PURSUANT to the First schedule of Water Act 2016 on procedures of boards and committee appointments; Section 2 (1) (2) as read together with all the relevant statutes establishing the Water Sector institutions, the Cabinet Secretary, Ministry of Water, Sanitation & Irrigation wishes to invite applications from suitably qualified candidates to fill in the positions of Chairpersons and/or Board Members in the following institutions;

Requirements for Appointment

In order to qualify for appointment to any of these positions, a candidate must;

  1. Have relevant expertise and skills necessary for the performance of the mandates for the Authority/Board;
  2. Have knowledge and at least ten years’ experience in their respective field of qualification in (i) above; and, at least five of those years in senior management;
  • Meet the requirements of leadership and integrity set out in Chapter Six of the Constitution of Kenya
  1. Be a Citizen of Kenya; and
  2. Have had a distinguished career in their respective

Job Responsibilities
Key Responsibilities/ Duties / Tasks I. Managerial / Supervisory Responsibilities 1. Review risk reports; 2. Provide input in formulation, implementation and review of departmental annual work plans, budgets and procurement and asset disposal plans in line with the Service’s performance targets and strategic plan; 3. Responsible for coordinating internal audit functions in accordance with the International Auditing Standards and Public Finance Management Act while providing independent and objective assurance of effectiveness of internal controls, governance processes and risk-based management systems in the Institution.

Operational Responsibilities / Tasks 1) Provide input in development of audit strategies, policies and procedures and ensure effective implementation; 2) Prepare risk based annual audit plan for approval by the Audit & Risk Management Committee; 3) Prepare audit reports on completion of each audit engagement to ensure timely issuance to Management for implementation of recommended actions; 4) Evaluate progress and effectiveness of action taken to implement audit recommendations received from both internal and external audits; 5) Prepare quarterly audit reports to the Audit and Risk Management Committee of the Board; 6) Execute special audits/investigations; 7) Evaluate the performance of staff in the Division to ascertain efficiency and effectiveness in work performance in meeting the objectives of the function; and 8) Prepare the department’s annual budget, control and monitor its implementation. Academic qualifications 1) Bachelor’s Degree in Accounting, Finance or Business Administration (Finance and Accounting option) or any other relevant qualification from a recognised institution. Professional Qualifications / Membership to professional bodies 1) Professional qualifications: Certified Public Accountants (K), Certified Internal Auditors and CISA from a recognised institution; 2) Membership with Certified Public Accountants of Kenya (ICPAK), Institute of Internal Auditors (IIA) or any other recognised professional body, in good standing; 3) Management Course lasting not less than four (4) weeks from a recognised institution; 4) Proficiency certificate in computer applications; and 5) Fulfil the requirements of Chapter Six (6) of the Constitution of Kenya. Previous relevant work experience required. 1) At least nine ((9) years relevant work experience; and 2) At least three (3) years in supervisory role. Provides strategic leadership in the development of the Institution’s legal and regulatory framework and the development of laws and regulations that guide the design, development, Governance and infrastructure at the Institution; 2. Oversees the formulation, implementation and review of the Institution’s legal strategies, guidelines and the development of relevant legislations, regulations, by-laws and policies based on international standards to safeguard the interest of the Institution. 3. Oversees Board Secretarial Services, the preparation of the Board Papers and implementation of the Board Resolutions in compliance with the Mwongozo Code of Governance for State Corporations; 4. Leads negotiations with government entities, local and international contractors, consultants, partners and investors on legal issues regarding projects and collaborations at KUCCPS to ensure compliance with the law and insulation of the Institution from exposure to legal risks 5. Leads the development of strategies for dispute management, oversees disputes resolution and litigation management including international arbitration of disputes with international contractors/consultants; 6. Provide legal advisory to Management on all areas of the business including but not limited to potential legal risk to the business, exercise of independent legal judgment, contracts, disputes resolution, compliance, procurement, regulatory and employment and labour relations for informed decision making, compliance and protection of institutional reputation; 7. Leads the department in planning and directing resources to achieve departmental targets and objectives; 8. Oversees the development and implementation of the departmental work plan and budget in line with the overall strategic objectives and government performance contract; and 9. Leads, coaches and mentors the team by creating an environment that promotes creativity, 10. innovations and maximises the potential of the team; 11. Designs sound risk management and good internal control systems; 12. Oversees development of effective management structure for Department including succession management plans; 13. Upholds integrity and professionalism in the performance of the Institution’s functions; 14. Promotes a conducive work environment that can attract, retain and motivate employees; and 15. Provide secretariat services to the Board, including coordinating Board meetings, preparing and distributing agendas, briefing documents, and minutes, as well as ensuring that all Board decisions and actions are properly documented and communicated; 3. Coordinate Board activities such as board induction and training, board work plans, board evaluation, governance audit and implementation of the code of conduct and Ethics; 4. Custodian of title deeds, log books, contracts and other instruments for safe keeping and accountability in usage and movement; 5. Ensure the timely preparation and circulation of Board and Committee papers and take and keep board and committee minutes; 6. Advise on the fixing of common seal outside registration; and provide legal guidance on contractual and statutory obligations binding to the Institution and legal duties for the Board. 7. Been admitted as an Advocate of the High Court of Kenya with a valid Practicing Certificate; 2. Registered as a member of the Law Society of Kenya and in good standing; 3. 3). CloudOps Engineer

As a CloudOps Engineer you will be responsible for operational health of our infrastructure, ownership and modification of our alerting and monitoring systems.

This is an individual contributor role within Tala’s Engineering track. You will report to the Engineering Manager and collaborate cross-functionally with all Tala teams across the globe.

Responsibilities:

  • Identify and fill gaps in our monitoring and alerting coverage across our infrastructure and services
  • In collaboration with DevOps and Engineering teams help with migration of existing product into the new infrastructure and architecture

Manage a global accounting team and ensure the production of timely and accurate financial reports.  

Responsibilities

  • Oversee all aspects of Tala’s accounting department which include, but is not limited to, the company’s financial statements, general ledger, cost accounting, tax compliance, and various special analyses

5). Customer Experience Project Manager

Tala is looking for a highly motivated Project Manager to help us develop and improve our product offering and experience for regional markets. Tala is a world leader in providing direct loans and financial services in emerging markets. We are a global team with diverse backgrounds who are singularly focused on using technology, data and customer-centric approach to meet the financial needs of the 2+ billion people of the emerging global middle class.

As the Customer Experience Project Manager, you will work with the global Customer Experience team, located in each of Tala’s markets and report to Manager of Global Operations. The role focus is to implement new tools and processes, enhance our customer engagement strategies globally, and ensure that Tala is engaged in best in class customer support. A successful candidate would be someone with stellar project management skills who can ensure that projects are well scoped with clear goals, and implemented smoothly and on time. Someone who can create well defined business cases to advocate for new tools or processes, and an improvement oriented mindset to optimize business processes and reporting. This role is responsible for improving our current product to reduce customer friction and increasing the effectiveness of the in-country teams to provide excellent support to our customers.

We are looking for a Data Scientist interested in solving one of the world’s largest problems: financial inclusion. Our team is doing cutting edge work in the field of Data Science and Machine Learning, using unique data to give people in emerging markets access to something that they’ve never had before – credit. Our Data Scientists work directly with Credit, Engineering, and Data Analytics teams to develop and iterate models that promote our vision of financial access for a billion people in emerging markets around the world.

We leverage a unique, diverse, and deep data set, including text, network analysis, and image recognition. You’ll be surprised by the connections between our different data sources!  Our Data Scientist are tasked with finding and communicating these connections to the team while integrating them into various models. Responsibilities:

  • Leverage a unique, diverse, and deep data set to find connections across these data sources. Communicate findings to the team and integrate them into models.
  • Own the full-cycle of a model from ideation and training through deployment into our production environment. This might be a credit model, fraud model, marketing model, or an iteration of an existing model.
  • Monitor model performance once deployed and iterate rapidly if necessary.

Lead and Shape Strategy

12). Principal Data Scientist

We are looking for a Principal Data Scientist who’s interested in solving one of the world’s largest problems: financial inclusion. Our Data Scientists work directly with Credit, Engineering, and Data Analytics teams to develop and iterate models that promote our vision of financial access for a billion people in emerging markets around the world.

You Will:

  • Develop and codify best practices for modeling, testing, and analysis across the team

We’re looking for a Senior DevOps Engineer to support and maintain the core components of our financial platform and scale it to serve millions of users across the world. SDET is responsible for tools, frameworks and automated tests coverage across our entire stack. SDET delivers tools and frameworks to automate and speed up test and release process. By making automation an early and integral part of SDLC, you will enable Tala to move towards CI/CD process.

This is an individual contributor role within Tala’s engineering track. You will report to the Release Manager and collaborate cross-functionally with all Tala teams across the globe.

What You’ll Do:

  • Expand backend automation coverage to all our microservices and integrate it into regression and release process
  • Deliver framework for performance testing to be used on demand and as part of regular testing

  • Participate in quarterly OKR planning and monthly scoring for the KE team as well as continuous reporting and unblocking.

Responsibilities:

  • Assist with all aspects of Tala’s US accounting function – including, but is not limited to: the company’s consolidated financial statements, general ledger, portfolio accounting, accounts payable, reconciliation of balance sheet accounts, budgeting, tax compliance, and various special analyses or projects.
  • Build and maintain adequate and effective processes to improve the close and reporting cycles to ensure timely and accurate reporting.
  • Responsible for handling incoming invoices, obtaining necessary approvals, and facilitating payments to vendors. 
  • Adhere to corporate policies and procedures such as invoice processing, cash management, and expense policies.

Requirements:

  • Bachelor’s degree in Accounting, Finance, or a related field.

TEACHING VACANCIES

1). Lecturer- Computer Education

Applicants should have:-

  1. An earned PhD or equivalent degree qualification in the relevant field from accredited and recognized/ university OR  Master’s Degree in relevant field from an accredited and recognized university (in special cases) with at least three (3) years teaching experience at university level or in research or in industry;
  2. A minimum of 24 publication points of which at least 16 should be from refereed journals papers;

Whether you got first class, second class, pass, whether you studied law, software engineering, production, chemical, actuarial, education… THERE ARE NO JOBS.

The first thing you need to do as a graduate is to separate yourself from that sense of entitlement, that thinking that you deserve the best because you worked hard in school. Life out here is different.

Secondly as a graduate, for a moment don’t be fixated on what you studied, most people are employed in fields that they did not study, they end up doing well and pursuing it as a career.

Third, when you graduate don’t limit yourself to the big companies you read in the newspaper because everyone is applying there and they can’t absorb every graduate.

Trying your luck in the so called funny organizations that are down town could see you a manager in 2yrs unlike being an intern at PWC, KEMRI, KPLC, KRA etc.

Fourth, getting regret or no response does not mean you stop applying; I made more than 1000 applications over a period of one year before I got my first job “Intern” then retained in the same organization.

Fifth, the attitude you display when doing your first job will determine your growth. At a car wash, you may strike a conversation with a CEO of a company, as a waiter, as a cleaner.

I speak of a friend who picked a messengers job in Unga limited, today he is a senior manager in production right from the other managers sending him to buy mandazi, and one day they asked what he studied.

When you are in sales, you could be selling loans, insurance, utensils to your next employer. The concept of getting such a job is to get you out of the house, interact with people and connect you to the next level.

Sitting in the house as a graduate will not change your life, complaining on Twitter will not bring a job. Sending 1, 2, 20 applications is not enough until you get an opportunity

If you find a company or someone willing to absorb you as an intern even if you have a masters take it, that 3 months on job training can change your life.

Going for a masters in the same field you studied that has made you jobless is a mistake, employers start seeing you overqualified for junior position and unqualified for senior position because you don’t have work experience.

Getting a job before masters opens your mind beyond textbook knowledge and you start seeing which careers you can pursue that suit your experience.

Finally, all you need is a job to enable get money to print your CV, buy nice clothes for the next interviews to your dream job.
