Job Description

The Teachers Service Commission (TSC) is an independent Commission established under Article 237 of the Constitution of Kenya, 2010.

The Commission invites applications from qualified, experienced, result oriented and highly motivated Kenyans to fill the following position:

Duties and Responsbilities

Duties and responsibilities will entail:

1. Implementing the Commission’s policies, strategies and programs;
2. Ensuring compliance with the Commission’s laid down policies and procedures;
3. Coordinating investigation of discipline cases in the County;
4. Interdicting teachers with professional misconduct;
5. Supervising invitation of teachers and witnesses for County discipline cases;
6. Coordinating invitation of teachers and witnesses for Headquarters discipline cases;
7. Supervising preparation of County discipline cases before hearing;
8. Chairing the hearing of County discipline cases;
9. Submitting returns of discipline cases heard in the County to the Headquarters;
10. Preparing of status reports on management of discipline;
11. Posting and follow up of teachers reporting from discipline at the County;
12. Ensuring competitive promotion of teachers are carried out at the County;
13. Appointing qualified teachers to equivalent positions as institutional administrators;
14. Coordinating teacher recruitment process and posting of newly recruited teachers;
15. Establishing the current staffing levels and projecting teacher demand and supply at the County;
16. Conducting teacher rationalization within the County;
17. Ensuring data integrity, updating, maintenance, and safety of Teacher Management data bases;
18. Providing professional advice and facilitation of teacher registration;
19. Coordinating professional support for teachers on curriculum implementation;
20. Implementing and monitoring performance contracting and teacher’s performance appraisal and development;
21. Coordinating teacher capacity building activities;
22. Coordinating collection and completeness of exit documents for teachers;
23. Managing stakeholder engagement within the county;
24. Enforcing the implementation of the Service Charter;
25. Developing and implementation of the County budget;
26. Ensuring prudent management of resources in the County; and
27. Supervising and guiding employees for optimum performance.

Requirements

For appointment to this grade an officer must have: –

1. Served in the grade of Assistant Director, Teacher Management, for a minimum period of three (3) years;

                                          OR

Six (6) years of experience in a comparable position in the education sector

2. Bachelor degree in Education or any other relevant field with post graduate diploma in Education from a recognized institution;

3. Master’s degree from a recognized University is an added advantage;

4. Certificate in leadership Course or equivalent qualification lasting not less than four (4) weeks from a recognized institution;

5. Met the requirements of Chapter Six (6) of the Constitution; and

6. Demonstrated merit and ability as reflected in work performance and results.
