The Kenya National Bureau Of Statistics, KNBS, has released a programme of activities for its 2019 Census exercise.

According to the official schedule, data enumerators will be recruited between June 11th and June 24th, 2019 , ahead of the August census exercise.

KNBS will employ upto 135,000 enumerators, 27,000 content supervisors and 2,700 Information and Technology supervisors on short term basis. The short listing and interviewing is expected to run from 28th June to 18th July, 2019.

Speaking at the inaugural meeting of the Nyeri County Kenya Population and Housing Census committee, a Human Resource Officer with the KNBS, Pauline Waweru, said apart from the core census personnel, the government will also hire albeit on temporary basis terms tens of hundreds of village elders and coordinators to assist in the exercise.

The interviews and shortlisting will be done between 28th June and 7th July .

The successful applicants will be trained between 25th July to 20th August.

The actual data collection will take place between 24th August to 31st August this year across the country. This brings to an end of a flurry of fake and misleading adverts on the KNBS jobs.

The Kenya National Bureau of Statistics, KNBS, has given the timeline when adverts for the short term census jobs will be made. KNBS has further given a full schedule of activities ahead of the August census exercise. ” Kenya Census 2019 job advertisements will be available as from next week (This week). Kindly keep to our official social media pages, as well as our website https://www.knbs.or.ke for further details,” reads a memo by KNBS.

Advertisements seeking to invite eligible Kenyans to apply for the jobs are expected to be published in all media outlets by the end of this week with short listing and interviewing expected to run from 28th June to 18th July this year.

This assurance comes even as anxious keep on posing questions to KNBS concerning the Census jobs. One Alex Muriiki asked, “Hello. I saw today you advertised about the recruitment of 2019 census personnel. Kindly what is the procedure for applying?
Thank you.” And this was the response from KNBS, on one of its official sites, ” Alex, the advert has not been posted yet. It will be rolled out this coming week. The advert will give you all the details.”

Avoid fraudsters. KNBS does not ask for any payment during the recruitment exercise.
KNBS warns the general public to be wary of fraudsters; who are out to extort money from unsuspecting Kenyans by using dubious means.

The Government will recruit over 164,000 Kenyans for this year’s census exercise of which 135,000 enumerators will be recruited on a temporarily basis, 27,000 will be content supervisors and 2700 will be Information Technology, IT, persons. Also to be hired are village elders, security personnel and coordinators to assist in making the exercise flawless.

The 2019 Kenya Population and Housing Census will be the 8th in Kenya’s history. Other censuses were conducted in 1948, 1962, 1969, 1979, 1989, 1999 and 2009. Information that will be generated from the 2019 Census will help with planning, budgeting and programming for important services; future policy formulation as well as resource allocation across counties and the National Government.

Mobile based technology to be used in data collection in a bid to ensure that the final figures are accurate.

Tablets configured by two contracted local universities; Jomo Kenyatta University of Agriculture and Technology and Moi University, will be used during the census. Key benefits of using modern technology in data collection during the exercise will include reduction of time for data processing, analysis and release of the results. The use of mobile technology in the census will also save the country from printing millions of paper questionnaires.

CENSUS EXERCISE BUDGET

The 2019 national census is expected to cost the taxpayer Ksh.18.5 billion. This is an increase of Ksh.10 billion from the last census in 2009; which cost Sh8.4 billion. The 2009 exercise involved 111,696 enumerators, 22,323 supervisors, 5,788 senior supervisors and 100,000 village elders.

2019 Census jobs- Why most Kenyans are opposed to the manual applications through Chiefs and their assistants

The Kenya National Bureau of Statistics, KNBS, has advertised positions for the 2019 Census exercise. Of the advertised posts, 2,700 are for Information and Communication Technology (ICT) Supervisors, 27,000 posts for Content Supervisors while, 135,000 vacancies will be filled by Enumerators. Interested candidates should submit their applications by 24th June, 2019.

According to the advert, ICT Supervisors are expected to submit their credentials to the respective County Statistics Offices. On the other hand, Content Supervisors and Enumerators should submit their applications to Chiefs and Assistant Chiefs; respectively. The move by the agency to use Chiefs and their assistants in the recruitment process has angered a section of Kenyans. This group holds that using Chiefs would make the recruitment process flawed and riddled with corruption. In the just concluded Huduma Number registration exercise, Chiefs were used to recruit the Huduma clerks a move that saw the exercise marred with irregularities in recruitment; with some chiefs recruiting only their kinsmen. They now want KNBS to make the application process purely online.

Here are some comments made by angered Kenyans, online;

Marigiri; “Corruption! Corruption! Corruption! Make it online please! Offline will encourage ‘kitu kidogo’ syndrome.”

Bill; “Manual application is just promoting cheifs to perfectly extend corruption. online application is the best idea.”

Mathew Ngeno; “The application should be online to get rid of corruption,nepotism and favorism that we witness during the huduma namba.”

Linus Kim; “Hello, how sure are you the recruitment exercise will be fair by sending applications to chiefs and sub chiefs offices…won’t this thing be of relatives only like what happened in huduma number. Online thing works best.”

Kings Alex; “Too bad the application will again have to pass through chiefs/subchiefs just like that of huduma namba. These are the most corrupt and unscrupulous rascals in Kenya. We had to pay 5K each to get that job. Others only employed their relatives! They’ll reap big this time round.”

It remains to be seen if indeed KNBS will change tune and have the applications done online, as requested by a section of Kenyans.

BACKGROUND INFORMATION
Kenya National Bureau of Statistics (KNBS) is a State Corporation established under the Statistics Act (2006). It is the Principal Government Agency responsible for the collection, compilation, analysis, publication and dissemination of official statistical information and its custody.

It also oversees the coordination, supervision and development of programmes within the National Statistical System.
The Government of Kenya through KNBS will be conducting the 2019 Kenya Population and Housing Census in August, 2019 and wishes to invite applications from qualified individuals to fill the following Temporary Positions:

Job Title: ICT SUPERVISORS
Ref: KNBS/KPHC/ICTS/1/2019
No. of Posts: 2, 700 (To be distributed in all counties)

Terms of Employment: Fixed term contract for a period of 30 days.
Gross Remuneration: Ksh.3, 000 per day- Total Kshs.90, 000 (Taxable)

Job Purpose:
i. Reporting to the County Statistics Officer (CSO), the job holder will be responsible for undertaking census activities before, during and after enumeration exercise.
ii. Key Responsibilities
iii. Training Content Supervisors and ensuring that Enumerators are adequately trained;
iv. Working with the Content Supervisors to ensure that the census enumeration starts at the agreed time in the assigned supervision
areas;
v. Carrying extra census equipment/materials to be given to the Content Supervisors in case of emergencies;
vi. Providing technical support on ICT issues to Content Supervisors and Enumerators in their area of supervision;
vii. Any other duties as may be assigned by the CSO.

Requirements for Appointment
i. Must be a Kenyan Citizen, eighteen (18) years and above;
ii. Must be a resident of the Sub-county where they will be assigned to work;
iii. Must have at least a Diploma certificate in Information Communication Technology or any other relevant qualification related to Information Technology (IT) from a recognised Institution;
iv. Must have good communication skills;
v. Must have good leadership skills
vi. Must be available for an uninterruptible period of at least twenty-three (23) days from 12th August to 2nd September, 2019.

Job Title: CONTENT SUPERVISORS
Ref: KNBS/KPHC/CS/2/2019
No. of Posts: 27, 000 (To be distributed in all counties)

Terms of Employment: Fixed Term Contract for a period of 23 days
Gross Remuneration: Ksh.2, 500 per day- Total Kshs.57, 500 (Taxable)

Job Purpose:
Reporting to the County Statistics Officer (CSO), the job holder will be responsible for the census activities before, during and after enumeration exercise.

Key Responsibilities
i. Training all the enumerators under their supervision;
ii. Ensuring that all materials and equipment required (mobile devices and accessories) for training for the Enumerators and enumeration
areas under their supervision area are in place;
iii. Assigning enumeration areas to the Enumerators under their supervision;
iv. Liaising with the Village Elder, Assistant Chief or Chief to identify all the special population groups, i.e. in institutions, hotels/lodges, travelers, out-door sleepers, among others in the supervision area;
v. Undertaking census enumeration in the resampled households
vi. Keeping a register of Enumerators who are assigned to work under them;
vii. Ensuring that everybody in the supervision area has been enumerated;
viii. Submitting all the equipment/questionnaires to the CSO;
ix. Any other duties as may be assigned by the CSO.

Requirements for Appointment
i. Must be a Kenyan Citizen, eighteen (18) years and above;
ii. Must be residents of the location where they will be assigned to work in;
iii. Be conversant with the local language/dialect in the area they will be working;
iv. Must have at least a Diploma Certificate in any field:
v. Must possess good communication skills and demonstrate ability to work in teams;
vi. Must have leadership skills
vii. Must be available for an uninterruptible period of at least twenty-three (23) days from 12th August to 2nd September, 2019.

Job Title: ENUMERATORS
Ref: KNBS/EN/3/2019
No. of Posts: 135, 000

Terms of Employment: Fixed term contract for a period of 16 days
Gross Remuneration: Ksh.1, 500 per day- Total Kshs.23, 000 (Taxable)
Job Purpose:
Reporting to the Content Supervisor, the Enumerator will be responsible for enumeration during the Census.

Key Responsibilities
i. Identifying boundaries for the Enumeration Areas (EAs), locating all structures and visiting every household to list all the usual mem-
bers in the EA assigned to them before the enumeration exercise;
ii. Ensuring that all the necessary equipment/materials to be used for enumeration are available to them before the exercise commences;
iii. Administering all questions and recording responses on all persons who will have spent the night of 24th/25th August 2019 in each of the households in the assigned Enumeration Area.
iv. Obtaining complete and accurate answers and capturing them correctly during the enumeration exercise;
v. Forwarding all equipment and questionnaires (used and unused), maps, notebooks and any other materials as directed to the Content Supervisor after the enumeration exercise;
vi. Undertaking any other duties as may be assigned by the CSO.

Requirements for Appointment
i. Must be a Kenyan Citizen, eighteen (18) years and above;
ii. Must be a resident of the enumeration area or neighbouring enumeration area they will be assigned to work in;
iii. Be conversant with the local language/dialect;
iv. Must be Computer literate or be able to use smart phones;
v. Must have at least form four (4) level of education with a minimum of KCSE grade of C (plain) or its equivalent qualification;
vi. Must be available for at least uninterruptible period of sixteen (16) days from 15th to 31st August, 2019.

INSTRUCTIONS TO APPLICANTS
All applicants are required to write a cover letter addressed to relevant “County Statistics Officer” indicating clearly the position being applied for (stating the reference number) and details of ID Number, Academic qualification, County, Sub-County, Division, Location, Sub-Location, and Village/Estate of residence.
Attach copies of National Identity card, Academic certificates and other relevant certificates. Each of the applicant must have either an active Bank Account or a Telephone Number registered in his/her name through which payment will be made at the end of the exercise.

(Taxation
in accordance with prevailing tax regulations shall apply in every payment).

For all cadres of personnel, applications should be submitted by 24th June 2019 in the following offices;
a. ICT Supervisors: To be submitted to the respective County Statistics Offices;
b. Content Supervisors: To be submitted to the Chiefs’ office;
c. Enumerators: To be submitted to the Assistant Chiefs’ office.

All applicants upon submission of applications should register their details on the Applicant’s Summary Form and on the Register and are advised to take note of the serial number for any future reference.
Only shortlisted candidates will be contacted.

Interviews for all the positions will be conducted from 5th to 14th July 2019.

NOTE: There is no online submission of the applications and no payments should be made when applying for any of the census positions.
