The Kenya National Examinations Council, KNEC, has advertised vacancies to be filled in December, 2020. See the full advert below;

1.0 DEPUTY DIRECTOR, SUPPLY CHAIN MANAGEMENT, EC SCALE 14 (1 POST)

1.1 Job Description:

  1. Providing leadership in development and implementation of supply chain management strategies, policies and procedures;
  2. Providing secretariat services to the Committees undertaking procurement activities;
  • Applying measures to ensure integrity and professional supply chain management standards;
  1. Developing and coordinating the preparation of annual procurement and disposal plans and monitor and review their implementation;
  2. Drawing plans to integrate ICT in the Division’s operations;
  3. Devising, implementing and monitoring effective risk management strategies in the Division;
  • Coordinating procurement planning and budget preparation for the Division;
  • Devising measures to enhance partnerships with suppliers;
  1. Cascading the strategic plan and performance contract in the Division and carry out staff performance appraisals;
  2. Formulating and implementing initiatives to instill KNEC values in the Division and adopt best practices in supply chain management;
  3. Developing performance improvement strategies that are adaptive to the changing environment and technology;
  • Giving professional advice on Supply Chain Management matters whenever required;
  • Facilitating proper utilization of human and other resources in the Division;
  • Providing professional opinion on evaluation of tenders and disposal of assets to the Chief Executive Officer;

1.2 Job specification:

  1. Masters degree in Commerce, Business Administration (Supplies Management Option) from a recognized institution;
  2. Diploma in Supplies Management (CIPS) or its equivalent from a recognized Institution;
  • Must have served for a period of fifteen (15) years relevant work experience in a recognized institution;
  1. Strategic Leadership Development Program lasting not less than six (6) weeks from a recognized institution;
  2. Membership to the Kenya Institute of Supplies Management (KISM);
  3. Certificate in computer applications;
  • Demonstrated merit in work performance;
  • Fulfill the requirements of Chapter Six of the Kenyan Constitution.

2.0 CHIEF SUPPLY CHAIN MANAGEMENT OFFICER, EC SCALE 12 (1 POST)

Job Description:

  1. Compiling the annual Corporate procurement and asset disposal plans;
  2. Implementing the annual procurement and disposal plans and prepare quarterly implementation status reports;
  • Coordinating procurement and market surveys activities;
  1. Preparing contract documents and coordinating suppliers’ performance appraisals.
  2. Liaising with the user department to ensure effective implementation of contracts for goods, works and services;
  3. Providing secretariat services to committees incidental to procurement of goods and services, and disposal of assets;
  • Overseeing periodic and annual stocktaking exercise;
  • Coordinating disposal of assets activities;
  1. Preparing periodic statutory reports;
  2. Maintaining and update pre-qualified suppliers list and contract management register;
  3. Coordinating suppliers’ performance appraisals.

Job Specification:

  1. Masters degree in Commerce, Business Administration (Supplies Management Option) from a recognized institution;
  2. Bachelors degree in Commerce, Business Administration (Supplies Management Option) from a recognized institution;
  • Diploma in Supplies Management (CIPS) or its equivalent from a recognized Institution;
  1. Must have served for a period of nine (9) years relevant work experience in a recognized institution;
  2. Management course lasting not less than four (4) weeks;
  3. Membership to the Kenya Institute of Supplies Management (KISM);
  • Demonstrated merit in work performance;
  • Certificate in computer applications;
  1. Fulfill the requirements of Chapter Six of the Kenyan Constitution.
