Uncertainty engulfs roll out of new the curriculum as governors demand for funds

Plans to implement the new competency based curriculum, next year, have been thwarted after the Council of Governors said funds have not been allocated by the National government. Via a press statement, the Council of Governors say they have not been fully involved in the implementation of the new curriculum in lower grades; considering education in lower levels is a preserve of the County Governments.

“Over the past 2 weeks, the council of Governors has keenly followed the decisions and announcements made by the Ministry of Education in regards to the National roll out of the Competency Based Curriculum (CBC),” says Governor Nanok, who is also the Chairman to the Council of Governors.

The Turkana County Governor, Hon Joseph Nanok, says Pre-Primary Education is a preserve of the County Governments and thus the counties must be fully involved in the roll out of the new curriculum.

“Pre-Primary Education is a County Government function as enshrined in the Constitution. It is critical to understand to this point, the National Government has not provided the cost of implementing the CBC. County Governments are not aware of the unit cost of implementing CBC per child and have no information on estimated costs of each mandatory component of the CBC,” notes Nanok.

While adding that the County Governments fully support the roll out of the CBC, Governor Nanok has asked the Education Ministry to involve them in the planning and roll out. “To this end, the Council of Governors urges the Ministry of Education to engage the County Governments to ensure that all decisions on the implementation of CBC in Pre-Primary level are reached through mutual consultations and agreements. Further, such decisions must consider and document possible fiscal and other related needs and risks,” adds Nanok.

Last week, Education Cabinet Secretary (Dr. Amina Mohammed) reversed her earlier decision to post pone the implementation of the new curriculum in 2019. Amina announced that implementation of the new curriculum will be done in January, 2019. With schools set for reopening next week for the new year, stake holders will be keeping tabs on developments at the Education Ministry in relation to the planned roll out of the new curriculum.

KCSE 2024 exams cheating: Results for 840 candidates cancelled, 2,829 withheld as 91 teachers face disciplinary action

Education Cabinet Secretary, CS, Julius Migos Ogamba has said the results of 840 KCSE candidates have been cancelled due to examination irregularities.

Speaking when he released the results for the 2024 exams, Ogamba added that 2829 results are withheld pending investigations, which will be completed in 30 days from January 9.

Ogamba regretted that some teachers are still facilitating exam irregularities.

“It is unfortunate that a few contracted professionals and teachers are still insistent on ruining the lives of our learners by subjecting them to exam malpractices,” he said.

Ogamba added that firm disciplinary actions will be taken against 91 contracted professionals who were reported to have been involved in aiding exam malpractices.

A total of 962,512 candidates sat for the exams which ran from October 22 to November 22, 2024.

In November 2024, Ogamba assured parents, students and teachers that the Kenya National Examinations Council (KNEC) would no longer cancel entire centres’ national exam results if malpractice is detected.

He said the examiner will handle cheating cases on an individual basis to ensure that no collateral damages are incurred.

“Ladies and gentlemen, I am here to report that we put in place very serious measures to the extent that this year if there is any malpractice, we are not going to condemn the whole school, center, or number of people who are there. It is going to be individualised,” the CS said

In 2023, KNEC withheld the KCSE results of more than 4,000 students over alleged irregularities and cancelled the results of four candidates over impersonation.

“There were no irregularities reported during the exams but there were people who impersonated others,” former Education CS Ezekiel Machogu said in January 2024.

Following investigations into the cases, KNEC released the results of Kisii’s Cardinal Otunga Boys (432 students) and Nyakongo Secondary School (263 students) which had been withheld.

Other schools that were affected included Mabera Secondary School in Migori and Samoei Secondary School in Nandi.

Then, the CS confirmed that 120 contracted professionals reportedly engaged in irregularities and vowed disciplinary action against them.

KPLC Units cost to increase by 20%

The cost of electricity is set to go up in April if a proposal by Kenya Power to review tariffs is approved by the Energy and Petroleum Regulatory Authority (EPRA).

The retail tariff application (2023-2026) which Kenya Power has presented on behalf of other players in the energy sector will see the cost of power for domestic consumers go up by between 13-20 per cent.

In the new tariffs which are inclusive of levies and taxes, Kenya Power has separated the 8.7 million domestic customers into two life-line consumption bands (0-30 and 30-100 kilowatt-hours).

This is a departure from the current arrangement where all the domestic consumers are in one band, 0-100 kwh.

Consumers under the new life-line consumption band of below 30 kwh per month will pay Sh20.5 per unit up from the current Sh18.14 signifying a 13 percent increase.

Kenya Power General Manager in charge of Power Planning and Purchase John Mbuthia said out of the Sh20.5, Sh14 is the consumption charge meaning Sh6.5 will go towards taxes and levies.

According to Mbuthia, if the new tariff proposals are approved, ordinary domestic consumers whose usage exceeds 30kwh per month will pay Sh26.4 per unit up from the current Sh22 signifying a 20 percent increase.

Consumers spending Sh300 on power, he added, will get 14.6 units compared to the current 16.5 units while those spending Sh1, 000 will get 37.8 units from 45.45 units currently.

Speaking in Kisumu during a public participation drive on the proposal, Mbuthia said the Water Resource Management Authority (WARMA) levy which has increased from Sh0.05/kwh to Sh2 will also reflect on consumers’ bills.

He said a VAT charge of Sh2.9 for lifeline users and Sh4 for ordinary domestic consumers will apply.

Other proposals in the application, he said include the bulk tariff which is specially tailored for those who purchase power in bulk to distribute to a smaller cluster of consumers.

Operators of electric vehicles which are gaining traction in the country will be given incentives to help the sector grow with the introduction of a new e-mobility tariff package.

Manufacturers, he added, will also have a special tariff during off peak hours (at night) to help promote the sector.

Kenya Power General Manager in charge of Regional Coordination Eng. Peter Njenga said the new tariffs target to boost revenue collections for the power utility firm to enhance efficiency and reliability.

This, he said, will take care of the company’s budget of procuring power from KenGen and other small producers and at the same time support the government’s initiative to connect more households.

He said the last tariff review was done in 2018 adding that the company has undertaken major infrastructural works which has seen the customer base increase from 2 million in 2012 to 9 million in 2022.

The proposals in the tariff review period 2023-2026, he said, were justified to shoulder the cost of the expansion and ensure better service delivery to consumers.

Energy and Petroleum Regulatory Authority (EPRA) Director General Daniel Kiptoo said the agency was collecting views from members of the public across the country before retreating to look at the proposal before it is approved.

Kiptoo said EPRA was satisfied with the proposed projects to be undertaken by Kenya Power using the enhanced revenues adding that the views of members of the public shall be incorporated.

If approved, he said EPRA will gazette the new tariffs to take effect on 1st April 2023.

Kenya National Chamber of Commerce and Industry Kisumu Chapter Chairman Israel Agina said the proposals were hefty and will hit hard on the bulk of electricity consumers in the country.

“These rates are going to affect domestic consumers who constitute 8.6 million of Kenya Power’s customer base and there is a need for EPRA to review them,” he said.

He said though it was a good move to give manufacturers a special tariff to operate at night, he argued the move was likely to interrupt supply for other consumers since most of them were likely to shift their operations to the off peak hours.

Primary school teachers new TSC registration requirements

The Teachers Service Commission (TSC) has come up with new requirements for all primary school teachers. According to the Commission, the minimum qualification for entry into teaching in Kenya at all levels (including primary schools) be a Diploma in Education.

These new recommendations by TSC are geared towards realigning of the teachers as per the Competency Based Curriculum (CBC).

In the latest TSC recommendations, the Diploma in Education courses for CBC students at each level shall be three (3) years after 844 and senior school since they will have had time for specialization in the content areas.

Primary school teacher levels

Effectively, primary school teachers will fall into two categories, namely:

  • Diploma in Early Childhood Teacher Education (PP1&PP2) and
  • Diploma in Primary Teacher Education (Grade 1-6 ).

ECDE applicants with certificates from other bodies other than KNEC and MOE should have their certificates equated by KNEC.

To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. You can also apply directly to the institution for admission.
 
The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

Laikipia West Technical and Vocational College Admission Letter.

You can get the admission letter to the TTI by visiting the Kuccps Student Portal, Instituion’s Website and by paying a physical visit to the Tertiary institution. But, the best, quickest and most convenient application method is via the Kuccps portal.

TECHNICAL AND VOCATIONAL COLLEGE FEES STRUCTURE

The annual tuition fee for TVET courses at many Kenyan Technical and Vocational Colleges (TVCs) is Ksh 67,189This includes a government capitation of Ksh 30,000 per trainee, leaving a balance of Ksh 26,420 to be paid by the student, which can be paid in installments. Additionally, students may be eligible for a HELB loan of Ksh 40,000. Other potential costs include KUCCPS registration fees, industrial attachment fees, and examination fees.

GOVERNMENT SCHOLARSHIP AND LOAN FOR TVC STUDENTS.

Following your placement, you are eligible for a Government scholarship, Loan and Bursary to assist with your educational expenses. If you need Government financial support, you MUST make an application for consideration through the official website www.hef.co.ke. In the case Government scholarship, Loan and bursary do not cover the entire cost of your program, the deficit will be met by your parent/guardian.

1. A valid email address
2. Valid telephone number (must be registered in your name to apply for a loan)
3. KCPE and KCSE index numbers and year of examination
4. Passport size photo
5. Copy of your National ID (for loan application)
6. College/University admission letter
7. Your parents’ registered telephone number
8. Your parents’ national ID number
9. Death certificate if any of your parents is deceased.
10. Your birth certificate.
11. Two guarantors’ (Can be your parents) ID numbers and registered telephone
