As Dr. Nancy Macharia’s tenure as Chief Executive Officer of the Teachers Service Commission (TSC) approaches its conclusion, ambiguity persists regarding the issuance of promotion letters for recently qualified educators. The National Assembly’s rejection of the latest promotion initiative has placed the TSC leadership in a precarious position, necessitating a comprehensive reassessment of the entire process.

Sources indicate that Dr. Macharia is meticulously considering the necessity of advancing the promotions in light of the parliamentary directive that has suspended the exercise. This situation presents significant challenges, particularly in light of the scrutiny from both legislators and the public.

Julius Melly, the chair of the Education Committee in Parliament, has been vocally critical of the situation. He raises concerns regarding the disparity in promotion timelines, questioning why certain educators have received promotions within a single year while others have remained in the same job group for over eight years.

Melly further expressed apprehensions regarding the inclusion of newly hired teachers on the promotion list, which has seemingly occurred at the expense of their more experienced counterparts. In a recent address in Baringo County, he characterized the promotion process as inequitable and unjust, asserting that the parliamentary Education Committee intervened due to its failure to meet established standards.

Concurrently, the postponement of promotion letter distribution is generating considerable frustration among educators nationwide. Many who anticipated celebrating their advancements are now left in limbo, frequently contacting TSC offices for updates.

Attempts to obtain official statements from TSC representatives regarding the current situation have yet to yield results.

KNUT asks the TSC to conduct a fair teacher hiring process.

Collins Oyuu, the Secretary General of the Kenya National Union of Teachers (KNUT), has urged the Teachers Service Commission (TSC) to uphold its autonomy, authority, and integrity in the hiring of teachers for public schools.

He cautioned that political meddling, which he said had spoiled the process, should be avoided.

Oyuu, speaking at a Sunday church service at Chepkogonyo Deliverance Church in Bomet County, voiced worry about how the recent teacher recruitment process was carried out. He held some politicians responsible for improper interference in the procedure, which was otherwise an explicit and constitutional responsibility of the TSC.

In an effort to gain political advantage and potentially undermine the integrity of the teaching profession, Oyuu claimed that certain politicians nationwide were brazenly handing out TSC employment letters at funerals and political events, disregarding the traditionally accepted standards.

“The previous teacher recruitment was not conducted fairly. When our teachers are hired under ambiguous and questionable conditions, we, as a union, experience the agony of politicians handing out TSC letters at funerals and barazas to further their political agendas. “The whole procedure generates more questions than answers,” Oyuu stated.

The union leader emphasized that these actions not only compromised the TSC’s credibility, but also threw desperate job seekers into unwarranted worry and suffering.

According to Oyuu, the KNUT secretaries in every county have been getting complaints from young, unemployed graduate teachers who were unfairly treated and discriminated against by politicians who were solely interested in rewarding their supporters when distributing the letters, regardless of merit or year of graduation.

He stated that the distribution of TSC teacher recruitment forms was plagued by inconsistencies and that some recipients were allegedly coerced into selling their belongings in order to acquire the forms from dishonest individuals.

“We have received disturbing reports of young graduates and their families selling land to buy TSC forms that were allegedly being auctioned and this is unacceptable,” he stated.

Oyuu reiterated that KNUT had accumulated enough evidence of anomalies in the hiring procedure and was prepared to share the results with the TSC if requested.

“We are ready to show proof if necessary.” “It is time TSC scrutinizes its processes and ensures transparency in the whole exercise,” he stated.

Additionally, the KNUT Secretary General implored the commission to follow official hiring procedures to the letter, such as giving priority to the year of graduation and other merit-based factors, rather than letting outside parties manipulate and dilute the process.

“Let fairness and merit be the basis for employment. “Oyuu stated that the correct guidelines, such as academic credentials and graduation year, should be adhered to.

His statement comes as the TSC has revealed its intention to hire 20,000 more instructors by July of this year in an effort to alleviate the country’s severe teacher shortage.

Oyuu, on the other hand, emphasized that these initiatives would be futile unless the TSC maintains transparency by adhering to its mandate.

“We challenge TSC to demonstrate transparency in the upcoming recruitment by refraining from employing politicians who are not recruitment agents to distribute the appointment letters. “Let them, as it were, restore the trust of the teaching fraternity and the public,” he stated.

The KNUT leader’s worries about the recent participation of politicians and others who are not TSC agents in teacher recruitment have generated public interest and will probably cause surprise in the next TSC recruitment campaign.

Mwalimu Sacco 2023 payments for 2022 dividends

Mwalimu National Sacco has paid the 2023 dividends for 2022 savings. The payments for Advance Against expected rebates for financial year 2022 was rolled out with effect from 23rd July 2022 at 50% of the earned interest rebates for financial year ended 31st December 2021.

Members started receiving 75 percent of the expected dividends from January 4th, 2023.

RE: ADVANCE AGAINST EXPECTED REBATE FOR FINANCIAL YEAR  2022

The Advance Against expected rebates for financial year 2022 was rolled out with effect from 23rd July 2022 at 50% of the earned _interest rebates for financial year ended 31st December 2021.

The board in their meeting held on 29th December 2022 approved enhancement of the accessible amount to 75% of the interest rebates earned for financial year ended 31st December 2021 based on the deposits balance then. The facility will be at a flat interest rate of 7.5% of the amount accessed down from the previous 10% and subject to all other eligibility criteria.

Any subsequent application for the advance will be on a top up basis the same way bridging facility operates. A member who would wish to access additional advance for those who had earlier benefited on the 50% should therefore apply for a higher amount than the existing balance bearing in mind the desired take home amount being the top up.

Members who may have defaulted on any lending product of the SACCO or with arrears are NOT eligible for this product unless their accounts are regularized.

Sonko hands over management of Nairobi County to National Government

Functions of Nairobi County Government handed over to the National Government pursuant to Article 187 of the Constitution.

In a land mark agreement signed at State House today, Governor Mike Mbuvi Sonko and Devolution Cabinet Secretary Eugene Wamalwa in concurrence with H.E President Uhuru Kenyatta, signed an agreement, handing over functions of the Nairobi County Government to the National Government, pursuant to Article 187 of the Constitution.

The signing of the agreement was also witnessed by the Speaker of the Senate, Hon. Kenneth Lusaka and the Attorney General Paul Kihara.

The National Government therefore, will take over the following functions of the Nairobi County Government:

  • County Health services
  • County Transport services
  • County Public Works, Utilities and Ancillary services
  • County Government Planning and Development

This will ensure Nairobi residents receive services efficiently.

The move comes as a breakthrough in the running of county services that had ground to a halt.

Being a national school, Kanga High admits the best brains in the country. Selection for form one placement is done by the Ministry of Education.

KANGA HIGH SCHOOL’S KCSE PERFORMANCE ANALYSIS

The school has maintained a good run in performance at the Kenya National Examinations Council, KNEC, exams. NOMINATION OF THE CENTRE MANAGERS, SUPERVSORS AND INVIGILATORS WHO WILL BE INVOLVED IN THE ADMINISTRATION AND MANAGEMENT OF THE 2025 NATIONAL EXAMINATIONS AND KPSEA SUMMATIVE ASSESSMENT

The Kenya National Examinations Council (KNEC) will administer 2025 KCSE, KJSEA, KPLEA, KPSEA and KILEA Examinations and Assessments during the months of October and November.

These Examinations and Assessments are scheduled to start on 21st October and end on 21st November 2025.

The table below highlights when the Examination and Assessments will be undertaken:

In preparation for the administration of these Examination and Assessments, the Kenya National Examinations Council (KNEC) would wish to have for the details of all Heads of Institutions (HOIs) and Teachers who will be appointed and engaged in the activity as Centre Managers, Supervisors and Invigilators.

In this regard, you are requested to identify, vet and nominate Centre Managers, Supervisors and Invigilators who will be engaged in the administration of these Examination and Assessments.

After identification, vetting and nomination, you are expected to deploy these personnel into the CP2 system by 26th September 2025, through the following link/URL: https://cp2.knec.ac.ke.

You are expected to ensure adherence of the following instructions during recruitment and deployment:

3.1 Heads of Institutions (HOIs) and Teachers to be deployed must be qualified, employed and registered by the TSC.

The personnel nominated and deployed should be of high integrity and not easily compromised;

3.2 The identified Centre Managers, Supervisors and Invigilators must register in the CP2 system for them to be deployed to manage the 2025 national examination and assessments;

3.3 No supervisor or invigilator will be deployed in a school they have served in the last three (3) years. The CP2 system has been configured to this effect.

3.4 Supervisors and Invigilators should not be deployed to Centres that they have vested interest.

They will be required to declare interest in the Examination Centre they are posted to.

To this end KNEC will email the declaration form to the Sub County Directors who will share with all Centre Managers.

They will in turn be expected to print and give to the Supervisors and Invigilators to declare interest.

Supervisors and Invigilators confirmed to have interest in the Centres they are posted to should be redeployed to different Centres.

The Centre Managers, who should also declare interest, will then submit the forms to KNEC together with the attendance register;

3.5 Centre Managers will be required to verify the Supervisors and Invigilators posted to their Centres by confirming their details and workstations.

They shall thereafter be required to take daily online attendance in the CP2 system right from the rehearsal day.

The online attendance registers will be downloaded and printed at the end of each examination or assessment period.

They shall be signed by all the officers involved , stamped by the Centre Manager and the SCDE for submission to KNEC;

3.6 Teachers for Stage-Based Pathway shall invigilate their own learners. For every ten (10) Leaners, there should be one (1) Invigilator.

These Invigilators will also be required to sign declaration forms. There shall be no Supervisor or Centre Manager deployed for KILEA and KPLEA Centres.

Higher Education Government Student Scholarship; Universities Fund Portal (Higher Education Financing) www.hef.co.ke.

The Universities Fund was established under section 53 of the Universities Act, 2012 for financing Universities in Kenya. The Fund is managed by a Board of Trustees known as the Universities Fund (UF) which has been in operation since 2016. The function of the Trustees is to generally manage the Universities Fund.

The specific functions of the Trustees are to: advise the Cabinet Secretary in matters of University Education Financing; develop a fair and transparent criterion for allocation of funds to Universities; apportion funds to Universities; establish the maximum Differentiated Unit Cost for the programs offered and to mobilize and receive funds for purposes of the Fund from the Government, donors, and from any other sources.

About Government Scholarships for University Students Under the New Funding Model

1.   What is the difference between the former university grant and the new Higher Education Government Student Scholarship?

The Higher Education Government Student Scholarship is a financial assistance programme provided to learners in public universities and TVET institutes. Funded through government resources, this scholarship aims to support students pursuing undergraduate, diploma, craft certificate and artisan education. The scholarship is based on the actual cost of the programme and the student’s financial needs.

2.  Who qualifies for the Scholarship?

To be eligible for the scholarship, one must be Kenyan and a 2022 KCSE examination candidate for university learners. He or she must have been placed by the Kenya Universities and Colleges Central Placement Service (KUCCPS) to pursue an undergraduate, diploma, craft certificate or artisan course at one of Kenya’s accredited public universities or TVET colleges. Scholarship application is open to students who sat their Kenya Certificate of Secondary Education examination from 2022 onwards.

3.   A student can apply for this government scholarship at any stage of their academic programme. Can a student apply for loan and scholarship in the same year?

Yes. Loans and scholarship awards will be categorized differently. A vulnerable student will get 82 per cent scholarship and 18 per cent loan of the cost of the programme. An extremely needy learner will get 70 per cent scholarship and 30 per cent loan of the cost of the course while a needy learner will get 53 per cent scholarship, 40 per cent loan and seven per cent household of the cost of the programme. Lastly, a less needy learner will get 38 per cent scholarship, 55 per cent loan and seven per cent family of the cost of the course to be pursued.

4.   Can students below 18 years apply for the scholarship since we know those below that age have previously not been allowed to apply for study loans?

Minors – individuals who have not attained 18 years of age – who sat their KCSE examination last year and have been placed by KUCCPS in a public university or TVET college can apply for the Higher Education Government Student Scholarship. Once the individuals reach 18, they will be required to update their profiles to continue benefiting from the government scholarship and loan.

5.   Is it a must for a student to apply for the Higher Education Government Student Scholarship?

It is not mandatory. It is advisable to only apply for the scholarship if you need government financial assistance.

6.   What are the steps one needs to follow when applying for a Government Student Scholarship?

To apply for a Government Student Scholarship, visit www.hef.co.ke. Remember also to keep an

eye on official communication channels and updates from the Universities Fund, the HELB and KUCCPS for announcements regarding application details and deadlines. Prepare the required documents, including academic records, personal details, student residential and education background. If necessary, gather letters of recommendation to support your application. Ensure you have the necessary documents available, including the “Consent to Collect Personal Data” form.

  1. Are Government Student Scholarships based on financial need, merit or both?

The scholarship is based on the financial needs of the applicant and academic merit. One must be placed by KUCCPS to a public university or TVET institute to apply.

8.   Is the application for the Government Student Scholarship a one-off for a leaner throughout the degree?

For you to get the Government Student Scholarships, you must apply through www.hef.co.ke and submit an application every year for the course duration.

9.   What happens if one receives less than the Government Student Scholarship award applied/or?

An individual may appeal or request a review of their Government Student Scholarships award if they were not satisfied with the amount given. This includes unsuccessful scholarship applications.

10.  Can a foreigner apply and receive the Government Student Scholarship?

No, this scholarship is restricted to Kenyans only. International students should check with their institutions, governments or financial aid offices to determine if they are eligible for other scholarships.

11.  How can a student use the Government Student Scholarship fund?

This Government Student Scholarship fund takes care of the tuition fees. These funds will be disbursed directly to the university or college the applicant is undertaking their studies.

12.   Can the Government Student Scholarship affect other forms of financial assistance to the learner?

Yes. If a student is fully funded by another agency, individual or institution, the government Student Scholarship cannot provide a scholarship to the same student since it will lead to over- funding. Students are I expected to fully disclose agencies sponsoring them and the amounts applicable for their sponsorship. Non-disclosure may lead to withdrawal or cancellation of the scholarship.

13.  Are there any requirements or responsibilities for Student Government Scholarship recipients?

Beneficiaries of the Government Student Scholarship are required to complete their studies within the stipulated course/programme duration. Any extended study duration cost will not be catered for by the scholarship. Secondly, the students will be required to give accurate information to assist the award of the scholarships.

14.  Will a student need a guarantor for to be eligible for the Government Scholarship?

No guarantors are needed.

Why we should encourage regular hand washing among learners

A charity organization is calling on learning institutions to entrench the culture of handwashing among students as a way to curb the spread of diseases.

During fetes for the Global Handwashing Day, Rotary Club of Murang’a demonstrated to pupils of a local primary school the correct ways of washing hands.

The Club’s President, Ms. Judith Thuo speaking when she led members of the club to donate soap among other detergents at St. Mary’s Primary school underscored the need for hand washing saying it will help school-going children to avoid contracting communicable diseases.

Thuo challenged learning institutions to create and support a culture of handwashing through constant sensitization as well as provision of adequate handwashing facilities.

A survey by the club across many schools in Murang’a County revealed that even as many of them have running water, there is hardly any soap available for use by learners to wash their hands.

Thuo said that the club had joined the globe in advocating for handwashing with water and soap as an effective and affordable way of preventing diseases and saving lives.

“In line with this year’s Global Handwashing Day “Unite for Universal Hand Hygiene”, we join the rest of the world to create awareness and demonstrate the simplicity and the value of clean hands.

We are reminded of the importance of protecting ourselves, our families and communities through washing our hands with soap and water,” she said.

She noted that promotion of proper hygiene and sanitation practices is one of the seven areas of focus around which Rotary Club operates.

“Other areas are Economic and Community Development, Maternal and Child Health, Supporting the Environment, Basic Education and Literacy, Disease Prevention and Treatment as well as Peace and Conflict Prevention and Resolution,” she added.

The president also observed that while a lot of emphasis on handwashing with soap and water was laid during the Covid-19 outbreak, many institutions have now relaxed on implementation of the practice, despite the fact that a large percentage of other deadly ailments are spread by contaminated hands.

Research by the Center for Disease Control (CDC), indicates that washing hands with water and soap could reduce deaths from diarrheal disease by up to 50 percent. Researchers also estimate that if everyone routinely washed their hands, one million deaths a year could be prevented.

Thuo advised students that practicing washing hands regularly and at key times such as after visiting the toilet significantly reduces the risk of diarrhea and influenza that can cause serious illness and even death.

The World Health Organization (WHO) observes that handwashing can also reduce the risk of respiratory illnesses such as scold within the general population by 16-21 percent. It will also reduce absenteeism due to gastrointestinal illness in school going children by 29-57 percent which significantly contributes to the achievement of education goals.

The school’s Board of Management Chairman, Michael Gachichio, expressed gratitude to the Rotary Club, noting that the soap donation will go a long way in promoting the culture of handwashing in the school, which has a population of 432 pupils.

He said that the school was committed to observing sustained hand hygiene among the school fraternity.

During the event, the club in collaboration with Lifebuoy donated soap bars, liquid hand wash and sanitizers for use by teachers and pupils.

KUCCPS now opens portal for KCSE 2021 Candidates To Apply, Revise Courses

It’s now official that the KUCCPS portal is now open for 2022/2023 University, College and TVET applications. Students who completed their secondary school studies and are yet to apply can now log into https://students.kuccps.net/login/ for application.

Input your KCSE index number, KCSE year and use your birth certificate number as your password.

Students who scored a minimum of a C+ can apply for degree courses in both the public and private universities country wide. Students with a mean grade of C- and above qualify for diploma courses, D+ qualify for certificate course while the rest can apply for artisan courses.

Applicants are required to pay an application fee of 1500 Kenyan shillings and note down the MPESA transaction code for confirmation. After entering the valid code you can proceed with the application.

Take note of the cluster points making reference with the previous years before submitting an application. Another factor to be considered if the minimum entry requirements. On insertion of the course code, the system will automatically notify you if you qualify for the selected course.
