Education cabinet secretary has lashed out at the Kenya National Union of Teachers, KNUT, for insisting that they ought to have been given a slot in the recently constituted national education covid-19 response committee. Knut’s secretary general Wilson Sossion has been vocal in the media over the exclusion. But prof. Magoha now says it is not feasible to have everybody in the committee and that the learners’ interests should supersede personal interests.
“We are very serious about thinking what we need to do with our children and it’s not about everybody being there. Is the union represented, yes . We have put one unionist who will coordinate all the others and then, let us move to where we are going,” said the CS.
The CS had initially sidelined all teachers’ unions only to appoint a representative from the Kenya Union of Post Primary Education Teachers – KUPPET . The committee is currently collecting views from Kenyans on how best to reopen schools.
But, knut would hear none of this, noting that the government should not rush into reopening of the schools.
The CS noted that most schools lacked adequate infrastructure to ensure social distancing among learners; something that must be addressed urgently before schools are reopened.
“In case we are thing about reopening, we shall need a situation where there is flowing water in most schools. we must also think to keep the social distance of one metre. And, therefore having six double deckers (beds) in the cubicle is something that we shall have to reconsider,” Prof. Magoha said.
This, according to the CS, will reduce infection and ensure learners’ safety in schools.
Speaking in Kiambu while on an inspection tour of Ruiru girls high school, this past week, the CS said reopening of schools would entirely depend on a paradigm shift in Kenyan’s behaviour.
“If we are going to be bold enough to open schools, the public must agree to change their mindset and behave in a more civilized manner,” he said.
This means that the public should henceforth abide by the health ministry’s guidelines on social distancing, wearing face masks and maintaining high levels of hygiene.
Magoha watered down the World Health Organisation’s thought that the virus could move from pandemic which is easier to deal with to endemic.
“I don’t subscribe to that school of thought. We need to give the virus a few more months to see how it will pan our,” he said.

The entry requirements for the Upgrade Programme to Diploma in Primary Teacher Education (UDPTE) is a Certificate in Primary Teacher Education (PTE) and TSC Registration Certificate.
Duration and Structure of the UDPTE Programme
The duration for Upgrade to DPTE shall be four (4) school terms, three (3) terms will be used for coursework and one (1) term for practicum. The coursework may be offered either in a full time mode or blended mode of study. In a full time study mode, all learning sessions will take place in the institution during school days. In the blended mode, students shall take some learning sessions in the college during school holidays and engage in self-study through projects and assignments during the school term in a distance under the supervision of college tutors.
Subjects Offered
The teachers pursuing the Upgrade Programme to DPTE shall take all professional courses specified in the DPTE Curriculum as well as Subject areas they did not specialize in during the PTE Programme. The trainnes must cover 1,200 hours for coursework and 300 hours for practicum sessions. The total numbers of hours UDPTE candidate is required to cover is 1,500 hours.
Award of Diploma
To be awarded the diploma, the trainee must complete the required hours for coursework and pass stipulated assessment by the college and KNEC. IMPORTANT INFORMATION ON DIPLOMA IN SECONDARY TEACHER EDUCATION COURSE
In addition to a combination of the two teaching subjects offered, you will be required to study and pass the following compulsory subjects: –
COMPULSORY SUBJECTS COMMON SUBJECT
i) Profession Learning Areas (PLA)
ii) Physical Education
i) Social Studies/Integrated Science/
Indigenous Language/Visual Arts
ACADEMIC REQUIREMENTS
a) For examinations all students are required to bring two (2) JK Copier reams of A4 80gms printing papers
b) All students must bring at least one Textbook for their two Teaching Subjects, both Professional Subjects and the Support Subjects (see appendix B)
c) You should bring a Geometrical Set, Pens, ruler, pencils, erasers, sharpeners, spring files, A4 Exercise Books and a minimum of one ream of ruled foolscap.
d) Students taking Biology, Chemistry and Physics should bring white polyester Laboratory coat
e) Science and Mathematics students should also bring a Scientific Calculator, graph book and SMP Advanced Tables 3rd edition.
f) Students are highly encouraged to come with their Smartphones, Personal laptops / Tablets
HEALTH REQUIREMENTS
Duly completed Medical Examination Form – NB: The College reserves the right to conduct its own medical examination on any student at any time (see attached medical form.)
Note: Medical examination can also be done in college at a cost of Kshs. 500
PERSONAL EFFECTS
You are required to bring with you: –
a) adequate personal clothing; Nyeri can be chilly during the cold seasons, early mornings or late evenings you are advised to carry warm clothing.
b) Mattress; 74” x 30” x 4”.
c) two pairs of plain bed-sheets
d) three blankets and a bed cover
e) pillow and two pillow cases
f) personal effects (e.g bath towel, slippers, toothbrush, toothpaste, toilet and washing soaps etc)
g) a pair of games shoes and stockings
h) suitable P.E. clothing for use until you are issued with a P.E. kit
i) a bucket
j) a spoon, normal size cup & a plate
k) adequate pocket money
IMPORTANT INFORMATION
I. Attendance to College activities
a) Attendance to scheduled activities is COMPULSORY. These include lectures, assemblies, sports and games etc
– No exemption can be granted from participation in College activities/routines on grounds of religious beliefs or philosophy.
Note: Students are advised to familiarize themselves with the regulations governing Diploma in Secondary Teacher Education Course.
II. Progress in Training.
Performance while in training is continuously assessed and monitored. There will be internal (College) and external (KNEC) assessments. For the internal assessments progress report will be issued every term.
III. Spiritual Welfare
The College is multi-denominational. Each one is free to practice one’s faith provided that by doing so, the rights of other students and residents are not prejudiced or compromised in any way.
IV. Clubs and Societies
Students are expected to be members of at least one and a maximum of three Clubs/Societies.

The Teachers Service Commission (TSC) is in the process of preparing a new Collective Bargaining Agreement (CBA) for teachers that will be implemented in July 2021. In the new CBA, classroom teachers have been given more salary increment as opposed to the administrators (who reaped big from the previous CBA).
Ahead of the next CBA implementation, below are the latest salary scales for all teachers as at 2021.
These are Heads of Institutions in National and Extra County Schools with over 1000 students. Effective 1st July, 2020, they got a salary increment of up to Sh9,496. The lowest earner in this group gets a salary of Sh131,380 while the highest earner in this group earns Sh157,656 per month.

Several Secondary schools are on the spot for irregularly charging extra school fees without the approval of the Ministry of Education, an audit report has revealed.
The audit conducted by the Auditor General Nancy Gathungu, also fingers several secondary schools over unsupported and unaccounted for capitation and grants advanced to them for construction of various development projects.
The audits for the period covering 2021, 2022 and part of 2023, also faulted several schools for illegally transferring money to the Kenya Secondary School Heads Association (KSSHA) kitty.
In the latest reports which reviewed several secondary schools across the country, Gathungu questioned how the institutions were implementing various development projects as most of them were in breach of the law.

Education CS Machogu has announced a new KCSE grading system. Machogu has announced that Maths and 1 language and 5 other best performed subjects will be used by KNEC to compute the 2023 KCSE candidates’ grades in the new grading system. He said the new system will trigger an increase to the number of students joining university.
In the new grading system, only two mandatory subjects, Mathematics and one language (English, Kiswahili, or Kenyan Sign Language), will be used to compute the mean grade.
“Previously there were five mandatory subjects across three cluster groups – Mathematics, English, Kiswahili, two sciences and one humanity,” said Machogu on Monday during a stakeholders’ engagement on the new grading system at the New Mtihani House.
Additionally, examiners will be required to pick five of the best-performed subjects from a candidate, doing away with the previous grading system.
“In addition to the two mandatory subjects – the Kenya National Examinations Council will consider any other five best performed subjects. It is expected that the new reform measure will increase the number of students qualifying for universities, Diploma and TVET training at Certificate and Artisan levels,” said the Education CS.
The previous system was perceived to disadvantage some learners whose best-performing subject was not considered if not within the clusters, as has been the case since the inception of the 8-4-4 education system.
Under the previous grading system, students’ final grades were determined by five compulsory subjects plus one humanity course. However, the newly introduced system will evaluate students based on two compulsory subjects and any five other best-performed subjects, effectively altering the way students’ academic achievements are assessed.
The two compulsory subjects in the new grading system are Mathematics, a single language, and five of the best performed subjects. The language that yields the higher performance will be considered in the grading process. Similarly, it won’t matter what subjects are best performed, those will be the ones used in the final grading.
In the previous grading system, students were assessed based on Mathematics, English, Kiswahili, the two best-performed sciences, and two other best-performed electives, including a humanity course. This change represents a significant shift away from the previous structure, streamlining the grading process to create a more equitable and inclusive system.
The primary objective of this educational reform is to increase the number of students who qualify for university and diploma education. By allowing students to select their best-performed subjects from a broader pool, the new system aims to recognize and reward individual strengths and talents, promoting diversity in higher education.

According to the new grading system, the student will get a B- (minus) of 55 points as opposed to the C+ (plus) of 49 points in the old KCSE Grading System.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation
Out of the 12 schools selected based on pathway;
9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.
How Placement of learners to Senior Schools (SS) at Grade 10 will be done
It will be based on:
Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in schools of choice
Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice
Admission and replacement process
Placement results will show where learners have been placed
Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
All schools, both public and private shall admit Grade 10 through KEMIS
Leaners will be entered to the KEMIS System only after reporting physically to the school.
Daily online reporting shall be monitored through KEMIS
Replacements
Schools with vacancies will declare through their respective county directors of education
Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
Priority shall be given to those who had earlier selected the schools they are requesting for Approvals by MoE shall be based on senior schools’ documented capacity
Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
Replacement will be done once and shall be irreversible
