Final Recommendations on Teacher Education and Management by the Presidential Working Committee on Education

The findings by the Presidential Working Committee on Education show that Kenya has made great strides in teacher education and management, becoming a regional benchmark. There exist structures and guidelines for both pre-service and in-service teacher training, with the country-producing qualified teachers normally absorbed into the public and private learning institutions, while others find employment in other countries and other sectors of the economy.

However, there are gaps that need to be addressed in order to attract, develop and retain effective teachers for the transformation of society and achievement of Kenya Vision 2030 and SDG 4.

Teacher education and management roles are carried out mainly by the MoE and TSC, with no clear framework, conflict arises between the two institutions to the detriment of quality service delivery. It was observed that there is a lack of a coherent approach to teacher education and deployment, with many well-intended sector players for the same sector taking different and sometimes conflicting approaches.

The findings showed that institutional administrators do not have clear in-service education programmes. Further, the implementation of CBC faced challenges mainly emanating from inadequate teacher capacity and preparedness.

The PWPER observed that Kenya was not attracting the best of its student population to the teaching profession. The uneven distribution of teachers across the Country remains an issue of concern, with some regions experiencing acute shortages while other regions were overstaffed. Further, the TTCs facilities remain under-utilised, with some having more tutors than students.

The findings show the underutilisation of the TTCs as well as many internal challenges that include: inadequate facilities; posting trainers who are not specifically trained for these institutions; lack of access to loans through HELB; and lack of guidelines for sharing under-utilised facilities, including linkages with industry players.

Pre-Service Teacher Education (PSTE) lacks a framework; thus, TE is not standardised. The TTCs, Colleges offering Diploma in Education and Universities need TE standards to ensure that the quality of teachers meets the 21st Century demands and becomes globally competitive.

Universities globally play a critical role in shaping and informing Pre-service Teacher Education (TE). Globally, best practice reveals that responsive TE reforms precede Basic curriculum reform implementation to achieve seamless rollout.

Unfortunately, TE reforms in Kenyan Universities have often been reactive to Basic Education curriculum reforms leading to poor preparedness. Hence it is necessary for the Ministry of Education, the State Department of Basic Education and the State Department of University Education to work closely with Universities to rethink strategies that will support the continuous alignment of TE programmes to the emerging needs of basic education as critical players for the effective implementation of reforms.

The Commission for University Education should provide specific guidelines for TE programmes that clearly embed the principles of Competence-Based Teacher Education (CBTE).

There is a need for a long teaching practice period of two school terms. In addition, University schools of education should embrace mentorship as a part of the practicum process, and the mentoring teacher should be made the assessor of the trainee teacher during teaching practice.

This will require that the Universities, besides getting into partnerships with schools, will identify the mentoring teachers and train them. There will be no cost implication because the funds will be drawn from the Teaching Practice allowances previously paid to the lecturer.

Admission requirements for the B.Ed degree shall continue to be determined by the Universities’ Senates.

Regarding the welfare of teachers in the service, PWPER noted that there were serious concerns about the non-consultative transfers and appointment of institutional administrators between the TSC and MoE; the delocalisation policy; the disjointed in-service teacher education programmes; and the lack of a collaboration framework between partners offering teacher education and management services.

Final Recommendations on Teacher Education and Management

  1. The MoE to develop guidelines on how all teachers who graduated before 2023 undergo a mandatory one-year retooling and upgrading programme for compliance with the curriculum
  2. The minimum entry grades for Pre-service Teacher Education programmes be as follows:
    • DECTE and DPTE – C (Plain) in KCSE or its equivalent in SS:
    • DSTE – C (plain) in KCSE or its equivalent in SS with C (Plus) in teaching subjects,
    • DSNTE – C (Plain) in KCSE or its equivalent in SS; and
    • DTTE – C (Plain) in KCSE or its equivalent in SS with C+ in related STEM teaching

In each case, all applicants with disability will be admitted with a mean grade of C- (Minus) in all diploma programmes and all other conditions will apply. Further, A candidate with a recognised certificate in a technical subject area from a recognised college shall be considered for Diploma training in the same subject area.

  1. The Schools/Faculties of Education in Universities should develop comprehensive Faculty Staff retooling programmes in preparation for CBTE at the University Admission requirements for the B.Ed degree shall continue to be determined by the Universities’ Senates.
  2. Establish Kenya Teacher Training College (KeTTC) to administer all Pre-service teacher training colleges (TTCs) as campuses. Further, develop a framework to ensure optimal utilisation and sharing of
  3. MoE to establish a Kenya School of Teacher and Education Management (KeSTEM) as a corporate body to coordinate all In-service programmes for institutional leaders and education officers. Additionally, KeSTEM will offer CPD for teachers utilising facilities of Kenya Teacher Training Colleges (KeTTC).
  4. TSC to offer all education graduates an opportunity to undertake a mandatory one-year internship programme upon completion of Pre-service. The internship should be a structured and coordinated programme, which includes Teacher Induction, Mentorship and Coaching (TIMEC).
  5. TSC in consultation with MoE to harmonise teacher management guidelines on deployment, promotion of teachers and institutional administrators and teacher
  6. MoE, TSC and the COG to review the existing policies and guidelines on Pre- Primary teacher deployment and institutional administration. This should ensure collaborative management of teacher registration and recruitment, deployment and transfer, promotion and standardised remuneration, as well as performance monitoring and welfare of all Pre-Primary teachers. SRC to be consulted in the implementation of a collaborative framework on harmonised remuneration of Pre-Primary School
  7. Deployment and remuneration of teachers in Pre-Primary, SNE and hard-to-staff areas should be prioritised under the staff establishment and rationalisation
  8. Ensure the current students pursuing Bachelor of Education Programmes graduating from 2023 onwards are adequately trained in CBE. All Universities offering Teacher Education should ensure their programmes are aligned with CBTE and CBTA. The minimum duration for a Bachelor of Education degree in Teacher Education is four years (3 years for professional courses and 1 year for practicum).

TSC under scrutiny after releasing list of recently promoted teachers

The Teacher Service Commission (TSC) has recently published its list of 25,252 teachers who achieved promotions, highlighting differences among counties that have attracted attention from lawmakers and education advocates.

Machakos County led the list with 690 promotions, sharply contrasting with Garissa’s 303, the smallest number among all counties.

The information was presented to the National Assembly Committee on Education after lawmakers requested an examination of the promotions.

Nevertheless, the figures have sparked a backlash, raising concerns regarding the criteria used to select which teachers were promoted and how the positions were allocated nationwide. Lawmakers, led by Tinderet MP Julius Melly, strongly criticized the apparent uniformity in promotion distributions, indicating deviations from past practices and neglecting demographic realities.

Melly, who is the chair of the education committee, criticized the Commission for promoting certain teachers multiple times while others have remained in the same job group for over a decade.

“How can you promote someone three times consecutively while others have been stuck in one job group for over ten years? ” he inquired.

“This isn’t the first instance we have received such grievances from teachers. The manner in which this list was created shows a lack of consideration for equity. We need to comprehend how the TSC made these determinations. ”

The National Assembly Committee on Education later dismissed the list and insisted that TSC provide a detailed explanation of its promotion criteria. The commission has until Thursday to address the issues raised by the committee.

While appearing before the MPs, TSC Chief Executive Officer Nancy Macharia defended the commission’s methods, stating that the promotions were aligned with regulatory frameworks that ensure fairness and consistency.

She referenced the applicable policies, including Regulation 73 of the Code of Regulations for Teachers, the Career Progression Guidelines, and the Policy on Selection and Appointment of Institutional Administrators.

“By aligning promotion policies with legal and regulatory frameworks, the process strictly complies with Regulation 73 of the Code of Regulations for Teachers, the Career Progression Guidelines, and the Policy on Selection and Appointment of Institutional Administrators,” Macharia stated.

Despite her defense, the process has faced criticism from the Kenya Union of Post-Primary Education Teachers (Kuppet), which claimed the promotions disproportionately favored areas with fewer teachers to the detriment of more densely populated counties.

Moses Nthurima, the Acting Secretary-General of Kuppet, asserted that the distribution failed to consider teacher population density and longstanding issues of stagnation.

He mentioned that numerous teachers who had worked in acting roles for several years were overlooked while some newly hired educators received promotions in rapid succession.

“Some regions have been unfairly treated. If the 25,000 positions were not allocated proportionally, based on the number of teachers per county, it implies that counties with larger teacher populations are suffering. Those who have remained stagnant in a job group for years have been excluded,” Nthurima remarked.

According to TSC, a total of 5,291 teachers were promoted under affirmative action for the 2024/25 financial year. The affirmative action group included Isiolo, Lamu, and Mandera counties, which received 282, 280, and 270 promotions, respectively.
On the opposite end of the scale, Kiambu had only 46 promotions, while both Nairobi and Murang’a had 63. The promotions encompassed job groups from C2 to D5. Grade C4 recorded the most promotions at 8,508, closely followed by C5 at 5,425 and C3 at 4,971.

Other grades included D1 with 2,519 promotions, C2 with 1,445, and D3 with 1,410. At the higher levels, D2 had 799 promotions, D4 had 128, whereas only 47 teachers received promotions to D5. Nthurima asserted that the process lacked equity and stated that factors such as tenure, performance, and experience were not uniformly considered.

“The commission now claims it took age into account as well, but age has never been a major factor. The essential factors are years of service, responsibilities executed, and achievements in both curricular and co-curricular activities,” he remarked.

He raised concerns about why teachers who had occupied acting positions for extended periods were consistently overlooked. “Some teachers have acted as deputies or principals for six or seven years and are still being left in acting roles, while others in less populated regions are receiving promotions,” Nthurima expressed.

The union representative also criticized the Commission’s failure to consult, indicating that Kuppet had not been involved during the planning or execution of the promotions.

“We aim to comprehend what led to such promotions. Unless there are undisclosed considerations, it is evident that many qualified teachers have been ignored. We communicated with the commission, but it has never replied. It seems the commission does not interact with unions. TSC perceives unions as inconsequential,” he stated.

Legislators and union representatives now urge that future promotional procedures adopt a more consultative method, guarantee accountability, and take into consideration both population diversity and career stagnation issues throughout different areas.

The Month long 2018 Kenya Certificate of Secondary Education, KCSE, Examinations came to a close today as candidates wrote their final Technical subjects’ papers. The Education Ministry’s Cabinet Secretary (CS),  Dr. Amina Mohammed, has hailed the administration of this year’s examination saying it is the most credible in Kenya’s history.

“The Country (has) witnessed the most credible KCSE (exams) in the examination’s 29 year history,” said Dr. Amina in a summative presser on the administration of this year’s KCSE exams. The CS says that she has received numerous requests from other countries for them to come to Kenya to benchmark on the administration process of National Examinations.

Education Cabinet Secretary, Dr. amina Mohammed, Prayed with the candidates of Ngara Girls High School this morning and wished them well in their post-Secondary endeavours.

“In fact, already ( have received) several requests for bench marking because very much like us, they wish to guarantee the credibility of their matriculation process,” Dr. Amina said.

The Cabinet Secretary has alluded that the success in administration of this year’s National examinations is due to collaboration between the various government agencies. “I wish to acknowledge and most sincerely thank this top notch team of professionals including: Basic Education PS (Dr. Belio Kipsang), Prof. George Magoha (KNEC Chairman), Dr. Nancy Macharia (TSC Chief Executive Officer) and Dr. Mercy Karogo (KNEC Acting Chief Executive Officer) for executing one of the most robust examination monitoring exercises ever undertaken not only in our country but on our continent if not the world,” the Education CS added.

The Cabinet Secretary, also, had kind words to candidates who prepared well and brought determination, enthusiasm and foresight to the examination halls. “Am proud to be associated with these great young men and women who have proved ready to take on and surmount the challenges of the future and make their contribution to our national journey,” Dr. Amina uttered.

Faced with some Mishaps

The smooth  administration of the 2018 KCSE examinations was marred with a few setbacks, though. Despite being hailed as the most credible, some cases of examination malpractices were reported.

Cheating cases reported.

Out of the 220 schools put under high surveillance, two centres attempted examination cheating and the suspects were arrested and presented to court. “In the 222 schools that were put under high surveillance based on previous history of examination malpractices, examinations went on unhindered in 220 of these centres. Minimal malpractices were detected in two of the centres, with the alert monitors taking remedial action that prevented any full blown collusion or examination contamination at the centres,” the CS reported.

Services of 10 principals ex continued

Elsewhere, ten principals, centre managers, were ex-continued for carrying examination materials in private vehicles. “Officials in charge of 10 (ten) centres were relieved of their various duties as centre managers for allowing the transportation of examination materials in private vehicles contrary to the requirement that only government transportation be used for the purpose,” the CS says in the presser. In other schools, some principals were replaced as examination centres for allowing unauthorized persons into the school compound during the examination period. The ministry had earlier banned execution of any major activities and visitations to schools by parents or guardians in term three.

Over 120 arrested for attempted cheating

The summative report by the Cabinet secretary indicates that ‘a total of 110 people, including candidates, who attempted cheating during the examinations were arrested owing to the watchful eyes of security-men, monitors and other examination officials’. Also arrested were 10 Board of Management, BOM, teachers in four schools in connection to various cases of examination malpractices. These teachers have been arraigned in court and charged. Four students were at the same time deregistered for impersonation.

Despite the ministry banning the use of mobile phones within the examination centres, by unauthorized individuals, a total of 110 cell phones were confiscated at various centres as the exams were on. These electronic gadgets were confiscated from teachers, candidates and school staff. The phones are being analyzed to see if they aided in examination cheating via relaying information into the examination rooms.

The 664,550 candidates will be waiting with abated breadth as the examiners start marking their papers next week across various centres in Nairobi. The results for these examinations are expected before Christmas, this year (2018).
