Ministry of Education directs TVETS to re-hire retired tutors to curb shortage

The Ministry of education has directed Technical and Vocational Education and Training, TVET,  institutions to rehire retired trainers to curb the biting shortage that has rocked the institutions. The Ministry decries the lukewarm response by the Public Service Commission to a request for recruitment of more trainers.

Now, the Principal Secretary for the State department of Vocational and Technical Training has directed the institutions to hire retired trainers for a period of one year. “This is to kindly and urgently request you to contract the retired trainers and advise them to liaise with this office and provide us with their contact addresses to enable us formalize the appointments for those who will accept the offer, ” says Mrs. J. K. Gichomo in a circular dated 7th January 2019, on behalf of the Principal Secretary.

According to Mrs Gichomo, the State department of Vocational and Technical Training appealed to the Public Service Commission, PSC, to recruit trainers to address the serious shortage of trainers in the TVET institutions. But, Mrs Gichomo says the PSC observed that recruitment of staff would take a long time while the institutions continue to suffer from the acute shortage.

“The Commission (PSC) resolved that as a stop gap measure, pending recruitment of trainers to address staff shortfalls, the retired trainers be appointed to their former posts on local agreement Terms for a period of one year with effect from the date(s) they report for duties but not later than 31st January, 2019,” adds Mrs Gichomo.

TVET institutions offer training in Craft, Certificate and Diploma Courses.

Other public learning institutions, More so Primary and secondary schools, are also grappling with heightened staff shortages.

Government disburses Free Education funds to all Primary, Junior and Secondary Schools

The Government has disbursed KSh4,998.1 to every learner in Junior Secondary School (JSS) for this term as part of the Free Day Junior School Education (FDJSE). This has been announced by the Ministry of Education.

Unfortunately, the disbursed funds are far below the expected Sh15,000 per learner to be disbursed to school accounts in a given financial year.

This allocation is part of the government’s Sh14 billion release of capitation funds for the second term of this academic year to support free day Junior Secondary School programmes.

Each school hosting JSS has received a total of Sh274,444 as basic allocations from the government.

Continue reading: 2024 Revised school calendar (2024 term dates for primary and secondary schools)

In a circular dated June 18, 2024, addressed to all County Directors of Education, Basic Education Principal Secretary Dr. Belio Kipsang indicated that the data obtained from the National Education Management Information System (NEMIS) on April 20 was used to allocate the funds to schools and institutions.

“The Ministry of Education has released Free Day Junior Secondary Education funds for Junior Secondary Schools for term two at Sh4,998.1 per learner. Further, each school will receive an allocation of Sh274,444 as a basic allocation,” said Dr. Kipsang.

The disbursement for each student includes Sh1,746.38 for tuition, with centralized procurement accounting for Sh1,175.72 through the Tuition account. The Operation account consists of Sh2,076, including Sh1,976 and Sh100 for centralized procurement respectively.

School funds are distributed as follows: personal emolument is allocated Sh199,713, rental box and postage, telephone charges, board of Management meetings, and capacity building are collectively allocated Sh58,416.37.

Other allocations include internet connectivity and electricity at Sh11,667.14, and water and conservancy at Sh4,647.49.

The PS noted that the funds are intended for learners in both Grades 7 and 8, and schools are expected to utilize the resources as per the estimates issued by the ministry.

LUGULU GIRLS HIGH SCHOOL’S BRIEF HISTORY

The genesis of Friends Lugulu Girls’ High School could perhaps be dated to the year 1913 when Quaker Missionaries landed in Lugulu with early converts being taught to read cloth charts. This developed later into a full-fledged primary school under Friends sponsorship and management. The school went up to standard leading to Common Entrance Competitive Examination.

Later on in the mid-1940s the standard VI, VII, and VIII leading to Kenya African Preliminary Examination (KAPE). It should be noted that by this time, the school was mixed from standard I to standard V while the upper section was boarding but reserved for boys until the year 1953 when the first girls were admitted to make the upper section mixed but the girls were day scholars. This was intended to provide relief for many girls who failed to get a chance into the only Friends Girls’ Boarding School – Kaimosi.

In 1953 a girls’ primary school was established at Lugulu. Later the school was renovated and the community felt that it deserved to be elevated to a secondary school. Since Friends School Kamusinga had been started in this area in 1957, the authorities felt it was not ideal to grant another boys’ secondary school. It was for this reason that the community requested for and was granted a girls’ secondary school.

A girls’ boarding primary school was started in 1955 under the leadership of Estelle Hollinshead. In 1963 a girls’ secondary school was started under the leadership of Barrett L. H. Prompting the transfer of the primary school to the school farm across the road; the present Lugulu Boarding Primary School.
