List of the 20 transferred, delocalized, principals in Siaya County

About twenty (20) Principals have been transferred in Siaya County by the Teachers Service Commission. Those moved are principals serving in their home county (Siaya) and those who have served in the same station for a long period.

Bank loan borrowers to be given an extension to their repayment period: CBK Guidelines

The Central Bank, CBK, of Kenya has come to the aid of millions of Kenyans servicing bank loans who may have difficulties in krepaying the loans in time. This is in a bid to mitigate the ripple economic effects caused by the Corona virus pandemic. Borrowers will now be given an extension to their repayment by one year; if they so wish.

Following a meeting with commercial banks on Monday, March 16, 2020, the Central
Bank of Kenya (CBK) announces a set of measures that commercial banks will undertake in order to alleviate the adverse economic effects their customers may face from the Coronavirus pandemic (COVID-19). While the extent of the adverse effects are still evolving, it is already evident that the impact on some of the customers may be sever,” reads a circular by the CBK dated Wednesday March 18, 2020.

CBK GUIDELINES

According to the recent CBK guidelines, to help alleviate the adverse effects, the following emergency measures will apply for borrowers whose loan repayments were up to date as at March 2, 2020:

  • Banks will seek to provide relief to borrowers on their personal loans based on their individual circumstances arising from the pandemic.
  • To provide relief on personal loans, banks will review requests from borrowers for extension of their loan for a period of up to one year. To initiate this process, borrowers should contact their respective banks.
  •  Medium-sized enterprises (SMES) and corporate borrowers can contact their banks for assessment and restructuring of their loans based on their respective circumstances arising from the pandemic.
  • Banks will meet all the costs related to the extension and restructuring of loans.
  • To facilitate increased use of mobile digital platforms, banks will waive all charges for balance inquiry.
  •  As earlier announced, all charges for transfers between mobile money wallets and bank accounts will be eliminated.

GRACELAND GIRLS SECONDARY SCHOOL’S BRIEF HISTORY

Graceland School was founded by Samson and Grace Wainaina in 2006 after quitting their teaching jobs. After over twenty years teaching and gaining knowledge on the best ways to impart education, we decided to give back to society by starting a school of our own. The journey has been nothing short of astounding; growing from a tiny school to a double stream centre of excellence, both academic and co curricular. We always remember how we had to convert two bedrooms in our house to dormitories when we started out in 2006 with 15 girls. In 2009, our first candidate class sat their KCSE exam obtaining a mean of 5.9. Years later, our mean has been progressively improving. Following positive reviews and an increasing appreciation for our growth, we decided to start Graceland Primary School. It consists a coed nursery as well as a primary school.

Equipped with expanding managerial knowledge, experience, sacrifice and constantly seeking out the best teachers across the country, we are confident of providing the best possible education to your children. Welcome to Graceland Schools,

KNEC warns school heads charging registration fees; clarifies on who is expected to pay the fees

The Kenya National Examinations Council, KNEC, has issued a warning to school heads charging examination fees from all students registering for this year’s Kenya Certificate of Secondary Education, KCSE, and Kenya Certificate of Primary Education, KCPE, examinations.

In a circular dated 24th January, 2019 KNEC and addressed to Head Teachers and Principals presenting candidates for the 2019 KCPE and KCSE examinations that they will be held responsible for charging illegal examination fees

“It has come to the attention of the Kenya National Examinations Council, KNEC, that some head of institutions are charging examination fees and other levies over and above the approved fee guidelines. This is in contravention of government directive on examination fees payment,” says Dr Mercy Karogo, the acting KNEC Chief Executive Officer.

Karogo says the Government will pay for all Kenyan candidates sitting for the exams for the first time. “The Kenya National Examinations Council wishes to bring to your attention the following information in regard to the payment of examination fees. The Government of Kenya, through the Ministry of Education shall pay examination fees for all candidates in both private and public schools sitting for the first time,” adds Dr Karogo.

Important links:

However, clarifies that the following categories of candidates are required to pay examination fees
1. Repeaters. These include candidate who re-sit the whole examination or selected paper/subjects

2 Private Candidates. These are candidates registering for the examination at the sub county private centres

3. Adult Education candidates. These are candidates registering for the examination at the Adult Education Examination Centres

4. Prisoners. These are the candidates registering for the examination in Prison Examination Centres.

5. Non-citizens. These are candidates who are not Kenyan citizens

This latest development comes after it emerged that some schools were charging registration fees from freshers and exorbitant processing fee of up to Kshs. 1,000 per candidate.

“On account of the above, all heads of institutions are required to ensure
compliance,” Karogo advises.

The 45-days registration exercise is expected to come to a close in 2 weeks’ time; on 15th February, 2019.

MUGOIRI GIRLS HIGH SCHOOL’S BRIEF HISTORY

The Institution, established by the Consolata Sisters from Mathari Catholic Mission in Nyeri County for the purpose of promoting Christianity through education, was elevated to national status five years ago.

The late Igatius Murai, who was the Migori location colonial chief at the time, had donated 12.25 acres for the purpose of establishing a girls’ education center. Mr. Murai’s daughter- Amb Emmah Murai, the late Josephine Michuki and the late sister Ignasia Pia- were all educated at the school that was established near their home.

The school first opened its door in 1938 with four teachers, all nuns, and 25 students under the first headteacher, Sister Zaveria Pasqualina. Between 1940 and 1944, school operations were disrupted by World War II. The nuns were confined at the Mathari mission under their seniors’ orders.

Between 1948 and 1951, the number of learners rose to 41 as Sister Blandina took over as the second headteacher. In 1964, student enrolment shot up to 150 before it reduced to 76 between 1965 and 1969. in 1965, Teresia Wambui become the first African principal. She was replaced by Christine Nakhanu in 1970.

Ms. Nakhanu was replaced by Helen Mugo, a former student, who served between 1975 and 1990. During her ruling as a principal, enrolment shot up to 546 students with 24 teachers. The school currently has 1,526 students and 48 teachers. The principal said that the old students relate well with current students and regularly visit the entire school to encourage them.

2020 form one admission deadline extended by one week

The Ministry of Education has extended the 2020 form one admission deadline by one week. Education Principal Secretary Belio Kipsang in a circular to regional and county directors of Education dated January 17, has said the exercise will be extended to ensure that all the 2019 KCPE candidates transit to secondary school.

The exercise that was initially to end on Friday January 17, 2020 will now be expected to come to a completion on Friday January 24, 2020. “In order to ensure that no learner is left behind, the Ministry has made a decision to extend the reporting deadline by seven (7) days. The last reporting day therefore shall be 24th January and not 17th January, 2020 as earlier mentioned,” says Dr. Kipsang.

Bio-metric Capture of Learners

This will be a big relief for most parents who are still struggling to raise the required school fees and other personal effects for their kids.

The PS has at the same time told schools to capture all the learners on the National Education Management Information System, Nemis. “Schools should use the extension to trace their learners who have not reported and at the same time capture all reported learners in NEMIS,” directs Dr Kipsang.

This comes after reports showed that most schools had abandoned the online registration process due to technical hitches. The system has been reportedly facing serious downtime due to the large number of requests.

By Thursday, January 16, 2020, ony twenty percent of the learners had been captured on Nemis.

Primary school head teachers have also been directed to use their 2019 candidates’ list to ensure that they have been placed in secondary schools. “They (Head Teachers) should report any child who is out of school for any reason to their respective Sub-county Directors (and) National Government Administrative Officers,” adds the PS.

Teachers’ Transfers: What TSC Boss Dr. Nancy Macharia, CS Magoha and IG told MPs- Full Report

The Committee on Education chaired by Tinderet MP Hon Melly on Wednesday February 26, 2020, held a meeting with the Ministry of Education, TSC, and office of the Inspector General of Police, following an order by the speaker of the National Assembly last week. The meeting was held to address the recent massive transfers of teachers working in the North Easter Region following attacks by Militia Group, the Alshabaab. Here is an account of what happened during the meeting courtesy of https://educationnewshub.co.ke and the National Assembly press.

RESPONSES BY TSC

The Teacher’s Service Commission was first to respond to the Questions raised by the Wajir West MP Hon Ahmed Kolosh, who last week; on the floor of the house, sought explanations why TSC has been transferring Teachers from the Region.

Below were the responses from the TSC Boss Dr. Nancy Macharia;

Dr. Nancy Macharia; TSC Boss

  • “Even as we are accused of removing teachers from N.Eastern, we did our best to ensure that they worked there, and even interdicted (and later rehired) some who were not in line with their employment terms.”
  • “Between 2018 and 2020, there have been sporadic attacks on Non-local teachers by some Locals in these regions, causing the instability of their stay there.”
  • “I want to let you know that it’s only in the North Eastern region that the Recruitment of Teachers is open round the Year. And we have even reviewed some of our laws to accommodate the volatile situation.”
  • “We have no issues whatsoever with sending teachers to any part of this country, but their security and Wellbeing is a priority to us.”
  • “The Commission has taken various initiatives to help solve the stalemate, including engagement of Government Institutions, Political and Local leaders. Some of whom have dismissed the security concerns raised by the teachers.”
  • ‘Since the beginning of attacks on teachers in N.E.R, the KNUT and KUPPET have piled pressure on us to transfer teachers from these regions, and even sponsored the teachers to file court cases against the Employer.”
  • “We have been portrayed as a heartless employer which has no regard for the wellbeing of our teachers in these regions, while in reality we have done our best to ensure their safety.”
  • “We are asking the Leaders of North Eastern region to help us in encouraging their locals who are trained teachers, to apply for teaching jobs in that region. And to encourage more of their people to train as teachers so they don’t need to demand for non-local teachers.”
  • “The continuous condemnation by local leaders on the transfer of teachers during attacks in the region have continued to cause panic among teachers left behind, who in turn, seek transfers too, in fear of their safety.”
  • “We have to emphasize here, that safety concerns of our teachers are of paramount importance to us as an employer, contrary to the misconception that we don’t care about their wellbeing once deployed to their stations of duty.”
  • “Teaching, like any other profession in this country, is a serious profession and if our teachers are to be marketable beyond our borders, we cannot lower our standards of qualification to be trained as a teacher.”
  • “I’m worried when its implied that we aren’t taking any affirmative action, we have done the best that we can to employ more teachers on Permanent and Pensionable basis almost immediately after graduation.”

INSPECTOR GENERAL OF POLICE

Here is what the Inspector General of Police, Hillary Mutyambai, had to say;

Inspector General of Police, Hillary Mutyambai,

  • “We still have a big number of police officers in training, whom we hope to deploy to this region in the next two months. Despite the fact that we have also lost a very large number of police officers in the area, during our intervention.”
  • “This is a very comprehensive and complex situation that needs a partnership between the local leaders and security personnel to handle. The leaders must talk to their people.”
  • “As unfortunately implied by Hon Kolosh, to us, if a death occurs on the ground, it’s not a matter of a local police officer vs a non-local officer, it is our officer who is accorded the same treatment regardless of their origin.”
  • “Any insecurity cases facing teachers were, and have always been, communicated in real time. We have always advised accordingly.”
  • “The National Police Service only comes in to respond because the TSC has given Insecurity as one of the reasons why they’re transferring teachers from the North Eastern region.”
  • “The question on why teachers were running to the bush and not to the police stations, is a matter we cannot generalize. The police officers deployed to the region have given their best service to the people and should be acknowledged so.”

RESPONSE FORM EDUCATION CABINET SECRETARY, PROF. GEORGE MAGOHA

On his part Prof. George Magoha, Cabinet Secretary Ministry of Education, told the Legislators the following;

Prof. George Magoha, Cabinet Secretary Ministry of Education

  • “The Leadership of the Northern region should identify students fit to be trained as teachers, so they can be trained a soon as possible.”
  • “I am aware that there are 24,058 students in the North Eastern region who scored grade C plain and above. I dont see why we cannot train them to be teachers, to teach in their own locality.”
  • “Everything the MP who raised this question said is correct, except the omission of the fact that people died there, Kenyans died in the North Eastern region.”

While signing off Chair, Melly said; “We have heard the submissions of the Commission, the Ministry, and the I.G. We shall retreat to write our report on this matter as a Committee, bearing in mind all the issues presented before us today. In all, the Kenyan child is the priority in this matter.”

Julius Kibiwott Melly is the member of the National Assembly of Kenya for Tinderet

Here are schools yet to upload their 2020 form one selection list on Nemis, per county-

About 5,397 schools are yet to upload their 2020 from one selection lists onto the National Education Management Information System, Nemis. This is according to the latest data from the Education Ministry. This mostly affects the Sub County and Private schools whose selection was done manually. The list detailing the school’s name and location indicates that the schools are yet to upload their selection lists onto their Nemis accounts in readiness for the admission exercise in January 2020.

The Education Ministry has set reporting date for the 2020 form ones to secondary schools to be between January Monday 13th to Friday 17th. This will be about one week after the other students would have reported back to school for the new year.
