President William Ruto has urged Members of Parliament to keep off the current recruitment for teachers.
The President urged politicians not to politicize the hiring of 30,000 teachers across the country saying the move will derail the process.
“Let us not introduce many variables to the process; let us give the Teachers Service Commission space to do its job.” President Ruto said.
President Ruto spoke on Thursday during the Annual Kimalel Goat Auction and Cultural Fair in Baringo South, Baringo County.
Present were Cabinet Secretaries Simon Chelugui (MSMEs), Florence Bore (Labour), Governors Benjamin Cheboi (Baringo), Wesley Rotich (Elgeyo Marakwet), Susan Kihika (Nakuru) and a host of MPs.
President William Ruto’s warning to politicians to keep off the planned recruitment of 35,000 teachers is a timely intervention.
This is the work.of the Teachers Service Commission (TSC), a constitutional agency whose mandate is teacher recruitment and management.
Indeed, TSC is the teachers’employer on the government’s behalf and carries out not just recruitment, but also staffing and continuous professional training to further enhance teachers’ skills.
There is absolutely no reason why MPs and other politicians should be allowed to usurp the key role of this specialised agency. Most of them lack the know-how to perform this professional job.
Their involvement would be a recipe for confusion and chaos. It is the TSC that has the vital data on teacher shortages across the country.
Allowing MPs to get involved in the recruitment of teachers would not only be unconstitutional, but is also uncalled for. The politicians are good at fighting for their people’s interests, but given a chance would tend to favour the places that they represent.
As the people’s representatives, they have a right to know about a vital assignment such as the recruitment of teachers to ease a nationwide shortage as schools reopen next month.
However, there is no role for them to play in the interviewing and recruitment of the additional teachers.
The MPs have the constitutional mandate of making laws, representing voters and performing oversight over the use of public resources for the people’s benefit. Instead of seeking to get involved in hiring teachers, the lawmakers should monitor and ensure that the job is done fairly.
If the TSC bungles such a task, then MPs would point it outand demand that any anomalies be corrected. They should, however, step away from the recruitment stage.

GUIDELINES FOR RECRUITMENT OF TEACHER INTERNS, POST PRIMARY INSTITUTIONS -2022/2023 FINANCIAL YEAR
1.0 GENERAL INFORMATION
Following the advertisement for recruitment of teacher interns, TSC Sub-County Selection Panels are required to conduct the selection exercise for the advertised vacancy (ies) in their Institutions.
Applicants will be required to submit their applications to the Secretary, Teachers Service Commission online through teachersonline.go.ke for the institution where a vacancy has been declared. Applicants will be required to upload copies of professional and academic certificates together with any other relevant document as may be applicable.
The Selection Panel is required to exercise the highest degree of transparency and accountability, as stipulated in the Public Officer Ethics Act, and TSC Code of Conduct and Ethics (CoCE, 2015).
The TSC Regional Directors are required to induct TSC County Directors within their areas of jurisdiction, who in turn are expected to induct members of the Sub – County Selection Panels involved in the recruitment process on the relevant Sections of the Act and the Code of Regulations for Teachers (CORT, 2015) before the commencement of the selection exercise.
The TSC County Director together with the TSC Sub-County Directors MUST ensure that the recruitment process is done in strict adherence to the laid down protocols by the Ministry of Health on containment of COVID- 19
TSC Sub-County Director MUST ensure that venues for interviews are accessible to applicants with disability.
All applicants MUST be registered teachers as per Section 23(1) of the Teachers Service Commission Act, 2012. Applicants who are not duly registered shall not be considered for recruitment.
TSC Sub-County Directors MUST confirm online registration status of the applicants at shortlisting stage to avoid engaging unregistered/deregistered teachers or ineligible applicants
Applicants whose names differ in the academic and professional certificates and/or identification cards MUST present an Affidavit, sworn under the Oaths and Statutory Declarations Act, Cap 15 of the Laws of Kenya to explain the variance in names.
Applicants who re-sat either KCPE or KCSE examinations (or their equivalents) MUST present certified copies of the certificate(s) of the national examination(s) in question for all the Copies of the certificates must be certified by the Sub-County Directors.
Upon generation of Applicants’ List from the system, the TSC County Director shall share the lists with TSC Sub-County Director who shall convene the Sub-County Selection Panel(s). The TSC Sub-County Selection Panel(s) shall verify applicants’ professional, academic and any other relevant documents before shortlisting a maximum of five (5) applicants per advertised post.
The TSC Sub-County Director shall invite shortlisted applicants for the verification of documents through a Short Messaging Service (SMS). The message shall include interview date, venue and time of the The verification of documents shall be conducted at least seven (7) days from the date of invitation.
The list of shortlisted applicants by subject combination shall immediately be submitted to the TSC County Director who shall verify the lists, compile and submit the lists the TSC Regional County Director who shall in turn verify the lists, compile and submit the lists to the HQs for publishing on the TSC website.
Following the verification exercise, the TSC Sub-County Director shall compile a Merit List of all of applicants whose documents have been verified. The Merit Lists shall be used to recruit teacher interns and any subsequent recruitment process within the financial

All applicants, irrespective of gender, disability, ethnicity or Home County shall be given equal opportunities.
Persons with disabilities shall be required to indicate their disability status together with the nature of disabilities to inform their placement;
The Commission shall ensure that 5% of all the advertised slots are reserved for the recruitment of teachers with disabilities in accordance to the provisions of Constitution and the Law.
In the event of a tie, consideration for selection will be determined as per the order of priority shown hereunder:
N/B: If applicants tie at aggregate grades, subject grades shall be considered.
The names of interviewed applicants ranked in order of performance in the selection process for each vacancy (Appendix iii) shall be submitted to the Commission by the TSC County Director together with successful applicants’ recruitment documents.

During the interview, the Sub-County Selection Panel shall develop a vacancy – specific Merit List. The Merit List shall be used in the subsequent recruitment processes involving a similar vacancy in the sub-county within the financial year or as directed by the Commission from time to time.

The TSC County Director shall forward the subject specific merit list to the Regional Director who will compile the Regional Subject Specific Merit The Regional Director Shall forward the Regional Subject Specific Merit Lists to the Director Staffing at the Headquarters. This data bank of interviewed candidates shall be used to replace those exiting service within the Financial Year or as it may be directed by the Commission.
Where candidates are exhausted from the subject specific county data bank, replacement shall be done using the regional data bank. Where candidates are exhausted within a region, vacancies shall be filled using the Subject Specific National data bank or as it may be directed by the TSC.

Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence and shall be disqualified and/or
The TSC Sub-County Director shall certify photocopies of the certificates and confirm they are true copies of the applicant’s original academic and professional certificates prior to the interview.
Once the interview process is completed, a vacancy specific Merit List based on the interview results shall be compiled and communicated to all applicants at the end of interview exercise.

All relevant recruitment documents shall be submitted to the TSC County Director’s office by the TSC Sub-County Director. The TSC County Directors shall convene a County Selection Panel.
The panel shall conduct verification of the documents and ensure that all the requirements are met by the successful applicants before signing Internship Agreement and Offer of Internship Letters and submitting the recruitment documents (as per the approved checklist) to the TSC Headquarters within the stipulated timelines.

Any applicant who is dissatisfied with the process should submit to the TSC County Director a written complaint immediately and send an email to the TSC Headquarters through email address: dirstaffing@tsc.go.ke not later than seven (7) days after the selection process;
The TSC County Director should within seven (7) days analyze and address all complaints raised after the selection process has been completed and promptly inform the Headquarters on the action taken;
Where an applicant is dissatisfied with the decision of the TSC County Director in (ii) above, or where the complaint is made against the TSC County Director, the applicant shall appeal to the Appeals Committee on staffing functions at the TSC The Appeals Committee shall investigate the allegations and take appropriate action within fourteen (14) days.

The Teachers Service Commission, TSC, has created an online portal for collection of additional information from Junior Secondary School, JSS, teaching vacancies applicants.
Some of the details include the applicant’s phone number and name.
“Ensure you provide your TSC No, Mobile No, Official Names, County Applied and nature of the problem.” Says the TSC via an online dispatch.
The applicants have up to Friday 30th December, 2022 to update their details.

You can now apply for your TSC transfer online. The process of online TSC transfer application is quite simple and straight forward if you follow the following easy guide. This application is done at the TSC online transfer application portal, as illustrated for you below.
Before proceeding with your application, please check out the list of required details below. Apart from the list here, a number of documents will be required.

STEP 1: Visit the TSC online transfer application portal by using the link; https://hrmis.tsc.go.ke/tm-app/apply_transfer.
STEP 2: In the new window, enter your TSC Number, ID Number and mobile phone number. You will get a notification from TSC with your security code (A six-digit authorization code) after clicking on ‘Login’.
STEP 3: Enter the authorization code that was sent to your mobile number,
before logging in. Now, click ‘login.’
STEP 4: On successful login, the system is able to detect if you are
either a primary or a post primary teacher.
STEP 5: Click ‘Submit a Request for Transfer’ to proceed.
STEP 6: Enter all the details, and check the declaration box.
STEP 7: Now tick the box next to the this declaration; ‘I hereby declare that the information in this application is true to the best of my knowledge. I am also aware that any false information will lead to direct Disqualification/ Disciplinary action, without further reference to me by the Teachers Service Commission.’
STEP 8: After entering all the details and checking the declaration box, click ’OK.
STEP 9: The system will display your current station and the requested County.
STEP 10: Click “File Attachment(s)’ button to attach supporting document(s) in case the request for transfer is due to insecurity and/or medical grounds.
STEP 11: You can also Edit, Withdraw or Print the transfer request.
STEP 12: Click Browse to select the document to attach.
STEP 13: Enter your Remarks.
STEP 14: Check the dialogue box and Click Ok after attaching the document.
STEP 15: Your attachment(s) will be displayed. You can either Remove or View your attachment.
STEP 16: Click Submit Button.
STEP 17: Once your application is successfully delivered, application status changes to “Pending” (Please note the application status will keep on changing )
STEP 18: Click Logout to exit from the system. The next bit is done by your Principal or Head Teacher.
For your transfer application to be successful, here is a list of reasons you can give during your online transfer application process:

TSC teacher transfer online portal- The Teachers Service Commission (TSC) has made the application for a teacher transfer very easy. The application for transfer is now purely done online and there is no need of filling the manual transfer application form. The TSC online transfer portal is
TSC transfer application and approval online- Application for Teachers Service Commission (TSC) transfers are now purely done online. Both the teacher and Head of Institution (principal or Head Teacher) play a key role in ensuring the transfer request is submitted successfully to TSC.
It is the teacher who initiates the transfer process by making the application online (See how to successfully submit your application: TSC transfer application online portal and simplified application procedure for teachers).
Once you make your transfer request, the Head of Institution will receive a notification and will be required to act on it immediately. If the Head does not give an approval to the transfer request, then the whole process will stall at this level.
Your Principal/ Head Teacher will get the requests through the institution Emails and the HOI (The Head of Institution) portal. The HOI will proceed as follows;

In order to professionalize the teaching service and improve the quality of education, the Teachers Service Commission (TSC) needs to review entry grades to teaching service and advice the national government. As thus, the Commission has come up with new entry requirements and qualifications for primary, secondary and tertiary levels.
This, according to TSC, will raise the standards of teaching profession and attract more quality grades from those who have requisite skills to be in the teaching service.

| Bachelor of Medicine/ Surgery | Minimum C+ (plus) mean grade and B plain in each of the following: Biology , Chemistry , Physics or Mathematics , and English or Kiswahili. | Due to high demand, the regular applicants are admitted at mean Grade A while the self- sponsored can be admitted at mean Grade C+(plus). The course takes six (6) years plus one year paid and supervised internship. Upon completion of internship, one registers with Medical Practitioners and Dentists Board (MPDB) which monitors their practice closely. The certificate is renewed annually, and Certificate of Private Practice is issued by the Board. |

One cannot assume the title ‘Engineer’ before registering with the above body and registration is renewed annually. In case of malpractice, one can be deregistered by the above body. |

The course takes six (6) years plus two years’ attachment in a firm. Further, they are required to show evidence of practical skills acquired during the attachment.
Registration Certificate is issued and is renewable annually. The Board has mandate to deregister in case of malpractice. Self-sponsored students are admitted at minimum mean grade C (plain). |

In order to professionalize the teaching service and improve the quality of education, the Teachers Service Commission (TSC) needs to review entry grades to teaching service and advice the national government. As thus, the Commission has come up with new entry requirements and qualifications for primary, secondary and tertiary levels.
This, according to TSC, will raise the standards of teaching profession and attract more quality grades from those who have requisite skills to be in the teaching service.

| Bachelor of Medicine/ Surgery | Minimum C+ (plus) mean grade and B plain in each of the following: Biology , Chemistry , Physics or Mathematics , and English or Kiswahili. | Due to high demand, the regular applicants are admitted at mean Grade A while the self- sponsored can be admitted at mean Grade C+(plus). The course takes six (6) years plus one year paid and supervised internship. Upon completion of internship, one registers with Medical Practitioners and Dentists Board (MPDB) which monitors their practice closely. The certificate is renewed annually, and Certificate of Private Practice is issued by the Board. |

One cannot assume the title ‘Engineer’ before registering with the above body and registration is renewed annually. In case of malpractice, one can be deregistered by the above body. |

The course takes six (6) years plus two years’ attachment in a firm. After the attachment, one sits for an exam from the Board of Registration of Architects and Quantity Surveyors which they must pass for them to assume the title. Further, they are required to show evidence of practical skills acquired during the attachment.
Registration Certificate is issued and is renewable annually. The Board has mandate to deregister in case of malpractice. Self-sponsored students are admitted at minimum mean grade C (plain). |
