
Teachers Service Commission Introduces Stringent Measures on Public Fund Misuse
A circular dated April 22, 2025, stated that in relation to the surcharge policy, the Commission aims to cultivate a culture of financial discipline and transparency among its employees.
This policy reflects the Commission’s commitment to eliminate corruption and crimes driven by economic motives at the national scale.
It is additionally guided by the stipulations of the Public Finance Management (PFM) Act and various articles of the Constitution regarding prudent utilization of public resources.
The circular indicates that TSC expects all its personnel, especially institutional heads, to take full responsibility for the public funds allocated to them.
It further specified that anyone responsible for any resulting financial loss to the state shall face a surcharge and disciplinary action, particularly those whose infractions are noted in internal or external audit reports.
The TSC aims to promote accountability and transparency by collaborating with other organizations, including the Ethics and Anti-Corruption Commission and the Directorate of Criminal Investigations.
The previously mentioned efforts are anticipated to ensure that every other financial scandal is addressed fairly in a judicial setting.
The commission noted that the new policy builds upon prior initiatives, such as the 2020 “Management of Salary Over-payments,” which was designed to reduce financial irregularities while improving oversight.
TSC Chief Executive Officer Nancy Macharia insisted on strict adherence to the new regulations and urged the staff to familiarize themselves with the processes and implement them in their daily tasks, emphasizing that any lapse in accountability must be regarded as a violation not only legally but also in the professional behavior of each public servant.
To bolster the mechanisms for combating these rules and regulations, awareness and training sessions will be conducted across TSC institutions to gradually foster a culture of fiscal responsibility.
It is expected that these interactions will significantly contribute to ongoing reforms within the public service and elevate the status of the teaching profession.
