter.

 

5.0       QUALIFICATIONS

 

          Graduate Teachers

 

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) Principles and one (1) Subsidiary pass at ‘A’ Level. In addition, they must have either:

  • A Bachelor of Education Degree with two (2) teaching subjects or,

 

  • A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE) with two teaching subjects or,

 

  • Bachelor of Science with Education/Bachelor of Arts with Education with two teaching subjects or,

 

  • Bachelor of Science in Agricultural Education and Extension with two teaching

 

N.B: Applicants with the following qualifications are also eligible;

 

  1. Diploma in Education Holders with a Mean Grade of C+ (Plus) and C+ (Plus) in the two teaching subjects at KCSE and have undertaken a Bachelors of Education Degree.

  1. Bachelor of Education Technology (BeD TECH); or,

 

  1. Bachelor of Science (BSc) in any relevant technical Subject (s) /Course; or

 

  • Higher Diploma in a technical course; or

 

 

 

  1. A Diploma in a technical

 

Further, applicants under category (ii) above MUST possess a Diploma in Technical Teacher Education from Kenya Technical Trainers College (KTTC), previously known as Kenya Technical Teachers College.

N.B:

 

  • Applicants whose training is in subjects that are currently not in the Secondary School Curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and/or enhancement. For those who did not study Business Studies and Computer Studies, one should have attained a minimum of C+ (Plus) in Mathematics at KCSE. For those who did not study Agriculture and Home Science, one should have attained a minimum of C+ in Biology at
  • Graduate Teachers should have studied a minimum of eight (8) course units in each teaching subject. In addition, the teachers must have studied Special Methods in their two teaching subjects of choice together with a minimum of three (3) months teaching
  • Enhancement certificate(s) and transcripts shall only apply where an applicant had not covered the minimum number of units during the degree/ diploma programme.

 

  • Applicants who chose to study a third subject must ensure that they have studied all the units in the chosen subject as offered by the selected institution for four years of study together with special methods and teaching practice. In addition, there should be evidence that the applicants have covered the approved credit hours for the

 

  • Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates with <;idequate units are eligible to apply.

 

  • Kenya Sign Language (KSL) and Braille are considered as teaching subjects in Special Needs Education e.g. Biology/KSL and Geography/Braille.

 

  • VALIDATION OF DOCUMENTS BY THE TSC COUNTY DIRECTOR

 

The TSC County Directors should: –

 

  1. Ensure that the Internship Agreement and the Offer of Internship Letter have all the attachments required as provided for in the approved checklist/s;
  2. Vet the recruitment documents to verify that the applicant(s) recruited qualify for engagement as a teacher intern as per the provisions of the recruitment guidelines;
  • Ensure that all documents are duly signed as required; including the score sheets, Minutes of the Selection Panels, Internship Agreement and Offer of Internship Letter confirming that the candidate qualifies/merits to be engaged as a teacher intern;
  1. Compile complaints received and submit appropriate action taken or recommendations to the

 

7.0       DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

 

The TSC County Director is required to hand over the following documents to the TSC Headquarters:

  1. Duly signed Internship Agreement and Offer of Internship Letter together with:
    1. Certified copies of:
      • National Identification Card;
      • Certificate of Registration as a teacher;
      • Academic certificates;
      • Professional certificates and all official transcripts;
      • Letter of Certification of results by KNEC (where applicable);
      • NCPWD Card (where applicable);
      • An Affidavit sworn under the Oaths and Statutory Declarations Act, Cap.

15 of the Laws of Kenya to explain the variance in names (where applicable);

  • Bank plate/Card (front face);
  • KRA PIN Certificate;
  • NHIF
  1. Two (2) passport size colour photographs in respect of successful applicant(s);
  2. Original Medical Examination report in form GP

 

  1. A list of all interviewed applicants in order of merit for the advertised vacancies in

(Appendix (Ill a);

 

  • A copy of the system generated list of all applicants clearly showing those who failed to attend the interview; (Appendix Ill b);

 

  1. List of applicants with disabilities; (Appendix VI);

 

  1. Duly signed Minutes of the Selection Panel and the Sub-County Selection Panel;

 

  1. Completed selection score guide duly signed;

 

  • Duly completed pay point particulars

 

 

8.0       COMPLAINTS

 

  1. Any applicant who is dissatisfied with the process should submit to the TSC County Director a written complaint immediately and send an email to the TSC Headquarters through email address: dirstaffing@tsc.go.ke not later than seven (7) days after the selection process;

 

  1. The TSC County Director should within seven (7) days analyze and address all complaints raised after the selection process has been completed and promptly inform the Headquarters on the action taken;

 

  • Where an applicant is dissatisfied with the decision of the TSC County Director in (ii) above, or where the complaint is made against the TSC County Director, the applicant shall appeal to the Appeals Committee on staffing functions at the TSC The Appeals Committee shall investigate the allegations and take appropriate action within fourteen (14) days.

 

9.0      IMPORTANT NOTES

 

  1. Clarification and advice on issues of qualifications arising from these guidelines, should be sought from the TSC County Directors.

 

ii)              Notwithstanding the decentralization of the function of teacher recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment directly from the TSC Headquarters.

 

  • The TSC Regional Directors shall:

Ensure guidelines are adhered to within their regions;

  1. Coordinate the teacher recruitment process within their respective regions;
  2. Sensitize County Directors and oversee the sensitization of other officers including members of the Selection panels involved in the process;
  3. Ratify the Merit Lists for use during recruitment;
  4. Shall undertake measures to resolve complaints arising from the process within their regions.

Mandera County NHIF Outpatient Hospitals- Location, Contacts, Requirements

In order for a Hospital Claim to be processed, the following are required:-

  1. Fill NHIF 8 (Claim form) correctly.
  2. Original NHIF card and a clear photocopy.
  3. Certificates of contribution paid (CCP), if applicable and MUST cover the period of hospitalisation.
  4. Carbon copy of FINAL INVOICE indicating DOA and DOD and should bear the hospital seal and indicate the amount of rebate given to the contributor.
    Note: For G.O.K hospitals without seal, the receipt and invoice should bear hospital rubber stamp.
  5. Contributor to produce of Identity document and that of spouse in case the spouse was the patient and attach their photocopies to the claim. The identity document number quoted should be the one attached e.g. National ID, Passport or Aliens certificate.
  6. In case 90 days have elapsed from the date the patient was discharged, a letter must be written by authorised hospital official explaining the reasons behind the delay in submitting the claims.
  7. The claim covers contributors, their spouses and children as below:-
    • Below 18 years of age.
    • Between 18-21 years and are fully dependant on the contributor.
    • Over 18years and attending full time course, evidence of attendance of school should should be attached.
    • Over 18 years but mentally or physically sick and fully dependant on the contributor, a doctors letter to explain the nature of sickness or disability should be attached.
      Note: A copy of birth certificate or birth notification should be attached for the above to prove age and relationship to the contributor. Letter of authority for use of card for dependants over 18 years must be given by the Branch Manager.
  8. Alterations on hospital documents should be counter-signed and rubber-stamped by the hospital.
  9. All cards for self-employed persons must be accompanied by contribution receipts and must cover the month of hospitalisation. In case of late contribution, a receipt for penalty should also be attached.
  10. The hospital must send to NHIF office, Nhif 36 within 24 hours of admission and NHIF 37 on 6 th day of admission for those still in admission (through email, fax or hand delivery)

The NHIF Out-patient services, under the National Scheme, also dubbed ‘The Supa Cover’ are available to all members and their declared dependants at their preferred out-patient hospital.

Members can choose, change, or confirm their existing out-patient hospital every quarter by dialing the USSD *155# or by downloading My NHIF App available on mobile app stores or through our self-help portal on the website.

The NHIF specialized services are a comprehensively covered range of pre-defined services designed to help in the attainment of Universal Health Coverage for our beneficiaries. They include:


a) Radiological Services package

It includes coverage for Magnetic Resonance Imaging (MRI) and Computerized Tomography (CT) scan, and Ultra Sound.


b) Cancer Package / Oncology Package

It includes coverage of Chemotherapy, Radiotherapy, and Brachytherapy for cervix and prostate cancer. For up to 10 sessions annually.


c) Renal Dialysis and Kidney Transplant Package

It includes coverage of Dialysis up to twice per week, kidney transplant package where the donor is covered as well.

KCSE ASSESSORS FOR ORAL AND PRACTICAL PAPERS

The Kenya National Examinations Council (KNEC) is a State Corporation established in 1980 under an Act of Parliament, namely The Kenya National Examinations Council Act Chapter 225A of (1980). The Act was repealed in 2012 and replaced with The Kenya National Examinations Council Act No. 29 of 2012.

The Council is mandated to conduct national assessments and examinations at both basic and tertiary levels and certify learners.

KNEC  wishes to recruit secondary school teachers as assessors for KCSE oral and practical papers. The selected teachers will be trained on the job during assessment of the 2021 KCSE candidates.

Teachers who are already in the KNEC database of assessors need not to apply.

2.1     Qualifications for recruitment

2.1.1   Be a practicing teacher in the relevant subjects;

2.1.2   Diploma in Education (and above);

2.1.3   Must have a minimum teaching experience of three (3) years;

2.1.4   Must be registered by the Teachers  Service Commission (TSC);

2.1.5   Must be recommended by his/her Head of institution;

2.1.6   Must NOT be on interdiction or any other form of disciplinary action from the employer;

2.1.7   Must be 50 years of age and below.

3.0  APPLICATION PROCEDURE

Applicants will be expected to access the online form using the link; https://cp.knec.ac.ke/assessors, fill in their respective personal details and print the same form.

They will further be required to fill in sections 2.0 and 4.0 manually, attach the testimonials listed in the application form and forward to KNEC so as to reach the Council on or before 30th September, 2021.

Only qualified Teachers/Tutors who have presented all the required documents will be shortlisted for the assessment exercise.

KNEC Chair, Prof Magoha, to give an update on findings from investigations into the 2018 exams’ malpractices

The Kenya National Examinations Council (KNEC) chairman Prof Magoha is set to release findings of investigations into the 2018 KCSE irregularities today. Prof Magoha will make public the Council’s findings at 12.30pm at Exams Council offices’ on Denis Pritt Road, Nairobi.

Results for some centres were withheld after exam malpractices were detected. During the release of the 2018 KCSE results, on December 21st 2018, Education Cabinet Secretary (Dr Amina Mohammed) indicated that KNEC had cancelled results for 100 candidates and investigations were ongoing for schools whose results had been withheld.

How the Teachers Service Commission, TSC, handles/ Determines a Teacher’s Disciplinary Case

After interdiction and submission of the required evidence the teacher shall be given a chance to defend himself/herself in person before the Commission. A case shall be heard and determined in the absence of the teacher if he/she fails to appear during the hearing. From the evidence gathered, the Commission may;
  1. Revoke the interdiction.
  2. Warn the teacher.
  3. Suspend the teacher from duty.
  4. Dismiss the teacher from service.
  5. Retire the teacher in the public interest.
  6. Dismiss and remove from the register of teachers.

It is an offence for a teacher to engage in teaching in any institutions (public or otherwise) during the period of interdiction or suspension or on removal from the registry of teachers.

Where a teacher has been suspended from duty, he/she will be posted 14 days before the expiry of the suspension.

A teacher will be posted immediately in cases of revocation and warning. A teacher who does not receive communication within 28 days after hearing should make enquiries to the Commission Headquarters in person.

KUCCPS 2022/2023 Inter-Institutional Transfers

The KUCCPS system opens for the 2022-2023 inter-institutional transfer (IIT) applications. This process is for students placed in universities and colleges in 2022/2023 and would like to change their institutions.

Here is what you need to know about Inter University Transfer Applicatoions

  1. Applications must be lodged online through the Student’s Portal (students.kuccps.net).
  2. For a transfer to be completed, it must be endorsed by both the university/college where the applicant has been placed and the university/college where the applicant wishes to transfer to.
  3. One must meet the applicable cut-off points and minimum requirements to apply.
  4. While applying, a student can retain the same course but change institution or change both course and institution.
  5. A processing fee of Ksh 1,000 will be charged and should be paid only after the system prompts you to pay. Payments must be done using the KUCCPS Paybill Number 820201. Beware of fraudsters.

Both applicants and institutions should note that:

  • Both the receiving and releasing institutions will be given a maximum of one week/seven days to endorse the transfers due to time constraints.
  • On expiry of the 7 days at the receiving institution, the transfer application auto-reverts to the applicant to initiate a fresh application.
  • On expiry of the 7 days at the releasing institution, the transfer application auto-reverts to KUCCPS for administrative release.
  • When a transfer application has been reverted to the student, the student will not be allowed to resend a request to the same institution for the same programme.
  • The automated online transfer be restricted to the students placed in the 2022/2023 cycle. Those from the other cycles will be handled on a case-by-case manual transfer.
  • The transfer code will expire after three days.

Counselling Learners Key In Curbing Schools Unrest

The Chief Administrative Secretary in the Ministry of Education Dr Sarah Ruto has called for a collective effort in counselling children as a way of curbing unrest in schools.

Dr Ruto said parents should take a front-line role in inculcating good morals in their children.

She said that a collaborative work among the parents, teachers and Boards of Management in engaging children is the best approach in ending unrest in schools.

Speaking today after touring schools in the island of Lake Victoria in Homa-Bay County, Dr Ruto urged all the education stakeholders to meet regularly and come up with measures to prevent unrest and destruction of properties in schools.

“We’ll realize improvement in education sector only if we protect the already built infrastructures. Let’s strive to formulate measures that provide solutions to the local problems,” she said.

The CAS who was accompanied by Education Principal Secretary, Julius Jwan, challenged school heads to focus on improving school enrollment by providing quality education.

“Quality education will attract learners to join schools and prevent their exodus,” she added.

Jwan warned that the students who would be found culpable of torching school buildings would be arrested and charged in court.

The PS told parents that they would bear liabilities for the destruction caused by their children in schools.

“The Government will not finance reconstruction of any building burnt by students in schools. Parents of that particular school will be responsible,” Jwan said.

He said that such students would be treated as criminals noting that they would ruin their chances of acquiring certificates of good conduct.

The PS told security officers to undertake thorough investigations to ensure students who burnt school property were tracked down and arrested.

“Security agencies should be on the lookout so that any arson suspects in school do not go scot free. We must get hold of these criminals,” Jwan said.

He told parents to focus on moulding the behaviour of their children to ensure they grow up as responsible citizens.

The PS argued that well-behaved children could hardly think of burning a school. He also warned head teachers that they would also be held responsible if their schools were burnt.

“School heads should have conversations with their students and address the issues before they culminate in burning a school,” he told Principals.

New school calendar unveiled by CS Magoha

Ministry of Education Cabinet Secretary (CS), Prof. George Magoha, has said that schools which opened for the 2020 third term on Monday, will close for a one week break on July 10, 2021.

Magoha said the Ministry has deliberately created a tighter academic calendar that enables the Ministry to accelerate the completion of school terms, as well as compensate for the long holidays that were occasioned by Covid-19 pandemic.

Magoha, who spoke while releasing results for the Kenya Certificate of Secondary Education (KCSE) 2020, observed that all the classes, including the 14 new Grade 5 learners and Form One Class, will start the First Term of the 2021 academic year on July 26, 2021.

“The upshot of this accelerated calendar will be that students will have five examinations next year,” he said.

“2021 KCPE and KCSE will be held in March 2022, in December 2022, we will administer the 2022 KCPE and KCSE, and also the Grade Six Summative Examination for the pioneer CBC Cohort,” he revealed.

On Friday, the Education Ministry outlawed plans by a section of private schools to have learners in Grade 4 report back to school ahead of re-opening.

Schools re-opened, Monday, for the third term of 2020, the last stretch in the road to recover the time lost following the shutdown of learning institutions in March 2020.
