HOW TO CHANGE THE 2024 FORM ONES’ PLACEMENT FOR NATIONAL, EXTRA COUNTY AND COUNTY SCHOOLS.

The Ministry of Education has elaborated on how the 2024 form ones placement changes shall be effected. Via a circular by the Ministry’s Director General, the Ministry says that all decisions on change of placement starts and ends at the school level.

The circular comes even as some parents are still moving from school to school to at-least secure placement/ transfer for their kids; since they are not comfortable with the schools where their kids were selected to join.

The Ministry has directed the County Directors of Education, CDE, to handle all complaints arising from the selection process that was completed few weeks ago. “Following the launch of the exercise (form one selection), it has become necessary to emphasize the procedures to guide the process further,” says the Ministry.

The Ministry has at the same time asked all the Ministry’s field officers to familiarize themselves with the circulated guidelines issued during the launch (of form one selection at different levels),” adds Mr Abdi.

Education Ministry’s officers, Chiefs and their assistants to ensure all the 2023 Kenya Certificate of Primary Education, KCPE, candidates transit to secondary schools next year, 2024. All form ones are expected to report to schools in January, 2024. See more details here: 2024 Form one reporting dates, school fees; admission

HOW TO CHANGE A CHILD’S PLACEMENT FOR NATIONAL, EXTRA COUNTY AND COUNTY SCHOOLS.

According to the Education Ministry, to change placement for a child selected to join any of the three categories of schools, above:

  • The parent or guardian will place a request at the school of interest; where he/ she wants the kid to be transferred to.  The school will then shortlist and merit all students in the waiting (request) list and make a decision on those they will like to absorb; depending on the available (unfilled) vacancies.
  • The school through the National Education Management System, NEMIS –https://nemis.education.go.ke/, shall enter the details of the selected candidates from their waiting list and request the Ministry to capture them in the new school.
  • Approval to the schools’ requests shall be granted at different levels depending on the Category of the school. Approval for National, Extra County and County schools will be granted by the Ministry’s Head Office, Regional Coordinators and County Directors of Education, respectively.
  • Once the approval has been granted, the learner will then be moved from the selection list of the first school to the latest (new) school.
  • The parent/ guardian will then go online and print the admission letter for the new school.

“It should be noted that this (the process above) applies to all schools except Sub- County and private, ones. Once approval for the change of placement has been granted, it is not reversible and can only be done once,” warns the Min.

The admission letters for National, Extra- county and County schools are available at the Ministry of Education’s portal; https://www.education.go.ke/index.php/online-services/form-one-selection

HANDLING THE FORM ONE SELECTION PROCESS  BY SUB- COUNTY AND PRIVATE SCHOOLS.

The selection of the 2019 form ones for Sub- County schools was done manually at the Sub- Counties. To complete the selection process, the ministry has directed the private and Sub- County schools to:

  • Log into the NEMIS portal (at https://nemis.education.go.ke/) download an excel template which they will use to capture their students; as selected.
  • The Schools will then upload the data into the NEMIS portal; using the link provided on the forms.

“All field officers are expected to register in NEMIS for the purpose of accessing reports and making approvals concerning their areas,” the Ministry orders. To get the government capitation, all the learners in public schools will have to be entered into the NEMIS system.

Schools asked to upload all form one 2019 admission requests by tomorrow

The Ministry of education has asked principals to upload all the 2019 form one admission requests to the Ministry of Education via the online portal. This affects National, Extra County and County schools which are expected to upload the recommended requests to the Ministry for approval. Parents and form ones who were not satisfied with their placements were expected to visit schools of their choice and place a request for replacement. Schools would then collate the requests and send them to the Ministry for approval.

After the Ministry will then, after approval of the requests, send a message to the learners/ parents to download the new admission letter from the Minstry’s portal at https://www.education.go.ke/index.php/online-services/form-one-selection.

The Ministry advises that the replacement window will be switched off tomorrow, Friday 4th January 2019, to allow for reporting and compilation of the statistics on the new admissions. Students whose details would have not been entered into the National Education Management Information System, NEMIS, (as per the schools to which they have been placed) will be deemed not to have joined form one and will not be eligible for Free Secondary Education, FSE, funds disbursement.

Sub- county and private schools, whose selections were done manually, are expected to upload the lists of selected students onto the Ministry of Education’s NEMIS portal at https://nemis.education.go.ke/.

This will enable the conversion of the lists into NEMIS data and for approval for capitation. The ministry warns that students admitted through hard copies of joining instructions (direct admissions) will not be eligible for the government’s fees subsidy.

PS Belio Kipsang extends form one reporting deadline to Friday next week

Basic Education Principal Secretary, Dr Belio Kipsang, has today extended the deadline for 2019 reporting deadline by one week. The admission exercise whose deadline had been set for today, Friday 11th January 2019, has now been extended to allow all form ones to report to school. “Therefore, to ensure 100% transition is attained, and the need to give every child an opportunity, the Ministry of Education has extended the reporting date to Friday, 18th January, 2019,” says Dr Kipsang in a circular dated 11th January, 2019.

By close of today’s deadline some students had not reported to schools prompting the extension. The form ones have been reporting to schools effective Monday, 7th January 2019. According to Dr Kipsang, the admission process via the National Education Management Information System, NEMIS, has been smooth and the extension has been warranted in response to requests by schools’ principals.

“Form one admission process through NEMIS has progressed smoothly since Monday 7th January, 2019. However, the leadership of school principals and parents have made requests for extension of reporting date to enable admissions of all learners,” Says Kipsang in the circular sent to all Regional Coordinators, County Directors and sub- county Directors of Education.

A spot check on the NEMIS, though, shows that the site is unavailable presumably due to excessive traffic. This is despite the Dr Kipsang’s assertion that the site is functioning optimally.

The NEMIS Portal is currently facing a downtime making it difficult for schools to upload the form ones’ details

Dr Kipsang has at the same time urged all schools, both public and private, to upload all admitted students into the NEMIS immediately to allow the Ministry to track the number of students being admitted.

The Principal secretary directs the Ministry’s Field officers to offer support to Sub- county and Private schools to capture admission in the NEMIS. These two categories have had massive challenges in entering the learners’ details into NEMIS; considering that their form ones’ selections were done manually.

All 2018 KCPE candidates to know form one placements as the Ministry launches the 2019 form one selection exercise, next week

Candidates who sat for the Kenya Certificate of Primary Education, KCPE, examination this year (2018) will know the schools they will join as the Ministry of Education is set to roll out the 2019 form one selection exercise.

The Exercise slated for next week, 3rd and December 2018, will see the over one million candidates get form one places in line with the government’s policy on hundred percent transition from Primary to Secondary Schools. The candidates who received their results few days ago will now be waiting with abated breadth as the exercise unfolds to see if they will get places in the schools of their choice.

According to the Ministry of Education, the selection will occur at two levels; National and Regional Levels. “I wish to inform you that the launch of form one selection will take place at two levels, namely: National and Regional Venues,” reads a circular by Ministry’s Director General, Elyas Abdi. According to the circular dated 28th November 2018 and dispatched to all Regional Coordinators of Education, the launch of the National Selection exercise will occur on Monday, 3rd December 2018, while the Regional Selection exercise will be launched on Wednesday 5th December, 2018, across designated venues. The National selection exercise will be launched by the Education Ministry’s Cabinet Secretary, Dr. Amina Mohammed, at the Kenya Institue of Curriculum Development (KICD) in Nairobi.

During the National launching, Dr. Amina Mohammed will preside over the exercise where selection lists for National Schools will be issued. The candidates select their preferred secondary schools during the registration exercise that runs between January and March; prior to the KCPE exams in October. The forms ones will be placed in National, Extra County, County and Sub County schools depending on the marks garnered and the placement guidelines to be released by the Ministry.

File Photo- Form ones report to school. The over one million 2018 KCPE candidates are expected to get places in form one as the Ministry of Education Launches the form one selection exercise next week

At the Regional launching, the Regional Coordinator will steer the exercise where the Cabinet Secretary’s speech will be read. Sharing of selection guidelines and lists for Extra County and County schools shall then occur. The Regional exercise shall be attended by The County Directors of Education (CDEs), Sub-County Directors of Education (SCDEs), Principals from Extra County and County Schools among other stake holders. According to the Education Cabinet Secretary, there shall be no second selection exercise this year, as was the case last last year.

The 2019  form ones are expected to report to their respective schools in January as the schools re-open for term one. Schools are expected to grapple with the limited physical facilities and personnel due to the upsurge in numbers of form one recruitment, next year.

The Regional Selection exercise shall take place in specified ten regions; North Rift, Mombasa, South Rift, Kisumu, Kakamega, Metropolitan (Nairobi), Central, Machakos, Garissa and Meru. See the appendix from the Ministry of Education for full details:
