All Free Education Funds Released To Schools ahead of 2021/2022 Term One Opening

Education Cabinet Secretary (CS), Professor George Magoha, has encouraged parents to take their children to school come, Monday, for first term, assuring that the government will have by then disbursed Sh76 billion to the institutions.

Magoha said the Government has released the money to cater for tuition and food to ensure that no child either in primary or secondary schools remains at home after 26th of this July when first term begins.

“The Government has now given all the money that was required. Close to Sh17 billion has been set aside for the public primary school sector and Sh59 billion for the public secondary school sector,” he said, adding each secondary school student has been allocated Sh23, 000 to cater for their needs, including lunch and school uniform.

The CS was addressing the media after a meeting with education stakeholders in Mombasa to plan on schools’ re-opening for first term on Monday next week.

He said school fees has also been reduced and parents with children in public boarding schools will henceforth be required to pay less fees unlike previously. This, he added, is due to the government’s move to reduce academic weeks from 39 to 30.

“Students in both primary and secondary schools, who are in day schools, will not be required to pay any amount, whatsoever, for school fees or lunch. With 75 per cent of the schools in the country being day schools, education will be free,” said Magoha.

The CS also assured parents who are eagerly waiting for the enrollment of their children to form one that no child will be left out in this year’s admission.

Magoha said that this year’s transition to secondary school at the Coast region will be 100 per cent as a majority of the students had received full scholarships.

Having previously met with Cabinet Secretary (CS), Dr. Fred Matiang’i, Professor Magoha assured that all students who had sat for their Kenya Certificate of Primary Education (KCPE), examination will be enrolled in Secondary school at the beginning of the term.

“With the majority of the students in Mombasa County having obtained scholarships, the education sector will ensure that all of them go to boarding schools based on the fact that public day schools are already free,” he emphasized.

Saying school fee payments were made towards the end of the term, Professor Magoha cautioned schools heads against over-charging parents, warning that they will be dealt with severely should they do so.

He also directed schools’ management to ensure adherence to MoH’s Covid-19 containment measures in their institutions to prevent the spread of the deadly virus.

More pay for teachers, employees as TSC pays April salaries; Tax relief factored in

The Teachers Service Commission, TSC, has finally paid April salaries for teachers. The salaries, that usually hit teachers’ accounts from 22nd of every month, were delayed this month as the Commission waited to configure income tax in line with the new regulations.

The teachers, just like other employees in Kenya, have something to smile about as there is a marginal increase in their salaries after President Uhuru Kenyatta signed into law the Tax Laws (Amendment) Bill, 2020. The coming of this bill is part of measures instituted by the government to cushion the public against effects of the Covid-19 pandemic. In the new tax regime, employees earning less than Sh28,000 per month have been awarded a 100 per cent Pay As You Earn (Paye) tax relief. While those earning above the Sh28,000 have received a Paye tax reduction of between 30 and 25 per cent.

Mumias Court releases 5 Teachers arrested at Koyonzo Secondary School for alleged cheating in French Paper

A Mumias Court has released five teachers who were arrested yesterday for alleged examination irregularities. Mumias Law Court’s resident Judge, Charity Kipkorir, has today released the five teachers on a kshs. 100,000 bond or Kshs. 50,000 cash bail for each of them with surety of the same amount.

The five teachers are alleged to have abetted cheating during the Kenya Certificate of Secondary education, KCSE, French examination that was done yesterday. It is alleged that Mr. kenneth Onyango Oloo, the French teacher at the school, was caught in the examination room, without permission, giving students answers to the questions. Four of the suspects: Bonventure Makokha Ouma (center manager who is also the Deputy Principal), Bernard Shikuku Nanjira (Supervisor), Eunice Oluoch and Okura Juma (invigilators),  faced two charges of jointly conspiring  to assist the candidates sitting the French paper one exam, 501/1. Mr. kenneth Onyango Oloo was charged with entering the examination room without permission and unlawfully gaining access to examination materials.

The five denied the charges and their case will be mentioned on 6th December 2018 and will be heard next year, on 25th February 2019.

Meanwhile, the magistrate, Charity Kipkorir, also directed the prosecution to supply documentary evidence that will be used in the case to the accused persons’  Lawyer, Anase Momanyi. Koyonzo Secondary School is located in Koyonzo Location in Matungu Constituency within Kakamega County and is a mixed day secondary school.

The month long KCSE Examinations came to a close today with students writing their Home Science, Art & Design, Wood Work, Metal Work, Power Mechanics, Electricity, Drawing & Design, Aviation Technology and Computer Studies.

Marking of the scripts is expected to kick off next week at various marking centres in Nairobi with results to be released before Christmas.

Release Of Examinations Results

The Kenya National Examinations Council (KNEC) wishes to bring the following information to the attention of all institutions presenting candidates for the KNEC examinations:

Examination Results Slips and Printouts
Each of the institutions that enter candidates for the KNEC examinations shall receive a hard copy of the institution’s examination results printout and result slips which captures the following information:
1. Institution’s Code and Name
This appears on the top left side of the printout.  The institution’s code is a unique number by which an examination centre is identified by the Council.  This is the number that an institution should always quote whenever communicating with KNEC.
2. Candidates Details
Below the institution’s name and code are details of the candidates.  These details include the index number of the candidate, year of examination, gender, individual subject grades and the mean grade.
The important features of the examination results are as indicated below:-

  • X – denotes an absent candidate. A candidate is declared absent if he/she did not sit for one or all papers in the examination. However, for the KCPE examination results, the symbol AB indicates an absence;
  • Y- denotes that the candidate was involved in an examination irregularity. For the KCPE examination results, the symbol 00 indicates an irregularity;
  • P- denotes that the candidate’s examination results have been pended due to infringement on the entry requirements for the examination e.g. incorrect KCPE details for entry in KCSE examination;
  • W– denotes that the candidate’s examination results have been withheld on suspicion that the candidate has been involved in an examination malpractice and investigations are ongoing;
  • U- denotes ungraded examination results due to infringement of the awards criteria.

Mean Grade Award Descriptions

  • Mean grade will be X, if a candidate is absent in all subjects
  • Mean grade will be Y , if one or more subjects are cancelled
  • Mean grade will be U, if the entry requirements for the KCSE examination are not met
  • Mean grade will be CRNM, if the course requirements for the Teacher education, Business and Technical examinations are not met
  • Mean grade will be P, if results are pended
  • Mean grade will be W, if the examination results are withheld;

The details of pended, withheld and irregularities are communicated to the institution through the Sub County Director of Education at the time of release of the examination results and are received by the institutions at the same time with the examination results.

Release Of Certificates

Once certificates for a specific examination are ready for collection/dispatch from KNEC, the institutions shall be informed through the mass and print media, Sub County Directors of Education and/or the heads of institutions:

  • All certificates for regular candidates are issued through the Heads of Schools/Institutions and to private candidates through the Sub County Directors of Education.
  • The Kenya National Examinations Council reserves the right to withdraw a certificate for amendment or for any other reason should this be necessary.

New TSC Commissioners to be appointed- TSC News Today

The Selection Panel for recruiting five members of the Teachers Service Commission (TSC) has been called upon to identify and recommend suitable individuals with skills, competencies and aptitude for delivering the Teachers Service Commission mandate.

The Vice Chairperson, Public Service Commission, Ms Charity Kisotu, told the Selection Panel to abide by the values and principles of public service as prescribed in Article 232 of the Constitution during the selection exercise.

 

Kisotu who was speaking, today, at the PSC offices, while presiding over the inauguration ceremony of the Selection Panel, appointed by the President, for the selection of five members for appointment to the Board of the Teachers Service Commission.

“You are expected to observe high standards of professionalism, afford those who apply for the vacancies a chance to compete fairly, and exercise due care and skill to ensure that the right people get appointed,” said Kisotu.

On June 25th this year through Gazette Notice No. 6205 the President appointed the selection panel to be chaired by Thomas Koyier and others are Dr. Mary Gaturu (Ministry of Education), Charles Mutinda (Attorney General’s office), Njoki Kahiga (Ministry for Public Service), Margaret Lilan (Geno-Federation of Kenya Employers) and Richard Kibagendi.

Other members are Dr. Hellen Hazel Misenda (Representing the registered Teachers’ Trade Unions), Eva Naputuni Nyoike (Association of Private Schools) and Prof. Stanley Waudo (An educationist).

The Vice Chairperson also urged the members to pay attention to issues of diversity and inclusivity and ensure they are given as much consideration in the selection process.

She also told the panel to ensure that the names they will forward to the President at the end of the assignment reflect Kenya’s diverse communities.

“I urge you to ensure high threshold of integrity, ethical standards and professionalism are met as you embark on this assignment,” she advised.

The Vice Chairperson told the panel to start the recruitment immediately, noting that a delay in the process could delay the government transformation agenda in the Education Sector and urged the members to familiarize themselves with the TSC Act that governs the process.

She said their appointment to the selection panel comes a time when the government has invested heavily in reforming and transforming the education sector through different programs, including the Competency Based Curriculum, a need that requires that the exercise to be concluded fast.

Kisotu also assured the members of PSC support to enable them carry out the assignment smoothly within the stipulated time frame.

“The education sector is the cornerstone of Kenya’s development agenda and holds the key to the success of this great nation of ours,” said Kisotu.

In his remarks the Principal Administrative Secretary, Cabinet Affairs, Kennedy Kihara, applauded the team for doing a good job previously, thereby, qualifying to be appointed again by the President.

“We are guided by the fidelity of the law and thereby you are required to observe the law in the selection process,” said Kihara.

Speaking on behalf of the Panel Chairperson, Koyier assured that the team will carry out their duties in accordance to the Constitution without any fear or favour.
