REQUIREMENTS FOR APPOINTMENT

For appointment to this grade, a teacher must: –

i. have served in the grade of Senior Principal (Grade D4/TSC Scale 14) for a minimum period of three (3) years;
ii. be a holder of Bachelor of Education (SNE option) or a Bachelor of Education plus Diploma in Special Needs Education(SNE);
iii. have a Master’s degree in a relevant area;
iv. have served as Deputy Director Finance and Administration (KISE)/Deputy Director
Academic and Students welfare (KISE) or Senior Principal in any public institution;
v. have satisfactory rating in the performance appraisal and performance contracting process; and
vi. meet the requirements of Chapter six (6) of the Constitution.

English/Literature gets lion share of the TSC advertised secondary school posts

English/Literature subject combination got a lion share of the recently advertised vacancies by the Teachers Service Commission, TSC. The combination received a total of 602 vacancies which is 12.3% of the 4,876 secondary school internship vacancies.

Biology/ Agriculture came in second with 402 vacancies while Mathematics/Physics got 342 vacancies.

Interested interns will have up to Monday December 14, 2020 to file their applications online.

Back to school for teachers after staying away for over 6 months

Teachers across the country reported back to their work stations on Monday after staying at home for over six months. A spot check in most schools indicated that most teachers heeded to the Monday deadline set by the Teachers Service Commission, TSC.

This is the first time that teachers were reporting back to work following a closure of all learning institutions in March this year to combat spread of the deadly corona virus disease.

School heads were expected to convene meetings with teachers and other stake holders to prepare for reopening of the schools. Learners are expected to troop back to schools next month.

The Heads will then submit a status report to the Commission for further action. Among other items, TSC needs a report on level of preparedness of schools in terms of availability of water.

Ahead of the reporting of learners, teachers will be expected to prepare all professional records like schemes of work, lesson plans and other documents used in curriculum implementation.

The employer had warned of dire consequences for those who would not report to schools by Monday September 28, 2020. TSC field officers will collate information on numbers of teachers who have reported for duty and submit it to the head office.

In some schools teachers were seen tidying up the compounds by sweeping and mopping classrooms. On the other hand various committees were formed to oversee the preparations for reopening of the schools.

The reporting committees will prepare to check the temperatures of learners as they report back. While, the healthy committees will ensure the Ministry of Health’s guidelines on combating spread of covi19 are followed to the latter.

Schools are expected to reopen next month with candidate classes first to arrive in schools.

As teachers report back to schools they should ensure the following are done:

  1. Build the capacity of institutional staff, learners, Boards of management and parents on the management of COVID 19.
  2. Ensure adequate clean running water and sanitation facilities in the institution and procure water tanks where applicable.
  3. Develop the protocols on hygiene and social distancing measures to be put in place before re-opening.
  4. Stock up the institution with key supplies including disinfectants, liquid soaps, non-touch thermometers, face masks and first aid kits.
  5. Collaborate with institution sponsors to ensure provision of psychosocial and spiritual services.
  6. Map an emergency health facility that is within 10km and collaborate with the County Government to have some health personnel assigned to the institution for regular monitoring and sensitization.
  7. Carry out risk assessment for suitability focusing on space, water, sanitation, provision of meals, transport of learners using the risk assessment matrix, provided by MoE and develop mitigation measures.
  8. Ensure compliance to guidelines for issuance of letter of compliance to the institutions.
  9. Communicate to parents, teachers and learners on:
  • Health and safety measures
  • Re-opening of the institution based on the calendar released by the ministry.
  1. Constitute institutional COVID19 response committee to coordinate response strategies comprising of five members, one being a learner, non-teaching staff, one BOM member and teachers.
  2. Ensure there is a designated room within the institution premises for use as a sick bay or for temporary isolation in case presumed cases occur in the institution.
  3. Ensure revision of institution rules and regulations and daily routine to be responsive to the changes occasioned by COVID 19 pandemic.
  4. Maintain positive demeanor on governments efforts to prevent the spread of COVID 19.
  5. Maintain updated bio data of all learners and contact numbers and home addresses of the parents /guardians/caregivers for ease of management of emergencies.
  6. Ensure that information of COVID 19 related measures is accessible to all learners, including those with disabilities, through sign language interpretation, captioning and easy read formats, among others.
  7. Renovate, improve, or install (as necessary) age, disability and gender appropriate hygiene facilities like washrooms, toilets and bathrooms to ease congestion.
  8. Develop learner’s movement protocols including designating entrances and exits for different learners’ cohorts, sectioned off common spaces and floor markings to direct foot -traffic flows.
  9. Clean and disinfect institution buildings, including toilets using water and disinfectants and frequently touched surfaces.
  10. Ensure adequate security and safety measures, including provision of a fence /barrier and guards to restrict entry to and exit from the institutional premise.
  11. Restrict entrance of visitors in the institution and cancel institution events such as career days and motivation days until further notice.
  12. Revise and adjust the institution budgets to reflect the current priorities addressing the impact of COVID 19 such as improved hygiene management.
  13. Identify learners, teachers and other staff with pre-existing health conditions and ensure appropriate health attention.
  14. Weekly progress report on the status on institution health and safety that might compromise curriculum implementation will be submitted to the Sub-County Director- Education.
  15. Communicate regularly, clearly and accurately information to learners and staff to ensure that they are kept informed of important developments.

TSC PROFESSIONAL MIS-CONDUCT(OFFENCES)/ OFFENCES THAT CAN LEAD TO INTERDICTION/ DISCIPLINARY ACTION: Chronic absenteeism, Desertion of duty, Insubordination, Negligence of duty , Infamous conduct in any professional respect, Forgery/impersonation/collusion/ Fraud and Corrupt deals/bribery, Immoral behavior

PROFESSIONAL MISCONDUCTS (OFFENCES)

The following offences/ misconducts may lead to disciplinary action by the Teachers Service Commission:

1. Chronic absenteeism

  • -Persistent/repeated absence from duty without permission.
  • -Lateness of duty.

2. Desertion of duty

  • -Absence from duty for 14 continuous days (without written permission) including weekends and public holidays.
  • -Failure to report for posting after expiry of study leave.
  • -Proceed on study leave without approval

3. Insubordination

  • -Failure to respond to letters from superiors.
  • -Failure to take up posting after disciplinary process/transfer /deployment.
  • – Proceeding on transfer without formal release.
  • -Failure to forward correspondence by teachers to and from the commission.
  • -Failure to handover/takeover an institution upon transfer.
  • -Administering corporal punishment.
  • -Failure to submit probation report in respect of a newly recruited teacher at the expiry of probation period
  • -Excluding a teacher from the time table without authority from the commission.
  • -Pecuniary embarrassment including, but not limited to failure to honor financial obligation as they fall due.
  • -Failure to submit required reports within the stipulated periods.
  • -Failure to adhere to health and safety rules.
  • -Failure to complete and submit appraisal report.
  • -Refusal to discuss Appraisal Report with the supervisor; or
  • Any other form of insubordination that in the opinion of the Commission warrants disciplinary action

4. Negligence of duty

  • -Willful neglect to perform any work or careless or improper performance of any work assigned to the teacher.
  • -Failure to teach scheduled lessons.
  • -Failure to prepare professional documents e.g schemes of work.
  • -Allowing examination cheating.
  • -Grading fake marks.
  • -Failure to perform T.O.D duties.
  • -Failure to attend School assemblies and official meetings.
  • -Failure to take students for official duty/functions.

5. Infamous conduct in any professional respect.

  • -Drunkenness or any form of intoxication during working hours.
  • -Fighting in public or any violent behavior that may bring profession to disrepute.
  • -Conduct or behavior which contravenes Chapter Sic (6) of the constitution: or
  • -Pecuniary embarrassment including, but not obligations as they fall due.

6. Forgery/impersonation/collusion/ Fraud and Corrupt deals/bribery.

  • -Causing payment of salary to teachers not on duty e.g deserters, deceased persons.
  • -Failure to report offences by teachers.
  • -Forged signatures, stamps.
  • -Obtaining registration through fraudulent means.
  • -Submission of incorrect staff returns.
  • -Submission of forged certificates.
  • -Misrepresentation/falsifying information.
  • -Some exam malpractices/irregularities.

7. Immoral behavior

  • -Sexual intercourse
  • -Sodomy
  • -Lesbianism
  • -Sexual harassment/flirtation/indecent Act.
  • -Love relationship
  • -Sexual assault.
  • -Exposure to pornographic materials.

TSC to roll out massive teacher transfers in April

The Teachers Service Commission, TSC, is gearing up for massive teacher transfers in April this year. The Commission will be targeting Principals in County and Sub-County schools plus primary school head teachers.

Those to be moved are administrators who have overstayed in the same station for nine years and above. Also targeted are teachers working in their home counties.

The Commission’s Deputy Director in charge of staffing Dorothy Owuor through a circular dated February 26 asks all regional directors to prepare a list of school administrators who have overstayed and those working in their home counties.

“This information should reach this office on or before 4th March 2021.” She directs.

“Schools to be filled by the newly appointed Principals in Grade D3 to be left vacant.” She adds.

Those to be exempted from the transfers are teachers aged above 55 years. The delocalization exercise had been slowed down as a result of the Corona virus pandemic and prolonged closure of schools.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a few administrators were moved.

The exercise has seen the execution of transfers for thousands of long serving principals and school heads; with some supporting and others opposed to the delocalization policy. A number of school administrators moved, so far, were those serving in their homes.

Others had also served in the same stations for a long time. Targeted administrators were mostly transferred to other counties and in some instances different regions.

Deployment of school administrators

The Commission is currently compiling lists of successful candidates in the just concluded promotions interviews. The interviews were carried out between February 8 and 19, 2021 at designated TSC County offices countrywide. Apart from increased perks, some of the candidates will be deployed to administrative positions.

The responsibility of appointing all primary school and secondary schools’ administrators (apart from extra county and national schools) has since been decentralized to the counties and regional offices.

It is the sole responsibility of the Regional Director (RD) to select, appoint and deploy successful candidates. This shall be done in liaison with the respective county directors. A merit list and copies of appointment letters are then be sent to the head quarter (addressed to the Secretary TSC) by the RD.

It is important to note that the appointment and deployment of the principals of extra county and national secondary schools is done at the head quarter by the Director in charge of staffing.

These new changes to deployment process took effect from February 13, 2020.

When can a TSC teacher be transferred/ Redeployed, How can a teacher get a transfer

The Teachers service Commission, TSC, may transfer a teacher from one teaching station institution to another based on:

  1. the need for equitable distribution and optimal utilization of teachers
  2. availability of a teaching vacancy in the proposed station.
  3. the need for replacement
  4. existing staffing norms which may be reviewed from time to time
  5. medical grounds, as certified by a registered medical practitioner
  6. any other grounds that the TSC may consider necessary to warrant the transfer.

When and How can a teacher get transferred:

A teacher may be transferred under the following circumstances:

  • After a study leave: A teacher granted a study leave exceeding six months shall apply for posting by the Commission at least thirty days before the expiry of the study leave.
  • After a leave granted to spouses of persons in diplomatic service: A spouse of a person in diplomatic mission/ service shall apply to the commission for posting one month before the end of assignment of duty.
  • After a disciplinary action like interdiction or suspension for a period not exceeding six months without payment of salaries and allowances.
  • After a transfer of service to the public service commission: The TSC may, Where a person applies for a transfer of service from the public commission to the TSC, approve the transfer subject to availability of a vacancy.
  • After expiry of tenure at a trade union like the Kenya National Union of Teachers, KNUT, and Kenya Union of Post Primary Education Teachers, KUPPET.
  • After a substantive appointment: A teacher who is promoted and substantive appointed will be redeployed/ transferred to another station, subject to availability of such substantive posts like: Headship, Deputy Headship and Senior masters.
  • After posting from a primary to a secondary institution.
  • After applying to the commission for a transfer on medical grounds, with supportive evidence.
  • When working conditions are hostile and may jeopardize the teacher’s well being and security.
  • If there is need for equitable distribution and optimal utilization of teachers.
  • On an agreeable and tenable swoop request to the TSC.

TSC disowns advert for 12,000 teacher intern vacancies in 2020/2021

The Teachers Service Commission, TSC, has disowned an advert doing rounds on social media platforms. The advert purports that the Commission has advertised 12,000 teacher internship posts (4,000 posts and 8,000 posts for Primary Schools and Secondary Schools respectively).

But, TSC Head of Public Relations Beatrice Wababu says the advert is fake and the vacancies are not available on TSC official communication channels; as should be the case.

“We advise teachers and the general public to ignore a fake jobs advert about 12k (twelve thousand) intern jobs that is circulating on social media. TSC will communicate through its official channels when new jobs arise.” Wababu says.

The Teachers Service commission, TSC, will promote 1,000 primary school teachers and post them to secondary schools. This will be good news to the teachers who have attained higher qualifications but still plying their trade at primary level. The teachers will be promoted during this year’s recruitment in August.

Eligible candidates should meet the following basic requirements:
i) Be Kenyan Citizens;
ii) PI Certificate;
iii) Bachelor’s Degree in Education with 2 teaching subjects;
iv) Must have minimum mean grade C+ (Plus) at Kenya Certificate of Secondary Education (KCSE) or its equivalent and minimum C+ (Plus) in the two teaching subjects.
v) Must be employees of the Teachers Service Commission (TSC).

According to the Commission, :Interested candidates under this category are required to submit their application to the Secretary Teachers Service Commission through online platform http//www.teachersonline.tsc.go.ke not later than 30th August, 2019.’

Successful candidates under this category shall be appointed at T-Scale 7 (Grade C2) and posted to secondary schools where vacancies exist.

This means secondary schools will get 5000 new teachers to reduce the biting staff deficiencies occasioned by influx from the 100% transition drive.

New TSC recruitment venues and dates per County- Kakamega

The TSC County Director in Kakamega has released a new teachers’ recruitment schedule. Whereas the interview venues have been retained, the interview dates on the other hand have been changed.

In the new recruitment schedule interviews will be conducted from September 28 to 30, 2020.
