Nemis put aside as Ministry to release funds for all learners in public schools

All the ten million learners in public schools are now set to receive government fees capitation whether they are on the National Education Management Information System (Nemis) or not. This is after the Education Cabinet Secretary Prof George Magoha directed that learners should not miss the capitation just by missing on Nemis.

“The issues of some learners’ details missing in the Nemis because they lack a birth certificate should not be a hindrance to learner’s right to education,” CS Magoha said during the ceremony to launch the Elimu Scholarship programme.

It will be a big relief for schools that have been denied funds for learners not captured on Nemis.

Manual counts of learners to be done

School heads are now expected to do manual counts of learners in their institutions and hand them to the Ministry for release of funds. This Means all the over ten million will get funds; unlike in the past where funds were released for only those on Nemis.
The CS said schools and learners should not be punished for hitches that should rather be solved by the Ministry.

“The few technical hitches that schools have faced when capturing learners details using Nemis are being solved by the Ministry,” he observed.

The annual fee for day secondary schools is Sh22,244 per child which is paid for all students in public day and boarding schools.

The government releases the capitation in three ratios of: 50% (Tranche one), 30% (Tranche two) and 20 % (Tranche Three). A total of Kshs. 11,112 for term one, Kshs. 6,673.2 for term two and Kshs 4448.8 for third term for each child.

Magoha warns on Fees hike

Magoha said a total of 38,000 learners who sat KCPE last year applied for the Elimu Scholarship that has benefited 9,000.

The CS at the same time warned Boarding schools on increasing fees. He asked parents to report any child turned away from school for lacking fees.

“All secondary schools must adhere to government guidelines on fees. We have capitations in place,” the CS observed.

He said the Government is set to spend Sh8.2 billion for infrastructure support for secondary schools under the World Bank’s support for the Secondary Education Quality Improvement Project (SEQIP).
