TSC Commissioners to Visit Schools this month for assessment

The teachers’ service Commission has released an elaborate programme to visit schools across the country. During the visitations, the Commissioners will among other things observe compliance with the teaching regulations and financial management by schools. This comes as teachers across the country continue to oppose the Evaluation method used by the Teachers’ Service Commission (TSC) to assess teachers. The evaluation Process known as Teacher Performance Appraisal and Sevelopment (TPAD) has been blamed to be paper and labour intensive, by the teachers.

In the itinerary released today, a total of 13 teams will traverse selected schools across the country this month with an intent of advising teachers on curriculum implementation.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.

SELECTION OF PATHWAYS AND SENIOR SCHOOLS

• Determination of pathways per senior school
• Determination of vacancies for boarding and day schooling in senior schools
• Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

The learner will select 12 schools for their chosen pathway as follows.
– Four 4 schools in first choice track and subject combination
– Four (4) schools in second choice subject combination
– Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

Out of the 12 schools selected based on pathway;

  • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
  • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
    Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

How Placement of learners to Senior Schools (SS) at Grade 10 will be done

It will be based on:

  • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
  • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
  • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
  • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

Admission and replacement process

  • Placement results will show where learners have been placed
  • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
  • All schools, both public and private shall admit Grade 10 through KEMIS
  • Leaners will be entered to the KEMIS System only after reporting physically to the school.
  •  Daily online reporting shall be monitored through KEMIS

Replacements

  •  Schools with vacancies will declare through their respective county directors of education
  •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
  • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
  • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
  • Replacement will be done once and shall be irreversible

Free Education Capitation in Uncertainty as Government Owes Schools Sh64 Billion

A funding crisis is jeopardizing the operations of public schools nationwide, with Education Cabinet Secretary Migos Ogamba facing intense scrutiny in Parliament over significant delays and deficits in the distribution of capitation funds.

During his appearance before the National Assembly Committee on Education, CS Ogamba acknowledged that the Ministry of Education does not have a confirmed total for the outstanding debts owed to schools. However, lawmakers estimated that the arrears could reach as high as Sh64 billion, accumulated over several years.

“I didn’t bring that figure with me. The amount mentioned by Hon. Robert Mbui, Sh64 billion, could indeed be accurate. The pressing question now is: what actions should we take, especially since we are still not receiving the budgeted amounts?” Ogamba remarked.

Documents submitted to the committee indicated that the approved annual capitation for secondary school students is Sh22,244 per learner. However, for Term 1 of 2025, the Ministry only allocated Sh8,818.61 per student, which is merely 50 percent of the intended amount.

The Ministry distributed Sh28.8 billion to support 3.2 million students, resulting in a shortfall of Sh7.5 billion for the current financial year.

For primary schools, the allocation is Sh1,420 per learner annually, distributed in a 50:30:20 ratio per term. This is significantly lower than the Sh2,238 per child recommended by the Presidential Working Party on Education Reform.

Junior secondary schools also faced funding shortages, receiving only half of the Sh15,043 allocated annually per learner.

Additional data revealed that for co-curricular activities in primary schools, only Sh36 of the Sh76 allocated per learner is actually sent to schools, with the remaining Sh40 retained by the Ministry for national-level activities. This allocation, which is less than 50 percent of the total per child, drew criticism from lawmakers who questioned the oversight and quality assurance of school programs.

Members of Parliament expressed concern over the declining state of school financing, warning that the sustainability of the country’s free education policy is at serious risk due to the delayed disbursements from the National Treasury.

Committee Chairperson Julius Melly questioned whether the country could continue to provide free education amid increasing student enrollment and stagnant funding.

“We committed to offering free and fair education. But can we genuinely uphold this commitment with rising numbers and limited resources?” Melly asked.

Deputy Minority Leader Robert Mbui, who initially raised concerns about the delayed capitation, argued that the government must be transparent about the situation and inform parents that the free education policy is no longer viable.

“It is time we recognize that free education is unsustainable under the current constraints. It would be more honest to implement cost-sharing with parents rather than maintaining the illusion of free education,” Mbui stated.

Narok Woman Representative Rebecca Tonkei echoed concerns that school leaders are being forced to operate with inadequate resources, with no government interventions to resolve the issues.

“How free is education in Kenya when principals are instructed to manage with whatever they have, even if it’s insufficient?” she questioned.

Kibra MP Peter Orero criticized the Ministry for penalizing school administrators who attempt to address funding gaps through additional fees.

“For the past decade, schools have not received full capitation. Each learner is short by about Sh9,000 annually. Yet when headteachers raise concerns or seek alternatives, they face interdiction and victimization,” Orero said.

The Ministry attributed the delays in disbursement to late releases from the National Treasury and inaccuracies in data submitted by schools to the National Education Management Information System (NEMIS).

CS Ogamba urged lawmakers to support the protection of education funds, arguing that this would help shield school financing from frequent disruptions and delays.

“We must prioritize education funding as mandated by the Constitution. Protecting the education budget will help address the ongoing shortfalls affecting students and schools,” he noted.

Ogamba acknowledged that operational challenges due to delayed funding were impacting both academic and co-curricular programs but reaffirmed the government’s commitment to free education.

“As for whether we have free education in this country, the short answer is yes. However, we are facing significant challenges that require urgent intervention,” he stated.

Full details on Kuppet’s Walimu Solidarity SACCO

The Kenya Union of Post Primary Education Teachers – KUPPET, owned Walimu Solidarity SACCO has recorded remarkable growth. The union-affiliated sacco, Walimu Solidarity Savings and Credit Co-operative Society Ltd, is registering tremendous growth. According to the sacco chairman, Edward Obwocha, the entity made a profit of Sh13 million in the financial year ending December 31, 2021 – its first year of its operation.

The dividends earned are re-invested to increase the organisation’s capital. However, whenever any member decides to divest, such as those who have retired from the union, they are free to exit.

The Sacco was formed for the empowerment of teachers, in line with recommendations by the International Labour Organisation for trade unions to have such institutions. Many African teachers unions have taken up the challenge, with union- backed saccos strongest in Switzerland and Ghana. In Ghana, the sacco backed by the teachers’ is so strong that members earn their salaries through their own sacco. The sacco has hotels in all the eight regions of Ghana, some with a capacity of up to 300 beds.

Primary capital for the Sacco came from the conversion of the National Governing Council Welfare Fund to the new entity, with the union providing additional funds. The capital base now lies at Sh70 million. By August 2022, it had issues Sh64 million in loans, which it currently issues weekly.

Borrowing heavily from Ghana, where the sacco uses union offices and relies on the union staff to cut operating costs. Its other officials include Mr Moses Nthurima (Secretary), Paul Maingi (Treasurer) and Mr Sammy Chelang’a.

The board has been undergoing training to increase their capacity. As part of the new capacity, the sacco is currently rewriting the By-Laws. The ones in operation were those which were used for registration.

Among its goals in the medium term is to raise sufficient capital that will allow it to loan members as they are sought. In the long term, the sacco will apply for SASRA registration, incorporate front offices to offer enhanced services and build its own head office.

Once stable, the Sacco will be a source of funds for the union in times of a crisis, especially during long strikes when the government can’t step up, then the union will remain afloat. It will supplement the member’s ability to withstand strikes via the creation of investment vehicles to mobilise their savings and resources to sustain the union in the wake of emergencies.

The TTI Diploma, Certificate and Artisan Courses have different durations, But generally as shown below:

  • Diploma Programs:

    The duration for diploma programs can vary. Some may be completed in two to three years, while others may take longer depending on the specific course and institution. 

  • Certificate Programs:

    Unlike Diploma Courses, Certificate programs typically have a shorter duration, often ranging from one to two years. 

  • Artisan Programs:
    Artisan programs also have varying durations, but are generally shorter than certificate programs, with some being completed in less than a year.

The TTI Fees is subsidised by the Government. Students admitted through Kuccps also get fees bursary and loans from the Higher Education Loans Board (Helb) through the Higher Education Funding Model. Below is the general fees requirements for TTI courses:
  • Diploma Courses Fees: Ksh.67,189 per year to Ksh.72,076 per year.
  • Certificate Courses Fees: between Ksh 56,000 to Ksh 67,189 per year
  • Artisan Courses Fees: between Ksh 56,000 to Ksh 67,189 per year

Ziwa Technical Training Institute online application

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

New Education Cabinet Secretary Professor George Magoha, Interior Cabinet Secretary Dr. Fred Matiangi , Ministry of Information Communication Technology CS Joe Mucheru, and the Teachers Service Commission boss Dr Nancy Njeri Macharia will today hold consultative meeting on the education sector in Kenya. The meeting will be held at the Kenya Institute of Curriculum Development offices in Nairobi. The Cabinet Secretaries will then address the media at 1.30pm today, Thursday 28th March- 2019.

Governor Anne Waiguru in a double header handshake with Raila and Ruto today

Months after former Prime Minister, Hon Raila Odinga, and President Uhuru kenyatta held a public handshake and decided to come up with the building bridges initiative, Kirinyaga Governor Anne Waiguru was at it today.

First, it was Vice President (Hon William Ruto) when the two met at Hilton Hotel in Nairobi for the Development Partnership forum earlier today:

The Deputy president sensationally castigated the former devolution Cabinet secretary over the NYS scandal; when she was still the Cabinet Secretary.

Later, today, Governor Waiguru met the former premier. Waiguru said this after the meeting: “Just had a meeting with former Prime Minister H.E Right Honorable Raila Odinga on the outstanding matter in court. In the spirit of cohesion and reconciliation in the country, the matter stands settled.”

The two have been on a frosty public relationship over the NYS scandal. Hon Raila had this to say: “Held a meeting with Governor Anne Waiguru and agreed to ‘let by-gones be by-gones’ and leave the matter of the NYS scandal in the hands of investigators. She said her case against me is now settled in the spirit of reconciliation that the nation has embarked on. We also reviewed the status of devolution in the country and agreed to exchange views frequently on how to address the challenges.”

The Teachers Service Commission, TSC, has released new guidelines for the recruitment of primary schools teacher interns. The guidelines are to be used in the 2021-2022 recruitment exercise. Check the latest recruitment scoresheets, below.

GUIDELINES FOR RECRUITMENT OF TEACHER INTERNS, PRIMARY SCHOOLS,  2021/2022 FINANCIAL YEAR.

1.0 GENERAL INFORMATION

Following the advertisement for recruitment of teacher interns for Primary schools, you are required to conduct a selection exercise for candidates wishing to be employed and submit the County Merit List to the TSC Headquarters. The list should be ratified by the County Selection Panel.

Applicants will be required to submit their applications to the Secretary Teachers          Service Commission through online platform www.teacheronline.tsc.go.ke for the county where a vacancy has been declared.

The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act and TSC Code of Conduct and Ethics (CoCE, 2015).

The TSC County Director is expected to induct members of the County Selection Panel on the relevant Sections of the Act and the Code of Regulations for Teachers (CORT, 2015) before the commencement of the selection exercise.

The TSC County Director MUST ensure that the recruitment process is done  in strict adherence to the laid down protocols by the Ministry of Health on containment of COVID-19 pandemic.

TSC County Director MUST ensure that venues for selection process are accessible to applicants living with special needs.

All applicants MUST be registered teachers as per Section 23 (1) of the  Teachers Service Commission Act, 2012.

Applicants who are not duly registered shall not be considered for recruitment.

Applicants  whose  names  differ  in  the  academic  and  professional certificates and/or identification cards MUST present an Affidavit to explain the variance in names.

Applicants who re-sat either  KCPE or KCSE  examinations (or their equivalents)  MUST present certified copies of the certificate(s)  of the national examination (s) in question for all attempts.

Applicants who apply for confirmation of results from KNEC should give the address of the TSC County Director of the County where they applied for recruitment.  It is their responsibility to ensure that the results are received for consideration during the verification of the academic certificates.

System generated Merit List will be prepared by the TSC County Director.

TSC  County  Director shall  distribute  the  Lists  to the TSC Sub-County Directors.  The Sub –  County  Directors  shall  use  the  Merit  List(s)  to communicate selection date and venue in consultation with the County Director.

During the selection, each applicant shall be given a serial number.

Applicants must present original and legible photocopies of the following, among other relevant documents: –

  • National identification card;
  • Certificate of Registration as a teacher;
  • PTE Certificate;
  • KCSE certificates or its equivalent (include certificates for attempts if one re-sat exams);
  • KCPE certificate or its equivalent (include certificates for attempts if one re-sat exams);
  • Proof of payment for the Statement of confirmation of results by KNEC (where applicable);
  • Primary  and  Secondary  School  leaving  certificates  and  other relevant testimonials.
  • National Council of Persons with Disability (NCPWD) Card (where applicable);
  • Sworn Affidavit where names appearing on the  submitted documents differ;
  • All applicants, irrespective of gender, disability, ethnicity or Home County shall be given equal opportunities.
  • In the event of a tie, consideration for selection will be determined as per the order of priority shown hereunder:
  1. Applicant (s) disability status, if any;
  2. The Applicant’s performance/ grade in teaching practice;
  3. Length of stay since graduating as a teacher;
  4. Length of stay since registering as a teacher;
  5. Academic and professional  performance demonstrated through certificates i.e. higher aggregate KCSE grade will be given foremost consideration.

N/B: If applicants tie at PTE points, aggregate KCSE grades shall be considered.

  • The selection date and venue must be displayed on notice boards at the Commission’s County, Sub-County and Zonal offices at least seven (7) days before the selection exercise.
  • The selection panel shall vet each applicant to establish if he/she meets the requirements of the TSC advertisement.

2.0. SUB COUNTY SELECTION PANEL

The Selection Panel shall comprise of the following members: –

  • The Sub County Director- Chairperson
  • TSC Sub County Human Resource Officer- Secretary
  • Zonal Curriculum Support Officers (2)- Members
  • TOTAL 4

The  sub-county Director MUST ensure  that the Ministry of Health  COVID-19  containment  measures  are  adhered  to  by  both  panel  members  and  the  applicants at all times.

3.0  VERIFICATION EXERCISE

The TSC Sub County Director shall verify the TSC registration status of all applicants;

The TSC Sub County Director shall present a list of all applicants to the Selection Panel;

Applicants must appear in person before the Selection Panel on the set date.

3.1 AUTHENTICATION OF ACADEMIC AND PROFESSIONAL DOCUMENTS

  • Original academic and professional certificates shall be scrutinized to verify their authenticity.
  • The TSC Sub County Director shall certify photocopies of the certificates and other documents before forwarding them to the TSC County Director.
  • Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence and shall be disqualified  and/or deregistered.

3.2 SELECTION CRITERIA

Applicants shall be awarded marks as per the score sheet (Appendix 1(a) and  1 (b).

Where applicants tie in scores, the panel shall refer to (k) of these Guidelines.

4.0 DOCUMENTS TO BE SUBMITTED TO TSC COUNTY DIRECTOR

The Sub County Selection Panel shall be required to submit the following to the TSC County Director: –

  1. List of all applicants who presented documents for verification at the Sub County level (Appendix II);
  2. Sub County Merit List (Appendix Ill);
  3. Summary of complaints raised (if any) together with action taken;
  4. Minutes of the Sub-County Selection Panel duly signed by the Chairperson and Secretary clearly showing how the final list of the successful candidates was agreed upon.

4.1 COUNTY SELECTION PANEL

After submission of Merit Lists by the TSC Sub County Directors, TSC County Director shall  constitute  a  selection  panel  comprising  the following members;

  1. TSC County Director – Chairperson
  2. TSC Deputy County Director – Secretary
  3. County Human Resource Officer- Member
  4. TSC Sub County Director –          Member

The TSC County Director MUST ensure that the Ministry of Health COV1D-19 containment measures are adhered to by panel members.

The TSC County Director shall be required to convene a County Panel to ratify  Sub  County  Merit  Lists  for  onward  submission  to  the  TSC Headquarters within the stipulated timeline.

The selected applicants from the Merit List shall have their documents submitted to the TSC County Director for further Vetting.

The Merit List compiled during the selection process at the beginning of the financial year shall be used in subsequent recruitments within the financial year. Selected applicants shall be informed through the Short Message Service (SMS).

NB: It is the responsibility of the TSC County Director to ensure that the exercise is fair and transparent. The County Director must also ensure that all documents are in order and appropriately signed/certified before submitting them to the TSC Headquarters.

5.0 COMPLAINTS

Any applicant who is dissatisfied with the exercise should submit to the TSC County Director a written complaint immediately and send an email to the TSC Headquarters through, dirstaffing@tsc.Qo.ke not later than seven (7) days after the selection exercise;

The TSC County Director should, within seven (7) days analyze and address all complaints raised after the selection process has been completed and thereafter submit a report to the Headquarters on the action taken.

Where the complaint is made against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.

6.0 DOCUMENTS TO BE SUBMITTED TO TSC HEADQUARTERS

Upon conclusion of the Recruitment exercise at the County level, the County Director is required to submit the following documents to the TSC Headquarters:

  • Duly executed Offer of Internship letter and the Internship Agreement, together with a copy of the acknowledgement of receipt of application for internship,
  • certified copies of Certificate of Registration as a teacher,
  • academic certificates,
  • professional certificates and all official transcripts,
  • identity  card,   NCPWD   Card (where  applicable),
  • Affidavits (where applicable) and two passport size photographs in respect of successful candidate(s).
  • In addition, the following documents shall be submitted in respect of every successful applicant:
  1. Copy of teacher registration certificate;
  2. Certified copy of a bank plate;
  • Duly completed pay point particulars form;
  1. Copy of KRA PIN certificate;
  2. Copy of NHIF Card;
  3. Certificate of good conduct/ Waiting slip for the certificate of good conduct;
  • A copy of Personal Insurance Certificate.
  • A list of all interviewed applicants in order of merit for the advertised vacancies in (Appendix (III a);
  • A copy of the system generated list of all applicants clearly showing those who failed to attend the interview (Appendix III b);
  • List of applicants with special needs (Appendix VI).
  • Duly signed Minutes of the relevant Board of Management Meeting; g) Completed selection score guide duly signed;
  • Any relevant document or material used in the Recruitment exercise.
  • Panel score sheet (Appendix I) both in soft (excel) via ddstaffingp@tsc.go.ke and hard copy for the selected applicants;

7.0 IMPORTANT NOTES

  • Merit Lists shall be made available to members of public wishing to see them on request in a manner that will not put the recruitment process into jeopardy.
  •  All enquiries arising from these guidelines should be made to the TSC County Director.
  • Notwithstanding the decentralization   of  the  function   of  teacher’s recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded   from   carrying   out   recruitment   directly   from   the   TSC

Bachelor of Education Course (Kuccps 2021-20222 cluster points cutoff, Course Codes & Subject Requirements)

The Kenya Universities and Colleges Central Placement Service, KUCCPS, has released new cutoff points to be used in admitting KCSE students to universities and Colleges during the 2021/2022 selections and admissions of students. Various universities have revised their cluster points cutoffs upwards.

According to KUCCPS, the column with 2019 cutoff points for various degree, certificate and diploma programmes will be used to select the students to universities and colleges.

Factors to consider before choosing an education course

Before settling on any teaching combination, it is necessary for you to do a thorough background research and consultations. Some of the main considerations that you must consider include:

  • Cluster points requirements: Various universities have different cluster points requirements for the same course. Therefore, before settling on a university to join for the teaching course, check its minimum cluster requirements in the table below.
  • Subject requirements: Apart from cluster requirements, the education degree choices have different subject requirements. Check the latest subject requirements for Bachelor of Education Science and Arts Courses in the table below.
  • Ease of employment upon graduation: Some subject combinations are currently flooded. If you qualify for a teaching combination that is less flooded, then you should rather take it immediately.
