Shocking details as more girls get pregnant

 Governor Fatuma Achani has urged parents to be more vigilant with their children especially girls when at home during this long school holiday decrying the high cases of teen pregnancies in the region.

Governor Achani has decried cases of defilement, child marriage, teenage pregnancies and gender-based violence in the coastal county impacting negatively on the society.

She has expressed dissatisfaction with the increasing number of teenage pregnancies and all forms of abuse against girl-child and women folk in the county.

Achani wants more attention to be given to the girl child as they are faced with increasing pressures and hazards in form of sexual assaults, harassments, defilement and unwanted pregnancies.

She said that it was imperative to guide the girl child from early stages in life especially now that the moral fabrics of the society had been torn apart.

Addressing residents at Vigurungani location, Kinango Sub County during this year’s 59th Jamhuri Day celebrations, Achani noted that cases of teen pregnancies were increasing despite efforts to confront the social vice.

The county boss described as worrisome the levels at which teenage girls were getting impregnated at the expense of their education.

Achani observed that education is the key to the development and progress of any society and asked residents to pay attention to the education of their children especially the girl-child.

She said the tool to address ignorance, poverty and disease is education and called on parents to make their children’s education a priority.

She urged parents to engage their children, especially teenagers, in productive activities during this period of school holidays to prevent them from turning to sex as recreation and to also build their self-esteem.

Achani noted that the rising cases of teenage pregnancy in the county were as a result of ‘failed home training in many families’ putting the future of youth in danger.

“If both parents handled their families properly, such things as teenage pregnancy will be a thing of the past,” she said.

Governor Achani has blamed cases of sexual abuse of minors and teenage pregnancies on night music at funerals.

She said teen pregnancy is a major problem among adolescents in the region and blamed the phenomenon on night discos and funeral disco matangas.

She criticized the existence of disco matanga in the community terming it as the main contributor of early pregnancies and marriages in the region.

Achani noted that disco matangas had brought more harm than benefit to area residents and wanted the night vigil festivities stopped to curb increasing cases of early pregnancy and dropping out of school.

Area County Commissioner (CC) Gideon Oyagi directed chiefs and their assistants to ensure no disco matanga activities were taking place in their areas of jurisdiction.

He also decried the high rate of teenage pregnancy in the region noting that it was largely due to poor parenting.

Oyagi said the grassroots administrators should strive to end the social vices in their areas of jurisdiction to safeguard their jobs.

The CC said crackdowns would be carried out by the police to arrest those engaged in the business of disco matangas.

He warned those engaged in the cultural event that firm action would be taken against them and asked locals to support efforts to stamp out the menace.

Oyagi also directed security chiefs in the county to put in place strict measures to combat runaway crime in the region.

He said security personnel should always remain at a heightened state of alert to nip crime in the bud especially along the south coast seafront frequented by tourists especially during peak season.

He said security apparatus should remain on high alert to ensure the safety of area residents, domestic and foreign tourists and that the general peace and tranquility in the region is maintained at all times.

LORETO MATUNDA HIGH SCHOOL’S BRIEF HISTORY

The spread of Christianity saw the establishment of the Matunda Catholic Mission and other developments seen today.
The Mission was established between 1949 & 1950 by the Kiltegan Fathers from Ireland led by Fr. Henan. They started a seminary which was inaugurated in 1959 when the first Form Ones were admitted. Among the early seminarians were the likes of Bishop Kairu (Murang’a), Fr. Morris Lwanga, Hon. Koigi wa Wamwere (former MP Subukia) and Hon. Kimani wa Nyoike (former MP Kinangop) .

In 1967, during the second term, the seminarians moved to Eldoret, the present day Mater Apostolorum (Mother of Apostles) seminary. This created room for the establishment of the then St. Joseph’s Girls Secondary School which was run by the Loreto Sisters, who had equally movedfrom the then Eldoret convent (presently Catholic University of Eastern Africa – Eldoret /Gaba Campus) to its present site. In 1969, the name changed to Loreto Convent Matunda. By this time, the school was entirely under the auspices of the Loreto Sisters as a private school. Later, it was taken over by the Government.

The chronology of events was follows:
  • 1972 Became Government maintained single stream
  • 1975 Full Government maintained Form 1-4 single stream
  • 1979 Start of second stream
  • 1982 Double stream from Form 1-4
  • 1983 1st Form 5 Arts stream intake
  • 1984 1st Form 6 sat for K.A.C.E
  • 1986 First 8-4-4 system double intake in Form 1
  • 1987 Last Form 4 (7-6-3 system)
  • 1989 Last Form 6 under the 7-6-3 system and first Form 4 under the 8-4-4 system.

Currently the school is 4 streamed.  The school motto, as is found in all Loreto institutions worldwide is enshrined in Latin, ” Cruci Dum Spiro Fido”, which means “On  The Cross While I Live I Trust” or better still “All For The Greater Glory Of God”. This has been a guiding dictum in all that pertains to the school life and thereafter. Great emphasis is laid on provision of holistic education for the formation of an all-round person; (spiritually, socially, mentally and physically). Hence, the school offers the necessary atmosphere and facilities to ensure the exploitation of individual potentialities.Spiritually, students are encouraged to actively participate in church functions.

This includes attending mass, morning and evening prayers, participation in YCS and Legion of Mary. Through these organizations, students have been able not only to benefit themselves but also the community at large. Academically, the school has been competitive, not only at the District level, but also at the County and national levels. Over the years, the school has posted good K.C.S.E results by sending a good number of students to the public, private universities and other tertiary institutions. Our hopes and aspirations are still to achieve remarkable performances in future as reflected in our school mission statement “Shine in everything that is good”.

Apart from P.E, which is part of the academic curriculum, students are offered a variety of co-curricular activities among them: hockey, athletics, basketball, football, handball, netball, drama, music, German Cultural Festivals, Essay writing competitions, National student leadership conferences and Kenya Science And Engineering Fair, through which some have enabled the school to appear in district, County and national levels thus enhancing the Loreto image. Currently the school is an extra-county school with a population of 850.

The TTI Diploma, Certificate and Artisan Courses have different durations, But generally as shown below:

  • Diploma Programs:

    The duration for diploma programs can vary. Some may be completed in two to three years, while others may take longer depending on the specific course and institution.

  • Certificate Programs:

    Unlike Diploma Courses, Certificate programs typically have a shorter duration, often ranging from one to two years.

  • Artisan Programs:

Applications and placement to the TVC are done through the Kenya Universities and Colleges Central Placement Service (KUCCPS) Portal. To apply for placement through KUCCPS, you need to access the student’s portal on the KUCCPS website and log in using your KCSE index number, year of examination, and passwordOnce logged in, you can explore available programs and institutions, and then submit your preferred choices. You can also apply directly to the institution for admission.
 
The Minimum requirements are: C- for diplomas, D+ for craft certificates and E for artisan courses. But, different Courses may have more specific requirements.

The Commission is taking stock of all unemployed teachers ahead of mass teacher recruitment in November.

TSC and the Ministry of Education are also in a deal that could see the Commission start employing ECDE teachers.

All registered teachers who are yet to be employed by TSC are required to use specified links issued by the Commission officials to register online.

This year a repeat of same things continue to happen. Politicians including MPs are issuing employment letters in disregard of merit.

The government spokeperson Isaac Mwaura revealed will employ a total of 24,000 teachers this year.

There are close to 398,000 teachers who are yet to be employed by TSC. The government is also planning to export most of them abroad in a program dubbed ‘Mwalimu Majuu’.

Recently a number of teachers were exported to teach in Qatar. The government through TSC airlifted teachers with Kiswahili subject combination.

Both teachers with Diploma and Degree certificates and with Kiswahili/Any combinations were sent to Qatar and will receive upto Ksh 170,000 monthly as salary.

TSC CEO Dr. Nancy Macharia said those employed or on internship with the Commission are qualified to apply to be exported but must first resign before they can be considered.

The government has made arrangement for teachers who successfully apply to work abroad to be issued with a passport within three days after application.

The government has developed a policy framework and guidelines that will guide a plan to find jobs in at least 17 countries abroad for thousands of unemployed teachers.

According to Nancy Macharia, the policy has been developed in response to requests by foreign governments for export of Kenyan teachers.

“Our research and consultations with the State Department of Diaspora Affairs confirm that there is high demand for Kenyan teachers in USA, Ireland and Germany – especially those who can teach English. Then there is South Africa for those who can teach Kiswahili, Thailand and other Middle East Countries. The policy is a targeted response to this market demand,” Ms Macharia said.

According to the commission, as at May 2024, it had on its register a total of 714,234 teachers, with 360,000 under employment by the TSC on a permanent basis.

“Other countries that are targeted for teacher exports include Kuwait, Japan, and the United Arab Emirates, which require special needs education teachers and Qatar (Islamic religious education and science teachers). Kiswahili teachers are needed in China, France, Botswana and Japan,” Ms Macharia said.

She added that those qualified to teach English are needed in France, Canada, Vietnam, Taiwan, South Korea, Russia, Spain, China, and the UAE.

The placements abroad will be through government-to-government labour export initiatives.

“The commission has received several delegations asking for partnership for the export programme. This necessitated the development of a policy framework to guide the process. As a government institution, TSC will work closely with the Ministries of Foreign Affairs and Labour, who will be responsible for exploring the markets for teacher export,” Ms Macharia said.

The selection criteria will define the essential skills a teacher has, qualifications, and experiences required for a specific international teaching job.

To qualify for placement abroad, a teacher must be a Kenyan citizen and completed training and graduated with a degree, diploma, or certificate in education from a recognised institution and meet other requirements of registration by the TSC.

The teacher must be registered by the TSC and meet the requirements of Chapter Six of the Constitution.

The teacher must also meet any additional requirements set by the host country, such as specialised training, professional certifications, language proficiency, or other specific job requirements.

“The commission will liaise with respective ministries and agencies to provide an orientation programme for the selected teachers that will cover issues that include security, medical, transport, terms of engagement, remuneration, career guidance and development, cultural sensitivity, transparency and accessibility, language skills (where applicable), and specific educational practices prevalent in the host country,” the policy document reads.

The TSC will also advocate for standardised contracts to detail all aspects of the terms and conditions of service including the salary, work hours, benefits, housing, insurance and repatriation terms.

“Teachers employed by the TSC on permanent and pensionable terms are required to resign from their current positions in order to take up international teaching jobs. The TSC will fill these vacancies to ensure teaching and learning are not interrupted. Subsequently, upon return, the teachers are not guaranteed a job but will be eligible to apply for vacancies as they become available,” the policy states.

In July 2024, the Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi flagged off some teachers who had secured teaching jobs in the US.

This was, however, not a government project but organised through a placement agency.

According to the document, the policy framework will formalise engagement of Kenyan teachers who will work abroad and also protect their interests “to “collaborate with relevant stakeholders and partners to provide guidance on clear, fair, and competitive terms and conditions of service for Kenyan teachers to be employed outside the Kenyan borders”.

It also aims at cultivating collaborative partnerships with the host countries. It advocates for global educational cooperation and lifelong learning through a structured approach that engages all categories of teachers in opportunities abroad.

“The implementation of this policy framework will therefore support Kenyan teachers as they venture into the international labour market where they will apply their skills and competencies,” the document reads.

Despite Kenya facing a deficit of teachers, the government has been unable to absorb all the qualified and registered tutors.

In October last year, when the TSC advertised for 46,000 vacancies, it received 314,117 applications, highlighting the high unemployment rate among graduates.

Schools at all levels have staffing gaps, which the government has been unable to plug for years. Junior school has been the worst hit since it rolled out two years ago.

While campaigning for presidency in 2022, President William Ruto had promised to employ 116,000 within two years but it has proved to be a difficult task.

“International teaching opportunities offer Kenyan teachers invaluable professional growth and development. Exposure to diverse educational systems, teaching methodologies, and cultural contexts enhances their effectiveness as educators. Additionally, Kenyan teachers working abroad contribute to the generation of remittances, supporting their families and boosting the country’s foreign exchange earnings,” the policy document reads.

According to the policy, the TSC will establish and maintain an updated database of Kenyan teachers who are available for international teaching employment opportunities and match them with relevant positions. The commission will also establish a criterion for selecting the teachers.

“The commission will establish a database that supports real-time data entry, storage, and retrieval of information about teachers that includes personal details, academic and professional qualifications, areas of expertise, host country and any relevant information. The database will also assist in data analysis and reporting,” the document reads.

The TSC will then establish a standardised application process where teachers can submit their credentials and express their interest in teaching opportunities abroad. Access to the database will be restricted to authorised personnel only.

“Our research and consultations with the State Department of Diaspora Affairs confirm that there is high demand for Kenyan teachers in USA, Ireland and Germany – especially those who can teach English. Then there is South Africa for those who can teach Kiswahili, Thailand and other Middle East Countries. The policy is a targeted response to this market demand,” Ms Macharia said.

According to the commission, as at May 2024, it had on its register a total of 714,234 teachers, with 360,000 under employment by the TSC on a permanent basis.

“Other countries that are targeted for teacher exports include Kuwait, Japan, and the United Arab Emirates, which require special needs education teachers and Qatar (Islamic religious education and science teachers). Kiswahili teachers are needed in China, France, Botswana and Japan,” Ms Macharia said.

She added that those qualified to teach English are needed in France, Canada, Vietnam, Taiwan, South Korea, Russia, Spain, China, and the UAE.

The placements abroad will be through government-to-government labour export initiatives.

“The commission has received several delegations asking for partnership for the export programme. This necessitated the development of a policy framework to guide the process. As a government institution, TSC will work closely with the Ministries of Foreign Affairs and Labour, who will be responsible for exploring the markets for teacher export,” Ms Macharia said.

The selection criteria will define the essential skills a teacher has, qualifications, and experiences required for a specific international teaching job.

To qualify for placement abroad, a teacher must be a Kenyan citizen and completed training and graduated with a degree, diploma, or certificate in education from a recognised institution and meet other requirements of registration by the TSC.

The teacher must be registered by the TSC and meet the requirements of Chapter Six of the Constitution.

The teacher must also meet any additional requirements set by the host country, such as specialised training, professional certifications, language proficiency, or other specific job requirements.

“The commission will liaise with respective ministries and agencies to provide an orientation programme for the selected teachers that will cover issues that include security, medical, transport, terms of engagement, remuneration, career guidance and development, cultural sensitivity, transparency and accessibility, language skills (where applicable), and specific educational practices prevalent in the host country,” the policy document reads.

The TSC will also advocate for standardised contracts to detail all aspects of the terms and conditions of service including the salary, work hours, benefits, housing, insurance and repatriation terms.

“Teachers employed by the TSC on permanent and pensionable terms are required to resign from their current positions in order to take up international teaching jobs. The TSC will fill these vacancies to ensure teaching and learning are not interrupted. Subsequently, upon return, the teachers are not guaranteed a job but will be eligible to apply for vacancies as they become available,” the policy states.

In July 2024, the Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi flagged off some teachers who had secured teaching jobs in the US.

This was, however, not a government project but organised through a placement agency.

According to the document, the policy framework will formalise engagement of Kenyan teachers who will work abroad and also protect their interests “to “collaborate with relevant stakeholders and partners to provide guidance on clear, fair, and competitive terms and conditions of service for Kenyan teachers to be employed outside the Kenyan borders”.

It also aims at cultivating collaborative partnerships with the host countries. It advocates for global educational cooperation and lifelong learning through a structured approach that engages all categories of teachers in opportunities abroad.

“The implementation of this policy framework will therefore support Kenyan teachers as they venture into the international labour market where they will apply their skills and competencies,” the document reads.

Despite Kenya facing a deficit of teachers, the government has been unable to absorb all the qualified and registered tutors.

In October last year, when the TSC advertised for 46,000 vacancies, it received 314,117 applications, highlighting the high unemployment rate among graduates.

Schools at all levels have staffing gaps, which the government has been unable to plug for years. Junior school has been the worst hit since it rolled out two years ago.

While campaigning for presidency in 2022, President William Ruto had promised to employ 116,000 within two years but it has proved to be a difficult task.

“International teaching opportunities offer Kenyan teachers invaluable professional growth and development. Exposure to diverse educational systems, teaching methodologies, and cultural contexts enhances their effectiveness as educators. Additionally, Kenyan teachers working abroad contribute to the generation of remittances, supporting their families and boosting the country’s foreign exchange earnings,” the policy document reads.

According to the policy, the TSC will establish and maintain an updated database of Kenyan teachers who are available for international teaching employment opportunities and match them with relevant positions. The commission will also establish a criterion for selecting the teachers.

“The commission will establish a database that supports real-time data entry, storage, and retrieval of information about teachers that includes personal details, academic and professional qualifications, areas of expertise, host country and any relevant information. The database will also assist in data analysis and reporting,” the document reads.

The TSC will then establish a standardised application process where teachers can submit their credentials and express their interest in teaching opportunities abroad. Access to the database will be restricted to authorised personnel only.

The database will incorporate a feedback mechanism to gather insights from teachers about the registration and matching process and use the feedback to improve the database while the policy framework will be reviewed every three years or when the need arises.

President William Ruto’s administration has made labour migration a key pillar of its plan to create jobs.

The policy has divided opinion with critics questioning why the government should not create jobs locally and pointing to the slave-like conditions of some of the low-level jobs on offer, especially in the Middle East.

TSC online links for unemployed teachers; Get links and deadline

The Teachers Service Commission (TSC) has called on all registered unemployed teachers to take part in an online registration exercise.

The Commission is taking stock of all unemployed teachers ahead of mass teacher recruitment in November.

TSC and the Ministry of Education are also in a deal that could see the Commission start employing ECDE teachers.

All registered teachers who are yet to be employed by TSC are required to use specified links issued by the Commission officials to register online.

One should visit his/her home TSC Sub County Directors office for direction on online registration.

All unemployed teachers, duly registered with the TSC, should report to the TSC Sub County Director for a Census.

TSC wants to establish the correct number of unemployed teachers in Kenya. This applies to all cadres of teachers i.e ECDE, Primary, Post Primary.

Board of Management (BOM) teachers are also considered to be unemployed.

Among the details required from the teachers include the full name, TSC number, ID number, level of education e.g PTE, Diploma, Degree, subjects combination, home sub county and year of graduation.

All teachers including ECDE certificate and Diploma teachers are required to take part in this mandatory exercise.

Recently the Commission was asked to prioritize recruitment of teachers aged forty years and above.

The lawmakers told TSC to prioritize year of graduation and age when employing teachers.

TSC has been giving priority to local teachers especially those interned during recruitment exercise.

Nancy Macharia has however distanced herself from the backdoor employment of teachers through politicians.

She said she is not aware of on alleged employment of teachers by politicians. This is despite massive evidence of politicians meddling with employment process.

Last year politicians took charge in replacement of 6,000 teachers. Former CS Ezekiel Machogu was among politicians captured dishing out employment letters in a funeral service.

This year a repeat of same things continue to happen. Politicians including MPs are issuing employment letters in disregard of merit.

The government spokeperson Isaac Mwaura revealed will employ a total of 24,000 teachers this year.

There are close to 398,000 teachers who are yet to be employed by TSC. The government is also planning to export most of them abroad in a program dubbed ‘Mwalimu Majuu’.

Recently a number of teachers were exported to teach in Qatar. The government through TSC airlifted teachers with Kiswahili subject combination.

Both teachers with Diploma and Degree certificates and with Kiswahili/Any combinations were sent to Qatar and will receive upto Ksh 170,000 monthly as salary.

TSC CEO Dr. Nancy Macharia said those employed or on internship with the Commission are qualified to apply to be exported but must first resign before they can be considered.

The government has made arrangement for teachers who successfully apply to work abroad to be issued with a passport within three days after application.

The government has developed a policy framework and guidelines that will guide a plan to find jobs in at least 17 countries abroad for thousands of unemployed teachers.

Latest news on Kisumu Boys High School Fire Outbreak

The Ministry of Education has called for speedy investigations to unearth the cause of a fire that razed down three dormitories and four classrooms at Kisumu Boys High School.

Property of unknown value was destroyed in the Saturday morning inferno which has displaced 250 students.

The fire started from one of the dormitories when the students were in class and quickly spread to the entwined classrooms and adjacent dormitories.

Basic Education Principal Secretary (PS) Julius Jwan said various State agencies have been deployed to establish the cause of the fire.

The PS said the teams would also come up with a detailed report on the extent of damage as various stakeholders move in to partner with the school to restore normalcy.

Speaking at the school on Saturday, the PS said the report would assist the ministry come up with a way forward on fixing the destroyed infrastructure.

“The ministry will only come in after we have established the cause of the fire. The Kenya Power and Ministry of Housing teams have asked for time to conclude the investigations,” he said.

“I have said this before that the government cannot allocate funds to rebuild the infrastructure if for example it is found that the fire was started by the students,” he added.

He said all the 1,652 out of 2,300 students who reported back to the school on Friday after the half term break were safe since nobody was injured in the inferno.

The school management, he said, has resolved not to send the students back home adding that the Kenya Red Cross has offered to deliver twenty tents to help manage the situation.

Ten of the tents, said the PS, would be used as classrooms while the others shall be converted into temporary dormitories.

“The school has liaised with their contractors and suppliers who have promised to donate mattresses and beddings for the affected students,” he said.

He asked parents to remain calm adding that the school would communicate to them on the way forward.

KMTC to offer Cervical Cancer Training and Management Course

The Kenya Medical Training College (KMTC) has today (June 14, 2022) received a donation of pre-cancerous lesions treatment devices to enhance teaching and learning in the College.
Handing over the equipment, donated by Ministry of Health in Partnership with Clinton Health Access Initiative (CHAI) and Jhpiego, Ministry of Health Acting Director General Dr. Patrick Amoth further reported that through the partnership with CHAI, a total of 125 KMTC lecturers drawn from nine clusters from all over the country were trained on screening and treatment of pre-cancerous lesions.
Dr. Amoth noted that this is of particular importance as “The Ministry of Health is implementing the National Cancer Control Strategy 2017-2022 which advocates for specific interventions across the cancer continuum of care to halt and reverse the burden of cancer,” he said.
He observed that lack of skills among primary healthcare workers is one of the major gaps in cervical cancer prevention & control country wide. In this regard therefore, Dr. Amoth encouraged the lecturers to disseminate the training content to their fellow lecturers and their students. He added that the training should be integrated in the nursing training curriculum to ensure sustainability.
“The Ministry of Health is confident that through this training many health workers will improve their knowledge, skills and confidence for cancer prevention and control upstream even before they join the service,” he further added.
On his part, KMTC CEO Dr. Kelly Oluoch reported that he is aware of the devastation cervical cancer has caused on the country’s population. “This is not only sad but also tragic given that it is an entirely preventable condition.”
“Towards this end, as our contribution towards the fight against cervical cancer and cancer in general, the College has initiated a Higher Diploma programme in Oncology, anchored in the Department of Clinical Medicine,” he reported, adding that “to date, I am glad to report that we released our first 16 graduates in December 2021 and we currently have 33 students in training.”
The CEO further confirmed that the College is working towards adjusting content in the curricula of all programs relevant to the prevention and management of cervical cancer to be in line with the current National guidelines.
Laying emphasis on the need for vaccination against Cervical Cancer, Country Director CHAI Mr. Gerald Macharia said that elimination of the disease is possible and encouraged early screening in addition to the HPV vaccination for young girls especially those aged 10 and below.
Representing Jhpiego Country Director Dr. Stephen Mulwa, Project Director Mr. Paul Nyachae recognized the partnership between the four organizations as proof that cancer is a journey and only through walking together can there be hope of eliminating the disease. “The presence of Dr. Amoth here today is further proof of the Government’s commitment to dealing with the Cancer menace in the country,” Mr. Nyachae said.
He added that “No woman should die from cervical cancer, a preventable illness.”
On the other hand, head, National Cancer Control Programme (NCCP) Dr. Mary Nyangasi highlighted reduction of cervical cancer incidence, morbidity and mortality rates in Kenya through the capacity building of primary healthcare workers on cervical cancer screening & treatment of pre-cancer lesions, as the overall objective of the partnership with KMTC.
Specifically, this will be achieved through building the capacity of KMTC lecturers as trainers in cervical cancer screening & treatment of pre-cancer lesions (including skills based training); providing KMTC skills labs with relevant treatment devices integrating breast cancer screening training, and integrating and updating cancer screening content in the KMTC pre and in-service training curricula for relevant programs, Dr. Nyangasi added.
