Local teachers to get priority in the recruitment of 2,014 TSC positions

Local teachers will be given priority in the recruitment of 2,014 positions to replace teachers who have left the service due to natural attrition. This decision comes despite efforts by Members of Parliament (MPs) to ensure that teachers aged 40 and above are also considered.

According to the Teachers Service Commission (TSC) scoring criteria, local teachers will be prioritized regardless of their qualifications. The TSC has instructed the vetting panels, led by Sub County Directors, to focus on local applicants first.

“Local applicants should be prioritized. Non-local applicants can only be considered after all local candidates have been accounted for,” stated TSC CEO Nancy Macharia in the guidelines.

This policy effectively excludes non-local teachers, even if they have high scores on the evaluation sheet. Some teachers have protested, claiming that this approach is discriminatory and could exacerbate tribalism and unfairness.

The TSC’s priority will follow a specific order: teachers from the local sub-county will be considered first, followed by those from the local county, then the local region, and only after that will applicants from other counties be taken into account.

The TSC has directed the Sub County selection panel to create a merit list divided into two categories: one for local applicants and another for non-local applicants.

The TSC has faced criticism for not publishing merit lists on its website for easy access by teachers. However, the Commission has stated that these lists will be available to the public upon request, ensuring that the recruitment process is not compromised and complies with the Data Protection Act of 2019.

In the announcement, the TSC outlined 2,014 teaching positions available, including 1,309 for primary schools, 32 for junior schools, and 673 for secondary schools. These positions are permanent and pensionable. A P1 certificate is the minimum requirement for primary school applicants, while a diploma in education is necessary for junior and secondary school positions.

The Commission has specified the academic and professional documents that candidates must present for verification. Applicants must provide original and clear photocopies of various documents, including:

For primary school teachers:
1. National identification card
2. Teacher registration certificate
3. Upgrade Diploma in Primary Teacher Education (if applicable)
4. PTE Certificate
5. KCSE certificates (including any re-sit attempts)
6. KCPE certificate (including any re-sit attempts)
7. KNEC certification letter (if applicable)
8. Primary and Secondary school leaving certificates and relevant testimonials
9. NCPWD Card (if applicable)
10. An affidavit explaining any name discrepancies

For post-primary school teachers (JSS and Secondary):
a. National identification card
b. Teacher registration certificate
c. Diploma/Degree certificate and official transcripts
d. KCSE certificates (including any re-sit attempts)
e. KCPE certificate (including any re-sit attempts)
f. Primary and Secondary school leaving certificates and relevant testimonials
g. NCPWD Card (if applicable)
h. An affidavit explaining any name discrepancies
i. KNEC certification letter (if applicable)

Intern teachers who have received 50 marks on the scoring sheet will only need to present their identity cards during verification. Individuals with disabilities must indicate their disability status and type to assist in their placement.

After the verification process, the TSC Sub-County Director will compile a merit list of all applicants whose documents have been verified.

TSC sets deadline for filling 2019 term 3 TPAD data online by teachers; How to fill Teachers’ Appraisal form online, deadline for Appraiser and Appraisee data

The Teachers Service Commission, TSC, has opened the portal for filing teachers’ term three (3) 2019 appraisal data. This is to allow teacher file their Teachers Performance Appraisal and Development (TPAD) data online.

TSC holds that teachers must continue uploading their performance appraisal data as per the Career Progression Guidelines. The Commission uses data captured on the TPAD system when considering teachers for promotions. Teachers who are yet to upload their data for term 3 now have until Tuesday 13th December, 2019 to do so. This is the deadline for both the Appraisee and Appraiser. For guide on how to use TPAD, click here:
Simplified TPAD user guide

The Appraisee is the individual teacher while the Appraiser is the immediate Supervisor. For example, in a secondary school, the Appraisee is the classroom teacher while the Head of Department or the Deputy Principal is the Appraiser. Individual teachers log onto the sytem to fill in their self appraised data, while the Heads of Departments or Deputy Principals log onto the system to enter their data on the appraised teachers’ performance.

Here are links to the most important news portals:

New System.

Meanwhile, TSC has created a new user friendly portal for capturing the appraisal data. The Commission has at the same time reduced the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal.
To enhance implementation, the Commission has customized the TPAD tools targeting teachers serving in primary, secondary, special needs institutions and post secondary institutions, where, while the teaching standards are the same for all categories of teachers, performance indicators and verifiable evidence have been customized for various institutions.

To access the new TPAD system here is the link to use; https://tpad2.tsc.go.ke/. You will be expected to insert your ID No.

Click on “create account”. You will get an sms code on your phone. The new TPAD system will be in force effective term three 2019.

TSC allowances per job group

The Teachers Service Commission, TSC, updates the rates of allowances paid to teachers from time to time. After a TSC promotion, the allowances are adjusted accordingly as per the recent Job Group (Grade). All teachers receive different types of allowances from TSC. These allowances are paid to teachers alongside their monthly salaries.

Allowances paid by TSC depend on such factors as the work station, job grade of individual teachers, responsibilities and others like type of learners handled. See table showing all the TSC allowances per job group at the bottom of this post.

Whereas most allowances are paid on a monthly basis, others are one off. Below is a description of the various types of allowances paid by TSC.

Types of allowances paid to teachers

Allowances paid to teachers are classified as either remunerative or reimbursable.

Remunerative allowances are paid with salary while reimbursable allowances are refundable upon application.

A. Remunerative allowances

There are two types of remunerative allowances;

    1. Automatic
    2. Those paid upon application

 I. Automatic allowances include:

  1. house
  2. medical (No longer paid to teachers; deducted and paid directly to Minet insurance and another is given to the NHIF)
  3. commuter
  4. hardship
  5. Leave allowance
HOUSE ALLOWANCE

House allowance is paid on a monthly basis to all teachers. It is paid on two criteria; Job grade and workstation. Teachers in higher job groups earn a higher house allowance than those in lower cadres. The salaries and remuneration commission, src, has also clustered teachers’ work station into four regions;

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.
