TSC teachers’ promotions; TSC shortlists teachers, deputies, who applied for administrative posts; sets interview dates

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the various administrative posts that it had advertised in August, 2019. TSC had advertised 6,043 promotion/ administrative vacancies. Of these, 2,310 are for head teachers(T scale 10; Grade C5) while, the remaining 3,733 are for Deputy Head teachers II (T scale 9; Grade C4). Applications were submitted online and Shortlisted candidates have been invited for interviews at varied dates and venues. The lists of shortlisted candidates feature: the advert numbers, TSC Numbers, Names, Teachers’ Stations, Sub-county, Interview dates, Venues and time.

WHAT TO CARRY TO THE INTERVIEWS

Shortlisted candidates will be required to present the following documents during the interviews:

  • 1). Certificate of good conduct
  • 2). Clearance Certificate by the Higher Education Loans Board, Helb.
  • 3). Clearance Certificate from EACC
  • 4). Clearance Certificate from a Credit Reference Bureau
  • 5). KRA tax compliance certificate.
  • Academic and Professional documents
  • TPAD hard copies for 2017, 2018 and 2019.
  • Any other relevant, supportive, document.

For shortlisted Deputy head teachers, they will be expected to carry the following:

  • 1. Original National ID Card,
  • 2. Current pay slip
  • 3. Original Academic and Professional Certificates,
  • 4. Letter of appointment as Deputy Head Teacher,
  • 5. Letter of designation to Deputy Head Teacher II (Grade C4/Scale 9).
  • 6. Analysed individual subject results and those of the institution in KCPE Examinations for the last three years, certified by TSC County Director.
  • 7. Performance Appraisal Reports for 2017, 2018 and 2019
  • 8. Originals of the following statutory documents: –
  1. Clearance from Higher Education Loans Board (HELB)Certificate of good conduct from the Criminal Investigations Department (CID
  2. Tax Compliance certificate from Kenya Revenue Authority (KRA)
  3.  Clearance from the Ethics and Anti-Corruption Commission (EACC).
  4. Credit Reference Certificate from Credit Reference Bureci
  5. Any other relevant testimonials supporting your performance.

REQUIREMENTS FOR APPOINTMENT

According to the TSC advert, for one to be appointed to the grade of Head Teacher, a teacher must:-

  1. Be serving under career progression guidelines
  2. Have served as Deputy Head Teacherfor a minimum period ofthree (3) years;
  3. Be currently serving as Deputy Head Teacher II TSC Scale 9;
  4. Be in possession of a Bachelor of Education degree or its equivalent;
  5. Have satisfactory rating in the performance appraisal;
  6. Meet the requirements of Chapter Six (6) of the Constitution;
  7. Have demonstrated ability to supervise, mentor and provide professional support.

On the other hand, one must meet the following requirements in order to qualify for appointment to the grade of Deputy Head Teacher II:-

  • i. Be serving under career progression guidelines
  • ii. Have served as Senior Teacher for a minimum period of three (3) years;
  • iii. Be currently serving as Senior Teacher I T- Scale 8;
  • iv. Be in possession of a Bachelor of Education degree or its equivalent;
  • v. Have satisfactory rating in the performance appraisal;
  • vi. Have demonstrated ability to supervise, mentor and provide professional support to other teachers;
  • vii. Meet the requirements of Chapter Six (6) of the Constitution; and
  • viii. Meet any other requirement the Commission may deem necessary.

How to admit 2020 form ones through NEMIS, Download school’s selection list and more; Best NEMIS User Guide

The admission of the 2020 form ones in all private and public Secondary schools shall be, exclusively, done via the Education Ministry’s National Education Management Information System (NEMIS). Schools can access the list of selected learners on NEMIS.

All schools are instructed to make use of NEMIS in admission of students. The process has been simplified to use only the index number. Care should be taken to avoid entering wrong index numbers resulting in inadvertently admission of the wrong student. Private schools are also expected to admit students through NEMIS.

Required Documents

Here is the complete list of items required for admitting a new student/ form one via the National Education Management Information System, NEMIS:
  1. The admission letter.
  2. The learner’s index number, in full.
  3. The Learner’s Birth Certificate.
  4. The learner’s Unique Personal Identifier, UPI.
  5. The learner’s Contact details: Home county, Home Sub- County, Postal address, E-mail address and Phone Number.
  6. Learner’s passport size photograph.
  7. Learner’s special needs; if any.
  8. Mother’s details: ID Number, Name, E-mail and mobile number.
  9. Father’s Details: ID Number, Name, E-mail and mobile number.
  10. Guardian’s Details: ID Number, Name, E-mail and mobile number.

The Admission process

Students will present their letters upon arrival for admission. The schools will then verify the existence of their names in the system. The form ones who report to Secondary schools, as placed by the Ministry, will undergo the following admission process:
  1. The form one reports to the school where placed by the NEMIS system and presents the admission letter that must be downloaded from the Education Ministry’s portal at https://www.education.go.ke/index.php/online-services/form-one-selection.
  2. The admission letter is received by the principal or any other individual as may be delegated by the principal.
  3. The Principal or delegated individual will then log onto the NEMIS system by using a smartphone, tablet or computer that has been connected to the internet (Since the admission process can only be executed online). Log onto the NEMIS system by using the official Ministry’s links: https://nemis.education.go.ke/ or https://nemissystem.education.go.ke/
  4. Once logged in (by entering the User Name and Password which is at the disposal of the Principal), Click on the tab indicated as ‘LEARNER’.
  5. From the drop down list, select Admit/Capture request.
  6. On the new window, type in the Kenya Certificate of Primary Education, KCPE, index number on the search UPI/INDEX box and click on search.
  7. The NEMIS system will automatically load, and display, the student’s details showing that the learner is selected to join the school. In case the learner has not been selected to join the school, please advise him/ her to go to the school where the placement has been effected as shown on the NEMIS system or get help from the local Education office. If the student is selected to join the school, then click on ‘ACCEPT PLACEMENT REQUEST‘.
  8. Fill in the required information to successfully complete the admission process.
  9. Repeat steps 1 to 8, above, for all the 2020 form ones selected to join the school.
  10. You can confirm whether the learners have been captured correctly by Selecting ‘View my Learners’ from the ‘LEARNER’ tab

HOW TO COMPLETE THE ADMISSION PROCESS FOR ALL LEARNERS BY CAPTURING THEIR BIO DATA

The admission process of a learner would be deemed complete once the learner’s Bio data is updated on NEMIS. This can be done by:
  • Clicking on the Learner Tab followed by ‘Capture Biodata for F1 Learners’.
  • Proceed to capture the details as would be required on the Displayed form.

The ‘Learner’ Tab on NEMIS

The ‘LEARNER’ tab, on the NEMIS window, can also be used to carry out the following learner related operations:
  1. PENDING REGISTRATION: View a list of learners whose Registration is pending. These are learners whose details have not been entered as required i.e missing some information like their photographs.
  2. VIEW MY LEARNERS: A menu used to view the list of all learners whose details have been fully updated on the NEMIS system.
  3. LIST OF ADMISSION REQUESTS: Shows the list of admission requests as uploaded onto the NEMIS system for approval by the Ministry of Education’s field officers.
  4. LIST OF PROCESSED ADMISSION REQUESTS: To display the list of learners whose admission requests have been approved by the Ministry of Education’s Field officers.
  5. RECEIVE LEARNER: Used to admit a continuing learner; who has transferred from another school.
  6. RELEASE LEARNER: Used to transfer a learner to join another school after the transfer has been granted by the Education Ministry’s Field Officers.

Requesting for Extra Vacancies

Where the capacity of a school has improved due to development of additional facilities in the year, a principal must request for placement of additional students and approval in NEMIS. To achieve this:
  1. Log onto the school’s NEMIS account.
  2. Click on the ‘LEARNER’ tab and select ‘ADJUST SCHOOL F1 CAPACITY’
  3. A window showing the school’s capacity details would be displayed.
  4. Choose the Gender for which you wish to adjust Capacity. Then, enter the new ‘Proposed F1 Maximum Capacity’.
  5. Click on the ‘Save’ button and wait for approval. Once approved, the school can then proceed to admit more learners to fill the available vacancies.

PANGANI GIRLS SCHOOL’S BRIEF HISTORY

Pangani girls was started in the year 1932, in pre-independent Kenya. At the time it was named the Duchess of Gloucester School, named after the late Princess Alice, Duchess of Gloucester. At the time, the school had a purely Asian population, a community that lives, to this day, around the Ngara, Pangani area in Nairobi. The school offered what was then the Cambridge and Higher Cambridge School Certificate; today’s equivalent of ‘O’ and ‘A’ level education. After Independence in 1963, the school was renamed; Pangani Girls High School and enrolment of African students steadily began. It was initially a girl’s day school, but was converted to a boarding school in 1986. At the time it was then considered a provincial school.

The new post independent government adapted a regional model based off of a racial model the colonial government had. The former whites only, Indians only and Africans only schools were now converted into National, Provincial and District level schools respectively. Since 1990, Pangani Girls has steadily risen as a top performing High school under the stewardship of Ruth Cheriuyot, who has since retired. The schools consistent high performance over the years paid off. Pangani Girls School was certified as a National School in 2011 to offer more Kenyan girls a higher quality of secondary education.

Being a national school, the main form one selection criterion is that one must have scored over 400 marks in the Kenya Certificate of Primary Education, KCPE, exams. Other selection guidelines that are set by the Education Ministry also apply; from time to time.

PANGANI GIRLS SCHOOL’S KCSE PERFORMANCE ANALYSIS

As an academic and renown giant, the school has maintained a good run in performance at the Kenya National Examinations Council, KNEC, exams. In the 2018 Kenya Certificate of Secondary Education, KCSE, exams the school registered a total of 282 candidates who managed to score a mean of a B+(plus) with a performance index of 70.281. In 2019, the school had a total candidature of 271 students.

Tier one focuses on providing wholesome education, to current students in our alma mater; which builds them emotionally, physically as well as intellectually. Hockey and Pangani are synonyms, however over the years there has been a steady decline in the success of the school team. The association is proud to have DC a former Hockey captain from our glory days, taking time off her schedule to coach the girls to glory. The sports programme further seeks sponsorship and other forms of support to bolster other sports in the school, to ensure that our girls learn work-life balance by staying physically energised and invigorated beyond the book smarts.

The association now runs regular career, inspirational and life skills talks and discussions with the girls which keeps them energised and enthusiastic about their future. The talks revolve around; mental health issues, social isolation, bullying, attempted suicide, HIV and AIDS stigmatization to extra-curricular activities in the workplace, benefits of volunteering during the school holiday, empowering each other, going for interviews, personal hygiene and grooming.

How to download the 2020 form one admission letter for all National, Extra County, County and Subcounty Secondary schools and details; The education Ministry portal

The Ministry of Education will be providing all the 2020 National schools, Extra County, County and special secondary schools admission letters online for the 2019 Kenya Certificate of Primary Education, KCPE, candidates to download. This will ensure that all kids are treated fairly and get admissions to their secondary schools of choice. Remember to SMS your full index number to 22263 in order to know the secondary school you have been selected to.

How to download the 2020 admission letter to Secondary Schools

For one to download the 2020 admission letter, use the procedure below:

  1. Click on this link to access the download page from the Ministry of Education’s Website: Ministry of education download link for 2020 form one admission letter.
  2. Then, Select the county and sub-county where your KCPE centre/ school is located and key in your index number and click on ‘Submit.’
  3. Click on the link named “admission letter” at the bottom of the page for a copy of your admission letter.
  4. Use the printer icon to print or download icon to download to your computer.
  5. Get your primary school’s headteacher to endorse the letter and stamp it in the space provided.
  6. Finally, present it for admission together with a certified copy of birth certificate and other required parents’/ guardians’ documents and details.

But, what are some of the key highlights on the admission letters?

Here are some of the common details on the 2020 form one admission letters:

  • All the admission letters bear the Ministry of Education’s letter head; The letter contains the Education Ministry’s logo and head.
  • Name of the student, Index number and Sub County,
  • School admitted to (The Secondary school where the student has been placed),
  • Reporting date; Which is in January, 2020. The reporting date for 2019 was 7th to 11th January.
  • Former primary school’s details; the letter must be stamped by the head teacher, A disclaimer on the letter reads; “This letter will be authenticated on being duly certified by the primary school head complete with a certified copy of birth certificate and finally confirmed by the admitting principal. The letter is issued without any erasure  or alteration and cannot be changed through any form of endorsement whatsoever; utterance of false documents is an offence punishable by law.”
  • The 2020 fee guidelines from the Ministry (The letter gives fees directions thus; “The maximum fees payable per year is detailed in the attached schedule, do confirm the category of your school before making any payment.”)
  • Parents/ Guardians expected to go to schools where their kids have been placed to pick further joining instructions and requirements. (“Urgently get in touch with your new principal at the above school for admission requirements,” says the admission letter from the Ministry.)

2019 KCSE results via KNEC SMS code 20076 and online for the whole school

This article provides a guide on how to receive and download the 2019 KCSE exam results. The 2019 Kenya Certificate of Secondary Education, KCSE, exam was administered by the Kenya National Examinations Council, KNEC. Kenya Certificate for Secondary Education Exams are usually conducted from the month of October with projects, practicals and theory papers to officially end in the month of November.
Once done, KNEC invites examiners who go through the students work; to ensure the results are ready for release.

Results Analysis and Release

After marking is done, the next step is to collate and analyze the students’ scores. Once computation is over, the results are presented to the Education Cabinet Secretary who first briefs the President before releasing the results to the public in a televised event.

Checking Results

Candidates who sat for the exam can check their results using three ways:

  • Using  KNEC SMS code 20076
  • Using an online KNEC portal
  • Visiting respective school 

CHECKING KCSE 2019 RESULTS USING SMS CODE 20076

This is the most effective and fastest way of checking for the results. To get KCSE results 2019 by SMS a candidate is required to send an SMS with your full Index Number to 20076. The service is viable for all the three network providers in the country Safaricom, Airtel and Telkom networks.

Access the 2019 KCSE results via SMS by sending the full index number (11digits) of the candidate followed by KCSE to 20076. For example 23467847002KCSE then send to 20076. After the full index number no spacing between the last number and the initials KCSE.

The cost of each SMS is Sh.25.

NB: Candidates must wait for official release of the results before sending an SMS.

CHECKING KCSE 2019 RESULTS USING THE KNEC ONLINE PORTAL

Schools can access and download the results for all candidates via the KNEC online portal.

Here is the procedure:

  • Visit the Official KNEC website; https://www.knec-portal.ac.ke/
  • Then, click on Online results. You will be prompted to enter the user name and password. This credentials are similar to those used during registration of candidates.
  • The results for the whole centre would be shown on the screen.
  • Select the format that you wish to transfer the results to for downloading and printing.

Finally, candidates can check their KCSE 2019 results by visiting  their former schools a day after the official release of the exam.

Important Notes on Release Of Examinations Results

It is important to note the following concerning the KCSE results released by KNEC;

Examination Results Slips and Printouts

Each of the institutions that enter candidates for the KNEC examinations shall receive a hard copy of the institution’s examination results printout and result slips which captures the following information:

  • Institution’s Code and Name

This appears on the top left side of the printout. The institution’s code is a unique number by which an examination centre is identified by the Council. This is the number that an institution should always quote whenever communicating with KNEC.

  • Candidates Details

Below the institution’s name and code are details of the candidates. These details include the index number of the candidate, year of examination, gender, individual subject grades and the mean grade.

WHAT THE VARIOUS SYMBOLS ON YOUR RESULTS DENOTE

The important features of the examination results are as indicated below:-

  • X – denotes an absent candidate. A candidate is declared absent if he/she did not sit for one or all papers in the examination. However, for the KCPE examination results, the symbol AB indicates an absence;
  • Y- denotes that the candidate was involved in an examination irregularity. For the KCPE examination results, the symbol 00 indicates an irregularity;
  • P- denotes that the candidate’s examination results have been pended due to infringement on the entry requirements for the examination e.g. incorrect KCPE details for entry in KCSE examination;
  • W- denotes that the candidate’s examination results have been withheld on suspicion that the candidate has been involved in an examination malpractice and investigations are ongoing;
  • U- denotes ungraded examination results due to infringement of the awards criteria.

Mean Grade Award Descriptions

  • Mean grade will be X, if a candidate is absent in all subjects
  • Mean grade will be Y, if one or more subjects are cancelled.
  • Mean grade will be U, if the entry requirements for the KCSE examination are not met
  • Mean grade will be CRNM, if the course requirements for the Teacher education, Business and Technical examinations are not met
  • Mean grade will be P, if results are pended
  • Mean grade will be W, if the examination results are withheld;

The details of pended, withheld and irregularities are communicated to the institution through the Sub County Director of Education at the time of release of the examination results and are received by the institutions at the same time with the examination results.

Release Of Certificates

Once certificates for a specific examination are ready for collection/dispatch from KNEC, the institutions shall be informed through the mass and print media, Sub County Directors of Education and/or the heads of institutions.

All certificates for regular candidates are issued through the Heads of Schools/Institutions and to private candidates through the Sub County Directors of Education.
The Kenya National Examinations Council reserves the right to withdraw a certificate for amendment or for any other reason should this be necessary.
Upon the release of KCPE and KCSE examinations, the candidates can access their results through SMS number provided during the official release of results. The KCPE candidates are expected to access their result slips through the KNEC website immediately after release of the examination in their respective schools.

REQUIREMENTS FOR APPOINTMENT

According to the TSC advert, for one to be appointed to the grade of Head Teacher, a teacher must:-

  1. Be serving under career progression guidelines
  2. Have served as Deputy Head Teacherfor a minimum period ofthree (3) years;
  3. Be currently serving as Deputy Head Teacher II TSC Scale 9;
  4. Be in possession of a Bachelor of Education degree or its equivalent;
  5. Have satisfactory rating in the performance appraisal;
  6. Meet the requirements of Chapter Six (6) of the Constitution;
  7. Have demonstrated ability to supervise, mentor and provide professional support.

On the other hand, one must meet the following requirements in order to qualify for appointment to the grade of Deputy Head Teacher II:-

  • i. Be serving under career progression guidelines
  • ii. Have served as Senior Teacher for a minimum period of three (3) years;
  • iii. Be currently serving as Senior Teacher I T- Scale 8;
  • iv. Be in possession of a Bachelor of Education degree or its equivalent;
  • v. Have satisfactory rating in the performance appraisal;
  • vi. Have demonstrated ability to supervise, mentor and provide professional support to other teachers;
  • vii. Meet the requirements of Chapter Six (6) of the Constitution; and
  • viii. Meet any other requirement the Commission may deem necessary.

Apart from National schools, Extra County schools are also very good schools in terms of facilities and performance in the Kenya Certificate of Secondary Education, KCSE, examinations. Most of the schools produce excellent results in KCSE exams and compete favourably with the National schools.

Whereas most parents/ guardians prefer single sex schools (Boys or Girls’ schools), there are a few mixed schools that post good results in KCSE exams.

These schools are found all over the country. They admit the best students from the County where they are established and also countrywide. Form one selection to these schools is done by the Ministry of Education.
