TEACHERS SERVICE COMMISSION — ,

TSC wants Juniour Schools to have 2 Deputies and 1 Principal

The Teachers Service Commission (TSC) has proposed a new administrative structure which, if adopted, aims to resolve the long standing leadership conflict between primary school headteachers and junior school teachers.

Since the junior school section was incorporated into primary schools in 2023, the combined institutions have been referred as comprehensive schools, with the primary school headteachers acting as the principals.

The Commission now proposes a structure in which the institution will be headed by a principal, assisted by two deputies: one for the primary section and one for the junior school.

Ms Antonina Lentoijoni, the Director of Staffing, revealed this information when answering questions from senators during a meeting in Mombasa.

However the new structure will require legal amendments to take effect.

“We actually have a challenge there. Even our junior school teachers do not respect the heads, especially when they know that they are P1 trained teachers. But this is a transitional period. Before the laws are enacted to recognise comprehensive schools, the primary school headteachers are still in charge of the junior school,” she added.

She was responding to the vice chairperson of the Senate Education Committee, Prof. Margaret Kamar, who had asked how the TSC handles issues that arise between primary school heads and junior school teachers.

“Until that happens, our headteachers are helping us, and they have guidelines on how to handle the situation. But at the moment, they are assisting us with junior school matters,” she said.

Teachers through the Kenya Union of Post Primary Education Teachers (Kuppet) and Kenya Junior School Teachers Association (KEJUSTA), have been demanding administrative autonomy from primary school headteachers.

They urgue that the current system hinders their professional and career development.

On Saturday 13th September, Kuppet secretary general, Akello Misori, was jeered at a meeting at State House in Nairobi during a meeting between teachers and President William Ruto.

Misori had suggested that junior schools be domiciled in secondary schools.

Ms Lentoijoni explained that the Commission is reviewing staffing norms to align with the recommendations of the Presidential Working Party on Education Reforms (PWPER).

“Two to three weeks ago, we received the guidelines on the rationalization of senior schools, and last year we received the same for junior schools, due to reforms implemented by the Education Taskforce. The review is necessary because of these reforms,” she said.

After the review TSC will know exactly how many teachers are required in junior schools.

Currently, the Commission is using the existing staffing norms for secondary schools.

“That is what has resulted in a shortage of 72,422 teachers in junior schools. We have now received all the guidelines from the Ministry of Education, which will enable us to determine the exact numbers,” said Ms Lentoijoni.

Although “comprehensive schools” are not yet legally recognised, the Ministry of Education has drafted Bills that are pending in the National Assembly.

However, the staffing officer insisted that junior school teachers must be qualified to teach in secondary schools.

This includes achieving a minimum mean grade of C (plus) in the Kenya Certificate of Secondary Education (KCSE) and at least grade C (plus) in two teaching subjects.

The Director revealed that the 14,000 primary school teachers recently deployed to junior schools to address an acute shortage met these requirements.

TSC acting Chief Executive Officer Ms Eveleen Mitei said teachers were deployed to junior schools because there was a surplus of teachers in primary schools.

“That is why we allowed qualified primary school teachers to move to junior schools. There is no shortage of teachers in primary schools other than those who leave and are replaced. There is a bit of stability at primary level,” said Ms Mitei.

During the State House meeting that was held on Saturday, President Ruto directed Education Cabinet Secretary Julius Ogamba to fast track crucial Bills to resolve issues in Competency Based Education (CBE).

List of transferred, delocalized teachers per County- Kisii 2019 December

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. In Kisii County, a total of fifty (50) teachers have been moved to neighbouring counties. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

The amount Teachers Received From The State House Visit

On September13, 2025, President William Ruto hosted 10,000 teachers led by their respective union officials gathered at State House, Nairobi, in what was termed as the ‘Walimu na Rais’ forum.

While State House visits have been frequented by small business groups, boda bodas, political mobilisers, preachers and other regional representatives, the meeting with teachers was one of a kind. One would never have imagined that the much-respected professionals would be at State House from as early as 3.00 am, waiting for a meal, presidential niceties, and later que for Ksh. 10,000 reimbursement.

According to Kenya Union of Post-Primary Education Teachers (KUPPET) National Chair Omboko Milemba, the 10,000 teachers received Ksh.10,000 each as “transport reimbursement.” This sums up to Ksh.100 million, that the host, President William Ruto spent on reimbursements.

“Teachers never went to State House just for money. Teachers were going to look at their issues…Transport reimbursement for teachers was Ksh.10,000,” Milemba, who is also Emuhaya Member of Parliament told Citizen TV on Tuesday.

At State House, teachers not only walked away with a total of Ksh.100 million, as many things were promised to them.

The promises came fast and thick and the teachers seemed well pleased with themselves save for one thing, some of these promises were management or policy issues, which their employer, the Teachers Service Commission (TSC) should have been the one doing.

Kenya’s general elections are within the next two years, as such, most political observers would not let this “Waalimu na Rias” forum go unchecked as they raised pertinent, issues which the executive said that encroached on the tuff of the Teachers Service Commission (TSC).

However, President Ruto had other ideas about the forum and described the meeting as “an opportunity to engage professionals on issues that directly affect the country’s future, rather than a political gathering.”

To forestall political insinuations concerning the meeting, the President was categorical that the conversation with teachers was to strengthen the role of teachers in shaping Kenya’s future, not to play politics, as others may have supposed.

“I called you here not because of politics but so that we can talk on matters of education and Kenya at large,” the president said. “I want you, through your officials, to address the matters concerning you that I can deal with as part of the Kenyan professional community.”

During the ‘Waalimu na Rais Forum,’ the president promised to do a number of things which did not sit well with observers in light of the powers and functions of the TSC, under which the recruitment, management and welfare of all teachers is vested in.

Many felt the President usurped the powers of the TSC in promising to promote special needs teachers by taking them one grade higher which in itself is a function of the TSC according to its internal policies and merit.

He further promised to hasten the National Social Security Funds (NSSF) benefits to teachers to be paid within ten working days and eventually to one day. Again, many felt is a function within purview of the TSC and he ought to have left the matter be dealt with administratively.

Further, President Ruto promised to soon switch the fixed Ksh.200 NSSF teachers’ contribution to a six per cent employee contribution and a matching six per cent from the government to guarantee a decent retirement package for teachers.

He also promised to review the current teachers’ medical cover, a function covered by the TSC, to ensure it is aligned with the current health needs of teachers.

He then promised to have a sessional paper submitted within 45 days to support proposed education reforms whose contents remain a mystery yet the teachers, as primary stakeholders should have been a party to this mooted policy paper, to guarantee a buy-in once it is introduced.

The Head of State also addressed the thorny issue of teacher promotions, noting that nearly 400,000 teachers are eligible for promotion, as stagnation has long weighed down the profession.

He challenged education stakeholders to urgently review the career progression guidelines so that teachers can be rewarded fairly and timely for their service.

The President also promised teachers they would be assigned at least twenty percent of houses within the affordable housing units and towards this end, he proposed a Memorandum of Understanding with the teachers be signed to seal the deal.

TSC Introduces New Guidelines for Teachers Supervising KCSE, KJSEA, and KPSEA

The Teachers Service Commission (TSC) has released comprehensive guidelines for the nomination and deployment of centre managers, supervisors, and invigilators for the 2025 national examinations. These include the upcoming Kenya Certificate of Secondary Education (KCSE), Kenya Junior School Education Assessment (KJSEA), Kenya Pre-Vocational Learners Education Assessment (KPLEA), Kenya Intermediate Learners Education Assessment (KILEA), and the Kenya Primary School Education Assessment (KPSEA) Summative Assessment.

The directives, issued in a circular dated September 2, 2025, to all TSC Sub-County Directors aim to reinforce the integrity and efficiency of national examination administration through the Kenya National Examinations Council (KNEC), acting as a detailed blueprint for all personnel involved.

Nomination process and eligibility criteria

To participate in the administration of these crucial national assessments, Heads of Institutions (HoIs) and teachers must be qualified, employed, and registered by the TSC. The nominated personnel are expected to demonstrate a high level of integrity and be free from any potential conflicts of interest.

The nomination process requires Sub-County Directors to identify, vet, and formally nominate centre managers, supervisors, and invigilators by September 26, 2025, utilising a specific online platform (cp2.knec.ac.ke).

After nomination, all identified personnel must register within the CP2 system to finalize their deployment for the 2025 examinations.

Stringent deployment rules and experience requirements

The guidelines include strict rules governing deployment to prevent conflicts of interest and ensure impartiality:

  • A supervisor or invigilator is prohibited from being deployed to a school where they have served within the last three years.

Furthermore, personnel should not be deployed to centres where they possess a vested interest. To manage this, KNEC will distribute declaration forms via email to Sub-County Directors, who will then forward them to centre managers. Staff must declare their interest and submit these forms to KNEC.

Specific qualifications and teaching experience are mandated for each role and examination category:

  • For KCSE supervisors and invigilators, candidates must be Secondary School teachers, holding a minimum of a Diploma in Education or higher, with a preference for senior teachers or Heads of Departments. They must be registered with TSC and possess a minimum of three years of teaching experience.
  • KJSEA supervisors must be Secondary School teachers with a Diploma in Education or higher, or Primary/Junior School Teachers with at least three years of teaching experience. These supervisors must have prior experience supervising national examinations and assessments. Both KJSEA supervisors and invigilators must be registered with TSC and have three years of teaching experience

KPSEA supervisors and invigilators must be Primary School teachers, registered with TSC, and possess a minimum of three years of teaching experience.

TSC outlines responsibilities and invigilator ratios

Centre managers are crucial to the process, tasked with verifying the details and workstations of all supervisors and invigilators assigned to their centres. They are also required to take daily online attendance through the CP2 system from the rehearsal day.

At the end of each examination or assessment period, the online attendance registers must be downloaded, printed, signed by all involved officers, stamped by the centre manager, and submitted to KNEC. Both hosted and hosting centres must have their own centre managers, who are responsible for collecting and returning examination materials from the containers.

The guidelines specify precise ratios for supervision and invigilation:

  • For the Stage-based pathway examinations (KPLEA and KILEA), there must be one invigilator for every ten learners. These invigilators are also required to sign declaration forms.
  • For every two hundred (200) Candidates, one supervisor should be deployed, with an exception for hosted centres where no supervisor is deployed.
  • Centres hosting both KJSEA and KPSEA candidates must be allocated independent supervisors if they meet a minimum requirement of thirty candidates.
  • For every twenty candidates, one invigilator is to be deployed, with the exact number based on the total candidates in the hosting examination centre.
  • Significantly, centres with candidates who use touch readers (blind) must ensure they have at least one invigilator conversant with braille.

The 2025 national examinations schedule

  • KCSE: Rehearsal on October 21 with exams running from October 27 to November 21, 2025.

  • KJSEA: Rehearsal on October 24 with exams from October 27 to November 3, 2025.

  • KPLEA: Rehearsal on October 24 with exams from October 27 to October 30, 2025.

  • KPSEA: Rehearsal on October 24 with exams from October 27 to October 29, 2025.

  • KILEA: Rehearsal on October 24 with exams from October 28 to October 30, 2025.

KCSE supervisors will receive briefings weekly, and outgoing supervisors are expected to prepare handover notes for their successors. For KCSE oral and practical examination papers, supervisors only need to be present at the examination centre itself.

Sub-Counties that encounter challenges with recruitment or require assistance are advised to direct their inquiries to sl@knec.ac.ke.

TSC releases first batch of 2025 teacher promotion letters to counties

The Teachers Service Commission (TSC) has issued the initial set of teacher promotion letters. These letters have been delivered to the TSC County Directors’ offices for distribution to the teachers.

However, TSC has yet to publish a list of teachers who were successfully promoted following the promotion interviews held in January and February.

In accordance with the Commission’s policies, it is mandatory to publish and publicly release a list of promoted teachers.

However, as of 31st March 2025, TSC has not made the list of promoted teachers available on its website.

Promotion letters will be provided to the successful teachers, while regret letters will be issued to those who were unsuccessful.

The promotion interviews for post-primary school teachers, which commenced on 27th January, concluded on 6th February 2025.

Post-primary institutions include Teacher Training Colleges (TTCs) and secondary schools.

The promotion interviews for primary school teachers, which began on 13th January, concluded on 23rd January 2025.

The Commission had announced 25,288 promotion slots for both primary and post-primary school teachers.

TSC initially advertised 5,690 promotion slots for school administrators through Advert 1 to 4 of 2024, which was active from 12th to 18th November 2024.

Subsequently, on 17th December 2024, TSC promoted an additional 19,943 slots for teachers from job group C1 to D3, allowing them to apply online.

Of these, 16,109 slots were allocated to primary schools, while a total of 9,179 positions were designated for post-primary institutions.

This year’s promotions, similar to last year’s, saw a significant number of teachers applying for the various advertised positions, highlighting the need for increased teacher promotion.

According to TSC, a total of 189,000 teachers submitted applications for promotions and were shortlisted, out of which 96,640 were primary school teachers and 44,043 were post-primary school teachers.

This year’s promotion interviews differed from those of the previous year, as no questions were posed by the interview panels.

The interview panels, comprised of Sub County Directors, Human Resource Officers, and Curriculum Support Officers, primarily focused on document verification.

Teachers were required to present their identification cards, academic credentials, and various other documents for verification during the interviews.

The TSC promotion scoresheet favored older teachers, specifically those aged forty-five years and above.

In the scoresheet, teachers aged fifty-five years and above were awarded 30 marks.

Teachers between the ages of fifty and fifty-four received 26 marks, while those aged forty-five to forty-nine were awarded 22 marks.

Teachers aged forty to forty-four scored 18 marks, whereas those aged thirty to thirty-nine received 14 marks in the scoresheet.

Below is a concise overview of the promotion scoresheet utilized by the Commission in this year’s interviews.

Those who are successful will be contacted to collect their promotion letters by the County and Sub County Directors and will be assigned to schools that have vacancies.

The unsuccessful candidates will receive regret letters and may attempt their chances in the future. The TSC has been allocated Ksh 1 billion for the promotion of teachers this year.

The TSC is confronting significant retirements of teachers at the end of June and in August of this year, and the promotions aim to address the numerous vacancies left by Heads of Institutions (HOIs) and Deputy Heads of Institutions (DHOIs) who have retired and others who are scheduled to exit this year.

However, those who are successful will be required to present the five Chapter 6 documents to finalize their promotions.

Chapter 6 of the Constitution mandates that individuals employed in the public sector, also referred to as state officials, demonstrate leadership and integrity.

Consequently, employers require clearance certificates to verify that the employee demonstrates personal integrity, competence, and suitability.

Below are the five documents that are mandatory in accordance with Chapter Six of the Kenyan Constitution on Leadership and Integrity.

1. Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI)
2. Clearance Certificate from the Higher Education Loans Board (HELB)
3. Tax Compliance Certificate from Kenya Revenue Authority (KRA)
4. Clearance from Ethics and Anti-Corruption Commission (EACC)
5. A Clearance Certificate from an approved Credit Reference Bureau (CRB)

The TSC is currently seeking additional funds to promote 20,000 teachers this year.

TSC releases first batch of 2025 teacher promotion letters to counties

The first set of teacher promotion letters has been issued by the Teachers Service Commission (TSC). The TSC County Directors’ offices have received the letters for teacher issuance.

However, the TSC has not yet made public the names of the teachers who were effectively promoted after participating in the promotion interviews in January and February.

A list of promoted instructors must be published and made available to the public in accordance with Commission policy.

However, TSC has not made the list of promoted teachers available on its website as of March 31, 2025.

Promotion letters will be given to successful instructors, while remorse letters will be sent to those who were unsuccessful.

The promotion interviews for post-primary school teachers began on January 27 and concluded on February 6, 2025.

Secondary schools and teacher training colleges (TTCs) are examples of post-primary institutions.

The promotion interview for primary school teachers began on January 13 and concluded on January 23, 2025.

For teachers in both primary and post-primary schools, the Commission had advertised 25,288 promotion positions.

Through Advert 1 to 4 of 2024, which was live from November 12 to 18, 2024, TSC initially promoted 5,690 promotion vacancies for school administrators.

The TSC then posted 19,943 more openings for teachers in job categories C1 to D3 to apply online on December 17, 2024.

Out of these 16,109 slots were allocated to primary schools, and 9,179 seats were available to post-primary schools.

This year’s promotions, similar to those from last year, saw a significant increase in the number of teachers applying for the advertised roles. This highlights the continued demand for teacher promotion.

A total of 189,000 teachers applied for promotions and were shortlisted, according to TSC, including 44,043 post-primary school instructors and 96,640 primary school teachers.

Unlike last year’s promotion interviews, this year’s interviews saw the interviewing panels asking no questions.

The interview panels, which were made up of Curriculum Support Officers, Human Resource Officers, and Sub County Directors, mostly focused on document verification.

During the interviews, teachers had to show their ID cards, academic records, and other documents for verification.

Teachers aged 45 and older were given preference in the TSC promotion scoresheet.

Teachers aged 55 and older were given 30 points on the scoresheet.

Participants aged 45 to 49 received 22 points, and those aged 50 to 54 received 26.

In the scoresheet, teachers aged 30 to 39 scored 14 points, and those between 40 and 44 years old scored 18.

Here is a quick look at the promotion scoresheet that the Commission used during this year’s interviews.

The County and Sub County Directors will get in touch with those who have been successful in selecting their promotion letters, and they will be assigned to schools with openings.

Those who are unsuccessful will receive letters of regret and will have the opportunity to try again. This year, TSC received sh 1 billion for teacher promotion.

The promotions aim to fill the many vacancies created by the mass retirements of teachers at the end of June and August of this year, as well as the HOIs and DHOs who have retired and others who are scheduled to leave this year.

However, those who are successful will still need to submit the five Chapter 6 papers in order to finalize their promotion.

According to Chapter 6 of the constitution, state officials—also known as public sector workers—must demonstrate integrity and leadership.

As a result, employers require clearance certificates to verify the employee’s suitability, competence, and personal integrity.

In accordance with Chapter 6 of the Kenyan Constitution on ‘Leadership and Integrity,’ the following are the five required documents.

Valid Certificate of Good Conduct from the Directorate of Criminal Investigations, DCI
Higher Education Loans Board (HELB) Clearance Certificate
Tax Compliance Certificate from the Kenya Revenue Authority (KRA)
Approval from the Ethics and Anti-Corruption Commission (EACC)
A Clearance Certificate from a recognized Credit Reference Bureau (CRB)
To promote 20,000 teachers this year, TSC is now looking for more financing.

TSC explains how the teaching vacancies were shared between tribes, regions; Reveals formula

The Teachers Service Commission (TSC) has explained the process it used in the recruitment of 36,000 teachers deployed across Secondary and Primary Schools across the country this year.

The recent massive recruitment saw over 30,550 tutors posted to Junior Secondary Schools (JSS) while the were posted in regular secondary schools.

A report prepared by TSC indicated that the JSS educators were distributed based on an equitable sharing formula.

“A total of 30,550 posts were allocated to JSS,” the TSC explained in a report that was tabled before Parliament.

“Having envisaged that Grade 7 classes will be 30,550 in total in the country, the Commission allocated one (1) teacher per class for all the 30,550 Grade 7 classes country-wide,” TSC explained.

This information was revealed by TSC Boss Dr. Nancy Macharia when she faced Members of Parliament.

In response to MPs’ demands, the Teachers Service Commission noted the formula was fair and took care of basic teaching demands in all Junior Secondary Schools.

“A total of 5,000 posts, 1,000 on Permanent and Pensionable terms of service and 4,000 teacher interns were allocated to primary schools. The posts were distributed equally in all the 47 counties,” TSC stated.

At the same time, TSC posted 450 teachers to secondary schools where the posts were equally shared among the 47 counties.

The remaining 10 posts were added to counties that recorded the highest teacher shortage including Garissa, Wajir, Mandera, Marsabit, Turkana, Samburu, West Pokot, Elgeyo-Marakwet, Baringo, Isiolo, Laikipia, Nakuru, Lamu, Tana River, Taita-Taveta, Kilifi, Kwale, Embu, Kitui, Meru, Tharaka-Nithi, Nyeri, Machakos, Makueni, Kajiado, Narok, Kiambu, Migori and Homa Bay.

The commission also provided an outline of the communities in which the 36,000 tutors came from including Bajun (35), Basuba (6), Boni-Sanye(6), Boran(45), Burji(7), Degodia(9), Dorobo(2), Elmolo(1), Embu (232), Gabra(17), Kalenjin(4,048), Kamba(2,899), Kenya Arab(1), Kikuyu(2,913), Kisii(1,737), Kuria(108), Luhya(3,187), Luo(2,576), Masai(461), Mbere(25), Meru(1,220), Miji Kenda(500), Murulle(1), Ogaden(2) and Orma(5).

Trouble for KUPPET National Assistant Treasurer Ronald Tonui and Some Branch Executive Secretaries after latest Court ruling

The wrangles in the Kenya Union of Post Primary Education Teachers, KUPPET, are far from over. The Union has been in a storm for over a year in what is seen as internal power and supremacy battles that were birthed at the 2023 Annual Delegates Conference in Kasarani, Nairobi.

The meeting was disrupted half away after two opposing sides on Constitutional amendments started engaging each other in a war of words with placards and whistles renting the air.

A faction led by Kuppet National Assistant Treasurer Ronald Tonui vehemently opposed attempts to amend the constitution in order to introduce a prorated system of representatives for National Conferences.

After the meeting, a disciplinary procedure was rolled out against the Machakos Branch Vice Chair Yvonne Musyoka who was accused of starting the chaos.

The Vice Chair was later expelled by the Kuppet National Disciplinary Committee. The Committee that was chaired by kuppet national Vice Chair Julius Korir found Yvonne ‘culpable’ of the wrong doings she has been accused of. This decision was later overturned by the Labour Relations and Employment Court that gave restraining orders until the case is heard and determined.

Away from the Kasarani fiasco, another tussle was brewing elsewhere. A supposedly fake letter on the resignation of Secretary General, SG, Akello Misori and which was shared online has further fuelled the storm in the Kuppet circles.

The SG has accused Ronald Tonui and Migori County Executive Secretary Orwa Jasolo for authoring the fake letter. The two were summoned to face the disciplinary Committee which they rejected. They later filed an appeal Case at the Kisumu Employment and Labour relations Court.

The court however rejected the appeal stating that there was no need for the court to interfere with Kuppet’s internal procedures.

The court further directed the duo to face the disciplinary committee of Kuppet to answer to the allegations of forging the SG Kuppet signature and spreading his fake resignation letter.

The bad blood between the KUPPET National Leadership Officials is supposedly caused by the conflicting political interests in the 2026 Elections. For instance, Tonui is eyeing the SG post with the current National Secretary in Charge of Secondary Schools, Edward Kaso Obwocha, going for the Treasurer’s post. This has created bad blood with the current office bearers: Mwethi Njenga (National Treasurer) and Akello Misori (Secretary General).

TSC told to evenly deploy teachers in the Country

There is a serious teacher imbalance in the Country. This is according to statistics provided by teachers’ unions. The Teachers unions have therefore called on the Teachers Service Commission (TSC) to balance out staff in the Country; saying some schools were understaffed while others have more teachers.

The Kenya National Union of Teachers (Knut) and Kenya Union of Post-Primary Education (Kuppet) said the exercise will improve the teacher to learner ratio in the county.

For insatnce, Knut branch Executive Secretary Lenox Mshilla and his Kuppet counterpart Ismail Omoke said some schools in the county have double the number of teachers they need while others have a shortage.

Mr Mshilla said rural primary schools are the worst hit by the teacher shortage, while others like Mwanyambo Primary in Voi town have 20 extra teachers.

“Mwanyambo Primary is supposed to have 20 teachers but currently it has about 40 teachers, in excess of 20 tutors,” he said.

He noted that Mwamunga, Kalela, Voi and Mwakingali Primary Schools in Voi town were overstaffed. The union said most teachers lobby to be posted to schools in towns, disadvantaging rural areas.

“We have more teachers in the county but they have been centralised in towns and what is required is only balancing of the tutors to adequately address the huge gap,” said Mshilla.

The union officials disclosed that senior secondary schools have a shortage of 529 teachers while in Junior Secondary Schools (JSS) 495 teachers.

“Some schools, especially in towns, are in excess of teachers at the expense of the rural ones. This is because some teachers are sick and are working in towns to easily access health care services while others prefer working in towns to benefit from hardship allowances than in rural schools which do not benefit from the allowance hence causing the big teacher shortage,” Mshilla said.

Omoke said on Tuesday that the shortage of teachers was not only affecting the quality of education in the region but also performance of schools in national examinations.

He blamed the shortage of teachers on a lack of balancing out, hardship allowances and alcohol related deaths. “We have lost quite a number of teachers to alcohol related deaths,” he said.

Omoke urged TSC to deploy excess teachers to JSS and rural schools to bridge the gap.

In an earlier interview, Khalif Hirey, the new County Director of Education disclosed that schools have serious staff challenges with Dr Aggrey Boys urgently requiring 30 teachers, canon Kituri 26, Mwangeka Girls 24 and St Mary’s Boys Lushangonyi Boys Lushangonyi 18 respectively.

Some heads said they had agreed with parents to employ teachers as they wait for the government to recruit more teachers to address the huge gap which is being experienced by local schools.

Blow to Teachers, Civil Servants as NSSF rates go up

Teachers and Civil Servants Employed are set to take home less pay as the government plans to hike the National Social Security Fund (NSSF) deductions from next year.

In the new statutory deduction that is set to take effect beginning February next year, Kenyans will pay up to Ksh4320 monthly from Ksh2160 currently contributed by both employees and employers.

The new regulation is part of the NSSF Act of 2013 which is currently being implemented in phases. Employed Kenyans would be deducted 6 per cent of their salaries.

The deduction will be implemented beginning February 1, 2025, as part of the government’s move to enhance remittance to the security fund.

According to the Act, the lower earnings limit or the amount that is considered the lowest pensionable salary has been raised to Sh9,000 up from the current Sh7,000 while the upper earnings limit has been raised to Ksh29,000 with this category of employees set to contribute more money.

For instance, an employee earning an average wage of Ksh40,000 would take home only Ksh32,000 after all the statutory deductions such as the Housing Levy, the Social Health Authority, NSSF and Pay As You Earn (PAYE).

An employee earning Ksh50,000 will earn a net salary of Ksh38,000 after all the statutory deductions, similarly an employee earning 70,000 would earn Ksh53,000 after the deductions.

While remitting the funds, the employer would be required to match the salaries of the employee with the deduction, simply, it means the deductions would be based on the amount an individual earns.

Despite becoming law in 2013, the Act was implemented in 2023 after a decade-long court battle that sought to scrap the Act. However, in 2022, the Court of Appeal granted the government leeway to implement the Act.

The latest development comes amidst the government’s plan to implement several tax measures in the three tax bills that are currently undergoing public participation.

The National Treasury came up with the Tax Procedures (Amendment) Bill, the Tax Laws (Amendment) Bill, and the Business Laws (Amendment) Bill as it sought to bridge the budget deficit following the withdrawal of the defunct Finance Bill 2024.
