- The Kenya Universities and Colleges Central Placement Service, Kuccps, has released the list of KCSE candidates are required to carry out second revision of their 2020/2021 placement choices. This is a list of students who were not selected during the first revision of their course choices. Kuccps says the application system will open for the Second Revision of degree, diploma and certificate choices from Thursday, April 2, 2020 to Wednesday, April 15, 2020.The Second Revision will be open for all the applicants who, on competitive selection after the First Revision of Choices, have not secured any of their choices for placement to universities and colleges.
The KCSE index numbers of these applicants are listed Second Revision List for 2020/2021 Placement. Kuccps urges principals of the secondary schools whose former students’ index numbers are listed on the website to inform the affected applicants to revise their choices.
In addition, students who did not apply through their schools and missed the First Revision of Choices may use this opportunity to submit their applications.
The applicants will be required to select new choices from the degree, diploma and craft/artisan certificate courses with unfilled capacities, which are also listed on the website, and submit afresh.
Applicants whose index numbers are not in the list on the website have already provisionally secured one of their choices, hence are not required to reapply. The outcome of their applications will be given after the conclusion of the placement processing.

- Applications must be submitted through the KUCCPS Student’s Portal.
- Applications may also be submitted through the Placement Service App, KUCCPS STUDENTS, which is available for download on Play Store.
- More information including detailed application guidelines, institutions, available programmes, minimum subject requirements and previous cut-off points are available on the Portal.

- In light of the Government guidelines meant to stem the spread of the coronavirus, applicants are advised to observe social distancing, avoid gatherings and follow the directives regularly issued by the Ministry of Health.
- Due to these Government guidelines, the Placement Service offices and Huduma Centre desks are closed to the public. The application process is, however, fully automated and applicants who need support to access their accounts should contact the Placement Service Customer Care through:

TSC urged to deploy female teachers at Kabuto primary school
The teaching fraternity and the community of the Kabuto area in the North Kadem Ward, Nyatike sub-county, have called upon the Teachers Service Commission (TSC) to post a female teacher at Kabuto Primary School.
Speaking during an interview, the Deputy Head of Institution at Kabuto Primary School, Dick Oganda, stated that male teachers have been forced to assist and handle female pupils at school, a practice that should be handled by female teachers.
“Girls undergo a lot of body changes and physical appearances that should be explained by a female teacher, but we are forced to step in because we lack one within the school,” said Oganda.
He called upon the relevant education stakeholders to address the matter to restore confidence and dignity for the girls in the institution.
The primary school, which has a population of 434 pupils, 230 being girls, is located in the semi-arid region of Nyatike, linked with a poor road network and constantly affected by floods, making it one of the hardship areas to work in within the county.
Nyatike Member of Parliament Tom Odege has been championing the national government to categorise the constituency as a hardship area to enable civil servants to receive hardship allowances.
The school also lacks enough teaching staff, latrines for teachers and pupils, a fence, desks, as well as decent housing for teachers.
The Nyatike National Government Constituencies Development Fund (NG-CDF) has, however, constructed some toilets for students and done some renovations for classes to provide a conducive environment for learners.
Edith Akinyi, a parent from the school, called upon the Teachers’ Service Commission to post a female teacher to help handle the delicate girls in the school.
Akinyi also urged the Ministry of Education to consider a facelift of the school to uplift its standards and supplement what the Nyatike NG-CDF was doing for the school.
In August this year, the Education CS Julius Ogamba promised that the government would improve schools with poor infrastructure, with special emphasis being given to institutions in remote areas, following a public outcry.

form one selection results 2021 out (Get admission results and letter)
The 2021 form one selection results can be received through the Ministry of Education official SMS code 22263. This is the fastest way that 2020 Kenya Certificate of Primary Education (KCPE) candidates can use to know their form one placement results. These results are always available once the selection process is completed.
HOW TO SEND AN SMS TO RECEIVE 2021 FORM ONE SELECTION RESULTS.
It is the responsibility of the Ministry of Education to place all the 2020 KCPE candidates to their secondary school of choice. The Ministry places the students to all public National, Extra County, County and Sub County schools.
Placement of the KCPE 2020 candidates is done based on criteria set by the Ministry of Education. Top on the list of factors that the Ministry considers is the candidate’s performance (total marks) in the KCPE 2020 examinations. Students with the highest scores (Over 400) are always placed at National Schools.
The vice versa is versa is true as students with lowest scores are placed in Sub County schools.
Another criteria that is considered is affirmative action; where the cut off marks for form one selection is lowered considerably for vulnerable groups of students.
The general performance at the KCPE examinations is also a key determinant in determining the cut-off points for the various categories of schools.
Last, but not least, the form one admissions is pegged on the specific schools’ Form one capacities. This is the maximum number of form one students that a school can accommodate; based on the available space and physical facilities. Schools can request for change of 2021 form one placements (Adjustment of school’s form one capacity).
Where the capacity of a school has improved due to development of additional facilities in the year, a principal must request for placement of additional students and approval in NEMIS.
After the application, the Ministry reviews and adjusts the school’s form one capacity; usually by allowing the school to admit more form one students.
SIMPLIFIED PROCEDURE FOR CHECKING 2021 FORM ONE SELECTION RESULTS.
Follow the steps below to easily get your 2021 form one selection results through SMS;
- Go to SMS (Messages) in your phone and create a new SMS. Enter the recipient number (where to send the sms to) as 22263.
- Enter your KCPE 2020 index number in full (11 digits); see screenshot below.
- Once you are satisfied that the index number and recipient details are correct, just send the SMS.
- Please remember that this is a premium service and you will pay Sh25 per an SMS.
- In case the SMS from the Ministry of Education delays, kindly be a little bit patient before sending the SMS again. This is because, immediately the placement jresults are announced, there will be many individuals sending same SMSs and this may cause the delays.
- Finally, only send the placement confirmation SMS once the Ministry of Education formally releases the results to the public.

TPAD 2 appraisal rating meeting online
A TSC teacher is expected to schedule an appraisal rating meeting with the appraiser. This is done online at the TPAD 2 portal. Before the appraisal rating meeting, you are required to evaluate and rate yourself. Your appraiser is also required to assess and rate you.
After the completion of the self-evaluation and evaluation by the appraiser (you), the interface will show a completed appraisal which should be “Appraisal completion 100%”.
The appraiser should notify the appraisee of the time, venue and agenda of the meeting, before the appraisal rating meeting which should be in line with the institutional calendar of activities.
The appraisal rating meeting is scheduled by the appraiser and it happens between the appraiser and the appraisee.
The appraiser and appraisee will hold a meeting and the purpose of the rating meeting is to review their joint rating and then reach an agreed rating.
HOW TO BOOK AND CONDUCT AN APPRAISAL RATING MEETING.
After Self Appraising yourself, it will be the turn of your appraiser to rate you;
- Log into your TPAD 2 account and select “Appraiser Appraisals” from “My dashboard”. This will show the “pending appraisals” and “schedule meeting” buttons.
- The appraiser can schedule a meeting by clicking “schedule meeting” button. This will open the “schedule appraisal rating meeting” interface.
- The “schedule appraisal rating meeting” portal has a list of all the Appraisees Awaiting appraisal meeting (these are the appraisees awaiting to be scheduled for appraisal rating meeting)”. On the other hand, the appraisees “scheduled appraisals” are the appraisees already scheduled for the rating meeting.
- On the teacher being appraised, click the “schedule meeting “button. The appraiser will see a pop up window on schedule Appraisal Meeting which shows “Appraisal date” and “Appraisal time” as shown in the screen shot.
- Next, click on “Appraisal date” on the pop up window and from the calendar select a date for the appraisal rating meeting.
- Click on “Appraisal time” from the drop down button on the pop up window and select time for the Appraisal meeting. Then click “save schedule” button to complete the process.
- Once the meeting is successfully scheduled a success message will be shown on your window.
- Now, click “OK” to complete the scheduling. A notification of the scheduled meeting will be sent to the appraisee.
- Once the meeting is scheduled, it moves to the “scheduled appraisals”.
- To proceed with updating the ratings, appraiser should click on “scheduled appraisals” button. It will open a portal with the list of all the teachers scheduled for appraisal rating meeting.
- On the teacher being appraised, click “start meeting” button and at this point the appraiser and appraisee can now proceed with updating the ratings or “Update Schedule”.

CS Amina castigated for ordering a crack down on HELB Loans’ defaulters
A section of Kenyans has strongly criticized Education Cabinet Secretary’s (Dr Amina Mohammed) move to crack down on Higher Education Loans Board, HELB, loans defaulters. Reacting after Dr Amina’s remarks, critics said it was unfair for the CS to force the beneficiaries to pay the loans and yet they have not secured formal employment.
On Wednesday, 20th February 2019, Dr Amina said the government will step up efforts to recover over Kshs 7.2 Billion in loans by past beneficiaries. She said the radical exercise will kick off soon and those in the diaspora will not be spared either. “We are going to partner with our law enforcement agencies to track down those holding jobs and yet are reluctant to stand up to be counted as responsible and patriotic citizens who honour their debts,” she said.
On his part, HELB chief executive Charles Ringera said the agency will partner with the Ministry of Foreign Affairs to bring defaulters working in the diaspora to book. “We are having a large number of of graduates leaving the country to work abroad, majority who have defaulted,” said Ringera.

The two were speaking at the Laico Regency hotel, in Nairobi today during the Launch of the HELB Agenda for 2019-2023 in which the agency has projected a budget of Kshs 90.7 billion.
“I am happy HELB Agenda 2019-2023 has aligned not only to the Big 4 Agenda but also to Vision 2030, the AU (African Union) Agenda 2063 and to a large extent the sustainable Development Goals. I appreciate the Higher Education Loans Board (HELB) on the milestones that they have achieved so far in increasing access to higher education through provision of finance. This is evident in the new vision of universal financing for Kenyans pursuing higher education,” noted Dr Amina.
The CS reported that HELB will finance 76,209 first time applicants admitted to Technical Vocational Education and Training Institutions (TVETs). “On TVET, am happy to note that HELB is currently funding approximately 24,252 (students) with another 76,209 first time applicants waiting for resource availability. I am in constant discussion with Treasury to see to it that these resources are availed to the HELB to fund TVET students,” she promised.
Amina encouraged other colleges that are not under HELB’s funding program to engage HELB in order to build revolving funds for their respective colleges. She said the Afya Elimu fund for students at Kenya Medical Training College, KMTC, has so far funded over 21,000 health care workers at a cost of Kshs. 1.7 billion.

Autonomous Government Agencies (SAGAs) to realign their Strategic Plans to support the realisation of the Government’s priorities.
The HELB Strategic Plan – HELB Agenda (2019 – 2023) has accordingly aligned HELB’s priorities with the Big 4 Agenda, Vision 2030, the Continental Agenda for the Africa We Want and the Sustainable Development Goals (SDGs).
Ladies and Gentlemen,
Due to the rapid expansion of higher education in the country, enrollment is now in excess of 795,000 students providing the country with amazing opportunities.
However, there are significant challenges that still confront the sector, which we are continuously addressing.
The Ministry of Education is currently reviewing the higher education financing policy to make financing more predictable and sustainable. Specifically, at the University level our immediate priorities include:
1.Improving Quality and Relevance of University Education
2.Conceptualing a funding model that ensures equity and fairness, financial prudence, and includes: resource mobilisation to complement exchequer support; and
3 Optimising good governance management and institutional structures to attract and retain adequate and highly qualified human capital especially PhD holders in all disciplines.
On the Technical and Vocational Education and Training (TVET), HELB is currently funding 24,252 students in various TVET colleges. The Ministry of Education is engaging Treasury to secure more resources to expand this reach. It is estimated that this year, 262,764 students will be placed into Technical Training Institutes while 90,688 will be placed in Universities. In order to allow more candidates to access tertiary education, the placement process to TVET institutions will remain open at various intervals throughout the year.
Ladies and Gentlemen,
Support for tertiary education is crucial to enable the realisation of the Government’s Big 4 Agenda. There is an urgent need to equip more youth with the skills to meet the needs and demands of industry. The curriculum in our TVETs must be demand-driven and dynamic. It must be flexible and match the dictates of industry. To that end, we are in constant conversation and engagement with key industry players to develop and update our competency-based curriculum.
As the government remains committed to provide financial support through HELB to enrolled students, we are also calling on our development partners to support this
process. We are available to continue the discussions we started with our EU partners and with other international institutions on support to TVETs.
In the same vein, I also call upon parents, guardians and all Kenyans to encourage our youth to enroll in TVET institutions across the country and to seek financial support from HELB to finance their education. This financial year, Treasury allocated Kshs. 300 million to cater for loans and bursaries for students in the Technical Vocational Education and Training (TVET) institutions.
Overall, the HELB annual student budget has grown from Kshs 4.6 Billion financing 109,189 students in 2012 to Kshs 11.4 Billion financing 248,050 students in 2017-2018.
A total of 53% of this budget is funded by the exchequer and 47% from loan recoverv. In order to guarantee sustainability of HELB, I call upon employers to enhance loan recovery mechanisms to track over 74,000 defaulters holding over Kshs 7.2 Billion as at 31st December, 2018. This
intervention will improve HELB’s performing loan portfolio from the current 72% to more than 80% by 2023, We are also going to partner with our law enforcement agencies to
track down those holding jobs and yet are reluctant to stand up to be counted as responsible and patriotic citizens who honour their debts. This will include tracking graduates working in enterprises such as Mobile Transfer services such as MPESA, Airtel Money and other emerging jobs.
Ladies and Gentlemen,
Currently, HELB is managing a Training Revolving Fund (TRF) on behalf of the Department of Public Service Management under the Ministry of Public Service, Youth
and Gender Affairs. This fund was created to finance civil servants pursuing higher education in government priority areas. The uptake of this fund however is very low therefore urge civil servants to take advantage of this kitty to advance their skills for better service delivery
Ladies and Gentlemen,
In conclusion, this strategic plan envisages a reformed, bolder, agile, customer focused, technologically enabled and risk intelligent organization managing a total portfolio of Kshs.90.7 Billion. I directed HELB to adopt artificial intelligence to serve customers better. The agency should equally use block chain technologies to aid in loan recovery and resource mobilization to align the operations of HELB to those of leading financing institutions globally. And yes I am truly looking forward to a time when HELB will not need any support from the exchequer.
HELB was and remains an amazing promise to our young people to empower, to encourage, to support the realization of dreams and achievement of their potential. In terms of financing higher education, we are in a class of our own in our continent. We are a great model and we are sharing our experiences and dreams.
In our vision however, we need to benchmark with countries outside our continent to improve.
With these remarks, it is now my pleasure to launch the HELB Agenda 2019-2023 and ISO 9001:2015 certification for efficient customer service delivery.
